The reliable way to avoid exploitative monetization is to check each game’s current listing and shop, not to trust a single rating or a “free” label. Confirm whether purchases exist, whether any purchase is randomized, what paid items do to power or progression, how clearly odds and currency costs are disclosed, and whether the core game remains fair without spending. Recheck those answers after major updates. For a child’s account, add platform-level spending restrictions, approval or password requirements, and a sensible limit before play begins.
What you are screening out
A loot box is a randomized virtual reward that can be bought with money or earned through play. The Federal Trade Commission (FTC) uses that broad description, while the Entertainment Software Rating Board (ESRB) notes that publishers may call the same mechanic an item pack, card pack, prize wheel, treasure chest, mystery award, or gacha. A random reward can be a harmless-looking cosmetic, but it can also contain a character, weapon, stat boost, or other advantage.
“Without loot boxes” therefore needs a precise meaning. You may be comfortable with a game that sells fixed-price costumes but not one that sells a random pack. You may also reject any game that lets money accelerate power, even when every item is sold directly rather than through a random draw. Decide those boundaries before comparing titles so that a persuasive store description does not redefine them for you.
How can I tell if a game has loot boxes?
Use the following sequence for every candidate. It works for a new release, a free-to-play game, or an older title whose monetization may have changed.

- Search the exact title in the relevant rating database. In North America, open the game’s ESRB entry and read the interactive-elements section, not only the age category. “In-Game Purchases” means the game offers purchases. “In-Game Purchases (Includes Random Items)” means at least one purchase contains randomized content. The purchase element began in 2018 and the random-items element in February 2020, so an older rating can omit a label even when the current game sells items. Treat an old entry as a prompt for more checking, not as proof of a clean shop.
- Open the current platform store page. Look for explicit wording such as loot boxes, random items, gacha, mystery rewards, packs, or in-app purchases. A generic in-app-purchase notice does not tell you whether a purchase is random. The UK advertising regulator’s guidance says that generic wording is not sufficiently specific for random purchases; see the ASA/CAP enforcement notice.
- Find the game’s own purchase and probability information. Search its support pages, help menu, and store disclosures for a description of each pack, the possible rewards, and the probability by item or rarity. Save a screenshot or note the date, because these pages can change with an update.
- Trace the payment path in real money. Record the smallest real-money purchase that provides enough virtual currency for one attempt, then record the price of additional currency bundles. If the game uses several currencies, write down every exchange step. A price shown only as “300 gems” is not a meaningful cost until you know how many dollars, pounds, or euros buy those gems.
- Check whether the random item is optional or tied to progress. A box that only changes an avatar is different from one containing a weapon needed for a mission, a faster upgrade, extra energy, or a ranked advantage. Also check whether the game offers a direct, fixed-price route to the same reward.
- Verify the current version. Read recent update notes and recent game-specific coverage. Ratings and user reviews can lag behind a monetization change; the FTC’s guidance on checking ratings, reviews, and updates recommends looking at current information rather than relying on an old description.
If any step produces a contradiction—for example, a clean-looking rating but a shop page advertising mystery packs—record the game as unverified until the contradiction is resolved. “No evidence found” is not the same as evidence that no random purchase exists.
What does “includes random items” mean?
The ESRB phrase is a disclosure about the purchase mechanism, not a judgment about quality, age suitability, or fairness. It tells you that at least one paid offer can produce an unpredictable result. It does not tell you whether the result is cosmetic, powerful, inexpensive, or required for progress. You must inspect the contents and the game’s competitive systems separately.
The label also has a time boundary. ESRB introduced the general purchase element in 2018 and the parenthetical random-items element in February 2020. A title rated before those dates may have received no corresponding label, and a title can receive updates after its rating. Search the current entry and the current store listing together; neither one is a permanent certification.
How can I tell if a game is pay-to-win?
Pay-to-win is a practical description rather than an ESRB rating category. Examine what a paying player can do that a non-paying player cannot do, how long the non-paying route takes, and whether the difference matters in the modes you care about.

Do not infer pay-to-win merely because a game sells cosmetics, and do not infer fairness merely because the random-items label is absent. The FTC’s workshop recap records participants’ concerns about “pay-to-progress” and “pay-to-win” loops in which players face grinding unless they buy loot boxes; that is a report of concerns raised at the workshop, not a legal definition. Read the FTC workshop account for that context.
Test the non-paying route
Ask whether a new player can reach the meaningful content, earn competitive equipment, and participate in the main modes through normal play. “Earnable” is not automatically fair if the required amount of play is implausibly high, if rewards expire before they can be earned, or if a paid boost is effectively required to keep up with ordinary opponents. Look for a fixed-price alternative and a published progression explanation. If the publisher does not explain the route, mark the evidence as incomplete rather than assuming the best.
How to evaluate odds and the real cost
Publishers commonly disclose probabilities by rarity tier, such as a percentage for “legendary” rewards, rather than the probability of every named item. ESRB notes that platform holders require drop-rate disclosures, but a tier percentage may not answer the question you actually have: the chance of receiving one particular character or cosmetic. Record the level of detail provided.

- Tier-level odds: The page lists a combined chance for a rarity group but not the split among items. You cannot calculate the chance of a particular reward without additional information.
- No visible odds: Treat the purchase as high uncertainty and do not assume that a low price means a good chance.
Convert the offer to a comparable real-money figure. If one attempt costs c units of virtual currency, a bundle provides b units for p real-money, and you need n attempts, the minimum bundle cost is the price of the smallest combination whose currency is at least n × c. Record unused currency separately; it is part of what you paid even if it cannot be spent on the desired reward. When bundles have different exchange rates, compare the bundle actually required, not the headline price of the smallest pack.

A probability is not a guarantee. A one-percent chance does not promise a reward after 100 attempts, and a rarity-tier disclosure may conceal very different chances among the items in that tier. If the game provides a written guarantee, threshold, or direct-purchase option, record its exact condition and whether it resets between events. If it provides none, your decision should not depend on reaching a hoped-for number of attempts.
A comparison sheet for two or more games
When several games look similar, use the same fields for each one. This prevents a polished trailer or a low age rating from dominating the decision.

Keep the notes with the game’s title and platform. Monetization can differ between mobile, console, PC, regions, editions, and events, so a friend’s experience is useful context but not a substitute for checking your own listing.
Recheck after updates and events
Live-service games can add a new currency, event banner, or reward pool without changing their age rating. A previously cosmetic shop can gain progression items, or a direct purchase can become a randomized bundle. Before installing a major update or returning after a long break:
- Open the current store listing and confirm the interactive-purchase wording.
- Read the update notes for new currencies, packs, banners, draws, or progression changes.
- Open the in-game shop and inspect the current event page, including its expiry date and probability link.
- Check recent player information for changes, but distinguish reports from the publisher’s current terms.
- Repeat the power-and-progression test for any newly sold item.
This is especially important for older games. The FTC advises consumers to check current ratings, reviews, and updates because game information can become stale; its consumer guidance on money and loot boxes is available at Video games, loot boxes, and your money.

Can I block in-game purchases for my child?
Yes, where the platform and account support it, but configure the controls before handing over the account and test them with a small, non-sensitive purchase flow if possible. The FTC says controls may turn spending off, require a password, or set a dollar limit. It directs parents to the ESRB guidance on parental controls and in-game purchases and to the console, mobile-platform, or publisher instructions for the exact menus.
- Use the platform or family-account control. Set purchases to off, approval required, or the lowest practical spending limit. Do not rely only on a child-facing profile if the payment method is attached to an adult account.
- Require authentication. Enable a password, passcode, or adult approval for every purchase rather than allowing a remembered payment method to authorize future transactions.
- Check the game account. Some games have their own purchase permissions, age setting, or parental-consent switch. Apply it in addition to the platform restriction when available.
- Review receipts and transaction history. Confirm that the control applies to the correct account, region, and device, and look for subscription renewals or currency purchases that may not appear inside the game’s history.
- Explain the rule. A child should know that a free download can still sell random rewards and that asking before spending is part of the account’s setup.
In the United Kingdom, industry guidance described by the Department for Culture, Media and Sport (DCMS) welcomes parental consent for paid loot boxes involving under-18s and a default £0 spending limit on child accounts. The government also says this industry-led guidance does not cover the entire games sector; read the DCMS update for its scope. Do not assume that a UK commitment, or a control offered by one platform, automatically applies to every game or country.

Storefront rules and consumer protections vary by jurisdiction. The UK ASA/CAP enforcement notice says app listings should make the presence of loot boxes prominent and that a generic in-app-purchase label is not enough. Its page states that active monitoring would begin on May 26, 2026; that date describes the notice’s planned monitoring, not a universal worldwide rule or a guarantee that every listing complies.
In January 2025, the FTC announced that HoYoverse agreed to a proposed settlement involving a $20 million penalty and allegations concerning unclear loot-box odds, virtual-currency exchange rates, and the cost of obtaining rewards. The FTC’s account also discusses restrictions on purchases by children under 16 without parental consent and clearer disclosures. The agency expressly said the proposed order required approval by a federal judge before taking effect. Read the FTC announcement for the procedural status; do not treat a proposed order as a final judgment.

A practical decision rule
After completing the checks, place the game in one of three categories:
- Verified fit: Your current listing and shop review found no paid random rewards, paid goods do not confer a competitive or material progression advantage, the ordinary route is workable, and the evidence is dated for your platform and region.
- Acceptable with conditions: The game has purchases or random rewards, but you understand the odds and cost, the items are cosmetic or optional for your purposes, and you have enabled spending controls. Record the conditions so you can recheck them after updates.
- Unverified or reject: Odds, currency conversion, item effects, or the non-paying route are unclear; the title uses vague labels; or payment can buy meaningful power or competitive access. Wait for clearer information or choose another game.
“Verified fit” is a point-in-time finding, not a lifetime guarantee. Keep the date and version beside your decision and repeat the screen when the game changes.

- Have I searched the exact title in the applicable rating system?
- Did I read the interactive-purchase labels rather than only the age rating?
- Does the current store page use specific language about random items, packs, draws, or gacha?
- Did I find the current odds and determine whether they are item-level or only rarity-tier probabilities?
- Can I convert the required virtual currency into a real-money cost without guessing?
- Do any paid rewards affect combat, statistics, ranked play, access, timers, energy, or upgrade speed?
- Is the main progression practical without payment?
- Does my evidence match my platform, region, edition, and current version?
- For a child, are platform and game-level spending controls, authentication, and limits active?
- If an answer is missing or contradictory, have I labeled the game unverified instead of assuming it is safe?
That process takes longer than trusting a badge, but it answers the questions that matter: what money can buy, how random the result is, whether spending changes the contest, and whether you can keep control of the account.
