There is no single U.S. tariff code for “kitchen and bath products.” Classification is performed article by article under the current Harmonized Tariff Schedule of the United States (HTSUS). You must identify the imported article’s materials, function, components, condition and presentation, apply the tariff’s legal rules and notes, then check the origin and any additional measures for the entry date. The current schedule identified by the U.S. International Trade Commission (USITC) is 2026 HTS Revision 21, published October 9, 2026.
Why “kitchen” or “bath” is not a tariff classification
“Kitchen” and “bath” describe a market or intended-use context, not universal tariff headings. A sink, faucet, cabinet, electric appliance, replacement cartridge and decorative article can fall in entirely different parts of the HTSUS. Even two products sold under the same retail name may classify differently because their construction, principal function, completeness or materials differ.
The USITC describes the HTS as a system of categories for classifying imported products, including new or “concept” products, rather than a complete list of every product traded. Everyday names are therefore only a starting point. A search for “toaster” or “electric toothbrush” may help locate candidate provisions, while a product such as a “phone charger” may be described in the tariff using different legal wording.

The HTSUS number structure
U.S. tariff numbers are organized in progressively specific levels:
| Level | What it represents | How to use it |
|---|---|---|
| 4 digits | Heading | The broad legal category identified by the heading text. |
| 6 digits | Subheading | An internationally harmonized subdivision under the heading. |
| 8 digits | U.S. tariff subheading | The legal tariff provision that assigns the applicable duty rate in the schedule. |
| 10 digits | Statistical reporting provision | The detail used for U.S. import statistics and entry reporting. |
The first four digits identify a heading; later digits narrow the provision. Classification must be resolved at the level required for the entry, not stopped at a plausible four-digit heading. An importer may correctly identify a general heading yet still select the wrong eight-digit rate or ten-digit statistical suffix.
How the legal hierarchy works
The heading and subheading wording is read together with the applicable section, chapter and subheading notes. A note can include an article, exclude it, define a term or direct the reader to another provision. That is why a keyword match is not enough. The USITC’s tariff-classification guidance emphasizes the General Rules of Interpretation (GRIs), Additional U.S. Rules of Interpretation and the legal descriptions and notes.

GRI 1 is the starting rule: classify according to the terms of the headings and any relevant section or chapter notes. If GRI 1 does not settle the issue, apply the later rules in their prescribed order. Once the heading is selected, compare subheadings at the same level. Do not compare a six-digit provision directly with an eight-digit provision as though they were equivalent choices.
This hierarchy also explains why an attractive product name in a search box can be misleading. A heading may appear to describe a faucet, fitting or appliance, but a chapter note may remove a specialized version or direct a component elsewhere. Save the text of the provision and the notes you relied on so another reviewer can follow the analysis.
Information to collect before searching
Prepare a fact sheet for the exact imported configuration. USITC tariff-assistance guidance recommends listing the product’s parts, materials and function. Include the following:
- Identity and function: What does the article do, and what is its principal or dedicated use?
- Materials and construction: Identify the material of each significant component, such as stainless steel, ceramic, glass, plastic, wood or mixed materials. Note how the parts are joined and which material gives the article its character.
- Components: List motors, heating elements, valves, cartridges, electrical controls, mounting hardware, filters, handles and other included parts.
- Condition at import: State whether the merchandise is complete, unfinished, unassembled, a replacement part, a set or a kit.
- Presentation: Record packaging, retail sets, combinations of articles and whether components are imported together for a specific use.
- Technical evidence: Keep drawings, photographs, specifications, capacity, power rating, operating description, bills of materials and manufacturer literature.
- Commercial facts: Record the seller’s description, purchase order wording and the country where the article was produced, because origin affects duty treatment even after classification is determined.
For a powered article, identify the power source, heating or motor function and controls. For a fixture or fitting, identify the medium it handles, the connection type and whether it is a complete assembly or an internal replacement. For a cabinet, basin or accessory, document every substantial material and whether hardware is included. These facts do not automatically determine a code, but they make the legal comparison reproducible.
These details prevent a common error: treating a component or unfinished article as though it were the finished consumer product.
A step-by-step classification workflow
1. Define the imported article
Write a one-sentence description that would still be accurate without the retail brand or marketing name. For example, identify a product by its material, mechanism and purpose rather than calling it simply a “bathroom accessory.” State whether it is a complete article, a dedicated replacement part, a set or an unfinished item.

2. Search the current HTS
Use the live USITC HTS search with several synonyms and functional descriptions. Search both the everyday term and likely legal alternatives. A search result is a navigation aid, not a classification decision; common-language searching can miss an article or return only part of the relevant provision. Search the article’s function as well as its name, since the tariff may use a technical description that does not resemble retail language.
3. Read the entire candidate provision
Open the full heading and subheadings. Read the section notes, chapter notes, subheading notes and any definitions or exclusions. A product name that appears in a search result may be limited by a note elsewhere in the chapter or section. The legal text, not the search ranking, controls.
4. Apply the General Rules of Interpretation
General Rule of Interpretation (GRI) 1 directs classification according to the heading terms and relevant section or chapter notes. If GRI 1 does not resolve the issue, later rules are considered in their prescribed order. At the subheading stage, compare provisions at the same level rather than jumping between unequal levels.
For unfinished or unassembled merchandise, sets, mixtures or articles that could fit more than one heading, document which later rule you applied and why. Do not assume that the most expensive component or the most visible material automatically controls.
5. Compare plausible headings
When two or more headings seem possible, analyze the same questions for each candidate:
- What exact article does each heading describe?
- Does the construction and material match the legal wording?
- What is the principal function or any dedicated use?
- Is the merchandise complete, a component, a set or unfinished?
- Do section, chapter or subheading notes include or exclude it?
- Which GRI resolves the remaining conflict?
These are investigative axes, not a promise that every factor has equal legal weight. The heading language and legal rules govern the result.

Continue from the heading to the applicable six-, eight- and ten-digit provisions. Confirm that each subordinate choice is at the same level as its alternatives and that the description matches the imported condition. Record the complete number, the text used, the edition or revision consulted and the date of the lookup.
7. Determine duty treatment for the entry
A tariff number by itself is not a complete landed-duty answer. Check the current HTS rate, the article’s country of origin and any applicable additional provisions, including Chapter 99 measures. Temporary duties and other measures can change, so verify the schedule that applies on the actual entry date rather than relying on an old commercial database or a prior shipment.
8. Preserve an audit file
Keep the product fact sheet, photographs, technical documents, candidate headings, notes considered, GRI analysis, final number, origin evidence and rate calculation. If the product changes, reopen the analysis; a new material, component, package or function can change classification.

9. Match the entry documents to the decision
Make sure the commercial invoice, packing list and entry description are consistent with the configuration analyzed. If the invoice calls a complete assembly a “part,” or omits included accessories, the declared facts may not support the selected provision. Give the broker the complete fact sheet and flag any variant by model, material, electrical feature or package contents.

How material, function and presentation change the result
Material and construction
Materials can separate otherwise similar articles. A ceramic basin, a metal fixture and a plastic fitting may be marketed for the same room but are not interchangeable tariff descriptions. For composite goods, identify the component or material that the applicable legal rules treat as controlling; do not infer that treatment solely from retail appearance.
Principal function
Function may distinguish a dedicated appliance or instrument from a general household article. Document what the item actually does, how it operates and whether a feature is incidental or central. Electrical elements, pumps, heating systems and controls can be important facts, but their presence does not by itself dictate a heading.
Components and replacement parts
A complete faucet assembly, a cartridge imported separately and a repair kit may require different analysis. State whether a part is identifiable for use solely or principally with a particular article and whether it enters with the main article. Never assume that a spare part inherits the finished product’s classification.
Sets, kits and retail combinations
Several articles sold together may be a set, separate products packed together or a combination governed by a specific note. List every included item, its quantity and its packaging. Apply the relevant rules to the goods as presented at import, not as they might be sold individually after entry.

Unfinished and unassembled articles
An unfinished article can sometimes be treated under provisions for the finished article, but that conclusion depends on the applicable rule and the condition of the merchandise. Provide assembly instructions and identify all missing operations. Do not rely on a supplier’s statement that an item is “almost complete.”
Novel or concept products
The HTS is designed to classify new or “concept” products as well as familiar merchandise. If no everyday search term fits, describe the article by operation, materials and components, then work through headings and notes. Lack of a familiar product name does not justify choosing a generic household provision without applying the GRIs.
Duty treatment: classification is only the first calculation
Classification determines the tariff provision and its general rate structure, but the amount due can also depend on origin and entry-specific measures. Verify:
- Country of origin: Establish where the merchandise was produced under the applicable origin rules. Do not substitute the shipping country or the seller’s location.
- Current general rate: Use the HTS edition in effect for the entry date.
- Special programs: Check whether a documented preference or special rate applies to the origin and product.
- Chapter 99 and temporary measures: Review any additional provisions that may apply to the classification and origin at that time.
- Statistical reporting: Use the required ten-digit provision even when the duty analysis was resolved at an earlier level.
Check the entry date, not merely the order date or manufacturing date. The USITC identified 2026 HTS Revision 21 as published October 9, 2026, but revisions and additional measures can alter treatment. Retain a copy or citation to the schedule version used for each entry so a later review can distinguish a genuine classification change from a rate change.

Because no individual product, origin or configuration is specified here, no responsible article-specific code or percentage can be supplied. Quoting a generic “kitchen” or “bath” duty rate would conceal the facts that determine the amount.
When to request official assistance
USITC tariff assistance
USITC tariff assistance can help you locate provisions and understand the schedule. The agency’s guidance describes this assistance as informal and nonbinding. Treat an informal suggestion as an orientation aid, then confirm the legal text and your facts.
CBP classification advice and rulings
U.S. Customs and Border Protection (CBP) is the agency authorized to interpret the HTSUS and issue legally binding classification rulings or advice. Contact the appropriate CBP import specialist or Center of Excellence and Expertise for complex entries, recurring imports, novel products or disagreements with a broker or supplier. When certainty matters, request a binding CBP ruling before importing. Submit a complete description, materials, drawings, photographs, operating information, packaging details and any competing classifications; an incomplete request may not resolve the actual entry configuration.
A ruling request should describe the merchandise as imported, not only its intended installed form. Identify model differences and explain which facts are common across a product line. If a later change affects materials, components or presentation, confirm whether the ruling still covers the modified article.
Common failure modes and fixes
| Failure | Why it fails | Fix |
|---|---|---|
| Using “kitchen product” or “bathroom product” as the code | Those are use categories, not universal HTS headings. | Describe the exact article, material, function and condition. |
| Stopping at a search result | The result may omit notes, exclusions or subordinate provisions. | Read the complete heading, notes and GRIs. |
| Copying a supplier’s or broker’s number | The number may reflect different facts, an old revision or a different country of origin. | Recheck the live HTS and retain your own fact-based analysis. |
| Quoting a duty rate without origin | Origin-specific rates and additional measures can change the amount due. | Pair the classification with origin and entry-date measures. |
| Ignoring packaging or included parts | Sets and combinations are classified as presented at import. | Inventory every item in the package and apply the relevant rules. |
| Assuming an unfinished item is a finished article | Condition and completeness can alter the legal analysis. | Document what is missing and test the applicable GRI. |
| Treating informal help as binding | USITC assistance is not a legally binding ruling. | Seek a CBP ruling when the financial or compliance risk warrants it. |
| Using a prior entry without checking the revision | The schedule, additional measures or product facts may have changed. | Verify the live HTS for the new entry and document the version. |
| Describing only the installed product | Classification concerns the merchandise and packaging presented at import. | Analyze the shipped configuration, including accessories and missing operations. |
A practical review checklist
- Have you described the article without relying on a marketing category?
- Are all materials, components, functions and technical specifications documented?
- Is the condition at import clear: complete, unfinished, unassembled, set or replacement part?
- Did you search the current HTS using synonyms and legal-style descriptions?
- Did you read the entire heading, subheadings and relevant section, chapter and subheading notes?
- Did you apply GRI 1 before considering later rules and compare subheadings at the same level?
- Did you record why plausible alternative headings were rejected?
- Did you verify the full ten-digit provision and the HTS revision date?
- Did you establish country of origin and check special rates and Chapter 99 measures?
- Would a CBP ruling reduce material uncertainty for this recurring or high-value import?
- Do the invoice, packing list and broker instructions accurately describe the analyzed configuration?
What to do when the product changes
Reclassify after a material design change, new electrical component, different included accessory, revised packaging, change from a component to a complete assembly or change in manufacturing location. A prior entry is evidence of how one configuration was treated; it is not automatically a ruling for a modified product. Update the fact sheet and repeat the legal analysis against the HTS revision in force for the new entry.
Bottom line for importers
Start with the merchandise, not the room in which it is used. Build a detailed description, search the current HTS, read the legal notes, apply the GRIs, select the complete tariff number and then calculate entry-specific treatment using origin and current additional measures. The USITC’s 2026 HTS Revision 21 was published October 9, 2026, but the schedule can change; verify it for every entry. For a consequential or disputed classification, only a CBP ruling provides the binding answer.
Frequently Asked Questions
Is there one HTSUS code for all kitchen and bath products?
No. “Kitchen” and “bath” describe use contexts, not tariff headings. Classify each article according to its materials, function, components, condition and presentation.
Can I use the code supplied by my vendor or broker?
Use it as a lead, not as proof. Recheck the live HTS, the legal notes, the product facts, the origin and the entry-date measures. A code based on a different configuration or an older revision may be wrong for your shipment.

Does a search result in the USITC HTS determine my classification?
No. Search is only a starting aid. Read the complete heading, subordinate provisions, section and chapter notes, subheading notes and applicable GRIs.
Do replacement parts use the same code as the complete kitchen or bath article?
Not necessarily. A complete assembly, a dedicated replacement part and a repair kit can require different analysis. Determine how the part is identified, how it enters and whether a note or heading addresses it.
How do sets and kits affect classification?
List every item, quantity and package presentation. Goods are analyzed as presented at import, under the applicable heading terms, notes and GRIs; do not assume each item can be classified as though imported separately.
Why can’t you provide a duty percentage for a generic kitchen or bath import?
A rate depends on the exact tariff provision, country of origin, entry date and any special or Chapter 99 measures. Without those facts, a generic percentage would be unreliable.
When should I seek a CBP ruling?
Consider a binding CBP ruling for recurring, novel, high-value or disputed imports, or whenever competing headings could materially change duty or compliance risk. Include complete technical and packaging facts.
Is USITC tariff assistance binding?
No. USITC assistance is informal and nonbinding. CBP is the agency authorized to interpret the HTSUS and issue legally binding classification rulings or advice.
How often should an importer revisit a classification?
Recheck it when the HTS revision changes, additional measures change, or the product’s material, components, function, packaging, completeness or manufacturing location changes.
