The right execution location is a workload-specific architecture decision, not a choice between “cloud” and “on-premises.” Place each component—user-facing inference, retrieval, training, telemetry, administration, and recovery—where its latency, data, legal, reliability, cost, and operating requirements fit. A managed service in one cloud region is often the simplest starting point, but zones, multiple regions, edge systems, or a hybrid design may be necessary after you screen for residency, service availability, failure tolerance, and real network behavior.

Start with the workload, not the platform

An AI application rarely has one uniform placement requirement. Treat it as a set of flows with different objectives and failure modes:

  • User request and response: interactive inference is sensitive to round-trip time, queueing, throughput, and predictable tail latency.
  • Model inference: accelerator availability, model memory, batching, autoscaling, and software support may matter more than physical distance.
  • Retrieval and data access: vector stores, databases, files, and feature stores usually favor compute near the data that must be read or written.
  • Training and batch jobs: these can tolerate longer runtimes and may be placed where accelerators, quotas, and lower unit cost are available.
  • Telemetry and audit: logs, traces, prompts, outputs, and usage records have their own retention, residency, and access-control requirements.
  • Administration and control: identity, configuration, orchestration, patching, support access, and control-plane metadata can cross boundaries even when inference runs locally.
  • Recovery: backups, replicated data, images, keys, and failover automation determine whether the design can survive a zone, site, region, or connectivity failure.

Write down the business outcome, workload-level service-level objective (SLO), peak and average demand, growth assumptions, and who operates the system. A placement that meets a model benchmark but misses the product SLO, cannot be supported by the available team, or violates a data boundary is not a viable placement.

Check service and capacity availability

Confirm that the exact model-serving method, accelerator type, managed AI service, database, private networking feature, and identity integration are offered in the candidate location. “The provider supports the region” does not mean every dependent service or hardware SKU is available there. Preview features, quotas, and capacity can also differ by region and date.

Check legal and contractual boundaries

For every data class, record permitted storage and processing locations. Include prompts, retrieved documents, model outputs, application records, logs, telemetry, backups, support artifacts, identity data, encryption keys, and configuration. Document whether data may be replicated, cached, inspected for support, or transferred for abuse monitoring or model improvement under the applicable service terms.

Check physical and network dependencies

List factory equipment, sensors, clinical devices, branch systems, private databases, and bandwidth limits. A distant cloud service may be unsuitable when a workload must continue during loss of the public-cloud connection. Conversely, local hardware may be a poor fit when the data is already in a cloud database and every request would require a long, costly transfer.

Compare the four main placement patterns

Pattern Where it fits Main benefits Costs and risks to verify
Managed services in one cloud region Requirements permit the region and services, and a single failure domain is acceptable or separately mitigated. Elastic capacity, less hardware management, simpler deployment, and usually lower operating complexity. Region-wide outage exposure, service-specific residency behavior, quota limits, network egress, and shared-responsibility gaps.
Multiple availability zones in one region Zone failures must be tolerated while data remains in one geographic region. Improves fault isolation without cross-region data movement; can preserve regional residency. Requires zone-aware services and testing. It does not protect against a full regional outage and can add cross-zone traffic or coordination latency.
Multiple regions Users are geographically dispersed, regional outage survival is required, or a second operating site is mandated. Places services closer to users and adds regional disaster resilience. Duplicates resources, increases operations and transfer cost, complicates identity and deployments, and may conflict with residency rules. Synchronous replication can add write latency; asynchronous replication can lose recently written data during failover.
Edge or local infrastructure Very low latency, large source-local data, physical-system integration, strict connectivity independence, or a data constraint justifies local execution. Short path to devices and local data; can continue operating when external connectivity is unavailable. Hardware lifecycle, facilities, power, cooling, staffing, spare capacity, patching, physical security, and complete privacy controls become the organization’s responsibility.
Hybrid placement Different components have incompatible latency, data, or availability requirements. Lets each component run where its own constraints fit. Introduces network, identity, management, update, observability, and failure dependencies across boundaries that must be explicitly designed and tested.

Microsoft’s hybrid architecture guidance generally favors managed regional services when requirements allow, but that is a starting pattern rather than a universal answer. A single region often reduces cost and complexity; it does not automatically provide regional disaster protection.

Engineer latency from the real request path

Choose the location based on the complete protocol path, not a map distance between a user and a compute instance. Measure DNS, TLS setup, gateway and firewall hops, authentication, retrieval, model execution, serialization, and response delivery. Tail latency (for example, p95 or p99) often matters more to an interactive product than the average.

Keep user-facing work near the users when the path is interactive

A dispersed audience may justify regional inference endpoints or a routing layer that sends each request to an appropriate location. Account for warm-up, queueing, model download, and fallback behavior; a nearby region with no accelerator capacity can be slower than a slightly farther region with predictable capacity.

Keep data-heavy work near the data

Retrieval, feature generation, and post-processing can dominate inference time when they repeatedly cross a wide-area link. Moving a model closer to users while leaving a large vector index or database elsewhere may increase total latency and transfer charges. Co-locate the dominant read/write path, or cache only data whose freshness and residency rules permit caching.

Interpret the 2-millisecond zone figure correctly

Microsoft states a target of less than approximately 2 milliseconds for round-trip network links between availability zones. That is a provider architecture target, not a guarantee for an application. Protocol behavior, encryption, service proxies, contention, and additional network hops can produce higher observed latency. Benchmark the actual service path and representative payloads before relying on zone placement for a latency SLO.

Calculate total cost, not just an hourly compute rate

Build a cost model for each surviving design. Include:

  • Inference, training, orchestration, and accelerator charges at average and peak utilization.
  • Storage for models, indexes, datasets, logs, backups, and replicas.
  • Ingress and egress, cross-zone and cross-region transfer, private connectivity, gateways, and content delivery.
  • Redundancy: standby capacity, duplicated databases, replicated object storage, and failover environments.
  • Migration, testing, observability, support plans, and incident-response tooling.
  • For local or edge systems, hardware acquisition and refresh, power, cooling, facilities, spares, connectivity, physical security, and staff time.

Cloud prices vary by region and service. Cross-region replication and duplicated deployments can materially increase spend. Microsoft says Azure does not charge for data transfer between availability zones in the same region on the cited overview page, last updated June 1, 2026; verify current provider terms and service-specific conditions before treating that as a budget assumption. A design with a lower unit price can still cost more when it moves every prompt, retrieved document, or output across a boundary.

Use utilization and traffic scenarios

Model at least steady-state, peak demand, growth, and failure operation. Include batch windows and idle periods. If a second region is normally cold, price the time needed to restore capacity and data rather than assuming instant failover. If it is hot, include its ongoing compute and storage utilization.

Treat privacy and sovereignty as an end-to-end property

Draw a data-flow map that names each location and processor. Mark where data is stored, transiently buffered, decrypted, indexed, logged, backed up, and accessed by operators or support personnel. Include control-plane and administration flows: identity tokens, deployment metadata, key-management calls, monitoring, software updates, and diagnostics.

Running compute locally is not proof of compliance. The Microsoft Azure Architecture Center states: “Running a workload locally doesn’t satisfy sovereignty, privacy, or regulatory requirements by itself.” Local designs still need access controls, encryption, secure updates, auditability, physical protections, retention policies, and a review of every external dependency.

Separate data classes

  • Highly restricted: keep processing and replicas within approved jurisdictions; prohibit unapproved telemetry and support paths.
  • Confidential: enforce tenant isolation, encryption, least-privilege access, and documented processor locations.
  • Operational telemetry: minimize prompt and output content, set retention, and verify where logs and traces are stored.
  • Public or low-risk data: may be cached or replicated more broadly, subject to integrity and availability needs.

Do not assume that a region label describes every subservice. Verify the location behavior of model hosting, safety filters, logging, backup, support, and any third-party retrieval or observability component.

Design availability around failure domains

Agree on a workload SLO, recovery time objective (RTO), and recovery point objective (RPO). Then state which failures the system must survive:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Instance failure: restart or reschedule a replica.
  • Availability-zone failure: route traffic to another zone and ensure data services have a zone-safe design.
  • Site or facility failure: use an independent site or region.
  • Regional failure: operate or restore in a second region, with replicated data and tested failover.
  • External connectivity loss: provide local capability, buffering, or an explicit degraded mode.

Multiple zones can address a zone outage without moving data to another region, which is useful when residency confines deployment to one region. They do not protect against a full regional outage. A provider service-level agreement also does not automatically equal the user-facing SLO: your application may fail because of a dependency, quota, deployment error, or data inconsistency while the underlying service remains available.

Choose replication semantics deliberately

Synchronous replication waits for a remote acknowledgement before confirming a write, which can increase write latency and make a distant-region dependency visible on every transaction. Asynchronous replication keeps the write path faster but leaves a window of data that may be lost when failing over. Set RPO first, then select the replication mode and failover procedure that can meet it.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Follow a repeatable placement procedure

  1. Define the outcome and SLO. Record interactive latency targets, throughput, uptime, RTO, RPO, peak load, average load, growth, and operational ownership.
  2. Decompose the flows. Draw separate paths for requests, inference, retrieval, training, telemetry, administration, updates, and recovery.
  3. Inventory users, data, and dependencies. Map user locations, data stores, devices, bandwidth, identity systems, and physical equipment.
  4. Write hard boundaries. List permitted jurisdictions, prohibited transfers, retention rules, encryption requirements, and required service certifications or contracts.
  5. Build a candidate set. Include one region, multiple zones, multiple regions, edge/local, and hybrid only when each is technically eligible.
  6. Verify service reality. Check exact service and accelerator availability, quotas, private-network options, residency behavior, and support terms for the intended deployment date.
  7. Estimate complete cost. Use realistic utilization, transfer, standby, replication, hardware, facilities, migration, and staffing assumptions.
  8. Prototype the critical path. Measure the actual protocol, topology, model, retrieval system, payload size, and representative load; capture p50 and tail latency.
  9. Exercise failure modes. Test zone or region loss, connection loss where relevant, stale or missing replicated data, capacity exhaustion, credential failure, and recovery automation.
  10. Document the decision and triggers. Record why the chosen location passed each constraint and when to revisit it as users, data volume, laws, prices, service availability, or reliability targets change.

Patterns that commonly work

Single-region managed design

Use a managed regional service when users and data are reasonably concentrated, the region satisfies residency rules, and the required SLO does not include regional-outage survival. Add zone redundancy for zone failures and keep the design simple when a second region would add cost without meeting a stated requirement.

Regional front ends with centralized data

This can reduce user-facing latency for a dispersed audience, but only if retrieval and writes do not turn every request into a long cross-region transaction. Cache permitted read data, route data-heavy operations to its home region, and define consistency and failover behavior explicitly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Local gateway with cloud training

A local or edge inference gateway can keep device control and restricted data on-site while sending aggregated, de-identified, or approved datasets to cloud training. Specify what leaves the site, how updates are signed and delivered, and how the gateway behaves when cloud connectivity is lost.

Active/passive regional recovery

Keep a secondary region ready to receive traffic after a regional failure when RTO and RPO require it. This reduces normal operating cost compared with two fully active regions but still requires replicated data, tested infrastructure-as-code, quota reservations where needed, DNS or routing changes, and practiced failover.

Diagnose a placement that is not meeting its goals

  • High response time despite nearby compute: measure retrieval, authentication, gateway hops, queueing, and serialization; distance may not be the dominant component.
  • Costs exceed the estimate: inspect egress, cross-zone or cross-region traffic, log volume, idle standby capacity, and low accelerator utilization.
  • Residency review fails: trace logs, backups, support access, keys, and control-plane metadata rather than checking only the inference endpoint.
  • Failover works in a diagram but not in practice: test quotas, secrets, certificates, data freshness, routing, model availability, and operator runbooks under realistic failure conditions.
  • Local deployment becomes unreliable: check hardware lifecycle, spares, power, cooling, patching, physical access, and staffing; local control transfers these responsibilities to you.
  • Cross-region writes are too slow: reconsider synchronous replication, partition ownership, or the transaction boundary; if asynchronous replication is acceptable, document the resulting RPO.

Use this final review checklist

  • Each workload flow has an owner, SLO, data classification, and failure target.
  • Users, data, dependencies, bandwidth, and physical systems are mapped.
  • Every storage, processing, logging, backup, support, and control-plane location is documented.
  • Ineligible services, regions, and hardware have been excluded before price comparison.
  • Total cost includes transfer, redundancy, operations, and local facilities where applicable.
  • Observed end-to-end latency and throughput come from representative tests, including tail latency.
  • Zone, region, and connectivity failure tests match the stated RTO and RPO.
  • Replication consistency, data loss tolerance, failover routing, and recovery ownership are explicit.
  • The decision has review triggers for changes in users, data, regulation, pricing, capacity, or SLO.

The durable answer is not “always use the nearest region” or “always run locally.” Place each component where its complete path satisfies the hard boundaries first, then optimize latency, cost, privacy controls, availability, and operational load. Re-measure whenever the workload or its environment changes.
