To compare crude steel production across quarters, first build each quarter by summing the three monthly observations for the same geography, reporting-country universe, unit, calendar (or fiscal) period, and data vintage. Then state whether the result is a year-over-year comparison with the same quarter a year earlier or a sequential quarter-over-quarter comparison with the immediately preceding quarter. This prevents seasonal effects, scope changes, unit mismatches, estimates, and revisions from being mistaken for a real production change.
What crude steel production measures
Crude steel is an upstream production measure, not a measure of finished-steel consumption, apparent use, shipments, or demand. The World Steel Association defines it as “steel in its first solid (or usable) form: ingots, semi-finished products (billets, blooms, slabs), and liquid steel for castings.” A quarterly crude-steel total therefore describes steel produced within that boundary, regardless of what happens to it later in rolling mills, fabrication, inventories, or trade.
Keep that definition visible when writing a result. “Production rose 3%” is materially different from “steel demand rose 3%.” The first statement can be supported by a crude-steel production series; the second requires a consumption or apparent-use measure.
Decide what comparison you are answering
Year over year: the seasonal comparison
A year-over-year (YoY) comparison contrasts a quarter with the same calendar quarter one year earlier: for example, April–June 2026 against April–June 2025. It controls for recurring seasonal patterns better than a comparison with the immediately preceding quarter. Use YoY when the question is how output changed from the same seasonal period.

Quarter over quarter: the recent-momentum comparison
A quarter-over-quarter (QoQ) comparison, also called sequential change, contrasts a quarter with the immediately preceding quarter: for example, April–June 2026 against January–March 2026. It is useful for identifying recent acceleration or slowdown, but it can be distorted by normal seasonality, maintenance shutdowns, holidays, weather, and the different number of working days in a period.
Always put the baseline in the sentence, table heading, or chart subtitle. “Q2 increased 2.1%” is incomplete until the reader knows whether 2.1% is YoY or QoQ.
Lock the scope before collecting numbers
Geography
Choose one scope and keep it unchanged in both periods. It may be a single country, a named region, or a reporting-country total. A regional result is not comparable if countries are added, removed, or reclassified between quarters unless that change is explicitly handled and disclosed.

International tables can represent a reporting-country universe rather than every country in the world. World Steel in Figures 2026 presents monthly series for 70 reporting countries covering 2022–2025 and says those countries represented approximately 98% of world crude-steel production in 2025. World Steel in Figures 2025 identified 71 reporting countries for its 2021–2024 monthly series. Those counts are not interchangeable: a 70-country 2026 series and a 71-country 2025 series may differ because the coverage changed, not because furnaces produced more or less steel.
For a world total, record the exact edition and country coverage. Do not describe a partial reporting-country total as a fully comparable world series when the universe changed.
Calendar versus fiscal periods
For calendar quarters, use January–March (Q1), April–June (Q2), July–September (Q3), and October–December (Q4). If a national source reports fiscal quarters or another reporting calendar, aggregate the actual three months in that calendar and label the period precisely. Do not silently substitute calendar months for a fiscal quarter.
Choose and freeze a data snapshot
Save the publication name, edition, retrieval or publication date, and update date alongside every observation. A comparison made from two downloads taken at different times can contain revisions that look like economic change.

For a given month, data is uploaded between the 22nd and 25th of the following month; institutions that miss that cut-off may have estimated values in the publication. Use one snapshot for all months in the comparison whenever possible. If that is impossible, state the vintage of each period and explain that the difference may include revisions as well as production movement.
Collect the three matching monthly observations
- Write the target period. Record the country or region, reporting-country universe, quarter label, and calendar or fiscal months.
- Download the monthly observations. Keep the source file or table reference and its publication date.
- Check that all three months are present. A missing month is not zero production. Mark it as missing and obtain the source’s estimate or a later corrected table.
- Repeat for the comparison period. For YoY, use the same three months one year earlier. For QoQ, use the immediately preceding three months.
- Record estimate and revision flags. Preserve any note identifying an estimated national value or a revised figure.
Do not use a reported annual total as a shortcut for a quarterly total. The quarterly number should be reproducible from the three monthly observations used in the stated snapshot.
Normalize units before adding
Unit conversion belongs before aggregation. The World Steel Association annual production viewer reports thousand tonnes, while its monthly publication material uses million tonnes. Pick one unit for the worksheet, table, and chart, then show it in the column heading.

For example, if three monthly observations are 14.2, 14.8, and 15.0 million tonnes, the quarter total is 44.0 million tonnes, or 44,000 thousand tonnes. Do not add 14.2 million tonnes to a value expressed as 15,000 thousand tonnes without converting one of them.
Calculate each quarter and the percentage change
Quarter total
For a calendar quarter, use:
Quarter total = month 1 + month 2 + month 3
For Q2, that is April + May + June. Apply the same rule to the comparison quarter and retain full precision until the final displayed result.
Year-over-year percentage change
Use:
YoY change (%) = (current quarter − same quarter a year earlier) ÷ same quarter a year earlier × 100
Quarter-over-quarter percentage change
Use:
QoQ change (%) = (current quarter − immediately preceding quarter) ÷ immediately preceding quarter × 100
A positive result indicates higher production than the selected baseline; a negative result indicates lower production. State the absolute totals as well as the percentage so the reader can see the scale of the change.

Illustrative calculation
The following numbers are an arithmetic example, not a reported production result. Suppose a region’s Q2 total is 44.0 million tonnes and its Q2 total a year earlier is 42.0 million tonnes:
(44.0 − 42.0) ÷ 42.0 × 100 = 4.76%
Rounded to one decimal place, the YoY result is 4.8%. If the preceding quarter totaled 43.0 million tonnes, the QoQ result would be:
(44.0 − 43.0) ÷ 43.0 × 100 = 2.33%
The same Q2 total can therefore show 4.8% YoY and 2.3% QoQ. Neither percentage is the “correct” one without the question and baseline.

Build a comparison table that exposes the assumptions
A useful table makes scope and vintage auditable instead of hiding them in a footnote.

Add separate columns for absolute difference and percentage change. Put “not stated” in a cell only when the source genuinely does not establish the value, and name the source or edition in the note.
Handle estimates, revisions, and publication cut-offs
Estimated monthly values
Publication timing can force an estimate. Worldsteel’s monthly upload window is between the 22nd and 25th of the following month, so a reporting institution that has not submitted its figure by the cut-off may be represented by an estimate. Mark the affected month and do not present the quarter as entirely final.
Revised national statistics
National statistical agencies can revise historical production. When a revised figure appears, retain the original vintage if you are reproducing an earlier release, or rebuild both comparison quarters from the newer snapshot if your goal is the latest consistent history. Mixing a revised current quarter with an unrevised baseline can exaggerate or suppress the calculated change.

Worldsteel notes that annual totals may include source revisions that were not published in the public January–December monthly tables. Consequently, an annual total need not equal the sum of the 12 monthly values visible in a monthly publication. This is not automatically an arithmetic error. Identify whether your quarterly analysis uses monthly data or an annual total, and do not force the two series to reconcile without a documented revision bridge.

Check comparability before interpreting a change
- Same geography: the country or region definition has not changed.
- Same reporting coverage: the countries included in each total are identical, or the difference is quantified and disclosed.
- Same period basis: calendar months are compared with the same calendar months; fiscal periods are labeled as fiscal periods.
- Same unit: every monthly value was converted before summing.
- Same vintage: both quarters come from the same publication snapshot where possible.
- Same metric: all values are crude-steel production, not finished-steel output, use, or demand.
- Estimate flags: estimated months and late reports are identified.
- Revision notes: later corrections are recorded rather than silently mixed into an older release.
- Non-zero baseline: percentage change is not meaningful when the comparison-quarter denominator is zero; report the absolute difference instead.
Present YoY and QoQ together without confusing readers
When both perspectives matter, place them in separate columns and label the baselines in full.

Include a note such as: “Totals are sums of the three monthly observations in the stated Worldsteel snapshot; percentages use the displayed quarter as the numerator period.” That sentence tells readers exactly what was calculated without implying that the figures are unrevised.
Interpret world and regional totals carefully
World totals are especially sensitive to reporting coverage. The 2026 World Steel in Figures monthly series covers 70 reporting countries for 2022–2025 and describes them as approximately 98% of world crude-steel production in 2025. The 2025 edition used 71 reporting countries for 2021–2024. If a chart crosses editions, annotate the change in country universe at the break or rebuild all quarters from one edition.

If the source does not provide a constant-coverage series, say that the observed movement combines production changes with a possible coverage effect.

A spreadsheet is sufficient for a small number of quarters. Create one row per month with fields for geography, reporting universe, period, unit, value, source vintage, estimate flag, and revision note. Convert units in a dedicated column, then group exactly three matching months into each quarter.
- Enter the monthly value and its source unit.
- Convert to the chosen unit with an explicit formula.
- Validate that the period month is one of the three months assigned to the quarter.
- Sum the three converted values.
- Reference the matching YoY or QoQ quarter in the percentage-change formula.
- Round only the displayed result, not the underlying values.
- Export the table with the source vintage and caveat notes.
For recurring analysis, a script can enforce the same checks: reject duplicate months, flag missing months, fail when units differ, and warn when the geography or reporting-country universe changes. Automation improves consistency, but it does not decide whether an estimated value is fit for a particular conclusion.
Common mistakes and how to correct them
Comparing a quarter with the previous quarter when the question is seasonal
Problem: A Q2-to-Q1 increase is presented as evidence of annual growth. Correction: Use Q2 versus Q2 a year earlier for the seasonal question, and label the Q2-to-Q1 result separately as QoQ.

Adding unlike units
Problem: Monthly million-tonne values are combined with annual-viewer values in thousand tonnes. Correction: Convert all observations first and show the chosen unit in every total and chart axis.

Using different country universes
Problem: A 70-country series is compared with a 71-country series as though coverage were constant. Correction: Use one edition for both periods or disclose and quantify the coverage change.
Treating estimates as final
Problem: A value published before a reporting institution’s submission is described as definitive. Correction: Mark it as estimated, record the publication cut-off, and update the analysis when a revised figure is released.
Expecting annual and monthly totals to match exactly
Problem: A difference between the annual total and January–December sum is assumed to be a calculation error. Correction: Check whether the annual series includes revisions unavailable in the public monthly table.
Calling production demand
Problem: A rise in crude steel is described as stronger steel consumption. Correction: Keep production, use, shipments, and demand as separate metrics.
Choose the right source access for recurring work
For a one-off comparison, a published monthly or annual table may be sufficient if its scope, unit, vintage, and notes are captured. Readers who need recurring updates or wider historical coverage should check the Worldsteel data service because the association describes paid access to monthly iron and crude-steel production data. Treat each download as a dated snapshot and preserve the original file or table reference so a later revision can be traced.
A publication-ready reporting template
Use a sentence structure that carries the important qualifications:
“Crude-steel production totaled the stated quarter total in the stated months, the sum of three monthly observations from the stated source snapshot. That was the stated YoY percentage versus the same quarter and the stated QoQ percentage versus the preceding quarter. Identify estimated months, revisions, or coverage changes.”

Replace each stated field with a documented value before publication; do not omit the baseline or source vintage.
Final decision rule
Use YoY when you need a same-season comparison, QoQ when you need recent momentum, and both when readers need the two perspectives. In every case, derive the quarter from three matching monthly observations, keep geography and reporting-country coverage constant, normalize units, preserve the data vintage, and disclose estimates and revisions. That procedure separates a genuine change in crude-steel output from a change caused by seasonality, scope, units, or publication timing.
