There is no defensible single-city winner for every data center workload in South Korea. Compare candidate facilities against the users and services your application actually depends on, measure latency and packet loss over relevant routes, and verify power capacity and resilience with site-specific evidence. Seoul, Gyeonggi, and Busan can help shape a shortlist, but regional statistics cannot establish a particular facility’s performance or available power.
Start with the workload, not the map
A location is suitable only in relation to a particular workload. Before asking operators for proposals, document where requests originate, what services the application calls, how much downtime it can tolerate, and what growth it must support. A site that performs well for users in one region may be a poor choice for users or dependencies elsewhere.
Map users and dependencies
List the main user geographies, application endpoints, cloud or hosted services, databases, identity systems, and other dependencies that must communicate with the facility. Distinguish interactive traffic, where round-trip delay is visible to users, from background transfers that may be more sensitive to throughput or interruptions. Include locations where staff, customers, or partner systems connect from outside South Korea if those paths matter to the service.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Translate business requirements into measurable objectives. Define acceptable round-trip latency and packet loss for each important user region and service path, and note how much variation is tolerable at busy times. If the application has a formal service objective, use it as the threshold for comparison rather than treating a city’s reputation as a performance guarantee.

Set the comparison conditions in advance
Use the same endpoints, test windows, and measurement approach for every candidate. Record the source location, destination, time, route where available, round-trip latency, packet loss, and time-of-day variation. Include both normal operating periods and periods when traffic is typically busiest for the workload. A one-off result is not a reliable substitute for repeated measurements.
Keep a record of the measurement date and exact destination used. If an operator changes a test endpoint, network provider, or route, mark the result as a different test rather than comparing it as though conditions were unchanged. This makes it possible to distinguish a real facility or route difference from a measurement setup difference.
Measure latency and packet loss across actual routes
Latency is a property of a path between endpoints, not simply of a city. Physical distance can matter, but the route, network interconnections, and destination also affect the result. Test from representative user locations to each candidate’s relevant network endpoint, and test from the candidate toward important cloud and service endpoints where the workload depends on them. Measure round-trip latency and packet loss; where possible, collect route traces to understand how traffic is being carried.

- Choose representative sources. Select points that reflect where actual users and systems connect from. Do not rely on a single test source if the workload serves several materially different regions.
- Agree on destinations. Ask each operator for the specific test endpoint or facility network handoff being represented. Record whether it is inside the facility network or at another point, because those are not interchangeable comparisons.
- Repeat measurements. Collect results at consistent intervals and at relevant times of day. Retain latency, loss, time, source, destination, and route information rather than just an average.
- Compare distributions and failures. Look at typical performance as well as spikes, loss, and periods when a route becomes unavailable. A low average can conceal variation that harms interactive applications.
- Validate with the intended connectivity. Confirm with the operator that the tested provider and route can actually be provisioned for the proposed deployment, and ask whether cross-connects or other required connections have lead times.
Registry data can help identify who operates an IP address or autonomous system (AS), but it does not tell you which providers are available in a particular facility or how traffic will route for your deployment. The Korea Network Information Center (KRNIC) describes the Korea Internet & Security Agency (KISA) as delegated for Internet address resource management and KRNIC as providing IP address, AS number, and domain registration services. Use KRNIC’s policy overview to understand that registry role; request current facility-specific provider and routing details separately.

Check connectivity diversity at the facility
A long carrier list is not proof of resilient connectivity. The practical question is whether the specific paths your workload needs are available, and whether they depend on genuinely independent providers, routes, and upstream networks. Two service names may still share infrastructure or an upstream dependency; ask operators to explain the underlying path rather than counting logos.
Questions for the operator
- Which carriers and network providers are present at the specific facility, and which can serve the proposed rack or suite?
- What routes, peering, and transit options are available for the user regions and service endpoints in the test plan?
- Can the operator describe route diversity and material shared dependencies between proposed connections?
- What are the cross-connect process and lead time for each required connection?
- Which paths were used for the supplied latency and loss measurements, and can those paths be provisioned for the intended service?
- What happens to connectivity during a provider or route outage, and what evidence can the operator provide about failover behavior?
Compare answers against the workload’s actual requirements. If an operator cannot establish that a path is available at the facility, do not treat a general statement about regional connectivity as proof that the path will be available to you.
Verify power at the facility level
Regional power figures are useful context, not a capacity reservation. Ask the utility and operator for written, current information about the particular site and proposed load. Separate capacity that is contracted and deliverable from capacity that is planned, requested, or dependent on future work. A headline megawatt figure without those definitions and a delivery date is not enough to compare sites.

Request comparable power evidence
- Deliverable capacity: Current MW that can be supplied to the proposed facility or customer, and the evidence and date supporting that figure.
- Contracted versus planned supply: Which capacity is committed, which is still an application or plan, and what conditions remain before it can be delivered.
- Connection timing: Expected date for the required capacity and any milestones or dependencies that could change it.
- Expansion headroom: Additional capacity available at the site, how much is firm, and when any increase could be delivered.
- Cost basis: Applicable tariff and demand-charge basis for the proposed load, with the relevant assumptions stated. Do not compare price figures unless the load profile, tariff scope, and date are comparable.
- Utility contact and confirmation: The relevant utility organization and written confirmation of site-specific capacity and interconnection timing.
KEPCO’s regional office information can help identify which organization to contact, but an office listing or map does not establish local grid capacity or an interconnection schedule. Start with KEPCO’s official website and ask for confirmation applicable to the exact candidate site.

Interpret regional figures carefully
KEPCO’s cited data catalog describes a one-time dataset prepared for regional distribution policy, based on electricity-supply applications as of 2023-12-31. It reports contracted power associated with customer records; it is not a measure of current spare capacity, an individual facility’s supply, or a city ranking. The figures can help frame questions, but a utility and operator must verify current site-specific availability and timing.
| Region in the KEPCO dataset | Customer records | Contracted power | Scope and date |
|---|---|---|---|
| Seoul | 48 | 653 MW | KEPCO one-time dataset snapshot based on applications as of 2023-12-31 |
| Gyeonggi | 34 | 681 MW | KEPCO one-time dataset snapshot based on applications as of 2023-12-31 |
| Busan-Ulsan-Gyeongnam | 15 | 179 MW | KEPCO one-time dataset snapshot based on applications as of 2023-12-31 |
These are aggregate regional figures. In particular, the higher reported contracted-power total for Gyeonggi than Seoul does not show that a given Gyeonggi facility has more deliverable power, nor that either region is the better choice. See the KEPCO Data Center Electricity Supply Status dataset catalog for its source and scope.
Assess power resilience and outage response
Grid access and facility resilience are separate questions. A candidate may have a promising supply proposal but insufficiently documented backup systems, maintenance procedures, or incident response. Compare the actual electrical design and its tested capacity with the availability requirements of the workload.
Request design and operating evidence
- Electrical topology: A current one-line diagram or equivalent description of the power path to the proposed space, including relevant distribution arrangements.
- UPS and generators: Configuration, redundancy, supported load, tested capacity, and the assumptions used to describe backup runtime or coverage.
- Maintenance: Planned maintenance practices, how maintenance affects redundancy, and how customers are notified of work that could affect service.
- Outage history: Relevant power incidents, their impact, and the operator’s documented handling and corrective actions.
- Incident response: Escalation contacts, notification process, response responsibilities, and how the operator coordinates with the utility and customers.
Ask for evidence that supports claims about redundancy and tested load, not just a label or a general assurance. Clarify whether the stated backup capacity covers the proposed customer load and which parts of the power chain it protects. An operator’s answer should be specific enough to compare with other candidates under the same assumptions.

Treat regulatory text as context, not a site audit
The Korean National Law Information Center’s displayed private data-center facilities rule includes the Korean requirement: “정전, 전압 변동 등의 상황이 발생하더라도 데이터 센터에 안정적인 전력을 공급하기 위한 수·배전, 무정전전원장치 등을 구비해야 한다.” It describes distribution and uninterruptible power supply equipment intended to provide stable power during outages or voltage fluctuations. The cited rule is effective 2016-06-27; check its current status and applicable technical requirements before relying on it for compliance. It does not prove a particular facility’s current operating performance or available capacity. The rule is available at the Korean National Law Information Center.
Article 40 of the Intelligence Information화 Basic Act describes government policy support for stable operation and efficient provision of data centers. That is policy context, not evidence that a candidate location has the power or connectivity your workload needs. Consult the Article 40 text separately from facility diligence.

Regional indicators can help decide which locations to investigate, but they cannot select a facility for you. Apply the same measurements and evidence requests to every candidate, including candidates within the same region. The regional differences that matter depend on the workload’s users, routes, utility arrangements, and facility design.

The KEPCO snapshot recorded 48 customer records and 653 MW contracted power for Seoul, and 34 records and 681 MW for Gyeonggi, based on applications as of 2023-12-31. These figures describe aggregate regional records in that historical dataset. They do not state how much power is available now, which individual sites can deliver it, or when a new connection could be made. Use them to motivate site-level questions, not to presume a power advantage.

Busan and international connectivity
A 2024 Busan Finance Center report says Busan hosts approximately 90% of high-speed submarine cables. This is a regional claim in that report, not a current independent cable inventory and not proof that a particular facility has lower latency to every international destination. Cable landings, provider presence, route choices, and the destination itself still matter. Ask the operator which current cable landings and routes are relevant to your proposed service and validate performance with measurements. The claim appears in Busan Finance Center’s Focus On Busan 2024 report. A 2023 commercial market report also characterizes Busan as an international bandwidth and connectivity hub; treat that as market commentary and verify current routes and provider presence with operators: South Korea Data Center Market Report.
Busan’s cable footprint may make it a sensible candidate to test for workloads with relevant international paths. It does not establish lower latency for a particular destination than a Seoul or Gyeonggi facility. The same principle applies to every city-level claim: compare actual routes and site evidence.
Build a fair comparison and make the decision
Put the evidence for each candidate into a common record. A useful comparison is not a single blended score that hides weak evidence; it shows which requirements a site meets, misses, or has not yet substantiated. Keep measured results, written commitments, operator descriptions, and regional context in separate categories.
| Comparison area | Record for every candidate | How to interpret it |
|---|---|---|
| Latency and loss | Source regions, destinations, repeated round-trip latency and packet-loss results, time-of-day variation, and route traces where available | Compare against the application’s service objectives; do not infer performance from a city or cable claim. |
| Network diversity | Facility-specific providers, routes, upstream dependencies, peering or transit options, cross-connect lead times, and failover evidence | Assess independent paths and actual availability, not provider counts alone. |
| Power availability | Written deliverable and contracted MW, planned capacity, connection date, expansion headroom, tariff and demand-charge basis | Separate confirmed site capacity from regional totals or future plans. |
| Power resilience | Electrical topology, UPS and generator configuration, tested capacity, maintenance practices, outage record, and response process | Evaluate the evidence against workload requirements; regulatory language alone does not establish operating performance. |
| Evidence quality | Date, geography, definition, and whether each item is measured, site-specific, regional, or promotional | Give more weight to current site-level documentation and repeatable measurements than to broad market claims. |
Apply requirements before preferences
First identify any disqualifying gaps: a site that cannot meet required latency, has no credible delivery date for the needed load, or cannot document required resilience should not win because of a regional statistic. For candidates that meet hard requirements, compare the trade-offs that matter to the workload, such as route diversity, delivery timing, expansion options, and cost under comparable tariff assumptions. Record unresolved items as unresolved rather than converting them into optimistic assumptions.
Site-visit and evidence checklist
Before selecting a facility, use the same checklist for every finalist and preserve the responses with dates and named points of contact.
- Have the workload’s user regions, dependencies, traffic types, latency objectives, and availability requirements been documented?
- Were repeated latency and packet-loss tests run from representative sources to agreed facility endpoints and relevant services?
- Are time-of-day variation and route information recorded, and are the tested routes available to the proposed deployment?
- Has the operator identified facility-specific providers, upstream dependencies, route diversity, and cross-connect lead times?
- Has the utility or operator confirmed in writing current deliverable capacity, contracted versus planned supply, connection timing, and expansion headroom for this site?
- Are tariff and demand-charge figures based on comparable assumptions and a stated date?
- Has the operator provided power topology, UPS and generator details, tested capacity, maintenance practices, and relevant outage records?
- Are incident notification, escalation, response responsibilities, and customer communications clear?
- Are regional statistics labeled with their geography, source, date, and limitations rather than treated as facility guarantees?
- Have applicable legal and technical requirements been checked against current official information rather than assumed from a dated rule?
For each unanswered question, assign an owner and obtain a dated response before treating the item as satisfied. The decision should rest on comparable route measurements and facility-level commitments, with regional data used only to guide where to look.
