The right Bitcoin custodian is not the one with the largest insurance headline or lowest advertised fee. Compare the legal entity you will contract with, who controls and authorizes the keys, how coins are segregated, exactly what an insurance policy covers, the contract’s liability limits, and your all-in cost at the balance you expect to hold. Eligibility, regulation, pricing, and recovery rights can differ by country, account type, customer size, and whether the use case is personal, corporate, or an investment fund.
What a Bitcoin custody provider actually does
Third-party custody delegates private-key operations to a specialist. You receive an account or vault claim and a process for deposits and withdrawals, while the provider (or its appointed sub-custodian) operates signing systems, access controls, backups, monitoring, and incident response. You no longer carry every key-management task yourself, but you acquire counterparty, contract, operational, and regulatory risk.
“Custody” does not by itself mean that coins are insured, that every loss is reimbursed, or that assets are legally outside a provider’s insolvency estate. Those outcomes depend on the entity, account documents, wallet structure, insurance policy, and governing law. A comparison therefore has to join technical controls to legal and commercial terms.

Use the same six comparison axes for every provider
| Axis | Questions to answer | Documents or evidence to request |
|---|---|---|
| Custody model and key governance | Who holds the keys? Is signing single-key, multisignature, MPC, or a combination? Who can propose, approve, and release a transaction? | Wallet architecture, signing policy, approval matrix, key-generation and backup procedures |
| Security and segregation | Which funds are offline or online? Are wallets segregated on-chain and in the books? How are privileged actions monitored? | Security controls, wallet statements, SOC or equivalent assurance reports, incident history and notification terms |
| Insurance | What events are covered, what is excluded, who is insured, and is the limit per customer, per event, or shared? | Full policy, declarations, endorsements, exclusions, deductibles, claims procedure, and confirmation that your service configuration qualifies |
| Legal entity and jurisdiction | Which exact company holds the Bitcoin and signs your agreement? Is it a bank, trust company, qualified custodian, or another regulated entity in your location? | Agreement, licensing or charter details, governing law, insolvency treatment, and sub-custodian disclosures |
| All-in fees | What will you pay for implementation, custody, transactions, withdrawals, minimum balances, policy premiums, and exceptional support? | Written quote at your expected balance and transaction volume, including pass-through network or banking costs |
| Operations and recovery | How quickly can you withdraw, recover from a lost credential, or obtain records? What service levels and audit trails are promised? | Withdrawal limits and SLAs, recovery runbook, support escalation, reporting schedule, termination and portability provisions |
Do not score a provider until each shortlisted firm answers these questions under the same assumptions. A marketing page can establish what a provider says it offers; only the policy and contract establish your rights.

Security: examine control of keys, not slogans
Map the signing path
Draw the transaction path from your withdrawal request to a broadcast transaction. Identify who can initiate a request, who independently approves it, where policy checks run, and whether any employee or automated service can bypass those controls. Ask whether limits vary by destination address, amount, time, or emergency status. Require dual control for address changes and privileged administration, and ask how out-of-band approvals are authenticated.
Multisignature arrangements divide authority among several keys; a transaction needs a specified threshold of signatures. MPC distributes signing computation rather than placing a complete private key in one location. Neither label proves a particular security level: the threshold, operators, backup locations, key ceremony, and recovery process matter. Ask for the exact policy rather than accepting “multisig” or “MPC” as a complete answer.
Cold storage and online liquidity
Cold storage reduces exposure to internet-based attacks but can make withdrawals slower. Find out what percentage or class of assets is kept offline, how a withdrawal moves coins into a signing environment, and whether that movement has a documented approval and monitoring process. Ask whether the provider maintains a hot-wallet float, who sets its limit, and how losses from that float are treated.

These are provider statements, so obtain the applicable architecture description, policy, and agreement and confirm that your account qualifies: BitGo Qualified Custody.
Segregation and insolvency
“Segregated” can mean separate blockchain addresses, separate ledger records, or both. Ask for evidence of each and for the legal consequence if the custodian fails. Determine whether your Bitcoin is held in your name, in a trust or omnibus wallet with a beneficial-interest record, or through a sub-custodian. The agreement should explain reconciliation, access to records, and how assets are returned after termination or insolvency.
BitGo’s treasury material describes regulated entities and segregated accounts; confirm which entity and account structure would serve you rather than assuming every product uses the same arrangement: BitGo Bitcoin Treasuries.

Auditability and incident response
Request regular holdings reports, transaction logs, address attestations, and independent control reports. Ask how quickly the provider must notify you of a suspected compromise, freeze, regulatory order, or material service outage. A credible recovery plan should specify geographically separated backups, succession for key personnel, testing frequency, and how customers regain access if a platform is unavailable.

Insurance: compare the policy, not the headline
Insurance is a contingent contract with conditions, exclusions, limits, and a claims process. It is not a guarantee that your Bitcoin’s market value or an investment trust’s performance will be restored. Compare these elements:
- Covered causes: theft, employee dishonesty, hacking, physical loss, and errors may be treated differently. Ask whether losses caused by your instructions, compromised credentials, protocol events, or market movements are excluded.
- Who is insured: the custodian, a trust, an omnibus account, or individual customers. Verify whether you have direct rights or only a claim against the custodian.
- Limit structure: per customer, per occurrence, annual aggregate, or a shared tower for all customers. A large aggregate can be mostly committed by another claim.
- Deductibles and sublimits: these reduce recoveries and may apply separately to hot wallets, crime, cyber, or specie risks.
- Conditions and proof: notice deadlines, cooperation duties, address-whitelisting requirements, and valuation rules can determine whether a claim is payable.
- Service eligibility: the policy may cover only specified vaults, jurisdictions, assets, or operating procedures. Confirm that your chosen configuration is named or otherwise included.
BitGo advertises up to $250 million of insurance for assets in qualified custody, while its individual-investor FAQ says the policy terms specify what is and is not covered. Treat the amount as a provider-stated maximum, not your personal recovery ceiling, and request the policy for your entity and product: BitGo Individual Investors FAQ.
AnchorWatch states that its vault insurance is available with a minimum policy of $250,000 and premiums starting at $4,000 per $1 million of coverage per year. It also says actual premiums depend on configuration, limits, and risk profile. Its multi-institution page describes optional Lloyd’s custody insurance and notes that additional transaction fees and policy exclusions may apply: AnchorWatch Pricing and AnchorWatch Multi-Institution Custody.
A 2025 prospectus filed with the U.S. Securities and Exchange Commission describes an Anchor Labs crime-insurance program with a $100 million minimum limit for that trust arrangement, while warning that coverage may be shared among customers, insufficient for trust assets, or inapplicable to some losses. It also states: “The insurance program does not cover, insure or guarantee the performance of the Trust.” That is a fund-specific disclosure, not a promise to another customer: SEC-filed Bitcoin Trust prospectus.

| Provider or offer | Published figure | Qualification |
|---|---|---|
| Coinbase Custody | 50 basis points (0.50%) annualized custody fee; $500,000 minimum balance; implementation fee $0–$10,000 | Current pricing page accessed in 2026; implementation range depends on use case. Confirm transaction, withdrawal, and other charges in a written quote: Custody Pricing. |
| AnchorWatch | Minimum insurance policy $250,000; premiums starting at $4,000 per $1 million of coverage per year | Starting figure only; actual premium depends on vault configuration, limits, and risk profile. Pricing is configuration- and asset-value-based: Pricing. |
| BitGo qualified custody | Up to $250 million of advertised insurance | Not a published customer fee. Eligibility, policy terms, and service configuration determine applicable coverage and price: Qualified Custody. |
For example, a 50-basis-point rate on a constant $2 million balance would be $10,000 per year before implementation, transaction, and other charges. That arithmetic is only a normalization example; your provider may calculate average daily balance, tier rates, or minimum charges differently. Ask whether fees accrue on Bitcoin value, fiat value, committed capacity, or a minimum account amount.
Do not confuse insurance with contractual liability
A provider can have insurance while limiting what it owes you under the custody agreement. A 2026 SEC-filed quarterly report for a specific fund describes Coinbase Custody liability caps tied in different circumstances to amounts such as $5 million, fees paid, or affected assets, with exceptions and distinct treatment for certain claims. It is evidence that liability and insurance must be reviewed separately, not a rule for every Coinbase customer: Bitwise 10 Crypto Index Fund 10-Q.
Regulatory status and the entity you actually hire
Start with the signature block, not the brand name. Record the legal entity, charter or licence, office and governing law, and every sub-custodian. A group may offer exchange, brokerage, treasury, and qualified-custody products through different entities with different protections.
For the trust arrangement described in the 2025 SEC filing, Anchorage Digital Bank N.A. is identified as an OCC-regulated national trust bank and an additional Bitcoin custodian. The filing also describes segregated wallets for the trust’s Anchorage Vault Balance. Those statements apply to that arrangement; verify current authorization, product scope, and your jurisdiction before relying on them.
Ask whether your country permits the service, whether a corporate or fund account needs specific documentation, and whether sanctions, tax, or beneficial-ownership rules restrict deposits or withdrawals. “Regulated” is not a universal safety rating: identify the regulator, the regulated activity, and the entity covered.
Withdrawals, recovery, and service continuity
Withdrawal controls
Obtain the complete withdrawal workflow: address-book enrollment, cooling-off periods, approval count, daily limits, travel-rule or beneficiary data, network-fee treatment, and escalation for an urgent transfer. Ask whether the provider can refuse a technically valid transaction because of compliance review and how long that review may last.

Credential and key recovery
Clarify what happens if your administrator loses a device, an approver leaves, or the provider loses access to a signing component. Recovery should require documented identity checks and independent approvals, not a single support ticket. Ask who owns backup shares, where they are stored, how often restoration is tested, and whether you can replace an approver without moving funds.
Termination and portability
Your agreement should state the notice period, final withdrawal procedure, record-delivery format, fees for migrating wallets, and treatment of a regulatory freeze or provider insolvency. Require a practical export of transaction history and tax-lot data. A low fee is not attractive if exiting requires an emergency legal process.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the published evidence says about four commonly considered arrangements
| Arrangement | Publicly described features | What remains to verify |
|---|---|---|
| Coinbase Custody | Segregated cold storage and insurance are listed alongside the 50-basis-point fee, $500,000 minimum balance, and $0–$10,000 implementation range. | Applicable insurance policy, recoverable amount, entity, withdrawal charges, and your negotiated liability and service terms. |
| BitGo qualified custody | Multisignature and MPC options, cold storage, segregation, and up to $250 million of advertised insurance. | Which BitGo entity and product you receive, policy exclusions and limits, eligibility, fees, recovery procedures, and contract liability. |
| AnchorWatch vault custody | Bitcoin-native Trident vault model, configuration-based pricing, optional multi-institution structure, and insurance pricing that varies with risk and limits. | Current availability and authorization for your jurisdiction, exact vault controls, Lloyd’s policy terms, transaction charges, and insolvency treatment. |
| Anchorage Digital Bank N.A. in the cited trust filing | OCC-regulated national trust bank, additional Bitcoin custodian, and segregated wallets for that trust’s Anchorage Vault Balance. | Whether the same entity and terms apply to you; the filing warns that crime insurance may be shared, insufficient, or inapplicable to some losses. |
A practical due-diligence process
- Define your profile. Write down jurisdiction, individual or legal-account status, expected average and peak balance, Bitcoin-only or multi-asset needs, monthly withdrawals, required settlement time, and acceptable operational downtime.
- Shortlist by eligibility. Eliminate services that cannot onboard your entity, country, source of funds, or use case. Record the exact legal entity and regulated activity for each remaining candidate.
- Request the same document pack. Ask for the custody agreement, fee schedule, insurance policy and declarations, wallet and key-management description, sub-custodian list, security-assurance reports, recovery plan, SLA, and termination terms.
- Force comparable quotes. Give every provider the same balance, term, deposit and withdrawal volume, insurance limit, and support requirements. Request one-time and recurring charges separately and ask for all minimums.
- Build a loss-and-recovery matrix. For theft, employee fraud, credential compromise, operational error, chain event, insolvency, and market decline, mark whether the event is covered, excluded, capped, deductible, or simply not addressed.
- Test operations before funding. Open the account, complete a small deposit, perform a small withdrawal to a pre-approved address, obtain a holdings report, and exercise an administrator-recovery or support escalation. Measure actual elapsed time against the promised SLA.
- Obtain legal and tax review. Have counsel check governing law, beneficial ownership, insolvency rights, liability caps, arbitration, and insurance standing. Have your tax adviser confirm that reports meet local record-keeping requirements.
- Set review triggers. Recheck policy renewals, entity or sub-custodian changes, fee revisions, security incidents, regulator actions, and any increase that moves you into a different insurance or service tier.
Red flags that should stop a comparison
- A single insurance number is presented without the policy, exclusions, aggregate limit, or insured-party definition.
- The salesperson cannot identify the legal entity holding your Bitcoin or says regulation applies only to another group company.
- “Cold storage” or “multisignature” is offered without a withdrawal-approval map, backup process, or recovery testing evidence.
- The quote omits minimum balances, implementation, network, withdrawal, conversion, or exceptional-support charges.
- The agreement lets the provider change sub-custodians, wallets, or liability limits without notice or gives no insolvency and termination procedure.
- Service-level promises are verbal, while the contract disclaims delivery times, records, incident notices, or support escalation.
When self-custody may be the better fit
Self-custody removes a custodian’s counterparty and fee layer, but transfers key generation, backups, inheritance, transaction authorization, physical security, and recovery entirely to you. BitGo’s individual-investor FAQ frames the decision as whether to use a custodian or keep your own keys; use that as a decision prompt, not as evidence that one option is universally safer: individual-investor FAQ.
Choose self-custody only if you can maintain tested backups, segregate duties where appropriate, protect devices and seed material, document succession, and recover without relying on a single person. Choose third-party custody when professional controls, institutional reporting, regulated contracting, or operational continuity outweigh the fees and counterparty exposure—but still retain independent records and a tested exit plan.
Decision rule
Select the provider whose documented controls and contract fit your specific loss tolerance, jurisdiction, balance, and withdrawal needs. Prefer a smaller advertised insurance figure with clear per-customer rights over a larger number that is shared, conditional, or unrelated to your configuration. Prefer a transparent all-in quote over a low headline rate that excludes implementation and exits. If a provider will not supply the policy, legal entity, key-governance description, and termination terms, you do not yet have enough information to compare it responsibly.
