Choose workforce analytics software by the decision it must support—not by an “AI impact” score. The right system can show how tasks, skills, job quality and staffing needs are changing; test hiring, mobility and reskilling options; document uncertainty; and keep managers accountable for decisions. It must also distinguish jobs that use AI, jobs exposed to AI-driven task change, workers with specialist AI skills and jobs that disappear—four different measurements.
Start with the decision, not the dashboard
Write down the decision your organization expects to make in the next 6–24 months. Common outcomes include allocating training, redesigning jobs, hiring scarce skills, redeploying employees, planning reductions, or monitoring whether working conditions change after an AI deployment. A platform that cannot connect a metric to one of those decisions is unlikely to produce useful intelligence.
Choose the primary use case
- Task change: identify which activities are being automated, augmented or newly created.
- Skill demand: detect changing requirements in internal roles and external vacancies.
- Job quality: monitor workload, autonomy, work intensity, learning opportunities and other conditions that may change when AI is introduced.
- Staffing gaps: compare current capabilities with the skills needed for planned operating models.
- Workforce scenarios: compare external hiring, internal mobility and reskilling choices before committing budget.
These are related but not interchangeable objectives. A tool optimized for headcount forecasting may not be able to measure task composition or job quality. Require each vendor to demonstrate the exact workflow for your primary decision using your own organizational structure and geography.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesKeep four AI measures separate
Many weak implementations collapse every AI-related signal into one exposure percentage. Use a written taxonomy so users can see what each indicator means and what it cannot prove.

| Concept | What it measures | What it does not mean | Useful decision |
|---|---|---|---|
| AI exposure | The extent to which tasks in an occupation or role could be affected by AI capabilities. | It is not a prediction that the role will be eliminated. | Prioritize task analysis and job redesign. |
| AI use | Whether employees or teams actually use an AI application, and for which activities. | Use does not prove productivity gains or reduced staffing. | Evaluate adoption, controls and training. |
| AI skill demand | Requirements for emotional, cognitive, digital or other skills in roles affected by AI, measured in internal records or vacancies. | A changing skill requirement is not the same as a new AI-specialist job. | Plan learning and recruiting. |
| Specialized AI employment | Workers whose skills enable them to develop AI applications, such as machine learning or natural-language-processing expertise. | It excludes many workers who use AI or whose tasks are changed by it. | Size specialist pipelines and retention plans. |
| Employment outcome | Changes in headcount, hours, vacancies, redeployment or separations. | A correlation does not establish that AI caused the change. | Review staffing and business results alongside other evidence. |
The OECD cautions that occupational labels alone can hide large differences in the AI skills held by people in the same occupation. Its 2023 estimate put workers with defined AI skills at a little over 0.3% of employment in 2019 on average across OECD countries. That is a historical estimate of a narrowly defined specialist workforce, not the share of jobs affected by AI. See the OECD’s AI-workforce report for the definition and limitations.
Measure tasks and skills alongside headcount
For most workers, AI’s effect is more likely to appear in tasks and the work environment than in immediate job loss. The OECD Employment Outlook 2023 therefore treats job quality, inclusiveness and work organization as part of the assessment, not as optional extras.
Build a role-and-task baseline
- Export your current job architecture: job family, level, location, contract type, manager, cost centre and filled or vacant status.
- Map the recurring tasks for each role. Use job descriptions, workflow documentation, interviews, surveys or observed work logs; record the source and date for every task statement.
- Classify each task as primarily human, AI-assisted, potentially automatable, newly created or unchanged. Allow “uncertain” and require a reviewer’s rationale.
- Record the AI application, deployment date, affected population and intended outcome. Do not infer deployment from a vendor catalogue or a job title.
- Track changes over time so a later staffing movement can be compared with the pre-deployment baseline.
Define skill signals explicitly
Use a controlled skills taxonomy and retain the original text that produced each match. Separate technical AI-development skills from general digital, analytical, emotional and cognitive skills. This matters because Andrew Green’s 2024 OECD paper found an 8-percentage-point increase, over the period it analysed, in the share of vacancies in highly AI-exposed occupations that demanded at least one emotional, cognitive or digital skill. A separate establishment-panel analysis in the same paper found evidence that demand for those skills may be beginning to fall. Those are different analyses and should remain separate in your dashboard rather than being averaged into one trend.
Specify the data your platform must handle
Ask for a data dictionary and lineage diagram before a product demonstration. The system should show where every metric comes from, how often it refreshes and which populations it excludes.
Internal data
- HRIS records for jobs, people, teams, locations, employment status and dates.
- Job descriptions, competency libraries, learning records and assessment results.
- Recruiting data, including requisitions, applicant skills, time-to-fill and source.
- Workforce surveys or consultation records covering workload, autonomy, training and perceived technology effects.
- AI inventory data: application, owner, purpose, users, deployment stage and control status.
External data
External vacancy and labour-market data can benchmark skill demand, but coverage is uneven. The OECD’s AI-skills analysis combined online vacancy data with employment distributions from labour-force surveys; the report notes that vacancy data may not represent all countries or occupations. One OECD analysis used a commercial job-posting dataset as an input, which demonstrates a method rather than endorsing a provider. Ask vendors to state the countries, occupations, time period, language, duplicate-handling rules and employer types represented in their feed.

Provenance fields to require
- Source system and extraction date.
- Geography, industry, occupation code and population denominator.
- Taxonomy version and matching method.
- Missingness, suppression thresholds and imputation rules.
- Refresh cadence and backfill policy.
- Whether a value is observed, modelled, forecast or manually entered.
Evaluate analysis and scenario capabilities
A useful platform lets analysts move from a signal to an action. During a proof of concept, ask the vendor to perform the following with a sample of your roles.
Skills-gap analysis
Compare current proficiency with the target skills for a future operating model. Require the output to show the number of people assessed, confidence in each match, the proficiency scale and the roles affected. A gap based only on inferred profile text should be labelled as inferred.
Hiring, mobility and reskilling scenarios
Change assumptions such as the number of roles, time horizon, internal fill rate, training capacity and attrition. The system should show the resulting skill gap, cost inputs supplied by your organization and the people or roles affected. The OECD strategic workforce-planning example describes these scenario types; it does not establish that every commercial platform provides them. See the OECD.AI strategic workforce-planning example.
Task and job-quality monitoring
Check whether the product can combine operational measures with worker input. Useful fields include task mix, schedule changes, workload, autonomy, training access, error or rework rates and consultation results. Avoid a design that treats productivity or utilization as a complete account of job quality.
Use a weighted vendor scorecard
Set weights before demonstrations so attractive visualizations do not dominate the decision. Adjust the percentages to your risk profile, but make the definitions and evidence requirements non-negotiable.

Run procurement as an evidence test
- Write the decision brief. State the decisions, populations, geographies, time horizon, legal constraints and success measures.
- Freeze definitions. Publish the taxonomy for exposure, use, skills, task change, job quality and employment outcomes before comparing products.
- Prepare a representative data slice. Include several job families, locations, levels, vacant roles and roles with incomplete descriptions. Remove unnecessary personal data.
- Demand a blind demonstration. Give each vendor the same sample and ask for the same outputs, including uncertainty and excluded records.
- Challenge edge cases. Test multilingual roles, contractors, occupations with sparse vacancies, reorganized teams and a role that uses AI without specialist AI skills.
- Reproduce the result. Have an independent analyst rerun an export or API call. Check whether the result changes when a taxonomy version or denominator changes.
- Review with workers and subject experts. Ask employees, managers, HR, legal, privacy and worker representatives whether the task classifications and proposed actions are credible.
- Score governance and support. Confirm who can change definitions, how corrections are logged, response times for data errors and how models are retired.
Interpret results without overstating causality
Require every chart to identify whether it is descriptive, predictive or causal. A rise in AI-related vacancies and a fall in headcount may coincide without one causing the other; demand, outsourcing, market conditions and reorganizations can all contribute.
Use uncertainty labels
- Observed: directly counted in a defined internal population.
- Modelled: inferred from text, skills or occupational mappings.
- Forecast: a projection conditional on stated assumptions.
- Scenario: an illustration of what would happen if selected assumptions held.
- Unknown: insufficient or non-representative data.
Do not allow a forecast to be displayed as a fact. Show the denominator, confidence or sensitivity range where available, and the records excluded from the calculation.
Respect geography and time
Skills terminology, vacancy behaviour, labour regulation and AI adoption differ by country and industry. A global score can conceal local gaps. Require filters for country, region, language, occupation, industry and period, and prevent comparisons when definitions or coverage are not comparable. Label one-time estimates and promotional or historical datasets with their observation date.
Make worker consultation part of the measurement
The OECD’s summary of employer and worker surveys in manufacturing and finance across seven countries reports that training and consultation are associated with better worker outcomes. Consultation is therefore both a governance safeguard and a source of measurement about task and working-condition changes. Read the OECD AI and work topic page for the survey context.
Collect worker input before deployment, during a pilot and after a material workflow change. Explain what data is collected, who can see it, how it affects decisions and how people can challenge an inaccurate classification. Aggregate small groups to protect confidentiality, and keep individual-level data out of executive dashboards unless there is a documented, lawful need.

The OECD workplace framework says evaluation should ask how an AI application affects work and whether implementation empowers and complements workers and improves job quality. Use its workplace AI classification framework to structure that review rather than treating a vendor score as a complete assessment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Assign human responsibility
Automation can rank options; it should not silently decide who is trained, redeployed or dismissed. The OECD strategic workforce-planning example states that “Artificial intelligence and predictive analytics are used strictly as decision-support tools” and that “All strategic and operational decisions remain under human responsibility.” Build that principle into access controls, approval steps and audit records.
- Name an accountable executive for each workforce decision.
- Assign data owners for HR, recruiting, learning, surveys and AI inventory.
- Create a review panel able to challenge classifications and assumptions.
- Log overrides, reasons, affected populations and downstream outcomes.
- Schedule periodic checks for disparate impact, stale taxonomies and drift in external data.
A practical implementation sequence
First 30 days: establish the baseline
Select one business unit, document its roles and tasks, inventory AI applications, define the taxonomy and collect worker-input measures. Record data gaps instead of filling them with assumptions.
Days 31–90: pilot one decision
Choose a bounded decision such as a reskilling plan for a job family. Compare the platform’s inferred skills with manager and worker review, publish uncertainty, and test whether the output changes the decision in a transparent way.
Months 4–6: add external benchmarks
Bring in vacancy or labour-market data only after internal definitions are stable. Validate geography, occupation coverage and duplicate handling. Compare external demand with internal skill evidence without treating either as ground truth.

After six months: monitor outcomes
Track training completion, internal moves, hiring, task mix, workload and worker feedback against the baseline. Retire indicators that do not inform a decision, and revise taxonomies when roles or AI applications change.
Common selection mistakes and fixes
Mistake: buying an “AI exposure” index as a workforce plan
Fix: require task-level evidence, local validation and a linked action such as job redesign or training.
Mistake: treating specialist AI employment as total AI impact
Fix: report specialist skills, AI use, exposure and employment outcomes as separate series.

Fix: add task composition, skills, job quality, training and consultation measures.
Mistake: assuming vacancy data represents the whole labour market
Fix: document missing countries, occupations, employers and worker groups, then triangulate with internal and survey data.
Mistake: presenting correlation as an AI effect
Fix: label descriptive and predictive outputs, record alternative explanations and use controlled evaluations where a causal claim is genuinely necessary.
Mistake: letting the model make an unreviewed people decision
Fix: retain named human accountability, worker challenge rights and an auditable approval process.
What a defensible purchase decision looks like
Select the platform that can reproduce your definitions, expose its data limits, connect metrics to a stated workforce decision and support human review. A polished dashboard is insufficient if it cannot show the denominator, geography, taxonomy version, uncertainty and worker-impact evidence behind a score. The strongest implementation treats AI measurement as an ongoing operating process: establish a task and skills baseline, test scenarios, consult workers, monitor job quality and revise assumptions as the technology and organization change.
