Compare cement stocks across three separate questions: what the whole business costs, whether its debt is manageable, and whether operations generate enough cash to maintain and expand the business. EV/EBITDA can help normalize for financing differences, but it is not a verdict: check how each company defines EBITDA, then test the result against interest, maturities, capital spending and operating cash flow. A low valuation multiple alone does not show that a stock is cheap.

Start by making the companies comparable

Before calculating a ratio, align the companies’ reporting periods, currency, consolidation basis and business scope. Compare consolidated figures with consolidated figures, and use the same fiscal period where possible. If one company reports on a calendar year and another on a different fiscal year, identify the mismatch rather than treating the periods as equivalent. State the currency and fiscal year beside every financial figure.

Share-price-based measures such as market capitalization, enterprise value and valuation multiples are snapshots. For a fair peer comparison, calculate them using market prices from the same date. A multiple based on one company’s current share price and another’s price from a different date can create a ranking that reflects timing rather than business quality.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also check what sits inside each company’s reported business. Cement producers may have different geographic exposure, product mix, capacity and utilization, or related materials and other activities included in their results. Those differences affect revenue, margins, investment needs and risk. Capacity and sales-volume context can help explain why two apparently similar businesses produce different earnings or need different amounts of capital.

Use a comparison sheet that preserves the underlying data and definitions, rather than recording only the final ratios. At minimum, capture the following for each issuer:

  • Market-price date, market capitalization, cash, borrowings and calculated enterprise value.
  • Fiscal year, reporting currency, consolidation basis, revenue and cement volume or capacity context.
  • Reported EBITDA, the issuer’s definition, material adjustments and a reconciliation to audited figures.
  • EBITDA margin, EV/EBITDA and P/E, with the calculation basis stated.
  • Cash flow from operations, cash interest and taxes paid, and capital expenditure, separated into maintenance and growth investment if disclosed.
  • Net debt/EBITDA, interest expense or coverage, debt maturities and currency exposure.
  • Major acquisitions, disposals or exceptional items that could distort the period.

This record makes it easier to see whether a difference in valuation comes from price, operations, financing or accounting conventions. It also gives readers enough context to revisit the calculation when share prices or financial statements change.

How do you value a cement company?

Use more than one valuation measure, because each answers a different question. EV/EBITDA compares the value of the entire operating business with a measure of earnings before interest, tax, depreciation and amortization. P/E compares the price of the equity with earnings attributable to shareholders after interest, tax and other items. EV/sales compares enterprise value with revenue, while a cash-flow yield relates a defined cash-flow measure to market value. None of these ratios is meaningful unless its inputs are dated and consistently defined.

Calculate enterprise value before EV/EBITDA

Enterprise value (EV) is commonly calculated as market capitalization plus debt and other relevant financing claims, less cash and cash equivalents. State the exact formula used, including whether the calculation includes lease liabilities, minority interests or other claims. The definitions of “debt” and “cash” can vary, so two EV figures are not automatically comparable just because both are labeled enterprise value.

Then calculate EV/EBITDA as enterprise value divided by the selected period’s EBITDA. Be explicit about whether the denominator is reported, adjusted, trailing-twelve-month or forecast EBITDA. This article’s comparison method does not assume that all issuers use the same period or adjustment policy; those choices need to be visible in the notes.

EV rather than market capitalization alone accounts for the financing context more directly. A company with substantial net debt can have a modest equity market value while the total price implied for its operating business is considerably higher. Conversely, cash affects the calculation, but reported cash should not be treated automatically as money available for dividends or debt repayment: commitments, restrictions, operating needs and planned investment may limit its practical availability.

Reconcile EBITDA instead of trusting the label

EBITDA is not a standardized substitute for cash flow, and issuers’ adjusted versions can differ. Cementos Pacasmayo’s SEC-filed 2025 Form 20-F describes EBITDA as a non-IFRS measure, explains its own calculation and warns that similarly named measures at other companies may not be comparable. Its reconciliation includes adjustments for finance income and costs, taxes, depreciation and amortization, and exchange differences.

For each company, find the measure’s definition and bridge it to audited operating profit or net profit. Inspect the adjustments individually: recurring costs should not be waved away as exceptional merely because management excludes them from an adjusted figure. An adjustment can be reasonable and still make an adjusted EBITDA figure unsuitable for a direct comparison with a peer’s differently constructed figure.

The filing also cautions against using EBITDA or adjusted EBITDA as an alternative to profit, operating profit, operating cash flow or a measure of liquidity. That distinction is central to cement analysis: a plant’s depreciation, financing costs, taxes and investment requirements do not disappear because a valuation ratio starts with EBITDA.

Use P/E and other multiples as cross-checks

P/E can show how much investors are paying for earnings attributable to equity holders, but it includes the effects of interest, tax, depreciation, amortization and exceptional items. A more leveraged company may therefore look less attractive on P/E even if its operating EBITDA resembles that of a less leveraged peer. Conversely, unusually low depreciation, a tax effect or a one-off gain can make a P/E look deceptively favorable for a particular period.

EV/EBITDA can reduce the direct effect of differing financing structures, but it does not make debt irrelevant. It also does not reflect the cash needed to maintain plants or build new capacity. EV/sales may be useful when earnings are temporarily depressed or margins differ, but it ignores profitability. Cash-flow yield can bring cash generation into view, provided the numerator is clearly defined and the period is comparable.

Read these measures together. If EV/EBITDA suggests one company is cheaper but P/E does not, look at interest burden, depreciation, taxes and exceptional items. If both multiples look low but operating cash flow is weak after investment, examine working capital, maintenance needs and the reason earnings are not converting into cash. A multiple is a question to investigate, not a standalone buy signal.

Assess debt against earnings, cash and timing

Debt analysis is broader than a net-debt/EBITDA figure. Gather gross borrowings, cash, net debt, interest expense, repayment maturities, currency exposure and committed investment plans. Read the balance sheet alongside the cash-flow statement and notes: the headline leverage ratio may omit important timing or refinancing risks.

Interpret net debt/EBITDA with its denominator

Net debt is generally borrowings less cash, subject to the issuer’s definition. Net debt/EBITDA divides that figure by a chosen EBITDA measure and period. It is a quick indicator of leverage, not a forecast of how many years repayment will take: it does not deduct interest, taxes, capital expenditure or working-capital needs, and it assumes the selected earnings measure is a useful reference point.

Check whether the issuer uses recurring, adjusted, trailing-twelve-month or another EBITDA denominator. A ratio calculated with a more generous adjusted measure will be lower than one using a narrower measure, even when the underlying debt is identical. Compare the numerator and denominator definitions before comparing the ratios.

There is no universal “good” debt-to-EBITDA threshold for every cement producer. Business mix, cash generation, debt terms, investment program and earnings volatility all matter. Dalmia Bharat’s FY 2024-25 report describes a company objective of keeping net debt/EBITDA below 2.0x while funding expansion through a mix of internal accruals and debt. That is an issuer-specific policy, not an external safety standard for other companies.

Test the interest burden and debt schedule

Look at interest expense or interest coverage as well as leverage. Coverage is often expressed as an earnings measure divided by interest expense, but definitions differ; identify which earnings figure and which interest figure the company uses. A company can report a moderate net leverage ratio yet face pressure if interest costs rise, earnings weaken or repayments come due before cash is generated.

Review maturities by date and currency. A maturity concentration can create refinancing risk even when current interest coverage appears comfortable. Foreign-currency debt can add exposure if the company’s revenues and cash flows are primarily in another currency. Consider whether disclosed hedges, available cash and expected operating cash flow align with upcoming obligations; do not infer that they do from a single year-end balance.

Finally, place borrowing in the context of planned capital expenditure. Cement is capital-intensive, and expansion can require substantial investment. Borrowing to add capacity may increase future production potential, but it also raises financing requirements before the new assets necessarily contribute to earnings. The leverage ratio can worsen if debt rises or if the EBITDA denominator falls.

Treat cash as a resource with claims on it

Cash on the balance sheet reduces net debt under many common calculations, but it is not necessarily freely distributable. Working capital, debt restrictions, committed construction spending, routine plant upkeep and other operating needs may claim part of it. Evaluate cash alongside those obligations and the company’s stated capital plan rather than assuming that all cash can be used to repay debt or reward shareholders.

ACC’s FY 2025-26 annual report page presents revenue, sales volume, EBITDA margin, cash, assets and debt status together. That combined context is useful, but a stated “zero debt” position by itself does not answer whether cash flow can cover operating requirements and planned capital spending. Balance-sheet strength is one part of the comparison, not a substitute for cash-flow analysis.

Trace earnings into cash and separate types of capital spending

EBITDA is not cash available for debt repayment, dividends or expansion. To assess cash generation, follow the cash-flow statement from operating activities through investment and financing. Cash flow from operations reflects cash collected and paid in the business, including working-capital movements, but it is not necessarily free cash available to shareholders.

Read operating cash flow with working capital

Compare cash flow from operations with earnings over the same fiscal period. Check whether movements in receivables, inventories and payables materially explain a gap. For example, a rise in receivables or inventory can absorb cash even when sales or accounting profit increased; a temporary change in payables can lift operating cash flow without representing a durable improvement. Determine whether the movement appears recurring or tied to timing, growth or unusual conditions before treating one year as representative.

Include cash interest and cash taxes in the analysis. EBITDA is calculated before interest and tax, while cash available after those payments is lower. Companies may present interest or tax payments in different cash-flow statement categories, so use the financial statement notes to identify the actual cash amounts and keep the treatment consistent across peers.

Distinguish maintenance capex from growth capex

Capital expenditure is essential to interpreting a cement producer’s cash generation. Maintenance investment keeps the existing asset base operating; growth investment adds or expands capacity. If disclosures permit, separate the two. A company that spends heavily on expansion can show weak cash remaining after total capex even while funding a deliberate capacity build; a company that defers necessary plant maintenance may show stronger near-term cash at the cost of future reliability or investment needs.

Holcim’s 2024 Integrated Annual Report defines CapEx/net CapEx in terms of cash spent to maintain or expand the asset base, and describes net financial debt/recurring EBITDA as an indicator of financial risk. Use the issuer’s own definitions when analyzing its figures, and do not presume those measures match another company’s reporting conventions. If maintenance and growth capex are not separately disclosed, say so and avoid presenting an unsupported split.

A common analytical measure is free cash flow, but the term has multiple definitions. One calculation might subtract capital expenditure from operating cash flow; another may make additional adjustments. State the formula and the capex scope every time. If companies define free cash flow differently, recalculate from reported cash flows on a consistent basis where the disclosed figures allow it, or show the differences rather than comparing the labels.

Ask what the post-investment cash is doing: funding expansion, reducing debt, accumulating liquidity or supporting shareholder distributions. The answer helps explain why two firms with similar EBITDA can have different financing needs and different resilience. An expansion phase can be a rational use of funds, but it should not be mistaken for excess cash generation.

Build the comparison and interpret the trade-offs

Separate the analysis into valuation, balance-sheet resilience and cash conversion before forming an overall view. A company may score well on one axis and poorly on another. The point is not to collapse the differences into a single score, but to identify which risks or investment requirements explain them.

Axis What to compare What it helps answer Key qualification
Valuation EV/EBITDA, P/E, and where appropriate EV/sales or a defined cash-flow yield What investors are paying relative to operating earnings, equity earnings, revenue or cash generation Use the same market-price date, fiscal period and clearly stated numerator and denominator definitions.
Balance-sheet resilience Gross debt, cash, net debt/EBITDA, interest burden or coverage, maturities and currency exposure How financing obligations interact with current earnings and liquidity Leverage ratios depend on issuer definitions and can change when EBITDA weakens or borrowing rises.
Cash conversion Operating cash flow, working-capital movements, cash interest and taxes, maintenance capex and growth capex Whether operations fund routine needs, investment and financial obligations Separate investment categories only when disclosures support it; define any free-cash-flow calculation.
Operating context Revenue, cement sales or capacity context, geography, product mix and related businesses Why margins, growth and investment needs differ between peers Check whether figures cover the same business scope and consolidated basis.

Use explanatory notes beside the numbers. For EV, state what is included in debt and cash; for EBITDA, identify the issuer’s measure and adjustments; for leverage, name the denominator; for cash flow, note the treatment of working capital, interest, tax and capex. Add a note on acquisitions, disposals and exceptional items when they materially affect the comparison.

Then ask whether a valuation gap is supported by a real difference. A lower EV/EBITDA might reflect stronger cash conversion and similar leverage, or it might reflect higher debt, weaker cash flow, less favorable geography or a near-term expansion burden. A higher multiple could accompany stronger balance-sheet resilience or better cash generation, but the ratio alone cannot establish the cause. Use the underlying statements to explain the trade-off rather than labeling one stock simply cheap or expensive.

A practical step-by-step comparison

  1. Choose the peer set and period. Select listed producers with relevant operating similarities, and record the fiscal year, currency, consolidation basis and market-price date. Explain material differences in geography, products, capacity context or related businesses.
  2. Collect the audited statements and definitions. Use annual reports and filings for revenue, operating profit, net profit, cash flow, borrowings and cash. Find the issuer’s EBITDA and leverage definitions, plus reconciliations for adjustments.
  3. Recalculate valuation consistently. Calculate market capitalization and EV for the same price date, using an explicit treatment of cash, borrowings and other financing claims. Divide EV by a clearly named EBITDA measure and period; calculate P/E from the corresponding equity value and earnings.
  4. Test leverage beyond the headline multiple. Record gross debt, net debt, interest, coverage basis, maturities, currency exposure and the planned capex program. Check for periods when repayment obligations or expansion borrowing could pressure cash.
  5. Follow cash through investment. Compare operating cash flow with earnings, explain material working-capital movements, account for cash interest and taxes, and deduct a consistently defined capex amount if calculating free cash flow. Separate maintenance and growth spending only if the company discloses enough to support it.
  6. Explain the differences, not just the ranking. Identify how adjustments, financing, depreciation, taxes, investment and business mix affect each result. If a value is unavailable or not comparable, disclose that limitation rather than filling the gap with an estimate.
  7. Refresh volatile inputs. Update share prices and market capitalization for a common date and use the latest relevant financial statements before relying on the multiples. State the as-of date so readers can tell what the snapshot represents.

What the issuer examples do—and do not—show

Issuer disclosures can illustrate why leverage context matters, but they are not sector benchmarks. JSW Cement’s FY 2025-26 Integrated Report describes cement as capital-intensive and says capex is funded through a mix of internal accruals and debt, subject to leverage guardrails. It reports net debt of ₹3,635 crore and net debt/TTM EBITDA of 2.72x as at 31 March 2026. These are dated company figures, not evidence that the ratio is safe, unsafe or typical for other producers.

Dalmia Bharat’s stated objective of net debt/EBITDA below 2.0x in its FY 2024-25 report is likewise its own policy in the context of its financing and expansion plans. Neither that objective nor another issuer’s ratio should be turned into a universal cutoff. For an actual peer comparison, recalculate the companies’ metrics on consistent definitions and pair them with cash generation, investment commitments and debt terms.

Common comparison mistakes to avoid

  • Comparing EBITDA labels instead of definitions. Adjusted measures can exclude different items; inspect reconciliations and material adjustments.
  • Using market capitalization as if it were enterprise value. Equity value alone omits debt and cash context, so an equity-only comparison can misstate the operating business’s implied value.
  • Treating EBITDA as cash. Interest, taxes, working capital and capex all affect cash available after operations.
  • Calling one ratio “good” without context. Leverage needs to be read with earnings durability, cash obligations, maturities and planned investment.
  • Mixing dates and periods. Stale or mismatched share prices and fiscal periods can make peer multiples misleading.
  • Assuming all reported cash is surplus. Liquidity can be required for operations, restricted by debt terms or committed to investment.
  • Ignoring business scope. Differences in geography, products, capacity, utilization or related operations can shape margins and capital needs.
  • Confusing expansion spending with maintenance. If the company does not disclose the split, do not claim to know which category explains its capex.

How to make the conclusion useful

Finish a comparison by stating the trade-offs supported by the evidence: how the valuation measures differ, what the debt profile implies about financial flexibility, and whether cash from operations appears to cover the disclosed investment program. Identify the assumptions that could change the result, such as a different EBITDA adjustment policy or a material change in capital spending. A dated, transparent comparison is more useful than a universal ranking because the conclusion can be checked and updated as prices and statements change.
