To stop Windows from caching writes to an external USB drive, change its removal policy to Quick removal. In Windows 10 and 11, open the drive’s properties, go to Policies, and select Quick removal. If the Policies tab is missing, reach the drive through the Hardware tab instead.
Change the drive’s removal policy to Quick removal

Open File Explorer, select This PC, right-click the USB drive, and choose Properties.

Select the Policies tab. Microsoft notes that the tabs may be arranged differently in recent Windows versions.

Select Quick removal, then choose OK to apply the setting.

Microsoft describes Quick removal as a policy that keeps the device ready to remove at any time. It prevents Windows from caching disk write operations for that external device. Microsoft says Quick removal has been the default since Windows 10 version 1809. Microsoft’s removal-policy instructions cover Windows 10 and Windows 11.
If the Policies tab is missing

In the drive’s Properties window, select Hardware.

Under All disk drives, select the removable USB drive and choose Properties.

In the device’s Properties window, select Policies, choose Quick removal, and select OK.

This is Microsoft’s alternate route to the same policy setting.
What Quick removal and Better performance mean
| Policy | Write caching | What to do before disconnecting |

The selected policy applies to each external device and remains in effect when you disconnect and reconnect that device to the same computer port, according to Microsoft.

Safely eject the drive before unplugging it
When Better performance is selected, safe ejection matters because Windows may still have cached writes to complete. Microsoft recommends safely removing USB flash drives and external hard drives before disconnecting them. Select the taskbar’s Safely Remove Hardware and Eject Media icon, then choose Eject for the drive. See Microsoft’s Windows safe-removal instructions.

The available Microsoft instructions explain how to select a removal policy and how to find the Policies tab. They do not establish why a particular drive’s control might be unavailable, disabled, or fail to retain a change. Without details such as the Windows build, drive model, and exact control state, there is no supported basis to attribute the problem to a driver, registry setting, or defective device.

Microsoft’s older USB and SD storage article describes a Windows 7-era Device Manager procedure for enabling write caching. It is historical guidance, not the current Windows 10 or 11 procedure above.
