The safest way to choose cruelty-free makeup in the UK is to verify evidence at brand and product level, rather than trusting a bunny symbol or an old list. Start with a current third-party directory, read the program’s scope, then check the brand’s own policy for suppliers and markets. If avoiding animal-derived ingredients matters too, make a separate vegan check for the exact product: cruelty-free and vegan are different claims.
What “cruelty-free” means when you buy makeup in the UK
“Cruelty-free” is not one universal legal label. Shoppers usually use it to ask whether a company, its ingredient suppliers and the finished-product manufacturers avoid animal testing. The answer can vary according to the program or policy being used: some claims cover only a finished product, while others include raw materials, suppliers, contract manufacturers and sales in other markets.
UK cosmetics law gives you an important safety baseline, but it does not by itself answer every question about a company’s worldwide animal-testing policy. Government consumer guidance for Great Britain (England, Scotland and Wales) treats makeup as cosmetics. Before a cosmetic is supplied, it must be safe, assessed by a qualified professional, notified to the Office for Product Safety and Standards and labelled with required information such as its ingredients. Those requirements concern product safety and market access; they are not a complete certification of a company’s animal-testing practices.

UK REACH chemical rules add context rather than a brand verdict. Guidance for chemical registrants says vertebrate testing should be a last resort and that the reduction, refinement and replacement principles (the 3Rs) should be applied. A REACH-related test is not automatically a cosmetics test, and the guidance does not establish what a particular makeup company has done.
A reliable check before you buy
Use the following sequence for each brand and, when relevant, each product. It is more dependable than copying an undated “best cruelty-free brands” article or relying on a logo in a retailer photograph.
- Search a current certification directory. Look up the brand in the live directory operated by the certification or campaign organization. Record the listing date if shown. A logo on packaging or an old webpage can remain visible after a company’s status, ownership or product range changes.
- Read the program’s scope. Check whether the standard covers finished products, ingredients, suppliers, contract manufacturers, parent companies, subsidiaries and sales in markets where testing may be required. Do not assume that two bunny logos impose identical obligations.
- Read the brand’s current policy. Look for direct answers about ingredients, suppliers, finished products, future testing and every market in which the company sells. “We do not test on animals” without a scope or supplier explanation is weaker evidence than a detailed, dated policy.
- Check the exact product. Confirm that the item is currently sold in the UK and inspect its ingredient list and product-level vegan statement if that matters to you. A brand can sell compliant and non-vegan products side by side.
- Recheck close to checkout. Directory entries, ownership, formulas, packaging and UK stock change. Save a screenshot or note of the policy and listing date if you need an auditable record.
How the main evidence sources differ
| Evidence source | What it can tell you | What you still need to check |
|---|---|---|
| Current third-party certification or directory entry | An organization has assessed or recorded the company against its own published criteria. | The program’s current rules, coverage and date; whether the specific makeup product is included. |
| Detailed brand animal-testing policy | The company’s stated position on finished products, ingredients, suppliers, markets and future conduct. | Whether the statement is current, independently monitored and consistent with the directory entry. |
| A logo on packaging, retailer page or social post | Only that the logo or claim is being displayed. | Who owns the logo, whether the licence is current and what the symbol covers. |
| “Not tested on animals” with no further detail | A narrow company assertion. | Supplier testing, ingredient testing, other markets, parent-company scope and date. |
Leaping Bunny
Leaping Bunny is associated with the Coalition for Consumer Information on Cosmetics and Cruelty Free International. The licensing terms retrieved for this guide are from 2022 and refer to supplier monitoring. Treat that document as a description of the program at that time, not as proof that every present-day rule is unchanged. Search the current listing and read the current criteria before relying on the certification.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPETA’s cruelty-free and vegan markings
PETA’s UK directory available on 2 August 2025 says included companies provide an assurance about their own and suppliers’ testing and future conduct. Its legend distinguishes companies marked as vegan from companies licensing its cruelty-free bunny logo. That distinction is useful: even within one directory, cruelty-free and vegan are separate checks. The directory spans cosmetics, personal care and other household categories, so inclusion does not mean that every listed company is a makeup-only business or that every product it sells is vegan.
Why the programs are not interchangeable
Leaping Bunny and PETA are separate programs with their own application, monitoring and terminology. A brand’s presence in one is not evidence that it satisfies the other’s criteria. Compare the actual scope and current date instead of treating all bunny imagery as one standard.
Cruelty-free versus vegan makeup
Cruelty-free normally addresses animal testing. Vegan addresses ingredients and, depending on the program, other animal-derived materials. A product can therefore be cruelty-free but not vegan.

Animal Aid gives common animal-derived cosmetic ingredients as examples: carmine, beeswax, lanolin, keratin and shellac. Their presence or absence must be checked in the product formula; a cruelty-free directory entry does not remove that step. Ingredient names can also change when a formula is updated, so use the current package or product page.

What UK rules do—and do not—tell you
Great Britain product requirements
For makeup supplied in England, Scotland and Wales, the cited government guidance requires a safety assessment by a qualified professional, notification to the Office for Product Safety and Standards and specified label information, including ingredients. These requirements help you identify a legally supplied cosmetic and evaluate its formula, but they do not create a consumer-facing, worldwide cruelty-free certification.
The animal-testing prohibition and historic data
The Great Britain framework prohibits using animal testing on finished cosmetics, cosmetic ingredients or ingredient combinations to meet the regulation’s requirements. The official explanation that historic animal-testing data may still be used is important: “not tested to meet this regulation” is narrower than “no animal-testing data has ever existed anywhere in the supply chain.” Ask what a brand’s policy covers if that distinction affects your decision.
Northern Ireland needs separate care
The guidance described here is specifically for Great Britain. Do not silently present it as a complete statement of Northern Ireland’s arrangements. If you live in or are buying for Northern Ireland, check the rules and product information that apply there, as well as the brand’s own UK availability and policy.

Step 1: Define your product and budget
Write down the items you actually need—such as foundation, mascara, lipstick or brushes—and your budget per item. Availability is product-specific: a brand may have a strong policy but not stock your shade or formula in the UK.
Step 2: Screen directory entries
Search the current Leaping Bunny and PETA listings (or another established program you understand). Note the exact company name, any parent-company information, the program’s vegan marker and the listing date. Do not treat a category-wide directory as proof that every product from the company is vegan or that every item is currently stocked by UK retailers.
Step 3: Reconcile the brand policy
Open the brand’s own animal-testing policy and look for four answers:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Does the policy cover finished products?
- Does it cover ingredients and first-tier and indirect suppliers?
- Does it address sales or regulatory testing in every market?
- Does it state what the company will do in the future?
If a policy leaves one of these questions unanswered, record that limitation rather than filling the gap with an assumption.
Step 4: Verify vegan status per item
Check the exact shade or SKU, because different shades can use different ingredients. Look for a product-level vegan statement and scan the ingredient list for animal-derived materials. If the brand publishes only a general vegan range, confirm that your chosen item is in that range.
Step 5: Confirm UK purchasing practicality
Check current UK stock, shade availability, delivery area, returns and the product’s shelf life. The directory evidence does not establish present prices or stock, so do not present an old price or an overseas listing as a current UK option.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Step 6: Keep a date on your decision
Write down when you checked the directory, policy and product page. Revisit the checks before a repeat purchase, especially after a reformulation, acquisition, packaging change or move to a new retailer.
Example: interpreting a dated brand claim
Animal Aid’s guide, revised and updated in 2022, states that Lush does not test on animals and does not buy raw materials from companies involved in animal testing. The same guide notes that Lush did not carry Leaping Bunny certification and that it marked its vegan products. This is a dated statement from Animal Aid, not a current independent verification. If you consider the brand, check its present policy, current directory status and the individual product before buying. The example illustrates why a written policy, certification status and vegan product check should be recorded separately.

Trusting an undated list
Problem: A blog list may reflect an old ownership structure, formula or certification.
Fix: Use the list only to generate names, then verify the live directory, current policy and UK stock.
Equating a bunny logo with vegan ingredients
Problem: Animal-testing status says nothing by itself about carmine, beeswax, lanolin, keratin or shellac.

Assuming UK sale proves worldwide conduct
Problem: Great Britain’s legal restrictions address cosmetics placed on that market and regulatory requirements; they do not answer every question about activity in other markets.
Fix: Read the company’s market and supplier scope and ask the brand when the wording is unclear.
Treating all certifications as identical
Problem: Different programs use different definitions, monitoring and labels.
Fix: Read the current criteria for the specific program and note its date.
Assuming a whole brand is vegan
Problem: Many brands sell a mixture of vegan and non-vegan products.
Fix: Verify the exact shade or SKU every time.
Using marketplace search as verification
Problem: A search for “cruelty-free makeup” can return products without proving the seller’s policy, certification or formula.
Fix: Treat marketplace results as a way to locate a product, then independently check the brand and item evidence.
A quick decision checklist
- Is the brand in a current, identifiable certification directory?
- Do you know what that program covers and when the listing was checked?
- Does the brand policy address suppliers, ingredients, finished products and other markets?
- Is your exact product labelled vegan if you need vegan ingredients?
- Have you read the current ingredient list for the shade or SKU?
- Can you currently buy the item in the UK, and have you checked stock and returns?
- Will you recheck after a reformulation or before your next purchase?
How to handle an unclear claim
If a brand says only “we do not test on animals,” ask a precise question rather than arguing about a logo: “Does this policy cover finished products, every ingredient supplier and contract manufacturer, and sales in all markets? When was it last updated?” Keep the answer and date. If the company will not define its scope and no current third-party listing fills the gap, classify the evidence as unclear and choose a brand with a more transparent record.
This approach does not require you to declare a permanent winner. It gives you a repeatable decision for the product, market and date you care about, while allowing for changes in formulas, ownership, certification and UK availability.
