Infrastructure performance is more than whether an asset is currently working. Operators need to understand how it behaves over time, what is changing, and whether those changes signal a developing risk. That view can help guide maintenance and investment—but it depends on reliable data and informed engineering judgment.

What infrastructure performance means

A binary status such as “operational” or “out of service” captures only a moment. Performance also includes an asset’s behavior over time: whether readings, operating patterns, or service conditions are changing, and what those changes may indicate.

As Mick Mohan, Group Engineering Director at Telent, puts it: “Finding the answers starts with understanding infrastructure performance in greater detail. Not simply knowing whether an asset is operational, but understanding how it is performing, how its performance changes over time and what those changes might indicate.” The observation comes from his opinion article in TechRadar Pro Perspectives, published 21 August 2026.

Why operators need a broader view

Transport, utilities, and communications operators must keep services reliable while managing aging assets, resilience and cybersecurity concerns, sustainability expectations, and limited budgets. Those pressures can make it difficult to decide which problems need attention first and where investment will matter most.

Reed Tool TM1100 Direct Tapping Machine with Star Feed
  • Drill and tap water mains while they remain under pressure
  • Lightweight yet strong, corrosion-resistant aluminum frames are easy to carry and set-up
  • Pressure relieving valve allows for a one-step operation making it simple to use
  • Modular design allows fast and simple conversion to drilling machine
  • Including box and accessories

Asset information may also be divided among systems, teams, and generations of technology. A single data source can show only part of the picture. Bringing relevant operational information together may help teams see how assets are behaving across a wider system and identify changes that deserve investigation.

How performance insight can inform maintenance

Routine inspections and responding to faults remain important. A performance-based approach adds another input: trends in asset condition and operation, considered alongside the risk and consequences of failure.

  1. Establish a useful baseline. Understand what normal operation looks like for the asset, using the information available from relevant systems and teams.
  2. Look for meaningful changes. Compare current behavior with that baseline and investigate unusual or worsening trends rather than treating each reading in isolation.
  3. Assess operational risk. Consider the asset’s role, the potential effect of failure, and the strength of the evidence before deciding what needs attention first.
  4. Choose and review a response. Use engineering judgment to determine whether inspection, maintenance, further monitoring, or another action is appropriate, then assess what the follow-up information shows.

Mohan argues that this combination of integrated data and engineering expertise can help teams investigate potential issues before service is affected and target maintenance more effectively. He also proposes that preventive work informed by asset condition may reduce unplanned outages and unnecessary site visits, and could extend useful asset life. These are proposed benefits, not guaranteed results: the article reports no case study, measured comparison, method, or quantified effect.

How asset insight can guide investment

Operational evidence can support decisions beyond the next maintenance visit. Over time, operators can use what they know about asset behavior to consider which assets continue to perform effectively, which may need upgrades, and where limited resources could have the greatest impact.

Professional Plunger Tool for #6 Barrel Fastener 0.158" Inner Diameter
  • Precise Fit for Standard #6 Barrel Fasteners:Precisely engineered to match industry-standard #6 style barrel fasteners and #6 barrel nut systems with a 0.158" inner diameter. Verify your hardware specification before purchasing to achieve perfect matching and smooth operation.
  • Heavy-Duty High-Carbon Alloy Steel Build:Crafted from premium high-carbon alloy steel for industrial-grade toughness. The solid integrated metal shaft resists deformation and wear, supporting frequent heavy-duty use in harsh outdoor municipal and water utility working environments.
  • Smooth Stable Spring Plunger Mechanism:Equipped with a thick high-tension internal spring and precision machined plunger shaft. It delivers smooth, repeatable push action to quickly lock and release compatible barrel fasteners, greatly boosting maintenance work efficiency.
  • Slip-Resistant Ergonomic Red Toggle Handle:Bright high-visibility red non-slip grip brings comfortable leverage for one-hand operation. It maintains steady control even when users wear work gloves or operate in damp, wet field conditions, reducing hand fatigue during long shifts.
  • Industrial Essential for Utility Maintenance:Professional-grade hand tool specially made for water department technicians and municipal maintenance staff. Compact portable design fits all field tool kits, ideal for daily unlocking and repairing utility meter boxes, control cabinets with #6 barrel fastener locks.

This can make investment discussions more grounded in observed performance and operational need. It does not remove uncertainty: data should inform decisions alongside asset criticality, risk, engineering assessment, and the consequences of delaying work.

What has to be in place for the approach to help

Combining information is not enough on its own. The data needs to be sufficiently reliable and relevant, systems need to make it usable across organizational boundaries, and people with engineering expertise must interpret what it means. Teams also need the capacity to act on findings and check whether interventions had the intended effect.

  • Data quality: Inconsistent, incomplete, or misleading records can obscure real changes or create false alarms.
  • Integration: Information spread across systems and technology generations may be difficult to compare or interpret together.
  • Interpretation: A change in a reading is a reason to assess the context, not proof by itself that an asset is about to fail.
  • Execution: Better visibility produces little operational value if teams cannot investigate, prioritize, and carry out appropriate work.

Mohan’s article makes a strategic case for understanding infrastructure performance, but it does not quantify how much outages, site visits, or asset life might change. Operators should treat those benefits as outcomes to evaluate in their own context, not as established effects of data integration alone.
