The reliable way to compare TSMC, Samsung and Intel is to evaluate the manufacturing capability your specific chip needs—not to declare a winner from 3nm, 2nm or 18A labels. Check verified production status, design-specific performance and density, yield evidence, customer access, deliverable capacity, packaging, geography and roadmap risk, then match those findings to your schedule and architecture.
Why node numbers are an unreliable shortcut
A process name is a vendor’s label, not a universal measurement. “3nm” at one foundry can use different transistor dimensions, design rules, standard-cell libraries, interconnect stacks, SRAM options and power-delivery schemes from another company’s “3nm.” The same label therefore cannot establish equivalent performance, power, density, yield, wafer cost or delivery.
Compare a process only in the context of a real design. A smartphone application processor, an AI accelerator with large chiplets, an automotive controller and a mature analog-heavy device can need entirely different capabilities. The best process for one may be a poor choice for another.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Production status: Is the process in high-volume manufacturing (HVM), limited risk production, qualification, construction or only a roadmap target?
- Design outcome: What performance, power, area, memory density, analog behavior and reliability can your implementation achieve after place-and-route?
- Yield and economics: Are there credible, design-relevant yield data, wafer pricing, defect-density assumptions and die-size limits?
- Scale and allocation: How much capacity is shipped, installed and actually available to your program?
- Enablement: Are the process design kit (PDK), libraries, intellectual property, electronic-design-automation (EDA) flows and design services ready?
- Packaging: Can the foundry deliver the required 2.5D interposer, chiplet, hybrid-bonding or 3D stack at your volume and qualification level?
- Continuity: How resilient are the sites, logistics, export-control position and investment plan?
Company disclosures are authoritative for what each manufacturer reports about its own operations, but they are not a neutral head-to-head audit. No common independent benchmark establishes equivalent node performance, yield, price or package capacity for all three companies.

TSMC: the clearest disclosed manufacturing scale
What is in production and at what scale
In its 2025 annual report, TSMC says it manufactured 12,682 products for 534 customers using 305 distinct process technologies. It reports 15.0 million 12-inch-equivalent wafer shipments and annual manufacturing capacity exceeding 17 million 12-inch-equivalent wafers. Shipments are output delivered during the year; capacity is the manufacturing capability installed or available across the reporting organization. Neither figure is an allocation promise for your design.
TSMC also says technologies at 7 nanometers and beyond represented 74 percent of total wafer revenue in 2025. That is a revenue mix, not a percentage of wafer area, installed capacity or customer slots. It shows the commercial importance of advanced processes in TSMC’s business but does not reveal the yield or price of a specific node.
Footprint and production timing
The 2025 report lists facilities in Taiwan, China, Japan and the United States and a specialty-technology fab under construction in Dresden, Germany. TSMC Arizona’s first facility began 4nm volume production in the fourth quarter of 2024. The second Arizona facility was installing systems and targeted HVM in the second half of 2027; construction of a third began in 2025. These latter milestones are plans, not current output.

The Dresden project is planned for 28/22nm planar CMOS and 16/12nm FinFET. Those nodes may be strategically important for automotive and industrial supply, but the planned process mix should not be counted as present capacity until production is disclosed.
Packaging and roadmap
TSMC identifies CoWoS, InFO, TSMC-SoIC and COUPE as advanced packaging or chip-stacking technologies. The relevant question is not which product family has the most impressive name; it is whether the required package architecture, substrate, memory interface, thermal solution, qualification and monthly volume can be reserved together with wafer production.
TSMC says A14 development is progressing and volume production is scheduled for 2028. That is a dated roadmap statement, not evidence that A14 is currently shipping. A design scheduled before 2028 should be evaluated against an available production process rather than this target.

Samsung Foundry: broad enablement, thinner public scale data
Current footprint and process claims
Samsung’s official foundry overview places manufacturing in Giheung, Hwaseong and Pyeongtaek in Korea, plus Austin and Taylor in the United States. It describes mass-production capability for legacy and advanced semiconductors and presents 3nm gate-all-around (GAA) as a technology achievement. It also says 4nm FinFET will continue serving mobile and automotive applications.

The same page presents SF2Z, a 2nm process with backside power delivery for HPC and AI, and SF2A for automotive as development plans. It describes 1.4nm GAA as future development. A roadmap listing does not establish HVM date, yield, capacity, customer qualification or commercial availability, so procurement documents should require those milestones explicitly.
Design and packaging ecosystem
Samsung describes a design platform covering libraries, PDKs, design methodology, IP, design support, packaging and cloud services. Its SAFE ecosystem includes IP, EDA, cloud, design-service and OSAT partners. The MDI Alliance is presented as a turnkey service for heterogeneous 2.5D and 3D packaging.
This information is useful when a project needs a coordinated design-to-package path. It still does not supply a neutral comparison with TSMC’s or Intel’s capacity, yield or pricing. Samsung’s reviewed page provides no company-wide wafer-capacity total, customer count or standardized yield series comparable to TSMC’s 2025 disclosures. Treat those items as unknown until Samsung provides program-specific data.
Intel: 18A production and a conditional foundry strategy
Process status
Intel’s fiscal 2025 annual report says Intel 7, Intel 4 and Intel 3 were in production. It identifies Intel 18A as its most advanced leading-edge node and says 18A entered HVM in late 2025. Intel describes its first Core Ultra Series 3 processor as using 18A, with RibbonFET gate-all-around transistors and PowerVia backside power delivery.

14A and customer dependency
Intel describes Intel 14A as under active development, with potential high-NA EUV use in high-volume logic manufacturing. The filing says Intel is seeking a significant external customer and may pause or discontinue Intel 14A and successor leading-edge development if it cannot secure one. Intel’s own wording is direct: We are seeking to establish Intel 18A as our first significant foundry node for government and commercial customers.
That ambition should be weighed alongside the stated customer dependency for later nodes.
Factories, packaging and schedule risk
Intel reports key 2025 production fabs in Oregon, Arizona, Ireland and Israel. Key assembly and test sites were in China, New Mexico, Vietnam and Malaysia, with New Mexico identified as a key advanced-packaging location. The Ohio fab construction schedule was slowed, and planned expansions in Germany and Poland were discontinued in the filing’s dated snapshot.
Intel says EMIB has provided high-density 2.5D integration in HVM since 2017. It introduced EMIB-T in 2025 and expects adoption to scale beginning in 2026. Foveros provides 3D die stacking, with variants carrying future production targets. EMIB’s established HVM history should be separated from newer variants whose volume timing remains a plan.

How to compare process capability for an actual chip
1. Define the design envelope
Write down die size, transistor count, frequency targets, active and leakage power, memory bandwidth, I/O standards, operating temperature, reliability grade, package dimensions and annual volume. Include analog, RF, high-voltage or embedded-memory requirements; a leading-edge logic node may not support them economically.
2. Request equivalent PDK data
Ask each foundry for the PDK revision, design-rule manual, standard-cell libraries, SRAM compiler options, supported EDA versions, IP catalog and design-service scope. Require the same test conditions: voltage, temperature, frequency target, utilization, routing constraints and package assumptions. Without that normalization, a vendor’s density or power claim is not comparable.
3. Separate demonstrated production from promises
For every candidate, record the date of first risk production, qualification completion, HVM start, your product’s tape-out window and the committed wafer-start date. Mark each item as current production, qualification, construction or roadmap. Do not let a future node win a decision made on a current launch schedule.

4. Validate yield and cost at your die size
Request defect-density assumptions, wafer price, reticle limits, known-good-die strategy, expected yield by stepping and engineering-wafer charges under confidentiality. A smaller die on a mature process can cost less and deliver more reliably than a larger die on a newer node. Public reports in this comparison do not provide a common yield or price benchmark.

5. Check capacity as an allocation, not a headline
Ask for monthly wafer starts by fab and node, reserved versus uncommitted capacity, expansion dates, cycle-time targets and contingency sites. TSMC’s 15.0 million shipments and more than 17 million wafers of annual capacity describe its 2025 overall scale; they do not answer how many wafers your program can receive. Samsung’s public overview does not state a comparable total, and Intel’s filing describes sites rather than a peer-equivalent capacity series.
6. Engineer the package at the same time
Define whether the product needs a conventional organic substrate, 2.5D interposer, chiplet connectivity, hybrid bonding or 3D stacking. Confirm interposer and substrate supply, HBM integration, thermal limits, assembly yield, test coverage, qualification standards and package ramp dates. Compare CoWoS, InFO, TSMC-SoIC, COUPE, EMIB, EMIB-T, Foveros and Samsung’s MDI offering by the architecture your product needs—not by brand familiarity.
7. Stress-test geography and continuity
Map wafer fabrication, bumping, assembly, test, substrate and memory dependencies. Evaluate export controls, customer-country requirements, disaster recovery, logistics lead times and dual-sourcing feasibility. Distinguish an operating fab from a facility under construction: TSMC’s Arizona second fab and Dresden project, for example, are dated plans rather than current output.
8. Put roadmap dependencies in the contract
For any future node, define go/no-go milestones, alternate process options, mask-set ownership, redesign support, last-time-buy rules and cancellation rights. Intel’s stated need for a significant external customer for 14A illustrates why a roadmap should not be treated as guaranteed supply.
Advanced packaging: compare the deliverable, not the acronym
Packaging can determine system performance as much as the transistor process. A 2.5D design may require an interposer and high-bandwidth memory; a 3D design may require wafer bonding, known-good dies, thermal management and extremely tight test controls. Ask each supplier for package-level electrical models, thermal resistance, assembly yield, qualification data, maximum die and package dimensions, and monthly capacity at the intended site.

TSMC lists CoWoS, InFO, TSMC-SoIC and COUPE. Samsung describes heterogeneous 2.5D/3D packaging through its MDI Alliance. Intel reports EMIB in HVM since 2017, EMIB-T introduced in 2025 with scaling expected from 2026, and Foveros 3D stacking. These descriptions establish different technology offerings and maturity statements; they do not create a common ranking because the sources provide no shared package-capacity, cost or yield benchmark.
Choosing among the three for common scenarios
High-volume advanced logic with many external design teams
Start with a foundry whose PDK, IP and EDA ecosystem already supports your architecture and whose allocation can meet the ramp. TSMC’s 2025 report supplies the most detailed public scale evidence, but its aggregate figures do not guarantee access. Samsung’s ecosystem may fit a project seeking an integrated design and packaging relationship. Require equivalent qualification and capacity evidence before deciding.
Automotive or industrial products needing mature nodes and regional supply
Compare the exact specialty process, reliability qualification, long product lifetime, geographic requirements and package assembly route. TSMC’s planned Dresden mix is 28/22nm planar CMOS and 16/12nm FinFET, while Samsung describes 4nm FinFET use in automotive and an SF2A automotive development plan. Treat planned facilities and processes as future options until production and qualification dates are contractually established.
Chiplets and advanced AI systems
Evaluate the complete stack: leading-edge die, I/O die, HBM, interposer or bonding method, thermal design, test and substrate supply. TSMC’s CoWoS family, Samsung’s MDI ecosystem and Intel’s EMIB/Foveros portfolio are relevant starting points, but architecture-specific package capacity and yield decide feasibility.
A design that needs a new external foundry
Intel’s 18A disclosure is directly relevant to customers considering a new external-foundry relationship. Confirm PDK maturity, external-customer references, design-service staffing, wafer and package allocation, and contingency plans. Intel’s filing itself frames 18A as its first significant foundry node for government and commercial customers and makes later-node continuation partly dependent on customer demand.
A practical comparison worksheet
| Question | Evidence to request | Decision rule |
|---|---|---|
| Is the process available? | HVM date, qualification report, current customer production and committed wafer-start date. | Reject a roadmap-only option when the product launch precedes its stated HVM window. |
| Will the design meet targets? | Matched PPA simulations, SRAM data, design rules, libraries and package assumptions. | Compare normalized results for the actual die, not node names. |
| Can supply scale? | Monthly allocation, expansion schedule, cycle time and second-site plan. | Use committed allocation rather than company-wide capacity headlines. |
| Can the package be delivered? | Package architecture, assembly site, HBM/interposer access, thermal and qualification data. | Require package and wafer schedules to be jointly committed. |
| Will the roadmap survive? | Funding, customer commitments, construction milestones and fallback nodes. | Assign a risk owner and a redesign trigger for every future-node dependency. |
What cannot be concluded from the public evidence
The available company sources do not establish a neutral ranking of TSMC, Samsung and Intel by yield, wafer price, transistor density, energy efficiency, package cost or customer allocation. TSMC reports the most quantified 2025 scale in the material considered, Samsung provides broad ecosystem and roadmap information without matching capacity totals, and Intel documents 18A production and packaging while highlighting the commercial dependency of 14A and later leading-edge work. Those are different evidence types, not a league table.
A defensible procurement decision therefore combines public disclosures with confidential foundry quotations, PDK evaluation, test-chip results, package qualification and a written capacity commitment. The result may differ by product, launch date, geography and risk tolerance.
Bottom line
Compare TSMC, Samsung and Intel as manufacturing systems, not as node-number labels. TSMC offers the clearest publicly reported scale and a broad foundry and packaging portfolio; Samsung presents extensive process, design-enablement and packaging capabilities but less comparable public capacity data; Intel reports Intel 18A entering HVM, mature EMIB integration and a growing external-foundry ambition, with later leading-edge continuity tied partly to customer commitments. For your chip, the winner is the supplier that can prove the required PPA, yield, package, allocation, qualification and roadmap resilience on your schedule.
