Explain the campaign in plain language: identify the shared workplace concern, describe what collective action could change, state the next step, and give coworkers a reliable way to ask questions. Keep facts, proposals, and unknowns separate, and make participation voluntary. Under U.S. federal labor law, covered employees generally may organize or refrain, but the rules depend on the worker, industry, location, timing, and communication channel.
The safest practical approach is to discuss union matters on non-work time, distribute literature on non-work time in non-work areas, and treat employer-owned devices and platforms as subject to neutral workplace policies. Public-sector workers, supervisors, and employees in specially regulated industries may be governed by different rules; individualized questions belong with the National Labor Relations Board (NLRB) or qualified labor counsel.
What a clear organizing message needs to do
A campaign message should help a coworker answer four questions quickly:
Free tools Windows power users keep installed
One-click scans. No signup required.
- What problem are we trying to solve? Use concrete, verifiable examples such as unpredictable scheduling, inconsistent safety practices, or a lack of a dependable process for raising concerns. Do not invent grievances or present rumors as facts.
- What would organizing change? Explain that a union gives employees a collective process for negotiating with the employer. Do not promise a guaranteed raise, benefit, schedule, or contract term. The outcome of bargaining is not known in advance.
- What happens next? Name the immediate, voluntary action: attend an information meeting, compare priorities with coworkers, ask the organizing committee a question, or learn how authorization and election procedures work.
- Where can someone get reliable information? Use one consistent update location and identify who can answer questions. Offer translations, large-print versions, or another accessible format when the workforce needs them.
A useful opening is: “Many of us are concerned about specific workplace issue. We are discussing whether a union could give employees a stronger voice in addressing it. Here is what we know, what is still undecided, and how you can ask questions without committing to anything.”

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
That wording distinguishes an existing concern from a proposal and leaves room for disagreement. It also avoids implying that every coworker must sign a card, attend a meeting, disclose a view, or support the campaign.
Know which legal framework applies
The National Labor Relations Act (NLRA) covers most private-sector employees, but not everyone. Public-sector employees, supervisors and managers, independent contractors, and workers in some transportation, agricultural, domestic, and other settings may fall under different statutes or exclusions. State and local law can add requirements. Treat the following as general U.S. federal guidance, not a legal conclusion about a particular workplace.
The NLRB’s employee guidance says, “You have the right to form, join or assist a union.” Federal law also protects the choice not to participate and the choice to campaign against a union. A clear campaign therefore explains how to participate without treating nonparticipation as disloyalty.

They may not single out union discussion when comparable non-work discussion is allowed, and NLRB guidance states that employees may discuss or solicit for a union during non-work time, such as before or after a shift or during breaks. Literature may generally be distributed during non-work time in non-work areas, including break rooms and parking lots.
Those distinctions are fact-sensitive. “Working time” means time employees are expected to be performing their duties; it is not automatically the entire time someone is on the employer’s premises. A break can be non-work time, while a paid period may still involve assigned duties. Check the actual policy and how it is applied to other subjects.
Separate facts, proposals, and uncertainties
Credibility is easier to maintain when every statement fits one of three categories.
Facts
Facts are things you can document or attribute: a posted schedule, a written safety rule, a pay-stub discrepancy, a public NLRB explanation, or a date and location for a meeting. Quote the relevant wording accurately and preserve the document.

Proposals describe what employees hope to pursue collectively, such as predictable scheduling, a transparent wage scale, or a formal safety committee. Label them as goals. A union does not automatically deliver any particular result; terms must be negotiated and accepted through the applicable process.

Unknowns
Say when an answer is not yet known. Examples include the final bargaining agenda, the election date, the employer’s response, or whether a specific proposal will be accepted. “We are still collecting priorities” is more trustworthy than a confident prediction.
Keep a shared question log. Record the question, the confirmed answer, the person or agency providing it, and the date checked. Correct an error openly in the next update instead of quietly changing wording.
Choose the time, place, and channel deliberately
Before sending or handing out anything, evaluate five factors: whether the time is work or non-work time, whether the location is a work or non-work area, whether the channel belongs to the employer, whether comparable communications are treated the same way, and whether the message preserves a coworker’s choice to participate or refrain.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches| Channel or setting | Practical use | Key boundary |
|---|---|---|
| Face-to-face conversation before or after a shift | Answer questions and learn coworkers’ priorities. | Use non-work time; do not interrupt assigned duties. |
| Break room or parking lot handout | Share a short fact sheet or meeting notice. | Distribute during non-work time in a non-work area, subject to neutral rules. |
| Workplace bulletin board | Post information only where employees are allowed to post. | An employer may control its board under a rule applied without discrimination. |
| Employer email, chat, phone, or device | Reach coworkers who use the system for work. | Employer-owned media may be restricted by neutral policies; do not assume access or privacy. |
| Personal social-media account | Discuss shared workplace issues with coworkers outside the workplace. | Group discussion about work issues can be protected concerted activity, but a purely individual gripe may not be. |
The NLRB’s employee guidance summarizes the time rule this way: “Working time is for work, so your employer may maintain and enforce non-discriminatory rules limiting solicitation and distribution.” The same guidance protects non-work-time discussion and distribution when the conditions above are met.
Build the campaign message step by step
1. Define the shared concern
Interview coworkers privately and ask open questions: “What makes this job harder than it needs to be?” and “What would a fair process look like?” Look for patterns rather than collecting a list of personal complaints. Remove identifying details when a story could expose someone to retaliation.
2. Connect the concern to collective action
Explain why individual requests may not solve a workplace-wide problem and how employees could use a collective process. Avoid saying that a union is the only possible solution or that everyone already agrees. The campaign is an invitation to evaluate an option together.
3. State the immediate next step
Give one action, one time, and one place. For example: “A voluntary information conversation will take place in the public library meeting room at 6 p.m. Thursday; you can send questions anonymously through the form.” If the meeting is on employer property, verify the applicable access and solicitation rules first.
4. Explain participation choices
Tell coworkers they may ask questions, attend, decline, support the campaign, oppose it, or remain undecided. Do not request a public show of support or circulate a list of who has signed, attended, or declined.

5. Provide a verification path
Identify where documents, updates, and corrections will appear. Link or refer to official NLRB guidance when discussing legal rights, and distinguish that information from the campaign’s own goals. If a question requires legal advice, say so and refer it to the NLRB or qualified counsel.
Write flyers, texts, and talking points that people can trust
A one-page handout should fit on one screen or sheet and include:
- A specific shared issue, described without exaggeration.
- The campaign’s purpose: exploring collective bargaining or another lawful collective process.
- What is decided, what is proposed, and what remains unknown.
- A voluntary next step and a private contact method.
- The date of the update and a correction contact.
Use short sentences, ordinary words, and the languages your coworkers use. Replace slogans that promise an outcome with statements that describe a choice. “We are asking for a voice in decisions about schedules” is more accurate than “This will guarantee better schedules.”
Recommended Free Tools
For a text message, lead with identification and consent: “This is Sam from the evening shift. We are discussing a union and collecting questions. Would you like the fact sheet?” Do not add coworkers to a group chat without permission, and do not forward private replies.
For a conversation, listen at least as much as you speak. Reflect the question, answer only what you know, and offer to follow up in writing. Pressure, ridicule, or repeated contact after a coworker declines can undermine trust and may conflict with the campaign’s commitment to voluntary participation.
Understand digital and social-media limits
The NLRB recognizes that employees may act together online about work-related issues. A post describing a shared scheduling problem and inviting coworkers to discuss a response is different from a purely individual insult or complaint unrelated to group action. The legal status of a post depends on its context, audience, wording, and the surrounding conduct; do not assume every union-related post is protected.
Employer-owned email, chat, telephones, bulletin boards, and digital devices are not automatically open forums. An employer may restrict use of its communication media if the restriction is applied without discriminating against union-related or other protected communications. A general technology rule does not resolve every case, and an employer cannot justify selective enforcement simply by labeling a message “personal.” Preserve the policy and examples of how it is applied.
When using personal accounts, avoid publishing confidential customer, patient, personnel, or security information. Do not impersonate the employer, threaten anyone, or claim that a personal post speaks for the entire workforce. Keep a factual record of the original post, replies, and any discipline rather than editing away context.

Respond to common questions without overpromising
“Will a union guarantee a raise or better benefits?”
No. Employees can propose wages, benefits, staffing, and other terms, but the final result depends on bargaining and the applicable ratification or approval process. Explain the goal and the process, not a guaranteed outcome.
“Do I have to support it?”
No one should be pressured to participate. Federal law protects organizing activity and also protects declining to participate or campaigning against a union for covered employees. A coworker can remain undecided and still ask questions.
“Can I talk about this during my shift?”
Check whether you are on working time and what neutral rules apply. Employers may limit solicitation and distribution during working time, but NLRB guidance protects union discussion and solicitation during non-work time and literature distribution during non-work time in non-work areas. Comparable non-work discussions cannot be treated more favorably simply because they are not about a union.

Read the policy and look at how it treats other non-work communications. Employer-owned media may be restricted under a neutral rule. Do not assume that access is private or unrestricted.
“What if management asks who is involved?”
You may choose not to disclose your views. Record the wording, date, participants, and any follow-up. Questions that feel coercive, threats, surveillance, promises of benefits, or punishment should be escalated to the NLRB or qualified counsel rather than argued about in the moment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Recognize retaliation and coercion
NLRB guidance identifies threats, coercive questioning, spying or creating the impression of surveillance, promises or bribes, and punishment for protected organizing as prohibited conduct. The Department of Labor WORK Center gives examples of retaliation that may violate rights, including firing, demotion, transfer, reduced pay or hours, reduced benefits, and making work more difficult because of pro-union views.
A single unpleasant interaction is not enough to establish a legal violation. Context matters, and the worker’s coverage must be confirmed. Still, preserve evidence promptly:
- Save schedules, pay records, policy versions, messages, emails, and meeting invitations.
- Write a dated account while events are fresh, using exact words where possible.
- Record who was present and whether comparable conduct by others was treated differently.
- Keep copies outside an employer account when lawful and safe to do so; do not remove confidential business or customer data.
- Do not retaliate, threaten, or destroy evidence in response.
Workers who believe their NLRA rights were interfered with can contact the NLRB. The agency investigates alleged unfair labor practices, and the Department of Labor WORK Center states that an unfair labor practice charge can be filed without cost. The NLRB’s general guidance says charges generally should be brought within six months, but deadlines and exceptions are fact-sensitive; check current agency instructions promptly rather than relying on a remembered date.

Use a repeatable update system
Campaigns become confusing when different people circulate different versions. Set up a simple editorial process:
- Maintain a source file. Keep the current fact sheet, meeting details, policies, and official guidance in one controlled folder.
- Assign an answer owner. One person tracks legal questions; another verifies workplace facts. Neither should guess.
- Stamp updates with dates. Add “updated” dates and identify what changed.
- Publish corrections. State the old wording, the corrected fact, and the reason for the change.
- Protect privacy. Limit access to contact lists and never publish a coworker’s support or opposition without explicit permission.
- Review accessibility. Check translation quality, reading level, color contrast, captions, and alternatives for workers who cannot attend in person.
Keep the same core facts across flyers, conversations, and digital posts. Adapt length and language to the channel, but do not change the underlying claim to fit a particular audience.
What communication-frame studies can—and cannot—tell you
A 2025 arXiv preprint by Arianna Pera, Veronica Jude, Ceren Budak, and Luca Maria Aiello analyzed 158,238 Facebook posts from U.S. labor unions published from January 2015 through December 2024; 157,883 contained text. It classified posts as diagnostic (identifying problems), prognostic (proposing solutions), motivational (mobilizing action), community (solidarity), and engagement (interaction).
The authors reported that diagnostic and community frames were common overall. In election cases unions won, pre-election communication showed increased diagnostic, prognostic, and community framing, while patterns differed in lost cases. This is an observational analysis of communication patterns, not evidence that any frame causes an election win. Use it as a prompt to balance problem description, credible proposals, solidarity, and opportunities for questions—not as a guaranteed formula. Its peer-review status should be checked before relying on it for a high-stakes decision.
Practical scenarios
A break-room conversation
Two employees discuss scheduling during an unpaid break in the break room. One says, “Several of us are comparing schedules and considering whether collective bargaining could give us a voice. Here is a fact sheet; you can read it later.” They stop when the break ends and return to work. This approach keeps the discussion on non-work time and avoids a demand for immediate support.
A handout in a parking lot
Organizers distribute a dated, one-page notice after shifts in the parking lot, a non-work area. The notice states the shared concern, labels proposed goals as goals, gives a voluntary meeting time, and includes a correction contact. Before distributing, they check whether a neutral rule governs solicitation or access to the property.
A workplace-chat post
An employee wants to post in the company chat: “Many of us have questions about overtime scheduling; can we discuss them?” The employee first checks the chat policy and whether non-work topics are allowed. If the system is restricted, the employee uses a personal channel outside work instead of assuming the employer’s platform is available.

A management question
A supervisor asks an employee to identify everyone supporting the campaign. The employee can decline to answer, note the exact question, and seek advice. The employee should not accuse the supervisor publicly or make threats; the relevant facts can be provided to the NLRB or counsel.
Quick Recap
Final communication checklist
- Is the shared concern specific, accurate, and supported by records?
- Does the message distinguish facts, goals, and unknowns?
- Does it avoid guaranteeing a wage, benefit, election result, or contract term?
- Is the next step clear, voluntary, and private?
- Was the timing non-work time when solicitation or distribution occurred?
- Was literature distributed in a non-work area?
- Does any employer policy apply neutrally to comparable communications?
- Have you avoided assuming employer-owned systems are private or unrestricted?
- Does a digital post connect to a shared workplace issue rather than only an individual gripe?
- Are translations and accessible formats available where needed?
- Have you preserved evidence of threats, surveillance, coercive questions, or discipline?
- Have you referred individualized legal questions to the NLRB or qualified counsel?
