Commissioning a hand-painted mural starts with the wall, not a paint palette. Confirm who controls the property, document the wall’s size and condition, check local approvals for the exact address, and prepare a short design brief. Then invite artists with relevant portfolios to inspect the site and submit comparable, itemized proposals. Before any painting, sign an agreement covering preparation, access, equipment, permits, payment milestones, revisions, weather delays, image rights, maintenance, and removal.

There is no reliable national mural price. Published figures use different cities and definitions: a Waco-area 2023 guide cites about $60 per square foot for artist fees and materials, while detailed portraits or complex work may reach $65–$75; current City of Eugene guidance cites an artist-stipend range of $15–$25 per square foot and lists supplies, permits, and lift or scaffold rental separately. Treat those numbers as local planning examples, not interchangeable quotes.

Start with the wall and a written brief

The wall determines much of the cost and the approval path. Before contacting artists, record its address, ownership, approximate width and height, surface type, condition, sun and weather exposure, nearby traffic, available working hours, and how an artist and equipment can reach it. Photograph the entire elevation and close-ups of cracks, peeling paint, utilities, drains, windows, doors, signs, and landscaping. Note whether a lift, scaffold, traffic control, or parking reservation could be needed.

Decide what the mural must accomplish

Write a one-page brief that answers:

  • What is the project’s purpose and who should see it?
  • What subjects, messages, colors, symbols, or local references are wanted?
  • What subjects, logos, political content, or imagery must be avoided?
  • What approximate area can be painted and what features must remain visible?
  • What budget range and target season are realistic?
  • Who has final approval, and who else must review the design?
  • What access restrictions, work-hour limits, security rules, or neighborhood concerns apply?

Include reference images for mood and color, but identify them as references rather than material to copy. A clear brief lets every artist price the same problem and reduces expensive changes later. Creative Waco’s guidance recommends stating the location, budget, timeline, and requested submissions—such as work samples, references, and concept drawings—when issuing a call for artists.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Confirm ownership and neighboring impacts

If you do not own the wall, obtain written permission from the owner before commissioning artwork. Confirm who can authorize access, sign permits, approve attachments, and make decisions if the property is sold. Tell adjacent residents or businesses about noise, blocked parking, sidewalk changes, odors, and expected working hours. Community outreach is especially important on residential, mixed-use, and historically significant sites.

How much does it cost to commission a mural?

Ask for a site-specific estimate rather than multiplying wall area by an online rate. Have the artist inspect the wall and identify cleaning, repairs, primer, coatings, height access, weather exposure, work-hour limits, and protection of nearby property. Require an itemized proposal so you can see what is included, excluded, reimbursable, or capped.

Budget categories to request

Cost category What to clarify in the proposal
Design and artist fee Concept development, rendering, revisions, and painting labor; state whether design is paid separately or included.
Surface preparation Cleaning, scraping, repairs, caulking, priming, sealing, and disposal of failed coatings.
Materials Mural paint, brushes, rollers, spray equipment, protective coating, masking, and touch-up stock.
Access and site equipment Lift or scaffold rental, delivery, operator, barricades, fall protection, traffic control, and daily rental assumptions.
Insurance and safety General liability coverage, certificates required by the owner or city, and responsibility for damage or injury.
Travel, parking, and lodging Whether mileage, parking permits, tolls, or lodging are included in the fixed price.
Permits and fees Which party applies, pays, posts notices, and responds to planning, right-of-way, building, electrical, or historic review.
Contingency and additions An agreed allowance for hidden wall damage, weather delays, extra equipment, anti-graffiti treatment, or professional photography.

Published local examples, kept in context

Source and date Published figure What it includes and what it does not prove
Creative Waco, 2023, Waco-area rule of thumb About $60 per square foot Artist fees and materials. Detailed portraits or otherwise complex work may be $65–$75 per square foot. The guide says to account for inflation and local variation; it is not a national rate.
City of Eugene wall-owner guidance, accessed 2026 $15–$25 per square foot An often-used artist-stipend range. Eugene separately identifies supplies, permits, and lift or scaffolding rental when needed, so it is not directly comparable with Waco’s combined figure.

Neither example is a current quote for your wall, and no national benchmark establishes a defensible universal price. A lower total can simply mean that preparation, access equipment, insurance, permits, or design work has been left out. Compare the assumptions beside each price.

Questions that expose hidden costs

  • Is the square-foot calculation based on the entire wall, only the painted area, or a concept estimate?
  • Who pays if the surface needs more repair than photographs suggested?
  • Is lift or scaffold rental charged by the day, and who pays for weather-related idle days?
  • Are primer, protective coating, cleanup, touch-ups, and leftover paint included?
  • Does the price include a final high-resolution photograph for documentation?
  • What happens if a permit is denied or the approved design must change?

Find artists whose experience matches the site

Search for muralists whose portfolios show the relevant subject, scale, surface, and environmental conditions. A gallery of small studio canvases does not establish experience on a multi-story exterior wall, a rough masonry surface, a public-facing site, or a location requiring lifts and traffic protection.

Shortlist and verify

  1. Review completed murals for comparable dimensions, viewing distance, detail, color handling, and exterior durability.
  2. Ask how each artist approaches cleaning, repairs, priming, paint selection, access, weather, and public safety.
  3. Request two or more recent client references for projects of similar size or complexity.
  4. Confirm availability for the desired season, insurance status, communication process, and ability to meet local site rules.
  5. Ask for a site visit before the final price and approach are fixed.

A professional artist should be able to explain assumptions, identify risks, and describe what would trigger a change order. Availability alone is not a substitute for relevant site experience.

Check permissions and permits before announcing a start date

Permit rules depend on the municipality, the exact address, the design, and the installation method. Contact the local planning or zoning office, public-right-of-way office, building department, arts office, and historic-preservation authority as applicable. Provide the address, wall ownership, final or near-final concept, dimensions, materials, equipment plan, and proposed work dates.

Common approval triggers

  • Sign regulations: Tampa guidance warns that imagery advertising a business or carrying an unrelated logo may be treated as off-site signage, which can be prohibited or require a permit. This is a Tampa-specific example, not a nationwide rule.
  • Sidewalk or street occupation: A right-of-way permit may be required when a lift, scaffold, truck, barricade, or materials block a sidewalk or roadway. Tampa asks for the address and final concept in such an application.
  • Historic properties: Exterior alterations in a designated historic district or at a landmark may receive additional review. Creative Waco’s checklist cites a Certificate of Appropriateness for certain designated landmarks.
  • Attachments and projections: Hardware, structural supports, projections, or changes to the building envelope may require building review.
  • Electrical, lighting, or moving elements: Illuminated, mechanical, or changing-image features may require electrical or other technical approvals.

These examples illustrate questions to ask, not a permit list for every city. Obtain the answer in writing when possible and name the responsible party in the contract. Do not schedule equipment or promise a public completion date until the required approvals and owner permission are confirmed.

Put the commission in a written agreement

The City of Tampa’s Art Programs Division states, “Having some type of written agreement between you and the artist is a good idea.” A signed contract prevents a concept approval from being mistaken for approval of every later decision.

Scope and responsibilities

Identify the parties, wall address and approximate dimensions, approved concept, materials or finish where known, preparation standard, access route, working hours, equipment, protection of people and property, insurance, permits, cleanup, and final acceptance. State whether supplies are included in an all-in price or reimbursed and whether a spending cap applies.

Changes and approvals

Name the person with final approval. Define the number of included concept or color revisions, the approval method, and the written change-order process. A change order should describe the added work, price, schedule effect, and approval before the work begins. Also state how hidden substrate damage, denied permits, owner-requested changes, and artist-caused errors are handled.

Payment, cancellation, and weather

Set deposit and milestone amounts, invoice timing, what counts as completion, cancellation terms, and whether a deposit is refundable. Tampa’s older commissioning memo gives 50% at notice to proceed/final design approval and 50% at completion as a best-practice example; it is not a legal requirement or universal arrangement. Negotiate milestones that match your risk and record them in the agreement.

Include a weather-delay procedure: who monitors conditions, how work is protected, how idle equipment is treated, and how the completion target moves. The available guidance does not establish a typical mural duration or permit-processing time, so build design, review, preparation, painting, curing, and weather contingency into your own schedule.

Prepare the wall and site safely

Have the artist inspect the substrate before buying products. For an exterior mural, Tampa recommends pressure washing and an exterior-grade primer matched to the selected paint. “Exterior masonry primer” is a reasonable shopping search phrase only when the wall is compatible; it is not a universal specification. The artist should approve the complete paint system, including repairs, primer, mural paint, and protective coating.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Site-preparation questions

  • Has loose paint, efflorescence, grease, mold, or failing mortar been removed?
  • Are cracks, leaks, damp areas, or unstable render repaired and cured?
  • Is the primer compatible with the substrate and the artist’s paint system?
  • Will pressure washing send water, dust, or debris onto neighboring property?
  • Where will paint, solvents, tools, and waste be stored?
  • What barriers, spotters, fall protection, and pedestrian detours are required?
  • Who protects windows, vehicles, landscaping, signs, and utilities?

Do not substitute a product because its label promises broad exterior use. Compatibility and surface condition matter more than a generic shopping list, and the cited guidance does not support a particular brand or equipment model.

Approve the design before paint touches the wall

  1. Concept: The artist presents the agreed subject, composition, palette, and relationship to architectural features.
  2. Review: The named decision-maker consolidates feedback from owners, required agencies, and appropriate community stakeholders.
  3. Revision: Changes within the contract’s allowance are made; additional changes follow the written change-order process.
  4. Permit package: Submit the approved concept, address, dimensions, materials, and equipment information required by local offices.
  5. Pre-start meeting: Confirm access, protection, working hours, emergency contacts, delivery, weather procedure, and the condition of the wall.
  6. Execution and inspection: Keep a record of preparation, color approvals, progress, incidents, and agreed deviations.
  7. Completion: Inspect edges, missed areas, damage, cleanup, protective coating, and removal of equipment before releasing the final payment.

Define copyright, photographs, maintenance, and removal

Ownership of the physical mural and ownership of copyright are separate. Commissioning and paying for a work does not automatically transfer every copyright or reproduction right in many jurisdictions. WIPO for Creators’ CLIP Visual Arts guidance emphasizes that the result depends on local law and the contract.

Specify in writing:

  • Who owns the painted surface and any original sketches or digital files.
  • Whether the property owner may display the mural and photograph it.
  • Whether photographs may be used for noncommercial promotion, advertising, products, merchandise, or licensed reproductions.
  • Whether the artist may show the mural in a portfolio, with what attribution and after what approval.
  • Who may approve touch-ups, repainting, color changes, or restoration.
  • Who pays for routine maintenance, graffiti removal, repairs, and refreshing.
  • What happens if the building is renovated, sold, demolished, or the mural must be removed.

For commercially important campaigns, consequential ownership transfers, or disputed terms, obtain advice from a lawyer familiar with the applicable jurisdiction. Do not assume that receiving the wall or a high-resolution photograph grants unlimited reproduction rights.

Red flags and practical fixes

Warning sign Why it matters Practical response
A single lump-sum price with no assumptions Preparation, equipment, insurance, or permits may be missing. Request an itemized budget and a written list of exclusions before comparing totals.
No site visit for a difficult or elevated wall Access, substrate defects, and public-safety needs are unknown. Require an inspection or make the estimate explicitly conditional on one.
Pressure to start before approvals A sign, right-of-way, building, or historic issue could stop the work. Confirm the exact address and design with the relevant offices first.
Unlimited revisions promised verbally Design drift can consume time and budget. Set an included revision allowance and written change-order rate.
Rights described only as “you own the mural” Physical ownership may not include copyright or commercial image use. List display, photography, promotional, commercial, portfolio, maintenance, and removal rights separately.
No weather or cancellation clause Rain, heat, unsafe wind, or a permit delay can create disputes. Define postponement, equipment costs, revised dates, deposits, and termination terms.

Pre-start decision checklist

  • Owner permission is signed and the decision-maker is identified.
  • The brief states purpose, audience, subjects to include or avoid, budget range, timing, and access limits.
  • Finalists were compared on relevant work, site plan, itemized scope, schedule, revisions, permits, and references.
  • The wall has been inspected and preparation, primer, equipment, protection, and cleanup are assigned.
  • Planning, signage, right-of-way, building, electrical, arts, and historic questions have been directed to the appropriate local offices.
  • The contract records payment milestones, weather, changes, insurance, rights, maintenance, and removal.
  • The approved concept, permits, access plan, emergency contacts, and inspection criteria are ready before mobilization.
