The right colocation provider is the one whose specific facility, contract and operating procedures fit your workload—not the operator with the most impressive portfolio or the highest headline uptime percentage. Compare each proposed site on usable power, cooling, resilience, connectivity, security, support, expansion and total contractual cost. Send every candidate the same written questions, verify the evidence for the exact room and capacity you will use, then score the offers according to the business impact of an outage.

This method works for a single rack, a private cage or a multi-site deployment. It also prevents the most expensive mistake in colocation buying: accepting a provider-wide claim that does not apply to the building, suite, power path or service level in your order.

Start with a precise workload and location brief

Before contacting operators, document what you are placing in the facility and what failure would cost. A provider cannot give a meaningful answer to “How much does a rack cost?” without knowing density, feeds, network endpoints, access requirements and term.

Record the technical workload

  • Inventory each device, its dimensions, weight, inlet temperature range and normal and peak electrical draw.
  • State the required committed power in kilowatts per rack, cabinet or cage. Distinguish the utility capacity allocated to your footprint from the power you expect to consume.
  • Identify single-corded and dual-corded equipment, acceptable feed arrangements, breaker sizes and whether automatic transfer equipment is required.
  • Describe storage, virtualization, high-performance computing, graphics or other equipment that may create unusually high heat density.
  • List bandwidth by port, committed rate, burst behavior, public IP requirements, private links and cloud on-ramps.
  • Define recovery objectives: the maximum tolerable downtime, data-loss window, restoration order and whether a second site is required.

Set geography, jurisdiction and access constraints

Name the countries, states or provinces in which data may reside, and identify any rules governing government access, regulated records, encryption keys or support personnel. Ask for the legal address of the proposed facility, not merely a metropolitan area. Confirm whether the quoted site—and not a substitute building—is in scope of the offer.

Translate business risk into requirements

Estimate the financial and operational effect of a one-hour, one-day and multi-day outage. Include lost transactions, breach notification, contractual penalties, safety consequences and the cost of dispatching staff. This number does not predict what an SLA will reimburse; it determines how much resilience, geographic separation and recovery capability you should buy.

Use one identical RFP and scorecard

Send the same questions, definitions and workload profile to every operator. Require answers in writing, with the site name, room, capacity and service to which each answer applies. A consistent request exposes differences that marketing pages hide and makes commercial offers comparable.

Copy this evidence-based scorecard

Axis Questions and evidence to request
Geography and regulatory fit What is the exact facility address and jurisdiction? Which residency, access, recovery and industry constraints apply? Is this named site in the proposal and contract?
Usable power How many committed kW are available to this footprint, at what rack density, on which feeds and distribution paths? What expansion capacity and delivery dates are contractually committed?
Cooling and equipment fit What cooling capacity and supported density are available for the proposed equipment? Which inlet conditions, temperature limits, containment rules and customer-side responsibilities apply?
Resilience and maintenance Provide power and cooling topology, redundancy model, planned-maintenance procedure, failure scenarios, incident history relevant to this service and evidence that required components can be maintained without disruption.
Connectivity Which carriers, exchanges, cloud on-ramps and diverse routes are physically present at the exact site? Which are on-net? What are cross-connect prices, provisioning times, route-diversity details and measured latency to required endpoints?
Security and compliance Provide current audit reports or certificates and their scope, physical-access controls, monitoring, visitor procedures, incident communications and evidence for the workload frameworks you require.
Operations and support Who staffs and operates the facility? What are 24/7 access rules, remote-hands scope and rates, escalation contacts, response targets, maintenance notices and operating procedures?
Capacity and growth Can adjacent space and incremental power be delivered on your timetable? Which options, lead times and price changes are committed in writing?
Total commercial terms Provide a like-for-like schedule for space, committed power, bandwidth, cross-connects, remote hands, IP addresses, setup, overages and escalators. Compare term, renewal, termination, liability, insurance, credits and exit assistance.

Demand facility-specific documents

Request a facility specification sheet for every proposed site. It should identify the building, room or data hall, available capacity, rack dimensions, power delivery, cooling design, carrier list, access model and service boundaries. Mark every statement as facility-specific, service-specific or operator-wide. Operator-wide claims are useful context but are not proof that your selected hall has the same capability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify power, distribution and cooling at rack level

Separate utility capacity from your usable allocation

Ask for the power you can actually reserve and use, not the facility’s total megawatt capacity. Confirm the committed kW per rack or cage, voltage, phase, receptacle type, breaker rating, number of feeds and metering method. Clarify whether the commitment is a hard allocation, a reservation subject to later approval or a consumption ceiling with overage charges.

For dual-corded equipment, require two independent distribution paths where the service promises them. Ask what happens if one path, a panel, a power distribution unit or an upstream component is removed for maintenance. For single-corded devices, identify the provider’s approved transfer or redundant-power solution and who owns its maintenance.

Test the density assumption

A rack advertised as “high density” may still have a lower contractual limit than your design needs. Give the operator your estimated steady and peak draw and ask for written confirmation that the exact rack position, breaker and cooling arrangement support it. Ask whether a temporary starting load is allowed and when additional circuits must be ordered.

Examine cooling and environmental limits

Request the cooling capacity assigned to the proposed hall, the supported kilowatts per rack, temperature and humidity operating ranges, containment requirements and any restrictions on fan-wall, liquid-cooling or rear-door equipment. Clarify whether the customer must provide airflow panels, blanking panels, leak detection, hose connections or other infrastructure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask how the design behaves during loss of a chiller, computer-room air handler, pump, cooling loop or control system. The useful answer describes the remaining capacity, alarm thresholds, automatic actions and maintenance window—not simply the number of installed units.

Interpret Tier and resilience claims correctly

“Tier III” is not a universal uptime guarantee. Uptime Institute distinguishes certification stages and scopes. Design certification reviews the design and intended implementation; constructed-facility certification reviews construction and performance; operational-sustainability certification evaluates operational behaviors and risks. Ask to inspect the current award documentation, validity conditions, exact site, certified capacity and stage.

Uptime Institute describes Tier III concurrent maintainability this way: Each and every capacity component and distribution path in a site can be removed on a planned basis for maintenance or replacement without impacting operations. The same overview states that a Tier III site remains exposed to equipment failure or operator error. Therefore, a Tier label is evidence about a defined design or operating scope, not a promise that your application will never be interrupted.

Map the certification to your order

  1. Write down the legal facility name, street address, building, data hall and capacity you are buying.
  2. Ask which certification stage applies to that exact area and whether the certificate is current.
  3. Compare the certificate’s scope with the power path, cooling plant and services in your quotation.
  4. Ask for the planned-maintenance process, notification period and customer impact for each critical component.
  5. Record exclusions, customer dependencies and any service that is outside the certified boundary.

Ask for failure and maintenance scenarios

Have each operator walk through loss of utility power, generator start failure, UPS module failure, distribution-path maintenance, cooling-component failure, carrier cut and human error. Ask which alarms are generated, who responds, how customers are notified and what load remains available. Request relevant incident context, while recognizing that a provider’s narrative is not an independently measured operating record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prove that connectivity is usable at the exact site

Distinguish on-net from reachable through a reseller

Request a carrier and exchange list for the proposed building, with the demarcation point and service owner. “Available in the city” is not the same as physically on-net in your hall. Ask whether a carrier connection requires a building extension, a third-party meet-me room or a remote handoff, and who bears construction and recurring charges.

Compare diversity and cloud paths

For each critical circuit, obtain route-diversity details: separate entrances, risers, meet-me rooms, conduits and upstream carriers. Ask whether “diverse” means separate physical paths or merely different logical services on shared infrastructure. Confirm the cloud exchanges, private on-ramps and providers you need are present at the site, and identify any lead-time or port-size restrictions.

Price the complete connection

Capture installation, monthly cross-connect, port, bandwidth, IP allocation, remote-hands and cancellation charges. Ask for standard provisioning times and the escalation path when a cross-connect misses its due date. Measure or obtain documented latency to your users, offices, cloud regions and replication partner; a city-level latency estimate is not sufficient for a site decision.

Evaluate security, compliance and operational support

Validate evidence and scope

Request current audit reports or certificates, the covered legal entity, facility and services, audit period, exceptions and expiry date. Determine whether the report covers the data hall, managed services, network operations and remote hands you will use, or only a corporate process. Map the controls to your own regulatory interpretation; a provider’s certification does not transfer your compliance responsibility.

Inspect physical controls

Ask how identity is verified at the gate, reception, mantrap, cage and rack; how visitors are escorted; how badges are issued and revoked; and how access logs are retained. Confirm camera coverage, alarm monitoring, shipment handling, media destruction and procedures for lost credentials. Establish whether your staff can obtain 24/7 access and what advance notice, identity documents or fees apply.

Define support in operational terms

Identify the facility operator, network operator and contracting entity. Get a named escalation chain, support hours, response and restoration targets, maintenance-notice periods and incident-communication channels. Define remote hands precisely: included minutes, hourly rates, minimum billing, skills, parts handling, cabling, reboot authority, evidence photos and approval controls. A staffed building is not automatically a staffed service desk for your contract.

Normalize the full cost before comparing offers

Build a five-year—or the intended contract term—model using the same assumptions for every candidate. Separate one-time and recurring charges and show when each begins.

Cost category Items to include
Space Rack, cabinet, cage, floor area, locking hardware and any minimum footprint.
Power Committed kW, circuits, breakers, metering, demand or overage charges and power-related deposits.
Network Bandwidth, ports, IP addresses, cross-connect installation and monthly fees, cloud connections and carrier construction.
Services Remote hands, installation, equipment receiving, storage, escorting, smart hands and emergency work.
Implementation Setup, cage construction, cabling, migration assistance, shipping, staging and testing.
Growth and change Additional racks, incremental kW, circuit changes, bandwidth upgrades, relocations and price escalators.
Exit De-installation, data destruction, equipment removal, restoration of space, early termination and assistance with migration.

Normalize taxes, currency, billing units, minimum commitments and annual escalators. Ask what happens when actual draw exceeds the committed allocation and whether unused power or bandwidth can be reduced. A low rack price can be outweighed by expensive cross-connects, remote hands or mandatory minimums.

Calculate what a breach actually pays

For each covered service, write down the credit formula, maximum monthly credit, claim deadline, evidence required and whether credits are automatic. Determine whether credits are your sole remedy and whether the contract excludes lost revenue, data loss, consequential damages or third-party penalties. An SLA credit is a pricing remedy; it is not insurance for the business impact you estimated.

Check notice, renewal and exit mechanics

Compare initial term, renewal periods, notice deadlines, termination rights, suspension rights, assignment, insurance obligations, liability caps and price changes. Ask how quickly the provider must return equipment, export access logs and assist with cross-connect or circuit migration. Require commitments for expansion dates and service changes in the order form or an attached schedule, not an informal email.

Use a disciplined site visit and evidence review

Bring a verification checklist

  • Match the tour address, building and hall to the proposal and certification documents.
  • Inspect the meet-me room, carrier entrances, risers, cross-connect pathways and physical separation of diverse routes.
  • Observe power rooms, UPS and generator areas, cooling plant, maintenance access and alarm displays where permitted.
  • Confirm rack dimensions, loading routes, staging space, shipping hours, elevator limits and equipment receiving rules.
  • Ask to see a sample maintenance notice, incident communication, access log and remote-hands ticket.
  • Verify camera coverage, mantrap operation, visitor escorting, badge revocation and media-disposal procedures.
  • Discuss a realistic failure scenario with the operations manager and record the exact response sequence.

Verify documents after the tour

Reconcile the facility specification sheet, certificate scope, audit report, network diagram, power schedule and contract. Resolve differences in writing. If a proposed capacity depends on future construction, label it as conditional until the delivery date, price and remedy are contractual.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Score candidates according to your workload

Do not publish or rely on a universal “best provider” ranking. Weight the scorecard to your outage economics and technical constraints. A regulated database may weight jurisdiction and audit scope above amenities; a latency-sensitive service may weight route diversity and cloud proximity; a high-density AI or analytics cluster may weight power delivery and cooling above low rack rent.

Build a weighted decision matrix

  1. Assign each axis a weight that totals 100 percent.
  2. Define evidence-based scoring, such as 0 for unanswered, 1 for unsupported assertion, 3 for documented capability with conditions and 5 for verified site-specific evidence plus contractual commitment.
  3. Score every operator using the same definitions and penalize missing evidence rather than guessing.
  4. Multiply each score by its weight and document the reason for every material difference.
  5. Run sensitivity checks by increasing the weight of outage cost, growth, compliance or network latency to see whether the decision changes.
  6. Make contract inclusion a gate: reject a candidate that cannot meet a non-negotiable requirement even if its weighted total is high.

Use references and a pilot where risk warrants it

Ask for references with a comparable density, support model and regulatory profile. Speak with the operating team, not only sales. For a critical deployment, stage a small installation or connectivity test before moving the full workload. Validate access, cross-connect delivery, monitoring, incident communications and billing against the written commitments.

Common comparison mistakes and their fixes

  • Choosing by portfolio size: replace operator-wide claims with documents for the exact facility, hall and service.
  • Treating a Tier label as guaranteed uptime: verify certification stage and scope, then examine maintenance, failure and SLA terms.
  • Comparing rack rent alone: add committed power, circuits, cross-connects, remote hands, setup, overages and escalators.
  • Assuming city-level carrier availability: confirm on-net presence, physical paths, provisioning time and endpoint latency at the proposed building.
  • Accepting “high density” without a load review: submit your actual peak kW, heat profile, feeds and equipment constraints for written approval.
  • Ignoring the contracting entity: determine who operates the facility, who provides each service and which entity owes the SLA.
  • Leaving growth informal: put adjacent-space options, power delivery dates and future prices in the contract.
  • Overestimating SLA protection: model your own recovery architecture because credits rarely equal the cost of an outage.

A practical selection sequence

  1. Write the workload, geography, compliance, recovery, density, network and growth brief.
  2. Shortlist facilities that can meet non-negotiable location and capacity requirements.
  3. Issue the identical RFP and facility-specific evidence request.
  4. Normalize technical answers, prices, SLA definitions and contract remedies in one workbook.
  5. Tour the finalist sites and reconcile observed conditions with documents.
  6. Score the verified offers using workload-specific weights and reject any gate failure.
  7. Negotiate missing evidence, expansion commitments, remedies, notice periods and exit assistance.
  8. Run a pilot or staged migration when connectivity, support or operational risk is material.
  9. Approve only after the final site, service scope, price schedule and SLA are attached to the agreement.

The defensible choice is the offer that documents a workable power and cooling envelope, resilient maintenance procedures, usable connectivity, appropriate controls, responsive operations and predictable total cost for your actual workload. Everything else is a marketing comparison rather than a colocation decision.
