Product management should report to the leader who can give it authority over the outcomes it owns and access to the decisions it must influence. For a broad remit spanning strategy, portfolio choices, customer outcomes, pricing, and growth, that often means reporting to the CEO or a business-unit general manager. Other structures can work when the remit is narrower or the organization has strong cross-functional decision rules. Define the job and decision rights before drawing the org chart.

Start with the work product management is accountable for

There is no universally correct reporting line for product management. The right placement depends on the scope of the role, the decisions product leaders need to make, and the trade-offs the organization expects them to resolve. A reporting line can create access and standing, but it cannot by itself give a team a clear remit or make other functions collaborate.

Before deciding who product reports to, distinguish work that is often bundled under the word “product”:

  • Product strategy: choosing which customer problems and markets to pursue, how products fit together, and where to invest.
  • Customer and market discovery: learning about user needs, demand, alternatives, and unmet problems.
  • Portfolio and lifecycle decisions: deciding what to build, sustain, reposition, or retire.
  • Prioritization and roadmap: determining which opportunities receive attention and in what sequence.
  • Technical product management and delivery coordination: connecting user and business needs to feasible solutions and coordinated execution.
  • Product marketing and go-to-market: shaping positioning, launches, and market-facing communication.
  • Sales enablement: supporting deal teams with product knowledge, demonstrations, and customer feedback.

These activities must coordinate, but they do not have to sit under one executive. Decide which ones the product leader owns, which they share, and which belong elsewhere. For example, a product leader may own portfolio priorities while marketing owns launch communications and engineering owns technical design. Calling all three “product” without assigning decision rights invites gaps and conflict.

Match reporting access to the decisions product must influence

Ask what decisions the product leader must be able to make or challenge. If product is accountable for customer value across a portfolio, investment choices, adoption, retention, pricing, or recurring-revenue growth, it needs a view across functions—not just a route to one function’s delivery queue. Senior access can give the product leader a seat in resource and strategy discussions and a way to raise customer or portfolio evidence when it conflicts with a local priority.

TSIA recommends CEO or business-unit general manager reporting for senior product management in technology and recurring-revenue businesses. That is a sector-specific recommendation, not a rule that every organization needs a chief product officer or a direct CEO report. It is most relevant when product’s responsibility spans outcomes that depend on engineering, sales, marketing, customer success, finance, and operations.

Conversely, a team whose remit is primarily delivery coordination or sales support may not need enterprise-wide executive authority. The important test is whether the reporting line gives the function enough influence for its stated accountability. If product is held responsible for retention but cannot influence onboarding, roadmap priorities, or customer feedback loops, the mismatch is organizational, not merely personal.

Compare the main reporting models

Model Potential fit What it can enable Main risk or condition
Product leader reports to CEO or business-unit GM Broad enterprise or business-unit responsibility for strategy, portfolio, customer outcomes, or revenue Senior standing and perspective across functions Requires a capable product leader and explicit operating mechanisms; reporting access alone does not fix process problems
CPO and CTO are CEO-level peers An organization with scale or relatively stable products and distinct product and engineering capabilities Clear functional leadership while preserving deep engineering expertise Product and engineering can become silos; the leaders need mutual understanding and reliable collaboration
Product reports under engineering or the CTO Technically complex work, or an early organization in which technical leadership is central to product decisions Close coordination with technical leadership Delivery and requirements can displace market discovery and business accountability if product lacks authority and customer access
Product reports under marketing A business where marketing genuinely defines and delivers the product, or where the product remit is closely tied to market-facing work Close alignment with positioning and launch activity Poor fit when marketing is limited to communications or product strategy must be independent
Product reports under sales A narrowly defined sales-support remit Proximity to deal feedback and enablement needs Individual deals and demonstrations can take precedence over portfolio choices and recurring customer problems
Product is distributed across business units A large portfolio with distinct domains or business-unit-specific products Domain proximity and local accountability Capability may be duplicated and portfolio decisions may diverge without shared governance

CEO or business-unit general manager

This model is strongest when the product leader must balance organization-wide customer value and business outcomes rather than optimize for a single function. Direct access is useful only if the role has a defined mandate and participates in decisions about priorities and resources. Without those mechanisms, the title and reporting line can signal authority without providing it.

CPO and CTO as peers

Spencer Stuart describes a functional structure in which a CPO and CTO report as peers to the CEO. It can suit organizations that need centralized product and engineering leadership, including at scale or where products are relatively stable. The arrangement makes functional ownership legible, but it also creates a boundary that leaders must actively manage. Product should bring customer and business context; engineering should bring technical judgment. Neither function can reliably substitute for the other.

Engineering or CTO

Technical complexity raises the coordination and governance demands of product management; it does not automatically mean product belongs under engineering. A technical reporting line can work when engineering leadership supports customer and business goals and product retains access to users, market information, and meaningful prioritization authority. If success is measured mainly by delivery throughput, the organization may unintentionally narrow product’s work to requirements and execution.

Marketing or sales

Reporting under marketing can fit when marketing is genuinely responsible for defining and delivering the product, not merely for communications. Reporting under sales can fit when the product role is intentionally limited to enablement or deal support. These structures are weaker fits when product must independently decide portfolio direction, challenge requests from individual customers, or balance long-term customer outcomes against near-term pipeline pressure.

Distributed across business units

Embedding product managers near distinct customer domains or business units can improve local context and accountability. It also creates a governance problem: separate units may build overlapping capabilities, use different prioritization rules, or make incompatible portfolio commitments. A distributed model therefore needs clear shared standards, escalation paths, and a way to resolve cross-unit investment decisions.

Use company size as context, not a formula

In a small company, the CEO may act as the principal product decision-maker because there is no dedicated product executive. As the organization grows, a dedicated leader can clarify accountability and keep product decisions from being absorbed into the priorities of one function. At larger scale, leadership can be centralized, distributed across business units, or organized as a combination: central product leadership sets portfolio principles and shared practices while embedded teams work close to their domains.

ProductPlan’s 2024 State of Product Management Report describes reporting patterns by team size. It found that 16% of organizations with 1–4 product people reported product to a CPO, compared with 35% of organizations with 50–99 product managers. The report also put the CPO-reporting share at 31% for organizations with 100 or more product managers, lower than the 50–99 group. Smaller organizations more often reported product managers directly to the CEO, and the report suggests that large enterprises may distribute product roles across business units.

Those figures describe survey responses; they do not show that a particular team size requires a CPO, that distributed reporting performs better, or that one structure caused a business result. Do not use a threshold from a survey to trigger a reorganization. Use growth as a reason to revisit whether the current leader can oversee the portfolio, whether decision-making is duplicative, and whether product managers have the necessary domain access.

Make decision rights explicit alongside the org chart

McKinsey’s 2017 discussion of product management emphasizes remit, roles, product complexity, and governance. Its practical implication is that placement must be paired with operating rules. Write down how the following decisions are made, who owns them, and who must be consulted:

  • Roadmap and prioritization: who proposes priorities, who approves trade-offs, and what evidence is considered when requests compete.
  • Resource allocation: who decides team capacity and funding, and how cross-functional commitments are reconciled.
  • Customer research: who ensures product teams can speak with users and access market information, including when a release or deal is under pressure.
  • Technical decisions: how engineering feasibility and architecture inform product choices without making technical convenience the only criterion.
  • Go-to-market: how product, marketing, sales, and customer success coordinate launches, positioning, and feedback.
  • Lifecycle outcomes: who is accountable for adoption, retention, customer value, and other outcomes the organization expects the product to deliver.

Also establish how disagreements are resolved. Specify the regular forum for cross-functional trade-offs, the executive who can arbitrate when teams cannot agree, and the evidence that should be brought to that decision. A reporting line determines formal accountability; operating rules determine how work crosses boundaries day to day.

Choose a structure by testing the fit

Use a leadership discussion to test whether a proposed structure matches the actual job rather than a preferred title or an existing executive’s span of control.

  1. Write the remit in outcome terms. State whether product owns enterprise strategy, a business-unit portfolio, technical delivery, market-facing definition, or sales support. Avoid vague statements such as “drives product” that do not identify accountable outcomes.
  2. List decisions the role must influence. Include priorities, investment, customer discovery, pricing if in scope, go-to-market, technical feasibility, and lifecycle decisions. Mark decisions product owns, shares, advises on, or does not control.
  3. Map dependencies. Identify which functions determine whether each outcome can be achieved. If product owns retention, for example, establish its access to the customer evidence and roadmap decisions needed to address retention problems.
  4. Check executive access and authority. Ask whether the proposed manager can sponsor the function’s priorities and whether the product leader can challenge another function when customer or portfolio evidence warrants it.
  5. Identify coordination costs. Consider whether the model creates a new boundary between product and engineering, disperses standards across business units, or puts product too close to short-term sales demands.
  6. Set governance before announcing the structure. Define decision forums, escalation paths, shared measures, and the people who must participate in portfolio trade-offs.
  7. Review against observable problems. Revisit the arrangement when accountability and authority diverge, decisions repeatedly stall, customer discovery is crowded out, or teams make inconsistent portfolio choices. Change the operating rules as well as the reporting line when the underlying problem is governance.

Recognize when a reporting line is creating the wrong incentives

Product under engineering becomes delivery-only

Look for a pattern in which roadmap conversations focus almost entirely on requirements, estimates, and release dates, while customer discovery and portfolio choices have no protected role. The remedy is not necessarily to move product out of engineering. First determine whether product has user access, a voice in prioritization, and accountability for outcomes beyond delivery. If these are missing, clarify the remit and decision rights; reconsider placement if the line prevents those rights from being exercised.

Product under sales becomes deal support

Sales feedback can reveal valuable customer problems, but a stream of account-specific requests is not itself a portfolio strategy. Define how deal input is evaluated against broader customer needs, product direction, and long-term commitments. If product has no ability to decline a request or compare its value with other work, the reporting line may be reinforcing a remit narrower than the organization expects.

Product under marketing is limited to launch work

Positioning and launch are important, but they do not cover product discovery, investment, technical trade-offs, and lifecycle accountability. If those decisions sit elsewhere, name the owners and coordination mechanisms. If the organization expects product to own them, ensure marketing leadership does not become the only route to those decisions.

Peer executives become functional silos

A CPO and CTO peer model can clarify leadership, but separate functions can optimize independently. Watch for repeated hand-offs, conflicting priorities, or technical and customer evidence being considered at different stages. Shared planning and explicit escalation can address these problems; if leaders cannot resolve trade-offs, executive sponsorship and decision rights need to be strengthened.

Interpret performance evidence carefully

Reporting structures are often discussed alongside claims about product-led performance. McKinsey’s 2023 article on the product operating model reports associations between operating-model maturity and business outcomes; it does not establish that a particular product reporting line caused them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Its analysis describes a survey of senior leaders across more than 400 publicly traded companies and sectors. The article reports that organizations with more mature product and platform operating models had 38% higher customer engagement and 37% higher brand awareness. It also reports 60% higher shareholder returns and 16% higher operating margins for organizations in the high-maturity group compared with bottom-half performers. These are reported differences associated with broader operating-model maturity, not forecasts for a company that changes its org chart. The operating model includes more than reporting lines, so the figures should not be used to promise returns from moving product under a different executive.

McKinsey’s framing is useful because it directs attention to the whole system: responsibilities, governance, collaboration, and the way teams work—not just boxes on an organization chart. Evaluate a structure by whether it gives product appropriate decision access and helps teams make coherent choices, rather than by assuming that a particular executive title predicts results.

Questions to resolve before finalizing the structure

  • Which customer and business outcomes is product accountable for, and which decisions must it own or influence to deliver them?
  • Does the remit cover the whole company, one business unit, or the delivery work of a single function?
  • How much does success depend on market discovery, technical feasibility, adoption, retention, pricing, and lifecycle management?
  • Can the product leader challenge engineering, sales, or marketing priorities when customer and portfolio evidence points elsewhere?
  • Who will arbitrate cross-functional trade-offs, and what governance forum will handle them?
  • As the portfolio expands, should leadership centralize standards while embedding product managers in business units?

For a wider operating-model discussion, McKinsey recommends Rewired: The McKinsey Guide to Outcompeting in the Age of Digital and AI; it addresses scaling product and platform operating models rather than the reporting-line question alone. Pragmatic Institute describes training and certification for professionals developing product capability. Those resources may help with broader capability building, but neither changes the core design test: align authority, accountability, access, and operating rules with the actual product remit.
