The reliable way to compare colocation providers is to compare the exact facility and contract against one defined workload—not a provider’s global marketing claims. Verify usable power and expansion capacity at the rack, trace carrier and cloud connectivity at the target site, and read the uptime service-level agreement (SLA) for its measurement method, exclusions, remedies, and reporting. A Tier certification can support your assessment of facility design, but it is neither an end-to-end application guarantee nor a substitute for the contract.

Start with your metro area, workload, latency and compliance requirements, then send every bidder the same rack count, power forecast, network destinations and deployment date. The resulting quotes, drawings, inventories and contract terms are comparable; generic “high availability” language is not.

Define the workload and location before comparing providers

A colocation site that is excellent for one deployment can be unusable for another. Build a one-page requirements brief before requesting proposals.

Set the geographic boundary

  • Choose the metro area and acceptable campuses, including flood, seismic, storm and utility-risk constraints.
  • List the offices, users, cloud regions, exchanges, carriers and recovery sites that need low-latency paths.
  • State data-residency, sovereignty, audit and physical-access requirements.
  • Specify whether the primary and disaster-recovery sites must be in separate utility or hazard zones.

Describe the equipment and growth plan

  • Number of cabinets now and at each expansion stage.
  • Average and peak draw per cabinet, expected power factor, and the inrush characteristics of the equipment.
  • Weight, dimensions, cooling output, floor loading and any liquid-cooling requirement.
  • Required cross-connects, external circuits, cloud on-ramps, Internet transit and private peerings.
  • Installation date, migration windows, remote-hands needs and support escalation contacts.

Give every bidder the same assumptions. Otherwise a provider quoting a small, lightly loaded cabinet can appear cheaper than one pricing the capacity you will actually consume.

How much power per rack do you need?

Power comparisons fail when a quote’s cabinet rating, circuit capacity and contractual draw cap are treated as interchangeable. Ask for all three values in the provider’s own units and convert them against your equipment data.

Normalize kW, kVA and power factor

Providers commonly express a draw cap in kVA, while equipment specifications and utility bills may use kW. Real power is approximately kW = kVA × power factor. A 10 kVA allocation therefore does not automatically provide 10 kW of usable IT load; the result depends on the power factor of the installed equipment. Use measured or manufacturer-stated power-factor values, and document whether the number is a design limit, a billing threshold or a guaranteed allocation.

Separate the numbers a provider must supply

Power item What to ask Why it matters
Contracted draw cap What kVA or kW limit is written into the order and lease? Exceeding it can trigger alarms, overage charges or a forced reduction.
Usable capacity per cabinet How much continuous IT load can the cabinet safely deliver after circuit, breaker and cooling constraints? A headline cabinet rating may exceed the practical load available to your equipment.
Circuit arrangement Are there A and B feeds, how many circuits, and what voltage, phase and amperage are supplied? Dual-corded equipment needs independent feeds; single-corded devices need an approved transfer or distribution design.
Current headroom What capacity is available now in the room, row, electrical bus and generator plant? A rated cabinet is not useful if upstream capacity is already committed.
Expansion terms What is the lead time, one-time charge, recurring charge and physical limit for adding cabinets or circuits? Growth delays can become the real capacity constraint.

Verify redundancy rather than counting outlets

Ask what remains powered during utility loss, a generator or UPS component failure, a planned maintenance event and a breaker or distribution failure. Request a facility-specific resiliency explanation or single-line diagram at an appropriate level of detail. Confirm whether A and B feeds remain independent through the relevant switchgear, UPS, generators, distribution paths and cabinet hardware. Two receptacles are not evidence of two independent paths.

Equinix documentation is a useful example of the detail to seek: it describes redundant pairs of AC circuits and a contractual draw cap measured in kVA, while noting that circuit sizes and cabinet ratings vary by location. Treat that as an example of a documentation model, not a universal specification. Require the target site to state its own values in the contract.

Check density, cooling and measurement rules

High-density cabinets can be limited by cooling or floor loading before electrical capacity is exhausted. Ask for the maximum supported density per cabinet and row, supply-air or liquid-cooling conditions, temperature and humidity ranges, and the point at which the provider measures consumption. Clarify whether billing uses a reservation, a committed draw, metered peak, average demand or a combination. Include startup surges and hardware replacement in the forecast.

How do you compare carrier-neutral connectivity and cross-connects?

“Carrier neutral” is an inventory claim, not proof that the carriers, cloud services or diverse routes you need are present in a particular building. Evaluate connectivity at the facility, meet-me-room and route level.

Request a current site inventory

  • On-net carriers for Internet, wavelength, Ethernet, MPLS or other required services.
  • Cloud on-ramps, Internet exchanges, private peering fabrics and managed network providers.
  • Available port speeds, optical handoffs, demarcation points and provider-owned equipment.
  • Cross-connect installation fees, recurring charges, standard and expedited lead times, and cancellation terms.
  • Whether each service is available in your exact room and campus, rather than only elsewhere in the metro.

Equinix describes cross-connects as physical cabling links between parties in one of its data centers, used for private peering and direct connectivity. Its documentation also makes products and availability location-dependent. Use that distinction in every RFP: ask for the current inventory and price schedule for the target facility, not a global service brochure.

Map latency and failure domains

List the endpoints that matter and obtain provider or carrier latency estimates for normal and peak periods. For primary and backup connections, ask whether paths are separate at every stage:

  1. Building entrances and external ducts.
  2. Meet-me rooms and internal conduits.
  3. Carrier edge equipment and power feeds.
  4. Upstream metropolitan and long-haul routes.
  5. Cloud or exchange points where the circuits terminate.

Two carriers can lease the same street duct or upstream route. Two cross-connects can share a meet-me-room panel or riser. Request a route-diversity statement, failure-domain diagram and the assumptions behind it; do not infer physical diversity from carrier count alone.

Price the complete connection

Compare the carrier circuit, cross-connect, port, installation, recurring access, remote-hands and demarcation charges together. Record standard and expedited provisioning times. A low monthly cross-connect fee does not compensate for a circuit that cannot be delivered before your migration date.

What does a colocation uptime SLA actually cover?

An uptime percentage has meaning only when the contract defines the measured service. Read the SLA as a boundary around a remedy, not as a promise that your application will always respond.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identify the covered service

Determine whether the commitment applies to cabinet power, environmental conditions, a cross-connect, a managed network service, physical access or another specific component. A power-availability commitment does not cover a misconfigured firewall, failed server, carrier outage outside the provider’s boundary or an application dependency.

Check the measurement window and calculation

  • Length of the measurement period and whether planned maintenance is excluded.
  • Definition of an outage, including partial loss, degraded voltage, temperature excursions and access restrictions.
  • Whether incidents are measured continuously, per event, per cabinet or across the facility.
  • Clock source, incident start and end rules, and treatment of overlapping events.
  • Whether the provider can change the measurement method through an order or policy update.

Read exclusions and remedies line by line

Look for exclusions covering customer equipment, customer-caused events, emergency work, force majeure, upstream carriers, utility failures, denial of access and maintenance performed within an approved window. Confirm the remedy: service credits, fee caps, termination rights or another mechanism. Credits may be the only remedy and may require a claim within a stated number of days, with supporting incident records. Ask whether credits are automatic and what charges they can offset.

Demand usable reporting

Ask for incident notices, monthly availability reports, maintenance calendars and an escalation path. Establish who can obtain timestamps, root-cause reports and evidence needed for a claim. A contract that offers a credit but no practical reporting process leaves you unable to verify the calculation.

Does a Tier III data center guarantee uptime?

No. Uptime Institute’s Tier Classification System addresses data-center infrastructure performance, including availability, redundancy and fault tolerance. Certification is evidence about the design or constructed facility within the certified scope; it is not a provider-wide guarantee and does not certify your servers, carriers or application.

Verify the certification scope

  • Confirm the exact facility address and whether the certificate covers design, constructed facility, operational sustainability or another scope.
  • Check the certificate’s current status and date directly with the certification issuer.
  • Read which systems and boundaries were assessed, including electrical, mechanical and distribution components.
  • Ask how planned maintenance and concurrent events are handled in the certified design.

Uptime Institute states that acceptable design solutions can differ and that its standards accommodate modular configurations, OCP and newer power and cooling approaches. That vendor-neutral flexibility means a Tier label should prompt technical questions, not replace them. Compare the certified scope with the equipment, network and SLA boundaries in your proposal.

Build a facility-level comparison matrix

Score evidence rather than adjectives. Use one row per facility, even when several sites belong to the same provider.

Axis Questions for every bidder Evidence to retain
Power capacity What is the contracted cap, usable kW, circuit arrangement, current headroom and expansion price and lead time? Site specification, cabinet rating, circuit details, committed-capacity schedule and expansion quote.
Power resilience What happens during utility loss, component failure and planned maintenance? Are feeds independent through the relevant path? Facility design explanation, maintenance plan and contract treatment of interruption.
Connectivity Which carriers, cloud on-ramps, exchanges and private interconnects are on-net in this building? Current site inventory, service terms, price schedule and order lead times.
Route diversity Are primary and backup circuits separate through entrances, rooms, conduits and upstream routes? Failure-domain description, route diagrams where available and carrier confirmation.
Uptime SLA What service is measured, for what interval, with which exclusions, remedies and claim deadline? Executed SLA, sample report, incident process and remedy calculation.
Operations Can the provider meet access, remote-hands, deployment, compliance and escalation requirements? Site-visit notes, operating procedures, contact list, compliance documents and deployment schedule.
Total cost What are recurring space, power and network charges plus installation, overage, exit and renewal costs? Comparable quote using the same deployment and growth forecast.

Use a documented scoring scale, such as “verified,” “contracted,” “provider-stated” and “not established.” Give more weight to contracted and independently verifiable evidence than to a presentation claim.

Test schedule risk

Request dates for contract signature, design approval, cabinet readiness, circuit delivery, cross-connect completion, equipment loading and acceptance. Identify dependencies owned by the provider, carrier and customer. A facility with lower recurring cost can be more expensive if a missed circuit or power expansion delays revenue or a migration window.

Evidence quality and common traps

Global claims substituted for site facts

Marketing pages may describe a provider’s network or power strategy globally. For example, an Americas page can advertise carrier-neutral access, interconnection and power features without establishing the carriers, capacity or routes in your chosen building. Require a dated, site-specific response.

Survey figures treated as performance guarantees

Uptime Institute’s 2025 Service Providers and Capacity Survey reports 872 respondents and covers public cloud, owned data-center capacity and colocation capacity. That sample describes the survey; it is not a provider uptime rate, market-share calculation or prediction of your site’s performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Provider-authored checklists treated as rankings

A Canada-focused guide from Hut 8 lists power per rack, resilience, connectivity, uptime SLA, location and deployment as selection factors. Those are sensible checklist categories, but the guide is provider-authored and geography-specific. Apply the categories consistently and verify each bidder independently.

Certification mistaken for application availability

A certified electrical design cannot prevent a failed customer switch, software defect, carrier route outage or dependency failure. Design your own monitoring, redundant network paths, backup power strategy and recovery procedures, then align them with the provider’s SLA boundaries.

A practical RFP and due-diligence sequence

  1. Write the requirements brief. State metro, latency destinations, cabinets, power profile, growth, compliance, access and recovery objectives.
  2. Shortlist facilities, not just companies. Remove sites that cannot meet location, density, carrier or deployment constraints.
  3. Request the same evidence pack. Ask for power diagrams or resiliency explanations, circuit data, current carrier inventory, route-diversity details, SLA, certification documents and a complete quote.
  4. Validate the physical site. During a visit, confirm cabinet location, meet-me rooms, loading access, security, staging, cooling arrangement and maintenance communication.
  5. Run technical workshops. Trace a utility failure, UPS or generator maintenance event, carrier cut and cross-connect failure. Record which systems and remedies apply.
  6. Normalize and score. Convert power units consistently, use identical growth assumptions and separate verified facts from statements awaiting contract language.
  7. Negotiate the contract. Put capacity, circuit independence, delivery dates, SLA definitions, reporting, credits, expansion rights, escalation and exit obligations in writing.
  8. Recheck volatile facts before signature. Carrier inventory, pricing, capacity and certification status can change; obtain a dated confirmation for the exact site.

Questions to resolve before selecting a provider

  • Can the site deliver the required continuous and peak load today, and what is the documented expansion path?
  • Will a single failure or maintenance event remove both power feeds or both network paths?
  • Which cloud, carrier and exchange connections are physically available in the target room?
  • What outage does the SLA measure, what does it exclude and what must be claimed?
  • Does the certification cover this exact facility and the systems relevant to the deployment?
  • What evidence proves the quoted price and delivery date, and what happens if either changes?

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
