The reliable way to compare cement stocks is to use a common data basis, then combine valuation, operating scale, normalized margins, leverage, cash generation, and investment needs. No single price-to-earnings ratio, capacity headline, or EBITDA margin can identify the better company on its own.

Start by fixing the peer group, geography, fiscal periods, currency, consolidation scope, and share-price date. Then calculate at least two valuation measures, distinguish operating capacity from targets, reconcile EBITDA definitions, and test whether profits convert into cash after interest and capital expenditure. The process below gives you a repeatable worksheet for doing that.

Why cement stocks are easy to compare badly

Cement producers look similar because they sell a standardized heavy material, but their economics can differ sharply. One company may own integrated clinker plants and limestone reserves, while another buys clinker and operates grinding mills. A producer in a fast-growing market may have higher prices and margins but also higher fuel costs, currency risk, or excess capacity. A group with a large announced expansion can report impressive future capacity while current plants are still underutilized.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Financial statements also use different perimeters. A reported group margin may include ready-mix concrete, aggregates, logistics, power, or overseas subsidiaries; another issuer may report cement-only results. Fiscal years can cover different months, and an “FY25” label is not proof that two periods are synchronized. The first job is therefore to make the comparison fair before calculating a ratio.

1. Lock the comparison basis before collecting numbers

Define the peer group and business perimeter

Write down the listed producers included and the countries in which they operate. Decide whether you are comparing consolidated groups, a cement segment, or integrated cement operations only. Keep that choice consistent. If a company reports a diversified group but does not disclose a clean cement segment, mark the limitation instead of silently comparing its group margin with a cement-only peer.

Record period, currency, and price date

  • Record each issuer’s fiscal year-end and the exact annual or interim period used.
  • Use a common market-price date for all share prices and state the exchange and currency.
  • Label every earnings input as trailing actual, latest-twelve-month, or forecast. Never mix a trailing profit for one company with a forecast profit for another without saying so.
  • Note whether your currency conversion uses a period-average exchange rate (appropriate for income-statement amounts) or a period-end rate (appropriate for balance-sheet amounts).
  • Check for splits, rights issues, buybacks, acquisitions, and disposals that changed the share count or reporting perimeter.

Annual reports, interim filings, results presentations, and investor-relations disclosures are the primary sources for operating and financial data. Recheck the price and corporate-action data immediately before publishing or making an investment decision because valuation multiples move whenever the market price or reported earnings change.

Create a data dictionary

Before entering numbers, define terms such as revenue, EBITDA, adjusted EBITDA, cement sales volume, production volume, installed capacity, operational capacity, net debt, leases, and maintenance capital expenditure. Keep the issuer’s definition beside your normalized definition. This prevents a spreadsheet from combining an adjusted EBITDA figure with a statutory revenue figure or a clinker-capacity number with cement sales.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Gather the minimum dataset for each company

A useful comparison sheet has one row per company and columns for the following items:

  • Share price and diluted shares outstanding on the same date.
  • Market capitalization, gross debt, lease liabilities, cash, liquid investments, and minority interests.
  • Revenue, operating profit, EBITDA, adjusted EBITDA, net income, interest expense, taxes, and operating cash flow for the selected period.
  • Cement sales volume, cement production volume, clinker production, installed or operational cement capacity, and disclosed utilization.
  • Maintenance and expansion capital expenditure, committed projects, commissioning dates, and expected funding.
  • Geographic revenue and operating profit, product mix, and any non-cement businesses included in the reported totals.

Keep a source note and an “as of” date in every cell or row. If a value is not disclosed, write “not stated” and explain how that limits the comparison; do not fill the gap with an estimate disguised as a reported figure.

3. Use several valuation lenses, not one “cheap” multiple

Price-to-earnings (P/E)

P/E equals the equity market value divided by attributable net income, or share price divided by earnings per share. State whether earnings are trailing actuals or a forecast, and whether they are statutory or adjusted. P/E is highly sensitive to depreciation, interest expense, tax rates, minority interests, and one-off gains or losses. A highly leveraged producer can show a high P/E even when its plant economics are sound because interest reduces earnings available to shareholders.

Enterprise value to EBITDA (EV/EBITDA)

Enterprise value normally starts with market capitalization, adds gross debt and lease liabilities, adds minority interests, and subtracts cash and liquid investments. Divide that result by EBITDA for the same period and scope. State exactly which debt, leases, cash, and minority interests you included. Omitting leases for one issuer or subtracting restricted cash for another makes the ratios look comparable when they are not.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

EV/EBITDA reduces the effect of capital structure and tax differences, but it is not a cash-flow multiple. It ignores maintenance capex, working-capital movements, interest, and taxes. A low EV/EBITDA multiple may signal weaker demand, excess capacity, political or currency risk, lower returns, high future investment, or temporary peak EBITDA rather than a bargain.

EV per tonne

EV per tonne can be useful when the denominator is consistent. Specify whether tonnes mean annual cement production, cement sales, operational capacity, or installed capacity. Do not compare a company’s EV with its target capacity or with clinker capacity while using another company’s actual cement sales. A producer with modern integrated plants and scarce limestone may deserve a different value per tonne from a company that leases grinding capacity or operates in an oversupplied market.

Price-to-book (P/B)

P/B can add context for asset-heavy producers, but book values reflect depreciation rules, acquisition accounting, impairments, and currency translation. A recently acquired plant may sit on the balance sheet at a different value from a similarly productive older plant. Use P/B alongside return on equity, asset utilization, and replacement economics rather than as a standalone ranking.

Show the valuation date and scenario

Present a table that includes the market-price date, reporting period, currency, numerator, denominator, and whether the denominator is actual or forecast. A dated Saudi-sector example illustrates the importance of labels: AlJazira Capital reported average Saudi cement-sector EV/EBITDA of 9.08x for FY25, compared with 10.05x in FY24, and approximately 7.46x for FY26E in its June 2026 report. Those are analyst-reported sector figures and a forecast for Saudi Arabia, not a synchronized current multiple set for global cement companies.

4. Read capacity as a dated operating disclosure

Separate four different capacity concepts

  • Installed capacity: the nameplate amount a plant is designed to produce.
  • Operational capacity: capacity currently available after commissioning, maintenance, or technical constraints.
  • Capacity under construction: a project not yet producing commercial volumes.
  • Target capacity: management’s stated future objective, subject to financing, construction, permits, and commissioning.

Always state the date, unit, and whether the figure refers to clinker, cement, grinding, or an integrated system. MTPA means million tonnes per annum; MTA is also used for million tonnes annually. These labels do not by themselves tell you actual output.

Pair scale with volumes and utilization

For each producer, place capacity beside cement sales, cement production, clinker production, and utilization where disclosed. Sales can exceed production when a company buys clinker or cement; production can differ from sales because inventories change. Acquisitions and commissioning can create a step change in capacity without an immediate increase in earnings.

Ambuja Cements’ FY 2025–26 integrated report states: “With a current capacity of 109 MTPA and a targeted capacity of 119 MTPA by FY 2026-27, Ambuja continues to focus on capacity utilisation with a near-term focus on stabilisation.” The same disclosure reports consolidated capacity of 109 MTPA and a target of 119 MTPA by the end of FY 2026–27. The 109 MTPA figure is reported current capacity; the 119 MTPA figure is a target, not a realized result. The 10 MTPA difference should therefore be modeled as planned expansion, not existing scale.

Test the economics behind new capacity

For every announced project, record expected commissioning, location, clinker and grinding components, capital cost if disclosed, funding source, and the demand or export market it is intended to serve. Ask whether the company can sell the additional tonnes at acceptable prices. New kilns can lower unit costs at high utilization, but they can also increase depreciation, interest, logistics expense, and oversupply before demand catches up.

5. Reconcile EBITDA margins before ranking producers

Use a compatible numerator and denominator

EBITDA margin equals EBITDA divided by revenue. Calculate it only when EBITDA and revenue cover the same period, subsidiaries, and business activities. If an issuer reports adjusted EBITDA, inspect the bridge to statutory operating profit and list excluded restructuring, impairment, transaction, or other exceptional items. Do not call a margin “normalized” unless you explain which items were removed and why they are non-recurring.

Use reported examples with their qualifications

Issuer and period Reported cement sales volume Reported EBITDA margin How to use the figures
Ambuja Cements, FY 2025–26 73.7 million tonnes 18% Company-reported figures; verify consolidation scope and EBITDA definition before ranking against another issuer
ACC, FY 2025–26 43.9 million tonnes 13% Company-reported figures; the same fiscal-year label does not prove identical business perimeter or period

These figures show why volume and margin belong together. A larger sales base does not automatically produce a higher margin, and a higher reported margin may reflect geography, product mix, or exceptional items rather than superior plant efficiency.

Explain the operating drivers

  • Realization and prices: price increases can expand margin if volumes hold, while discounting or regional oversupply can reverse the effect.
  • Product mix: premium blended cement, bulk sales, ready-mix, or export volumes can carry different prices and costs.
  • Fuel and electricity: coal, petcoke, gas, power tariffs, waste-derived fuel, and renewable contracts affect variable cost per tonne.
  • Raw materials: limestone quality, additives, gypsum, and purchased clinker change the cost structure.
  • Transport: freight distance, rail access, coastal shipping, and distribution mix matter because cement is costly to move.
  • Fixed-cost absorption: a plant running below practical capacity spreads salaries, maintenance, and depreciation over fewer tonnes.
  • Geographic mix: countries can differ in demand growth, energy prices, taxes, regulation, and currency.

Track margin over several periods and compare the change with price per tonne, cost per tonne, volume, and utilization. A one-quarter spike is less informative than a margin that remains resilient through a cost or demand cycle.

6. Connect profit to debt, cash, and capital expenditure

Measure leverage and liquidity

Review gross debt, net debt, lease liabilities, maturity dates, floating-rate exposure, cash balances, undrawn facilities, and interest expense. Ratios such as net debt/EBITDA are useful only when EBITDA is defined consistently and reflects a normal operating period. Also examine operating cash flow and interest coverage; a low net-debt ratio can be temporary if working capital or a recent asset sale inflated cash.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate maintenance from growth investment

Compare operating cash generation with maintenance capex before considering expansion. Maintenance spending keeps kilns, mills, quarries, and environmental systems operating; growth capex adds capacity or new markets. A company can report strong EBITDA while using most of its cash for kiln maintenance, working capital, interest, and expansion. Capacity additions may improve future scale but are not automatically accretive if utilization remains low.

7. Account for geography, mix, and reporting quality

Geography can overwhelm a ratio

Compare domestic and export exposure, market concentration, import competition, infrastructure demand, energy availability, and currency. Two companies with the same EV/EBITDA can have very different risk because one relies on a regulated market and the other on volatile exports. State the countries contributing to revenue and operating profit rather than treating “international” exposure as automatically diversified.

Check consolidation and non-cement businesses

Identify subsidiaries, joint ventures, associates, and minority interests. A group may consolidate a subsidiary’s revenue and EBITDA while showing a separate minority claim on earnings. Ready-mix concrete, aggregates, logistics, power, and trading can alter group margins and capital intensity. If segment disclosure is incomplete, present a range of interpretations or mark the comparison as limited.

Use company figures with attribution

Dangote Cement’s investor-relations page reports FY 2025 revenue of ₦4,306,704B, EBITDA of ₦1,981,349B, and total capacity of 55.0MTA. Verify the units, currency presentation, and reporting definitions in the linked annual report before putting these numbers beside another company’s figures. Do not infer a normalized margin or a directly comparable capacity ranking from the headline page alone.

8. Build a decision-ready comparison table

A final scorecard should show differences rather than produce an artificial winner. Use one row per company and include:

Axis Questions to answer Evidence to display
Valuation What is the multiple, on what date, and against trailing or forecast earnings? P/E, EV/EBITDA, and EV per tonne with formulas and currency
Scale How much operational cement capacity exists today? Capacity date, clinker/grinding split, sales and production volumes
Utilization Are plants running near practical capacity? Issuer utilization disclosure and inventory context
Margin quality Are profits recurring and generated by prices, costs, or mix? EBITDA definition, adjustment bridge, margin trend, cost drivers
Balance sheet Can the company fund downturns and projects? Gross/net debt, maturities, liquidity, interest, operating cash flow
Investment burden What cash must be spent to sustain or expand operations? Maintenance and growth capex, commitments, commissioning schedule
Risk and geography Which markets and regulations drive the result? Country mix, currency, energy exposure, and concentration

Instead of assigning arbitrary points, describe the trade-off. For example, a producer may have the lowest EV/EBITDA but also the highest expansion spending and weakest utilization. Another may trade at a higher multiple because its plants generate stronger cash returns with less leverage. The relevant choice depends on an investor’s horizon, risk tolerance, and view of cement prices and demand.

9. A repeatable spreadsheet workflow

  1. Freeze the scope: list peers, countries, reporting perimeter, fiscal periods, currency, and common share-price date.
  2. Import reported data: enter revenue, EBITDA, net income, debt, cash, volumes, capacity, utilization, and capex with source and date notes.
  3. Normalize definitions: separate statutory and adjusted EBITDA, remove or explain exceptional items, and align lease and minority-interest treatment.
  4. Calculate valuation: compute market capitalization, enterprise value, P/E, EV/EBITDA, and EV per clearly labeled tonne denominator.
  5. Reconcile operations: place capacity beside production, sales, and utilization; flag targets and projects that are not yet operational.
  6. Analyze cash: compare operating cash flow with interest, taxes, maintenance capex, and growth capex; review maturities and liquidity.
  7. Explain differences: connect margin and valuation gaps to prices, mix, fuel, freight, geography, leverage, and investment commitments.
  8. Refresh and document: update prices and corporate actions, confirm the latest filings, and preserve the calculation date so the analysis can be reproduced.

10. Common errors and how to correct them

  • Calling the lowest multiple “cheapest”: replace the label with a possible explanation—weak outlook, leverage, lower returns, or heavy capex—and test that explanation against cash and operating data.
  • Comparing targets with operating assets: put announced, under-construction, commissioned, and operational capacity in separate columns.
  • Mixing EBITDA definitions: use statutory figures together or adjusted figures together, and show the reconciliation.
  • Ignoring leases and minorities: apply the same enterprise-value policy to every issuer.
  • Using capacity as output: pair capacity with actual production, sales, and utilization.
  • Treating EBITDA as cash: deduct working-capital needs, interest, taxes, and maintenance capex when assessing financial flexibility.
  • Overlooking geography: map revenue and profit by country, then consider prices, energy, regulation, currency, and export exposure.
  • Relying on one period: inspect several years and at least one interim update to distinguish a cycle peak from durable performance.
  • Forcing a leaderboard: disclose when periods, scopes, or definitions cannot be fully reconciled instead of ranking companies with false precision.

What a defensible conclusion looks like

A defensible comparison states which valuation basis and date were used, how capacity and volumes were measured, whether margins were normalized, and how leverage and capex affect future cash generation. It identifies the operating reasons for differences and names the disclosures that remain incomplete. The result may be that one stock offers a lower multiple, another has better current margins, and a third has the strongest balance sheet; those are distinct findings, not a contradiction.
