No single pledge, policy grade, or financing total is a complete score of a bank, and the figures from different datasets are not automatically comparable.
What a meaningful comparison measures
Use three distinct lines of evidence rather than collapsing them into one climate score:
- Commitments and implementation: What sectors and emissions does the bank cover, and does it disclose governance, interim targets, and progress?
- Fossil-fuel financing: What kinds of lending and underwriting does a dataset count, for which companies and years?
- Low-carbon financing: What activities qualify, and is the figure measured on a basis that can be compared with fossil-fuel finance?
A bank can have a net-zero target while still financing fossil-fuel companies. A target or membership in a climate alliance is not proof that financing has stopped; read the policy and financing evidence independently. The World Resources Institute’s Financial Institutions Net Zero Tracker finds material variation in pledge breadth and depth, while the Transition Pathway Initiative Centre’s banking framework assesses strategy, governance, exposure and emissions disclosure, and target alignment.
How to evaluate a climate commitment
Record the details that determine what a pledge actually covers. A distant end date alone says little about whether a bank is changing its financing in the near term.

- Sector and activity coverage: Identify which sectors are included and whether the commitment covers the bank’s financed emissions and relevant activities.
- Targets and timetable: Note the baseline year, end date, interim milestones, and whether targets are absolute emissions reductions or intensity-based. These measures answer different questions.
- Governance and accountability: Look for board or senior-management oversight, named responsibilities, and a disclosed transition strategy.
- Reporting and progress: Check whether the bank reports emissions and exposure, explains its methods, and shows results against interim targets.
- Alignment: Check how the bank’s targets compare with a stated low-carbon benchmark, and note the assessment year and coverage.
The TPI framework offers a structured way to review these areas; it is an assessment framework, not a substitute for checking the bank’s own latest disclosures and policies. The WRI tracker also shows why the label “net zero” should not be treated as a uniform standard.
How to compare fossil-fuel financing figures
First check what each source counts. Banking on Climate Chaos (BOCC) includes lending and debt and equity underwriting, with its own company attribution and fossil-fuel share methodology. The OECD’s energy-supply estimates use a different scope, including recourse debt, public equity, project finance, and tax equity. Treat the two as separate measures, not as competing totals for the same activity.

The OECD’s 2026 review estimates that close to 1,400 large banks provided almost USD 1.1 trillion in fossil-fuel energy-supply financing in 2024, compared with just under USD 1 trillion for low-carbon energy-supply financing in that year. These are report-defined 2024 flows and categories, not a universal comparison of every bank’s entire climate impact.
BOCC’s 2026 report, released June 8, 2026, says that the 65 banks in its dataset committed USD 906 billion to fossil-fuel companies in 2025 and USD 8.7 trillion since the Paris Agreement. The same report says financing for companies expanding fossil fuels reached USD 508 billion in 2025, a 27% rise from the previous year. Those amounts refer to BOCC’s defined bank and company coverage; its expansion figures should be read with the company lists and category definitions in the 2026 data overview.

The OECD and BOCC figures should not be combined into a bank league table: their samples, instruments, definitions, and scopes differ. For any bank-level comparison, label every figure with its source and year and keep unlike datasets separate unless a defensible method harmonizes them.
Why expansion financing deserves its own check
Fossil-fuel-sector financing and financing to companies expanding fossil fuels answer different questions. A bank may reduce some broad-sector financing while still backing companies developing new extraction or infrastructure. BOCC’s 2026 dataset separately tracks expansion companies and categories including upstream, midstream, and power expansion.

When reviewing a bank, check what the source means by expansion and which companies it includes. Look for coverage of new upstream extraction, pipelines, LNG export or import infrastructure, and fossil-fuel power development. Do not assume a project restriction rules out financing to the company behind it, or that an upstream policy covers midstream infrastructure.

Policy wording can make a substantial difference. Determine whether a restriction applies to specific projects, companies, or both, and identify the activities, geographies, thresholds, and exceptions it covers.

- Does it apply to coal, oil and gas, or only some fuels?
- Does it cover upstream activities as well as pipelines, LNG, and other midstream infrastructure?
- Does it restrict direct project finance only, or also financing to companies?
- Are there thresholds, carve-outs, or geographic limits that narrow the rule?
Reclaim Finance’s Oil and Gas Policy Tracker, last updated in June 2026, grades policies with distinctions in scope, including LNG infrastructure. Use its grades to find policy differences, then read the underlying bank policy for the exact limits and exceptions.
Compare low-carbon finance on the same basis
A bank’s sustainable- or green-finance target is not automatically comparable with its fossil-fuel financing. Check eligible activities, instruments, reporting period, and denominator. “Low-carbon” and “green” are not interchangeable labels unless the source’s definitions support that comparison.
Within the OECD’s report-defined energy-supply categories, fossil-fuel financing by its large-bank sample remained higher than low-carbon energy-supply financing in 2024, although the gap had narrowed since 2021. WRI separately reported a median green-finance-to-fossil-fuel-finance ratio of 1.3 to 1 for its bank sample over 2018–2022. That is a historical, sample-specific ratio, not a current industry-wide benchmark. Do not compare the two ratios as if they used identical samples, periods, or definitions.
How to research a specific bank
- Identify the right bank entity. Record the bank’s legal or parent entity and the geography you care about. Check whether a dataset reports the parent, a subsidiary, or a broader group before attributing its figures to a local brand.
- Read the bank’s current climate strategy and policies. Note publication dates, sector coverage, baseline, target dates, and exceptions.
- Review a structured commitment assessment. Use TPI to examine governance, disclosure, strategy, target coverage, and benchmark alignment; record the assessment year and sample.
- Check detailed oil-and-gas restrictions. Use the policy tracker to inspect project and company coverage, upstream and midstream activities, LNG, and exceptions.
- Consult financing datasets separately. BOCC provides defined fossil-fuel and expansion-related measures for 65 large banks; the OECD provides a broader aggregate estimate using different categories and instruments.
- Compare only like with like. Align year, transaction types, client scope, and company attribution rules. If they cannot be aligned, show the measures separately instead of calculating a seemingly precise combined score.
- Date the conclusion. Policies and reported financing can change; record when you checked them and refresh the comparison when making a decision.
What these figures can—and cannot—tell you
Financing datasets measure bank-facilitated financing under defined methodologies; they do not show that a particular retail deposit funded a particular fossil-fuel loan. The OECD cautions that “Continued limitations in granular and standardised global data on banks’ holdings and new investments prevent a comprehensive climate assessment of their portfolios.” Its 2026 review therefore supports careful, scoped comparisons rather than a claim that any dataset captures a bank’s entire climate impact.
A ranking is evidence about the measure it covers, not a complete assessment of the bank or an individual customer’s deposits. A universal recommendation also cannot follow from these datasets alone: available institutions, account needs, and relevant jurisdictions differ.
