Choose data-center cooling as a site-specific system, not as a search for one universally most-efficient machine. Start with the present and forecast IT load, rack density, operating profile, climate, water constraints and availability target. Then optimize airflow and temperature controls before sizing mechanical equipment; compare chillers at both full and part load; evaluate economizers and heat rejection; and consider direct liquid cooling only with its facility loop, controls, residual air load and maintenance plan. Judge alternatives with lifecycle cost, energy, water, resilience and maintainability metrics rather than a product’s headline efficiency.

Why there is no single best cooling system

Data centers differ in heat density, load variability, redundancy requirements, climate, altitude, water availability, contamination exposure, utility prices and opportunities to reuse heat. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) states in its Best Practices Guide for Energy-Efficient Data Center Design (July 26, 2024) that no design guide can identify one most-efficient design for every facility.

That means an air-cooled chiller, water-cooled plant, air-side economizer, water-side economizer or liquid-cooling arrangement can each be appropriate in a particular context. The efficient choice is the one that performs well over the facility’s actual annual load profile while meeting availability, water, service and expansion requirements.

Start with a written design brief

Before requesting equipment quotes, document the constraints that determine cooling demand and operating risk. Use measured data where it exists and identify assumptions for a new build.

  • Hourly and seasonal load variation, planned maintenance windows and the number of operating hours.
  • Required redundancy and maintainability, such as the capacity available after taking a unit offline.
  • Supply-water temperature and pressure available from the facility loop, or the conditions a new loop can support.
  • Outdoor temperature, humidity, altitude, air quality and seasonal economizer potential.
  • Water availability, treatment requirements, discharge limits and the local cost or risk of water.
  • Dust, salt, chemical or other contamination that could limit outside-air use or foul heat exchangers.
  • Existing electrical, mechanical and control infrastructure, including space for pumps, towers, CDUs and distribution.
  • Whether rejected heat has a practical use and what temperature level the receiving process requires.

DOE places IT equipment and its environmental conditions upstream of mechanical design because improvements there can cascade into mechanical and electrical savings. Keep the brief under change control: a future increase in rack density or a change to liquid-cooled servers can invalidate an otherwise sound plant selection.

Fix airflow and setpoints before adding cooling capacity

Separate supply and exhaust air

Arrange racks so cool supply air reaches equipment inlets and hot exhaust returns to the cooling units without mixing. Review hot-aisle/cold-aisle orientation, containment, blanking panels, underfloor or overhead distribution, cable openings and return-air paths. Seal bypass paths and unused rack spaces; otherwise, the cooling system may deliver more air while equipment inlets still receive warmer air.

DOE FEMP’s 2019 Cooling Water Efficiency Opportunities for Federal Data Centers page reports that aisle separation can enable higher chilled-water temperatures and reduced airflow, with 20% less chiller energy cited from its Best Practices Guide. That is a reported opportunity, not a guaranteed saving for every project. Confirm it with a calibrated airflow and temperature assessment after containment changes.

Set temperature and humidity for the actual equipment

Review temperature and humidity limits against the applicable ASHRAE thermal guidance and the server manufacturers’ requirements. DOE warns that excessively low temperature and unnecessarily narrow humidity bands increase chiller and cooling-tower demand. Decentralized humidity controls can also work against one another when zones respond to different sensors.

Do not copy a single temperature or humidity setpoint as a universal target. The allowable envelope depends on equipment class, altitude and other site conditions. Define alarm limits, sensor locations, calibration intervals and the response to a failed sensor as part of the controls specification.

Compare chiller performance at the loads you will actually run

Most data centers spend substantial time below design peak, so a chiller selected only on full-load efficiency can perform poorly over the year. Compare both full-load and part-load performance using the same test method and operating assumptions.

Use the applicable FEMP acquisition category

DOE FEMP’s Purchasing Energy-Efficient Electric Chillers guidance, updated October 2024, requires performance measurement under AHRI 550/590 procedures. It distinguishes applications optimized for full load from those optimized for part load and pairs each primary criterion with a complementary minimum in the other mode.

Air-cooled chiller category Capacity Full-load EER IPLV How to interpret it
Full-load optimized Below 150 tons 10.890 13.700 Federal procurement table criteria for the specified category.
Part-load optimized Below 150 tons 9.700 16.860 Federal procurement table criteria for the specified category.

These are FEMP guidance values for defined federal acquisition categories, not universal ratings or a direct promise of field performance. Use the current table for the exact chiller type and capacity under consideration. Confirm the entering and leaving water temperatures, condenser conditions, fan and pump energy boundaries, and whether controls alter the reported operating point.

Model annual operation, not just the nameplate

Ask each bidder for an annual model using the facility’s hourly load, weather file, water temperatures, redundancy sequence and control strategy. Check efficiency at the low loads where the plant will operate most often, the transition points where compressors cycle, and the design peak where capacity and resilience matter. Include pumps, condenser fans, cooling towers, dry coolers and controls in the energy boundary.

Evaluate lifecycle cost rather than purchase price alone. FEMP defines an efficient product as cost-effective when lifetime energy savings exceed the upfront premium. Recalculate any example with the project’s tariff, demand charges, climate, runtime, financing assumptions, maintenance costs and replacement schedule; an example based on different assumptions cannot be generalized to your site.

Choose heat rejection and economizer strategies for local conditions

Air-side economizing

An air-side economizer uses suitable outdoor air instead of mechanical cooling. Estimate the hours when outdoor temperature and humidity fall within the IT equipment’s permitted envelope. Then account for filtration pressure drop, fan energy, smoke and pollution events, corrosion risk and the controls needed to transition between economizer and mechanical modes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Air quality and humidity tolerance determine whether the theoretical economizer hours are usable. A climate with many cool hours may still require mechanical cooling during dusty, smoky or humid periods. Include filtration replacement, sensor calibration and bypass operation in the maintenance plan.

Water-side economizing

A water-side economizer uses a heat exchanger and heat-rejection equipment to bypass or unload the chiller when outdoor conditions permit. Compare the expected hours, approach temperatures, pump and tower energy, water treatment and control complexity. Verify that the heat exchanger, valves and pumps can deliver required temperatures during transition and partial operation.

Cooling towers and water management

Evaporative towers can reduce compressor energy but consume water through evaporation and blowdown. Review cycles of concentration, filtration, chemical treatment, drift controls and discharge requirements with the water-treatment specialist.

Report energy and water separately. A design that lowers kWh but increases exposure to water shortages may be a poor site decision, while a dry system that raises electrical demand may be preferable where water is scarce.

When direct liquid cooling makes sense

Understand what the liquid system cools

Direct liquid cooling captures heat at compatible IT components and transfers it through a recirculating loop. A coolant distribution unit (CDU) commonly separates or manages the technology loop and the facility loop. Depending on the design, the CDU can reject heat to chilled water, and computer-room air handlers (CRAHs) can continue cooling memory, power supplies, networking equipment and other residual room heat.

Liquid cooling is therefore a system choice, not a box that eliminates all air conditioning. Determine which components are liquid-ready, what fraction of the rack load remains air-cooled, and how the facility will serve mixed liquid- and air-cooled racks during migration.

Specify the complete liquid-cooling boundary

  • IT hardware compatibility, rack manifolds, quick disconnects and allowable supply and return temperatures.
  • Coolant type, water quality, loop chemistry, filtration and procedures for sampling and replenishment.
  • CDU capacity, pumps, heat exchangers, controls and monitoring points.
  • Leak detection, isolation valves, drainage, containment and response procedures.
  • Redundancy for pumps, CDUs, facility loops and power supplies.
  • Remaining CRAH or other room-air capacity for non-liquid heat and infiltration loads.
  • Service access, spare parts, technician training and vendor-independent operating procedures.
  • Downstream heat rejection, including chilled water, dry coolers, towers or heat-reuse equipment.

Interpret case-study metrics correctly

DOE reports a National Laboratory of the Rockies hybrid thermosyphon cooling installation with a PUE of 1.06 and WUE of 0.7. These are metrics for that named installation, not guaranteed results for another building. The same DOE discussion cautions that hybrid cooling can add control loops that must be maintained, operated and monitored under a detailed operations and maintenance plan.

Use the right performance metrics

Metric Definition or purpose Use it when
PUE Total facility energy divided by IT equipment energy. Comparing facility energy overhead and the effect of cooling, power and distribution systems.
WUE Site water use, in liters, divided by IT energy, in kWh. Water availability, cost, drought exposure or discharge is material.
ERE Energy reuse effectiveness, used to account for useful waste-heat recovery. The project will export heat to a building, process or district system.
CUE Carbon usage effectiveness, used to place energy consumption in an emissions context. Electricity-source emissions or carbon targets influence the decision.

State the boundary, meter locations and reporting period for every metric. A monthly PUE and an annual PUE answer different questions; neither reveals water risk unless WUE and the site-water boundary are reported as well.

Compare candidate designs on nine decision axes

Create a weighted scorecard rather than ranking equipment by one efficiency number.

A practical selection and procurement process

  1. Baseline the facility. Meter IT energy, cooling energy, pumps, fans, towers and water. Record rack inlet temperatures, humidity, supply and return temperatures, and load by hour where possible.
  2. Map the airflow. Document rack orientation, containment, bypass openings, recirculation and return paths. Correct obvious defects before recalculating cooling capacity.
  3. Define operating envelopes. Establish equipment-specific temperature and humidity limits, alarm actions, sensor locations and acceptable transitions between modes.
  4. Develop at least two system concepts. For example, compare a conventional chilled-water plant with an economizer-assisted or liquid-cooled hybrid arrangement. Keep the same IT load, availability and weather assumptions.
  5. Request comparable submittals. Require full- and part-load data, test standard, boundary conditions, auxiliary energy, sound, water use, turndown, redundancy and control sequences.
  6. Model annual performance. Include hourly load, weather, economizer operation, tower water, pump and fan energy, maintenance modes and future phases.
  7. Calculate lifecycle cost and risk. Use local tariffs, demand charges, water costs, labor rates, treatment, spares, expected life and financing. Add the cost of downtime or reduced capacity during maintenance where appropriate.
  8. Review maintainability with operators. Confirm access, isolation, startup and shutdown procedures, training, spare parts and who owns the controls sequence.
  9. Commission against functional tests. Test low-load operation, failure of a chiller or pump, sensor faults, economizer changeover, tower water controls, liquid-loop alarms and recovery after power events.
  10. Trend and tune after occupancy. Compare measured PUE, WUE, temperatures, valve positions, compressor staging and alarms with the model. Correct control hunting, simultaneous heating and cooling, excessive airflow and improper setpoints.

What an energy-efficient specification should require

  • Verified full- and part-load performance using the applicable AHRI 550/590 procedure and clearly stated boundary conditions.
  • Annual energy and water models using the project’s weather, IT load profile and operating schedule.
  • Defined PUE and WUE boundaries, with ERE and CUE calculations when heat reuse or emissions are decision factors.
  • Airflow, temperature and humidity requirements tied to the installed IT equipment and applicable thermal guidance.
  • Economizer enable, disable and transition sequences, including air-quality and humidity safeguards.
  • Water-treatment, cycles-of-concentration, filtration, blowdown and discharge requirements for evaporative systems.
  • Liquid-loop chemistry, leak detection, CDU controls, residual air cooling and service procedures where applicable.
  • Redundancy, maintainability, controls-network reliability, alarm priorities and manual fallback modes.
  • Commissioning scripts, trend-log points, acceptance thresholds and post-occupancy tuning responsibilities.

The most defensible choice is the design that meets the IT thermal envelope and availability target with the lowest modeled lifecycle burden, then demonstrates that performance through commissioning and ongoing measurement. Equipment efficiency matters, but airflow, controls, heat rejection, water strategy and operator capability determine how much of that efficiency the data center will realize.
