If Task Manager and Resource Monitor show different CPU figures, that alone does not mean either tool is wrong. They present system activity through different views, and a number is useful only when you know which metric and time interval it represents. Use Task Manager for the quick overview, then check Resource Monitor’s CPU view for a more focused look at processes contributing to CPU use.
What each Windows tool is useful for
Microsoft describes Task Manager as Windows’ built-in tool for monitoring application and process performance and resource use. Its Processes view lists apps and background processes with resource columns; Performance graphs overall system activity; Details offers process-level information and configurable columns. Task Manager also supports process management. Its layout can vary somewhat by Windows version.
Resource Monitor is useful when you want to focus on a particular resource. Microsoft’s high-CPU troubleshooting workflow uses Task Manager to identify a process with high CPU use, then Resource Monitor’s CPU tab to inspect and sort process activity. That makes Resource Monitor a diagnostic view—not a universal replacement for Task Manager or a guarantee of a more accurate answer.
How to compare CPU readings
- Open Task Manager. Press
Ctrl+Shift+Esc, then choose the Processes view if it is not already selected. - Sort by CPU. Select the CPU column heading so the processes using the most CPU appear at the top.
- Open Resource Monitor. Search Windows for
resmonand open the result. Maximize the window if needed to see all columns. - Inspect its CPU view. Select the CPU tab, then sort the Average CPU column from highest to lowest.
- Compare the same process and period. Note the process name and, where available, its PID. Capture both readings close together and treat a high value as a lead to investigate, not proof of the underlying cause.
This sequence follows Microsoft’s published high-CPU workflow. A process near the top may be expected for the work you are doing; the relevant question is whether its activity coincides with the slowdown and is unusual for your situation.

Check that the numbers mean the same thing
Before deciding that readings conflict, compare the exact labels and scope. Task Manager can show total CPU use or a view broken down by logical processor; those presentations are not interchangeable. Microsoft illustrates the distinction with an eight-logical-processor example: one fully used logical processor represents 12.5% of total CPU capacity (100% ÷ 8). That example explains the relationship in that presentation; it is not a conversion rule for every CPU figure shown in Windows.
- Confirm you are comparing CPU with CPU, rather than a different resource or a different column.
- Check whether a figure is system-wide or tied to an individual process or logical processor.
- Write down the displayed column names, process name and PID, and when you captured each reading.
- Record your Windows version, since the tools’ appearance and available views vary.
Different aggregation, sampling periods, process grouping, or Windows versions could affect a comparison, but Microsoft’s cited documentation does not provide a universal rule that reconciles every Task Manager and Resource Monitor discrepancy. Two screenshots by themselves may not establish which process caused a slowdown.

Why neither reading is an absolute verdict
Windows performance counters provide a consistent interface for monitoring resources such as CPU, memory, and disk, and Microsoft lists both Task Manager and Resource Monitor among the tools that consume counter data. Counters are designed for diagnostic collection, not high-frequency application profiling; Microsoft cautions against collecting them more often than once per second for that purpose. A process-list reading is therefore a useful observation, not a complete trace of everything happening inside an application.
That is why a mismatch in one metric is not evidence that Task Manager “lies.” First establish what each number measures and whether the readings were captured under comparable conditions. If the process list does not explain the problem, use a deeper diagnostic approach suited to the situation rather than trying to infer a root cause from two values.

When a process list is not enough
For sustained high-CPU cases on Windows Server, Microsoft’s guidance discusses collecting and analyzing performance data, including performance-monitor logs, Windows Performance Recorder, and ProcDump in specific scenarios. The guidance concerns server troubleshooting, so its thresholds and escalation steps should not be treated as a universal desktop-PC rule. In particular, the page’s scope of CPU use consistently at 80% or higher for extended periods is not a general definition of a “bad” CPU reading.
For a consumer PC, begin with the focused comparison above. If the slowdown persists, keep the Windows version, metric names, process and PID, and capture times together when seeking further help. Those details make it possible to investigate the actual discrepancy without assuming that one utility must be wrong.
