The most reliable comparison separates opportunity from readiness. Map what an AI business could sell in each market, then test whether connectivity, power, compute, data, skills, institutions and capital can support deployment at acceptable risk. A large population or fast-growing startup scene is not enough if systems cannot be trained, integrated, paid for or governed.
The International Finance Corporation (IFC) describes these as complementary lenses: first map the ecosystem from infrastructure through foundational models to sector applications, then assess the structural conditions that make investment durable. The World Bank’s four Cs—connectivity, compute, context (data) and competency (skills)—provide a practical starting checklist, while the Bank for International Settlements (BIS) adds institutional capacity and stresses that emerging economies are highly heterogeneous.
What a useful comparison is designed to answer
A comparison should answer four investment questions for every market:
- Where can value be created? Identify unmet customer problems, the AI layer involved and a credible route to revenue.
- Can the solution operate at scale? Check electricity, networks, cloud or local compute, data access, talent and integration capacity.
- Can investors fund and exit the business? Examine local and cross-border capital, procurement, follow-on financing and likely strategic buyers.
- What could invalidate the thesis? Record the evidence that would change your view, rather than presenting a score as a prediction.
Do not treat “emerging markets” as one investable country. The World Bank reports that AI innovation and compute remain concentrated in high-income countries; adoption is increasing in middle-income economies but remains very limited in low-income economies. BIS likewise finds large differences in preparedness, infrastructure, human capital and institutions. Your market set, investment vehicle, return horizon and risk tolerance must therefore be stated before any ranking is attempted.

Define the comparison before collecting numbers
Choose the unit of analysis
Decide whether you are comparing countries, metropolitan areas, economic corridors or a regional cluster. National averages can hide a connected capital city and an underserved rural customer base. For infrastructure or data-center investments, grid zones and fiber routes may matter more than national borders; for regulated health or financial applications, licensing jurisdictions matter.
Specify the investment thesis
State the target stage (pre-seed, growth, infrastructure project or public-market exposure), expected holding period, currency and acceptable loss. A five-year venture thesis may value talent growth and exit options differently from a cash-yielding connectivity project. Record whether the investor can make follow-on rounds, provide technical assistance or tolerate a long public-procurement cycle.
Set a common evidence date
Use the same cutoff date and definitions across markets. Label one-time grants, promotional cloud credits, pilot revenue and recurring commercial revenue separately. Keep observed facts distinct from assumptions and document the source, geography, edition and measurement conditions for every score.

IFC’s 2026 handbook recommends viewing the ecosystem as linked layers rather than looking only for model-training companies. The same company may span layers, so classify it by the activity that drives the investment case.
| Layer | What to examine | Typical evidence | Main investment question |
|---|---|---|---|
| Infrastructure and enabling services | Power, data centers, cloud access, connectivity, chips and servers, data engineering, cybersecurity, model operations and integration. | Grid reliability, fiber and mobile coverage, cloud regions or cross-border latency, local vendors, enterprise IT budgets and import rules. | Can infrastructure be supplied affordably and resiliently, and is demand contracted rather than speculative? |
| Foundational models | General-purpose or language, vision and speech models; fine-tuning, evaluation, safety and localization services. | Access to training or inference compute, local-language data, licensing terms, benchmark performance and responsible-use controls. | Does local context create defensible value, or will imported models meet the need more cheaply? |
| Vertical applications | Products for agriculture, health, finance, logistics, education, public administration, manufacturing and other sectors. | Workflow integration, paying customers, procurement rules, unit economics, measurable outcomes and data permissions. | Is there a repeatable customer and distribution path, not merely a demonstration? |
Map dependencies between layers. A farm-analytics application may depend on mobile coverage, satellite or sensor data, a cloud inference service and an agricultural cooperative that can collect payments. A local-language assistant may need speech data, evaluation expertise, content moderation and a reliable channel to schools or public agencies. The more dependencies a business has, the more important resilience and contract structure become.

- Opportunity score: customer pain, addressable spending, willingness to pay, competitive intensity, scalability, defensibility and plausible exit routes.
- Readiness score: infrastructure, compute, data, talent, institutions, capital and resilience.
Use a transparent 0–5 scale for each criterion (0 = absent or unverified; 5 = strong, independently evidenced and scalable). Publish the weights and the date. A weighted readiness score can be calculated as sum(score × weight) / 5, with weights totaling 100%. The number is a prioritization aid, not an expected return.

A disclosed readiness weighting
| Criterion | Illustrative weight | Evidence to collect |
|---|---|---|
| Connectivity and reliable power | 15% | Affordability, coverage, latency, outage frequency, backup generation and commercial electricity prices. |
| Compute access | 15% | Cloud availability, import lead times, foreign-exchange exposure, local accelerators and realistic inference costs. |
| Data context | 15% | Lawful access to diverse local data, quality, language coverage, labeling capacity and consent or licensing terms. |
| Talent and execution | 15% | Training pipelines, experienced operators, product and sales skills, retention and availability of implementation partners. |
| Institutional and regulatory capacity | 15% | Policy clarity, privacy and sector rules, procurement capability, enforcement consistency and regulatory experimentation. |
| Investable layer and commercial pathway | 15% | Customer budgets, procurement route, distribution partners, deployment evidence and recurring revenue potential. |
| Capital availability and financing fit | 5% | Local and cross-border funds, stage depth, debt, grants, corporate investment and follow-on capacity. |
| Resilience and concentration | 5% | Dependence on one cloud, data source, investor, undersea cable, energy supplier or public customer. |
These weights are an editorial starting point, not a universal formula. An infrastructure fund might increase power and financing weights; an early-stage software investor might emphasize talent, data and distribution. Run sensitivity checks: if a small weight change reverses the ordering, describe the markets as close rather than declaring a winner.
Apply the same eight readiness axes to every market
1. Connectivity and reliable power
Measure whether the target users can reach the product and whether the product can run continuously. The World Bank treats connectivity as a foundation, but an AI service also needs affordable, dependable electricity. Collect mobile and fixed broadband coverage, typical enterprise bandwidth, latency to the chosen cloud region, outage duration, backup requirements and electricity prices for the relevant customer class.
Separate access from affordability. A national coverage statistic does not show whether a rural clinic can pay for data or whether a small business can keep a device online. For energy-intensive inference or data centers, model grid capacity, fuel logistics, renewable contracts and exposure to rationing. Mitigations may include edge inference, offline synchronization, smaller models, multiple network links or colocating workloads near dependable generation.
2. Compute access
Ask whether a company can obtain the right compute at a predictable cost. The World Bank describes a policy choice between building domestic capacity and securing international cloud access; many markets will need a mix. Record available cloud regions, cross-border data-transfer rules, accelerator availability, procurement lead times, foreign-exchange risk, power constraints and the cost of inference at the intended volume.
Recommended Free Tools
Distinguish training from inference. A vertical application may train or fine-tune abroad but require low-latency inference locally. A model startup may need scarce accelerators and long-term capacity reservations. Test whether a business can switch providers, quantize or distill models, or operate with an open model if prices or access change.

3. Data context, quality and legality
Local data can improve language, cultural and institutional fit, but “more data” is not automatically an advantage. Check provenance, consent, licensing, representativeness, labeling quality, update frequency, privacy obligations and the ability to remove or correct records. Include underrepresented languages and informal-sector activity where they affect the use case.
Map who controls the data and how a company receives permission. A ministry pilot that provides temporary access is not equivalent to a transferable commercial license. Test whether cross-border storage or processing is permitted and budget for anonymization, security and human review. If local data are sparse, a defensible strategy may combine public data, partnerships and privacy-preserving synthetic or federated methods; do not assume synthetic data replace real-world coverage.
4. Talent and execution capacity
Count more than AI graduates. Assess machine-learning engineers, data and cloud operations, product managers, enterprise sales, domain specialists, security staff and people able to maintain systems after deployment. Examine training quality, senior leadership experience, language and domain knowledge, compensation in hard currency, remote-work competition and retention.

Look for execution partners such as systems integrators, telecom operators, universities and sector organizations. A market with few researchers may still support strong vertical businesses if implementation talent and domain expertise are available. Conversely, a large graduate pipeline may not translate into production systems without experienced managers and reliable procurement.
5. Institutional and regulatory capacity
BIS includes institutional capacity in AI preparedness. Review privacy, cybersecurity, consumer protection, copyright, sector licensing, liability, public procurement and rules for automated decisions. Evaluate not only the text of a law but the regulator’s ability to issue guidance, process applications and enforce consistently.
The OECD highlights enabling, predictable environments and regulatory experimentation as relevant to investment ecosystems. Sandboxes or pilot pathways can reduce uncertainty when they have clear entry, exit and scale rules. Record contradictory requirements, license delays, localization mandates and the practical availability of judicial or administrative remedies.

6. Investable layer and commercial pathway
Identify the first paying customer and the person who can approve the purchase. Government adoption in developing countries remains early according to the World Bank, so a public-sector opportunity may require longer sales cycles, tenders, implementation partners and political continuity. Enterprise products need integration with existing software, local support and a budget owner; consumer products need affordable distribution, payments and retention.
For each opportunity, document the workflow changed, baseline cost, expected measurable benefit, implementation time, contract length, gross margin after inference and support, and the route from pilot to repeatable sales. A large theoretical addressable market is weak evidence if each deployment is bespoke.
7. Capital availability and financing fit
Compare local venture funds, regional investors, development-finance institutions, corporate venture, grants, family offices, banks, private equity, pension or sovereign funds, debt and foreign direct investment. Note currency, collateral, dilution, repayment schedules, covenants and whether follow-on rounds are available at the company’s stage.
Global capital concentration does not prove that local opportunities are unattractive, nor that they will automatically catch up. A cross-border investor may bring compute contracts, distribution or governance expertise, but can also impose currency and control risks. Match the instrument to the asset: venture equity for uncertain product-market fit, project or equipment finance for contracted infrastructure, and blended or concessional capital where social benefits make commercial returns slower.
8. Resilience and concentration
Stress-test dependence on one cloud provider, imported accelerators, a single telecom link, one public contract, one language dataset or a narrow investor group. OECD recommends diversification across complementary parts of the AI stack. Ask how quickly the business can change providers, move workloads, replace a data source, obtain spare parts or continue during a currency shock or policy change.
Compare infrastructure with local applications without forcing a false choice
| Question | Infrastructure or enabling business | Local application business |
|---|---|---|
| Primary advantage | Can earn from many downstream users and improve ecosystem capacity. | Can capture domain-specific value and adapt to local workflows and languages. |
| Key dependencies | Power, permits, equipment imports, anchor tenants and financing. | Data rights, integration, customer budgets, domain expertise and model access. |
| Typical risk | High fixed cost, utilization shortfall, hardware obsolescence and concentration. | Pilots that do not convert, weak unit economics, procurement delays and imitation. |
| Evidence that strengthens the case | Signed capacity or offtake agreements, reliable power, diversified customers and a credible expansion plan. | Recurring revenue, measurable customer outcomes, renewal data, repeatable deployment and defensible data or workflow position. |
In some markets the investable answer is a combination: imported cloud capacity plus locally built integration and data services. Compare the total delivered cost and resilience of that mix with a domestic build; do not assume sovereignty or localization is valuable enough to offset uneconomic utilization.

Use a repeatable comparison workflow
- Define the market set and thesis. State countries or regions, stage, instrument, currency, holding period and required return or impact objective.
- Map the ecosystem. List infrastructure providers, model and data capabilities, vertical startups, customers, universities, integrators, regulators and investors.
- Collect four-Cs evidence. Measure connectivity, compute, context and competency, then add energy, institutions, capital and resilience.
- Build an opportunity map. For each sector, record the problem, buyer, spending pool, deployment path, competitors, data advantage and expected economics.
- Score independently. Apply the published 0–5 rubric to opportunity and readiness; attach a source and date to every non-trivial score.
- Model scenarios. Test base, upside and downside cases for cloud prices, currency, energy availability, customer conversion, regulation and follow-on funding.
- Check concentration. Quantify exposure to one provider, customer, dataset, route or investor and specify a mitigation with cost and timing.
- Run diligence gates. Require evidence of lawful data access, technical performance in the target environment, customer willingness to pay, governance controls and a financing plan before advancing.
- Record disconfirming evidence. Write the fact that would lower the score and set a review date. This prevents a favorable narrative from becoming a permanent assumption.
A practical market-comparison table
Use one row per market and opportunity, rather than one country-wide score. The following columns preserve the distinctions an investment committee needs:
| Market | Opportunity layer | Customer and use case | Readiness evidence | Bottleneck and mitigation | Capital sources and instrument | Regulatory or execution risks | Evidence that would change the view |
|---|---|---|---|---|---|---|---|
| Named country or region and evidence date | Infrastructure, model, enabling service or vertical application | Named buyer, workflow, budget and route to adoption | Four Cs, power, institutions, talent and resilience with source links | Specific constraint, owner, cost and expected completion date | Local, cross-border, public, corporate or development capital; equity, debt, grant or blended structure | Licensing, procurement, data, currency, competition and implementation dependencies | Contract, permit, benchmark, price, policy or retention evidence that would raise or lower conviction |
Keep “not stated” when a comparable value is unavailable and identify the missing source. Do not turn missing evidence into a zero unless your rubric explicitly defines zero as “verified absence.”
What the latest global funding data does—and does not—tell you
OECD’s report Venture capital investments in artificial intelligence through 2025, published 17 February 2026, provides context for capital availability:
| Measure | 2025 observation | How to interpret it |
|---|---|---|
| AI share of global VC | 61%, or USD 258.7 billion, of USD 427.1 billion in total VC; twice AI’s 30% share in 2022. | A large global capital pool exists, but this is descriptive investment value, not an expected return. |
| Mega-deal concentration | 73% of total AI investment value came from deals above USD 100 million. | Concentration may help explain the declining early-stage share and makes headline totals a poor proxy for seed access. |
| IT infrastructure and hosting category | USD 109.3 billion in 2025, versus USD 47.4 billion in 2024 and USD 256.1 billion cumulatively from 2012–2025. | OECD says the category is broad and can include model developers; do not treat it as pure data-center spending. |
| Geographic concentration | US firms received about 75% (USD 194 billion), EU27 6% (USD 15.8 billion), China 5% (USD 13.9 billion) and the UK 5% (USD 13.8 billion). | These are global comparison points, not a ranking of emerging markets or evidence of local startup quality. |
The OECD analysis includes corporate venture capital, uses Preqin data and OECD’s firm classification, and covers investment through 2025. Smaller deals can be added retroactively, historical estimates can change and AI funding is cyclical. Other relevant financing—public and corporate investment, private equity, pension and sovereign wealth funds, debt and foreign direct investment—should be assessed separately.
Use emerging-market evidence with the right limits
The World Bank’s Digital Progress and Trends Report: Strengthening AI Foundations (2025) concludes: “Investing in the 4Cs—connectivity, compute, context, and competency—represents a strategic, largely no-regret approach for LICs and MICs although specific priorities must be tailored to each nation’s unique circumstances.” Treat that as a foundation-building principle, not a promise that every project will earn a return.
BIS’s bulletin Economic impact of AI in emerging market economies (17 February 2026) links preparedness—including infrastructure, skills and institutional capacity—to productivity and growth effects, while emphasizing substantial heterogeneity. Its authors note that the views expressed do not necessarily represent those of the BIS or its member central banks. The Centre for International Governance Innovation’s paper Developing Countries’ Business Participation in the AI Economy (18 June 2025) examines startups connected with G7 and other investors in ten middle-income developing countries across Africa, Southeast Asia and Latin America. It is useful for case studies and questions about G7 links and South-South ecosystems, but its overview does not provide a comparable country ranking or investment-return estimate.
Common comparison mistakes and how to correct them
- Ranking population or GDP alone: Replace it with a reachable customer, spending and distribution analysis.
- Using one readiness score: Publish separate opportunity and readiness scores, weights and sensitivity results.
- Counting graduates as deployable talent: Check production experience, retention, domain skills and implementation partners.
- Assuming imported cloud access solves compute: Price latency, data-transfer rules, currency exposure, outages and provider concentration.
- Treating a pilot as product-market fit: Require paid conversion, renewal, measurable outcomes and repeatable implementation.
- Ignoring power: Include electricity cost, reliability, backup and fuel logistics in both operating and capital budgets.
- Confusing global funding with local returns: Use the OECD figures as market context and underwrite each company or asset.
- Overlooking public-sector timing: Model tenders, budget cycles, policy continuity and payment risk explicitly.
- Hiding missing data: Mark it as not stated, explain its effect on confidence and define what evidence would resolve it.
- Calling one market “best” without a mandate: State the investor profile, time horizon, risk tolerance and objective before drawing a conclusion.
Decision checklist for an investment committee
- Is the target market, stage, instrument, currency and holding period explicit?
- Is the business classified as infrastructure, a foundational-model service, an enabling layer or a vertical application?
- Do connectivity, reliable power, compute, local data and skills support the proposed service at its target volume?
- Are data rights, privacy, security, sector licensing and procurement requirements documented?
- Is there a named buyer, budget, distribution route and measurable deployment outcome?
- Are local, regional and international capital sources suitable for the stage and asset type?
- Has dependence on one provider, customer, dataset, cable, energy source or investor been stress-tested?
- Are assumptions, weights, evidence dates and missing values visible to the decision maker?
- What single new contract, permit, benchmark, price change or policy decision would change the investment view?
Bottom line
Compare AI opportunities across emerging markets by pairing an ecosystem map with a readiness assessment. Start with the four Cs, add power and institutional capacity, then test the customer, financing and resilience cases for each investable layer. Global VC totals show where capital has concentrated—not which emerging-market company or country will outperform. Without comparable risk-adjusted return data and a defined investor mandate, the defensible output is a transparent, updateable comparison framework rather than a universal winner.
