Choose security awareness training software by first defining the outcome your organization needs, then comparing vendors against the same requirements for content, learner targeting, simulations, measurement, integrations, and administration. Require finalists to demonstrate your actual workflows and show the records you need to evaluate the program; a feature list or market directory is not proof that a platform fits.

What security awareness training software needs to do

Security awareness training software typically combines employee education with ways to assign, assess, and report on that learning. Depending on the offering, it may include ready-to-use courses, knowledge checks, language options, phishing or other social-engineering simulations, and analytics. The mix varies by product: Gartner’s category description lists capabilities found across offerings rather than a checklist every product must meet. Gartner Peer Insights’ category page labels its feature section as updated August 2021, so use it as a category baseline, not a complete description of the current market.

The software is a means to run a program, not the program’s goal. A platform can help deliver training and collect evidence, but choosing one does not by itself establish that employee behavior or organizational risk will improve. Decide what success means for your organization and what evidence would let you judge progress.

Scope the program around your mission, risk environment, and systems, and determine which users need to be reached. CISA’s FY 2024 FISMA metrics evaluation guide also calls for evaluating the program and using feedback for continuous improvement. Those principles are useful beyond federal environments as a way to frame a selection and review process. Read the CISA guide.

Set your requirements before contacting vendors

Start with the people who will use, run, and evaluate the platform. A compliance lead may need reliable completion records; security staff may need to run simulations; IT may need compatible delivery and identity workflows; learners need content they can access and understand. Procurement may need to verify commercial and security terms. These are different needs, so record them before a sales demonstration turns the conversation into a tour of whichever features a vendor happens to emphasize.

Write down the program outcome

Identify the primary purpose of the purchase and any secondary outcomes. Common evaluation goals include documenting required training, improving risk awareness, supporting behavior change, onboarding new users, or expanding an existing program. The goals are not interchangeable: a platform that makes it easy to assign courses may not provide the simulation controls or outcome reporting your program requires.

Map the audience and operating constraints

Describe the user groups the program must reach, how they differ, and what could affect participation. Consider roles, locations, languages, work patterns, accessibility needs, mobile access, and whether training must fit an existing learning environment. Also establish who will configure assignments, review results, respond to reports, and maintain campaigns. Infosec’s buyer guide notes that organizational challenges, available team time, program experience, and stakeholder support affect which capabilities matter. See the Infosec buyer guide.

Separate requirements from preferences

Mark each criterion as either a requirement or a preference. Requirements are conditions a finalist must meet; preferences help distinguish between otherwise acceptable options. Be explicit about languages, LMS or SCORM needs, email environment, reporting, and integrations. For every requirement, name the evidence that would satisfy you: a live demonstration, documentation, a sample export, or a written answer. This prevents a polished but vague claim from being treated as verified fit.

Compare platforms with one consistent scorecard

Use common criteria for every vendor and weight them according to your program. The framework below is a starting point, not a universal weighting system: the available guidance does not establish that every organization should prioritize these areas equally. Expert Insights’ 2026 buyer guide identifies learning experience and operational fit—including topic breadth, engagement, accessibility, personalization, assessment, realistic simulations, reporting, updates, and integrations—as areas to evaluate. Read the Expert Insights buyer guide.

Evaluation area What to establish Evidence to request
Program fit Whether the platform supports your main outcome, intended users, and risk context. A demonstration of the workflow tied to your stated goal, not a generic feature tour.
Content and access Relevant topics and formats, language support, accessibility, mobile use, and content update cadence. Representative course samples and a clear explanation of language, access, and update options.
Targeting and learning Whether assignments and learning paths can be tailored to roles or groups, with checks and follow-up where needed. A live assignment to a defined test group, including how the platform handles changes to that group.
Simulations and reporting Which attack types and campaign controls are available, and what results can be reviewed. A sample campaign setup, learner experience, reporting workflow, and export.
Program evidence Whether records, assessment results, and feedback support your review and improvement process. Sample records and reports, plus an explanation of how results and feedback can inform changes.
Integrations and delivery Compatibility with the email environment, security tools, corporate LMS, or SCORM requirements that matter to you. Confirmation of the specific integration or delivery path, prerequisites, and any limitations.
Administration and capacity How much effort it takes to configure, run, and maintain the program with your available staff and stakeholder support. A walkthrough of routine administration and an honest accounting of customer tasks and vendor support.

Make scores explainable

Choose a rating scale your team can apply consistently. For example, rate each criterion from 0 to 3: 0 means the requirement is unmet or unsupported by evidence; 1 means it is partly addressed; 2 means it is met; and 3 means the vendor demonstrates a stronger fit than required. This is a practical scoring convention, not an industry standard. Add a short evidence note beside each rating so reviewers can distinguish an observed workflow from a sales claim.

If you use weighted scoring, assign each area a weight that reflects its importance to your stated goals, and apply the same weights to every finalist. Treat mandatory requirements as pass/fail gates rather than allowing high scores elsewhere to compensate for a critical incompatibility. Infosec’s guide describes using a customizable vendor scorecard; it does not establish a single correct set of weights.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Examine the learning experience and content

Course volume alone is a weak way to compare libraries. Check whether the topics match your organization’s systems and risk environment, whether delivery formats suit your users, and whether employees can reach the content in the circumstances in which they work. Ask to see representative material rather than relying only on a catalog count or a list of topics.

  • 【Plug and play】: This mouse and keyboard pad is powered by USB, plug and play, no driver required. One button control light modes. Press one time to change the lighting mode, press twice to change the brightness, press and hold about 3 seconds turn ON/OFF.

Check relevance, accessibility, and upkeep

  • Ask which topics are available and how the vendor keeps content current. Confirm how often updates are made and how customers are notified; do not infer an update schedule from a general claim that content is maintained.
  • Review the languages and formats your workforce actually needs. Confirm whether language availability applies to the entire learner experience, not just selected course descriptions.
  • Have appropriate reviewers examine accessibility and mobile use in the actual learner workflow. Ask what accessibility information or documentation is available.
  • Check whether training can be self-directed or assigned in a sequence, and how knowledge checks are presented and recorded.

These questions matter because a course that exists in a catalog is not necessarily usable by every intended learner or suited to the program’s purpose.

Test targeting, assessment, and simulations

Look beyond whether a vendor says it offers personalization or phishing simulations. Establish what your administrators can configure, which user groups can be targeted, how learners experience the activity, and what the resulting data means. Product descriptions in a market listing can help identify areas to ask about, but they are not independent comparative tests.

Verify the assignment workflow

Ask a finalist to assign a training item to a defined group that represents a real use case in your organization. Confirm how groups are selected, whether role-based or other targeting is available, what happens when users join or leave a group, and whether administrators can see who is assigned and complete. Do not assume that a platform’s description of individualized or risk-based training means it can implement your particular targeting rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect the simulation lifecycle

For a simulation, ask the vendor to show the steps from campaign setup through results review. Establish which social-engineering scenarios are available, what controls administrators have, how test recipients are selected, what the learner sees, and which outcomes are recorded. Then ask how a campaign can be reported to the people responsible for reviewing it. A demonstration should let your team judge both the operational effort and whether the collected information supports the program’s goals.

Use simulations as one input to a broader evaluation rather than treating a single result as a complete measure of awareness. The materials considered here identify simulation and reporting as selection criteria but do not establish a universal effectiveness metric or a benchmark that applies to all organizations.

Check reporting and continuous improvement

Determine what evidence the platform can produce and whether it maps to decisions your program must make. Completion status, assessment results, simulation outcomes, and learner feedback are different kinds of information. Ask to see each report or record in context, including how an administrator filters it, exports it, and uses it to review the program.

Plan how findings will lead to a change. For example, decide who reviews results, how often the program is evaluated, and how the team will determine whether content, targeting, or delivery needs adjustment. CISA’s FY 2024 guide explicitly calls for program evaluation and feedback-informed continuous improvement; buying software without assigning responsibility for that review leaves the improvement loop undefined.

Confirm integrations, delivery, and administration

Integration names on a product page are not enough. Confirm that the exact systems and workflows your organization relies on are supported, and ask what configuration, permissions, or additional work is needed. This applies to email clients, security tools, an existing LMS, or SCORM-based delivery where those are relevant to your environment. Gartner and Expert Insights identify integrations as part of the category or buyer evaluation, but the fit of any specific connection must be verified with the vendor.

Ask administrators to walk through ordinary recurring work: creating or assigning learning, setting up a campaign, reviewing results, handling exceptions, and producing the records the organization needs. Estimate whether your staff can sustain that work alongside their other responsibilities. The right product is not only one that can perform a task; it also has to fit the people and time available to operate it.

Run a structured vendor evaluation

  1. Document your context. Write down the program goals, intended users, risk environment, current learning and security systems, staffing capacity, and stakeholder needs. This keeps the evaluation anchored to your organization rather than the vendor’s default demonstration.
  2. Set gates and priorities. List mandatory capabilities separately from preferences. Include any language, LMS, email, integration, accessibility, or reporting conditions that matter. Decide what evidence will count for each one.
  3. Build the scorecard. Use the same criteria, rating definitions, and weights for each candidate. Include an evidence field and identify who on your team will assess each area. Infosec’s buyer guide discusses customizing a scorecard to organizational needs.
  4. Send finalists the same scenarios. Ask each to demonstrate the workflows your scorecard covers, such as assigning training to a defined group, running and reporting a simulation, and producing records for program review. This makes demonstrations more comparable than unstructured presentations.
  5. Verify claims and gaps. Record what was demonstrated, what was documented, and what remains unanswered. Seek written clarification for unresolved requirements instead of scoring an assumption as a capability.
  6. Make the decision against your goals. Compare evidence and scores, apply any pass/fail gates, and document why the selected platform best meets the program’s needs. Keep unresolved trade-offs visible to the decision-makers.

Use a practical demonstration script

Give each finalist a short, consistent scenario based on your requirements. You do not need to share sensitive employee data: use a test group or an agreed demonstration environment. Ask the vendor to show the work in the product rather than narrate what could be done.

  • Assignment: Create or select a defined user group, assign relevant training, and show how an administrator checks assignment and completion.
  • Learner experience: Open representative training and show the relevant language, format, access method, and knowledge check.
  • Simulation: Configure an agreed example campaign, show the learner-facing experience, and explain which outcomes are captured.
  • Reporting: Produce the report or record your team needs to review the activity, then show how it can be filtered or exported.
  • Administration: Ask what the customer must do to maintain the workflow, which parts can be automated, and what support is available if a process fails.

Use the same scenario and follow-up questions across vendors. When a feature depends on an integration, configuration, or service tier, ask the vendor to identify that dependency during the demonstration rather than assuming it is included.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify commercial and security terms separately

The category-level sources do not establish current vendor pricing, contract terms, security attestations, geographic data handling, or independently measured outcomes for specific products. Treat those as vendor-specific diligence, not as facts you can infer from a category page or product listing.

For each finalist, request current pricing and contract details for the scope you are evaluating, and confirm what is included in the quoted service. Ask the vendor to document its security and privacy practices, applicable attestations, data handling and geographic options, retention, and any relevant subprocessors. These questions do not imply that any particular vendor has or lacks a given control; the answer must be verified for the product and terms under consideration.

Common selection mistakes

  • Choosing by feature count. A long catalog or many advertised features does not show that the platform supports your outcomes. Use the same use cases and evidence requirements for each finalist.
  • Letting a demo set the requirements. Define goals and non-negotiable needs first, then request demonstrations that test them.
  • Scoring unverified claims. Distinguish a demonstrated capability, written documentation, and an unanswered question in your scorecard.
  • Ignoring operating capacity. A feature that requires more configuration and follow-up than your team can sustain may be a poor practical fit.
  • Treating completion as the whole program. Completion records can document participation, but program evaluation also needs a review process and feedback loop.
  • Assuming directory presence is a recommendation. Gartner Peer Insights listings describe products and reported capabilities; they do not establish that a listed offering is best for your requirements or provide a controlled comparison.

Choose the platform that fits the program you can run

A defensible choice is the platform that meets your mandatory requirements, supports the learning and measurement your program needs, and can be operated with your available people and systems. Keep the scorecard, demonstration evidence, and open questions with the decision record. Once the software is in use, review the program’s results and feedback and use them to adjust the approach, rather than treating procurement as the finish line.
