For an Indian GST refund, first identify the legal basis of the claim and its applicable “relevant date.” Most claims are filed electronically in FORM GST RFD-01 on the GST Common Portal, with category-specific evidence. Keep the application reference number (ARN): use it to follow the application stage on the GST Portal, while bank-account validation and disbursal are checked through the Public Financial Management System (PFMS). The general statutory limit is two years from the relevant date, but the event that starts that period varies by claim type.

What a GST refund is—and what it is not

A GST refund is a repayment of tax, interest, penalty, fees or another amount paid under the GST system when the law permits its return. It is separate from an income-tax refund. This guide concerns India’s GST framework administered through the GST Common Portal, not a refund of income-tax deducted or paid.

Eligibility is not determined by a single “refund form” rule. You must match the facts to a permitted refund category, apply within the applicable time limit, and provide the evidence prescribed for that category. A claim may be paid to the applicant’s validated bank account, subject to the statutory checks and any applicable order.

Identify the legal basis before you file

Start by deciding why the amount is refundable. The filing route, documents, claimant and relevant date depend on that answer. The following are examples described in the GST refund rules; they are not a complete eligibility list.

Claim basis Who generally files Route or condition Typical evidence described in the rules Status location
Tax paid on export of goods The eligible supplier or claimant under the applicable provision Electronic refund process; export-goods claims are subject to delivery of the export manifest or report Export invoices and shipping-bill details GST Portal for application stage; PFMS for bank validation or disbursal
Tax paid on export of services The eligible supplier Electronic refund process after satisfying the export-of-service conditions Export-service invoices and bank-realisation or foreign-inward-remittance evidence GST Portal and PFMS, respectively
Supplies to a special economic zone (SEZ) The eligible supplier or other claimant specified by the rule Prescribed evidence that the supply was admitted or received for authorised operations SEZ endorsement or other prescribed admission/receipt evidence, invoices and related records GST Portal and PFMS, respectively
Deemed exports The recipient files the claim under the cited rule Use the route and conditions applicable to deemed-export supplies Deemed-export invoices and the documents required by the relevant provision GST Portal and PFMS, respectively
Unutilised input tax credit (ITC) The eligible registered person Electronic refund application; the claimed ITC is debited from the electronic credit ledger under the applicable rule Invoice statements and other category-specific records GST Portal and PFMS, respectively
Refund arising from an order or other amount paid The person entitled under the order or statutory provision File the prescribed electronic application, unless a specific return or other route applies Court or officer order and proof of the amount paid, plus any documents required for the category GST Portal and PFMS, respectively

Some balances do not require RFD-01. A balance in the electronic cash ledger may instead be claimed through the relevant GST return. Confirm that route before preparing a separate refund application.

Check the two-year deadline correctly

Section 54 of the CGST Act states a general two-year limit for a refund application, counted from the applicable relevant date. The relevant date is defined differently for different situations. Depending on the claim, it may be tied to an export event, a supply or payment event, receipt of goods or services, a final order, or another event specified in the Act and rules.

Do not automatically count two years from the invoice date, the date you paid tax, or the date you noticed an excess balance. Locate the relevant-date clause for your exact claim and check whether a later amendment, notification or statutory exception changes the calculation. Record the date you used and the legal reason for using it; that record helps if the officer questions timeliness.

  • Set a calendar reminder well before the two-year limit.
  • Keep evidence of the event that starts the relevant-date period, such as an export report, remittance record, SEZ endorsement or final order.
  • If several supplies or periods are involved, calculate the deadline for each eligible period instead of assuming one date covers all amounts.

Collect the documents for your category

Evidence requirements are category-specific. The rules identify examples rather than one universal attachment set. Assemble documents that establish the supply, payment, tax, eligibility condition and the fact that the incidence of tax has not been passed on where that declaration or certificate is required.

Core records to reconcile

  • Invoices and credit or debit notes connected with the claim.
  • Returns, ledgers and payment records supporting the tax or ITC amount.
  • Shipping-bill and export-manifest details for goods exports.
  • Export-service invoices and bank-realisation or foreign-inward-remittance evidence for service exports.
  • SEZ endorsements or proof of admission or receipt for authorised operations.
  • Deemed-export invoices and recipient records where that category applies.
  • Invoice statements and calculation workings for an unutilised-ITC claim.
  • The court, tribunal or officer order when the refund follows an order.

Unjust-enrichment declaration or certificate

For certain claims above ₹2 lakh, the rules call for a certificate in Annex 2 of FORM GST RFD-01 from a chartered accountant or cost accountant stating that the incidence of tax or amount has not been passed on. Claims not exceeding ₹2 lakh generally use a declaration, again subject to statutory exceptions. The threshold does not make the certificate universal: exceptions and the particular refund basis still control. Use the requirement applicable to your category and facts.

Credit-ledger treatment

When the claim is a refund of input tax credit, the claimed amount is debited from the electronic credit ledger under the cited rule. Reconcile the amount before filing so the debit does not create an unexplained mismatch with your return, invoice statement or working papers.

File FORM GST RFD-01 electronically

Most refunds of tax, interest, penalty, fees or another paid amount are filed electronically in FORM GST RFD-01 through the Common Portal, either directly or through a notified Facilitation Centre. The exact fields and attachments shown by the portal can change as the GST system is updated; follow the current on-screen labels for your selected category.

  1. Sign in to the GST Portal. Use the registration credentials of the applicant entitled to claim the refund.
  2. Choose the refund application service. Select the claim type that matches the legal basis. Do not choose an export, SEZ, deemed-export or ITC category merely because it appears convenient.
  3. Enter the period and amount. Use the relevant tax period or transaction details requested by the form. Reconcile the amount with the electronic cash or credit ledger and your calculation sheet.
  4. Enter invoice and transaction details. Upload or provide shipping-bill, remittance, SEZ, order or invoice-statement information required for the selected category.
  5. Attach the supporting evidence. Include the records that prove eligibility and the prescribed declaration or Annex 2 certificate where applicable. Make sure scans are legible and the figures agree with the form.
  6. Review the declaration and submit. Confirm that the claimant, bank account, period, amount and legal basis are correct. Complete the portal’s electronic verification process.
  7. Save the ARN and filed application. Download or print the acknowledgement details and retain the complete submission, attachments and calculation workings.

A balance in the electronic cash ledger that the relevant return can refund should be claimed through that return route rather than duplicated in RFD-01. If the rules for your category prescribe a different claimant or filing condition, follow that provision.

Know what happens after submission

ARN and acknowledgement

The ARN is the key identifier for tracking. Keep it with the filing period, claim category and amount. A successful electronic submission does not by itself mean that the refund has been approved or paid.

Completeness scrutiny within 15 days

For an application not made through a cash-ledger return, the refund rules describe scrutiny for completeness within 15 days. If the application is complete, the proper officer makes an acknowledgement in FORM GST RFD-02. This is an acknowledgement of a complete application, not a guarantee that the claim will ultimately be sanctioned.

Deficiency in FORM GST RFD-03

If deficiencies are identified, they are communicated electronically in FORM GST RFD-03. The rule states: “Where any deficiencies are noticed, the proper officer shall communicate the deficiencies to the applicant in FORM GST RFD-03 through the Common Portal electronically, requiring him to file a refund application after rectification of such deficiencies.” Read every deficiency, correct the underlying application or evidence, and file afresh as instructed. Retain the earlier ARN and the deficiency communication so you can show how each issue was addressed.

Provisional refund within seven days when the statutory conditions are met

Where the statutory conditions for provisional refund are satisfied, the rules describe a provisional refund order within seven days from acknowledgement. This is a process limit for a qualifying provisional order, not a promise that every claim will receive money in seven days or that final sanction and bank credit will occur on that schedule.

Notice and reply

For certain proposed rejections, the rules use FORM GST RFD-08 for the notice and FORM GST RFD-09 for the applicant’s reply. If the portal shows a request for a reply, open the notice, observe its deadline and answer each stated ground with documents and a clear calculation. Do not submit a new, duplicate claim before checking whether the existing application requires a reply or rectification.

Interest on some delayed refunds

Section 54 contains a provision for interest on certain refunds not paid within 60 days from receipt of the application, subject to the statutory conditions. A refund arising from an order that has attained finality has a separate provision with a rate ceiling described in the Act. Whether interest is payable depends on the applicable provision, notification and facts; do not treat 60 days as an automatic payment promise or calculate interest without checking the relevant rule.

Track the application stage on the GST Portal

Logged-in route

  1. Sign in to the GST Portal.
  2. Open Services > Refunds > Track Application Status.
  3. Select the filing year or enter the ARN.
  4. Run the search and open the application record to view the current stage, notices, deficiency communications or orders.

The stage shown here concerns the GST application and officer action. It is not the same as confirmation that your bank account has passed validation or that a payment has been credited.

Without logging in

GSTN video guidance published on 15 April 2021 describes a public route: open Services > Track Application Status, choose Refund as the module, enter the ARN and search. Portal menus can change, so use the current labels displayed on the live portal. The ARN remains essential even when you use the public tracking page.

Track bank validation and disbursal through PFMS

GSTN distinguishes application-stage information from bank-account validation and disbursal status. After checking the GST Portal, use PFMS to see whether the bank details were validated and whether the payment has been processed for disbursal. A GST Portal status that indicates sanction does not necessarily mean the bank has credited the money.

  • Compare the bank account details used in the GST registration and refund application with the account you expect to receive the payment.
  • Check PFMS for validation or payment status when the GST application stage shows that processing has moved toward disbursal.
  • If PFMS indicates a validation or payment problem, follow the correction or revalidation instruction shown for that case instead of filing a second refund claim.
  • Keep the sanction or order details, ARN and PFMS status together when contacting the GST help channel or your bank.

What each status usually requires from you

Status or event What it means in the process Your next action
Application filed; ARN generated The electronic submission was recorded Save the ARN and filed documents; monitor the record
RFD-02 acknowledgement The application was treated as complete at the initial scrutiny stage Monitor for order, notice or payment processing; acknowledgement is not final sanction
RFD-03 deficiency The officer identified deficiencies requiring rectification Read each deficiency, correct it, and file afresh as directed
Provisional refund order A qualifying claim received the provisional order described in the rules Check subsequent sanction and PFMS/bank status
RFD-08 notice A proposed rejection or related issue requires your response Submit the RFD-09 reply by the stated deadline with supporting evidence
Sanction or payment stage on GST Portal The application process has advanced toward payment Check PFMS for bank validation and disbursal rather than relying only on the GST stage

Common mistakes and how to prevent them

Using the wrong relevant date

The two-year period is measured from the legally defined relevant date, not one universal event. Write the relevant-date provision and supporting event in your calculation file before you submit.

Choosing a category by label rather than facts

Export of goods, export of services, SEZ supplies, deemed exports, unutilised ITC and order-based refunds have different evidence and, in some cases, different claimants. Match the transaction to the rule and preserve the documents that prove the matching condition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the claimant requirement

A deemed-export claim, for example, is filed by the recipient under the cited rule. If the wrong person files, the application can fail even when the underlying supply is genuine.

Submitting incomplete or inconsistent attachments

Check that invoice numbers, tax amounts, shipping-bill details, remittance figures, SEZ endorsements and ledger debits agree across the application and attachments. An unreadable or mismatched document can result in RFD-03.

Missing the ₹2 lakh certification rule or an exception

For specified claims above ₹2 lakh, arrange the Annex 2 certificate from a chartered accountant or cost accountant when required. For claims at or below ₹2 lakh, use the applicable declaration. Check statutory exceptions instead of applying the threshold mechanically.

Filing duplicates when a reply is pending

An RFD-03 deficiency or RFD-08 notice tells you how the existing matter must be corrected or answered. Open the record, follow the stated procedure and keep the correspondence. A duplicate filing can create overlapping claims and more reconciliation work.

Treating GST tracking as bank tracking

The GST Portal can show that an application is sanctioned or moving through processing, while PFMS separately reports bank validation and disbursal. Check both systems before concluding that a payment is missing.

A practical recordkeeping checklist

  • Legal basis and exact refund category.
  • Relevant-date event, date calculation and the two-year deadline.
  • Tax period, invoice list and refund computation.
  • Export, SEZ, deemed-export, remittance, order or ITC evidence required for the category.
  • Declaration or Annex 2 certificate, where applicable.
  • Electronic cash- or credit-ledger reconciliation, including any ITC debit.
  • Filed RFD-01, ARN and acknowledgement or order forms.
  • RFD-03 deficiency communications and any fresh application ARN.
  • RFD-08 notice and RFD-09 reply, if issued.
  • GST Portal status screenshots or downloads and PFMS validation or disbursal records.

Statutory figures to keep in view

Figure What it refers to Qualification
Two years General time limit for a refund application under section 54 Count from the relevant date for the particular claim; the relevant date varies
15 days Completeness scrutiny described for a non-cash-ledger application Process rule, not a promise of final payment
Seven days Time described for a qualifying provisional refund order after acknowledgement Applies when statutory conditions for provisional refund are met
60 days Threshold used in the provision for interest on certain delayed refunds Subject to statutory conditions and the applicable provision
₹2 lakh Threshold relevant to the listed declaration or certificate requirements Exceptions apply; the rule and claim category control

When professional help is sensible

Consider individualized advice from a qualified tax professional when the legal basis is uncertain, several relevant dates apply, the claim follows a disputed order, a large unutilised-ITC calculation is involved, or the Annex 2 certificate is required. The rules specifically identify chartered accountants and cost accountants for the described certification. Verify the current law, notification and facts rather than relying on a generic checklist.

Rules and portal workflows can be amended. Before filing, confirm the current CGST Act and refund rules for your category, the live GST Portal labels, the required evidence and the bank-account details. A complete application with the correct relevant date and a saved ARN gives you the clearest path to both application tracking and payment follow-up.
