There is no universally best payment rail for an Indian fintech product. Choose by payment context, amount, completion path, settlement promise, risk controls, integration model, and the provider’s written commercial terms. In practice, many products use more than one rail: UPI for app-led instant payments, cards where card credentials and recurring mandates are central, and bank transfers for account funding, high-value movement, or workflows that need explicit bank settlement.
The decision should be made at the level of each user journey—not as a single company-wide choice. Define what the customer is paying, how much, when your ledger must be credited, what happens when a transaction is pending or reversed, and which regulated entity actually receives and settles the money.
Start with the payment context
Map every money movement before selecting a provider. A checkout purchase, a wallet top-up, a supplier payout, and a recurring subscription have different requirements even when they appear in the same app.

| Context | Primary design question | Rails to evaluate first |
|---|---|---|
| Person-to-person transfer | Can both parties authenticate and receive funds through a supported account journey? | UPI or IMPS; evaluate NEFT where batch timing is acceptable |
| Merchant checkout | Which payment path gives the intended users an accepted instrument and a clear confirmation state? | UPI and cards, with bank transfer as an additional option for suitable amounts |
| Account funding | How will you identify the payer, match the credit to the correct account, and handle an unmatched transfer? | UPI, IMPS, NEFT, or RTGS according to amount and timing |
| Bill or recurring payment | Can the customer create, modify, revoke, and authenticate a mandate, and how will failures be retried? | UPI recurring capability or card e-mandate, subject to the applicable rules and provider support |
| High-value disbursement | What minimum, maximum, finality, and beneficiary-verification controls apply? | RTGS, IMPS, or NEFT, depending on value and urgency |
| Refund or return | Can you trace the original transaction and communicate the expected credit date? | The original rail or a documented alternative with reliable reconciliation |
Write a separate service-level objective for authorization, ledger posting, beneficiary credit, and customer notification. “Instant” at authorization does not automatically mean that your internal reconciliation or the recipient’s bank statement is complete.

What each rail actually does
UPI: instant account-to-account payments
NPCI defines Unified Payments Interface as an instant payment system that enables transfers between parties’ bank accounts. It is built on IMPS infrastructure and supports merchant payments as well as account- and app-based journeys. Users register with a participating payment service provider (PSP), link eligible bank accounts, and authenticate with a UPI PIN. For supported transfers, NPCI’s FAQ says beneficiary registration is not required. The same FAQ describes pull payments and simplified merchant-payment flows among UPI’s distinctions from IMPS.
Design the customer experience around the user’s bank-app or PSP authentication path. A payment that has been initiated cannot be stopped through the customer flow described in the NPCI FAQ, so your product needs a clear confirmation screen, duplicate-submission protection, and a documented process for pending, failed, or incorrectly addressed payments.
NPCI’s published normal UPI limit is up to ₹1 lakh per transaction. The FAQ lists up to ₹2 lakh for some categories, including capital markets, collections, insurance, and foreign inward remittances, and up to ₹5 lakh for IPO and Retail Direct Scheme transactions. These are published ceilings, not a promise that every bank, app, merchant category, or implementation permits the maximum. Confirm the live bank, category, and PSP rules before setting product limits or promising a payment amount.
UPI has substantial activity in some merchant categories. NPCI’s August 2025 merchant-category table reports 3,129.40 million grocery and supermarket UPI transactions. That is a single month’s category activity, not a forecast of your product’s adoption, acceptance, or conversion.
Cards: instrument-based authorization and mandates
Cards can be relevant when customers already hold a debit, credit, or prepaid card, when a product needs a card-specific journey, or when a recurring arrangement is designed around card e-mandates. The material available for this comparison does not establish a current, harmonized benchmark for card authorization rates, settlement time, chargebacks, acceptance, or fees against UPI. Treat those as provider- and configuration-specific questions.
RBI’s card e-mandate framework permits recurring transactions on debit, credit, and prepaid cards subject to required authentication at registration, modification, revocation, and the first transaction, with conditions applying to subsequent transactions. Thresholds, amendment dates, and implementation details must be checked against the current RBI directions and your provider’s implementation. Your mandate service should store consent metadata, schedule, amount rules, revocation state, and every attempt outcome.

For card data, RBI payment-aggregator and payment-gateway material says gateways and aggregators must not store card credentials in their database or on merchant-accessible servers. Use the provider’s approved tokenization or hosted collection flow, document where sensitive data is handled, and obtain a compliance review before production.
RTGS: real-time, gross settlement
RBI describes Real Time Gross Settlement as transaction-by-transaction processing, with each instruction settled individually in RBI’s books. RTGS payments are final and irrevocable. The service is available 24x7x365, has a ₹2 lakh minimum, and has no maximum amount ceiling set by RBI. Banks can impose their own operational controls and customer terms, so validate beneficiary rules, cut-off-independent processing, and bank-level limits with the institution you use.
RTGS is a strong candidate when a product must move at least ₹2 lakh and needs real-time settlement rather than a batch schedule. It is not a substitute for a low-value checkout rail: enforce the minimum before creating an instruction and show the customer why a different option is required for a smaller amount.
NEFT: scheduled half-hourly settlement
RBI’s National Electronic Funds Transfer system runs in 48 half-hourly batches every day, including holidays. RBI says the beneficiary bank should credit the account or return the transaction within two hours after settlement of the relevant batch and send positive confirmation for credits. The RBI access FAQ states no floor or ceiling amount.
NEFT suits flows where a short, defined processing window is acceptable and where a bank-transfer record is useful for reconciliation. Your status model should distinguish “accepted for batch,” “settled,” “credited,” “returned,” and “unknown”; do not display a successful payment merely because your request entered a batch.

IMPS: instant, round-the-clock bank transfer
NPCI describes Immediate Payment Service as a real-time service available around the clock, including holidays, and offered through banks and RBI-authorized prepaid payment instrument issuers. Its product page states a ₹5 lakh per-transaction limit for channels other than SMS and IVR, while directing customers to their bank for details. Bank-specific limits, channels, beneficiary controls, and availability still apply.

IMPS is useful when the customer needs an immediate bank transfer and the amount fits the applicable limit. It can be a fallback for account-funding or payout journeys, but your product must reconcile the bank reference and handle delayed confirmations rather than assuming that a real-time network always produces an immediate callback.
Compare the rails with one decision matrix
Score each candidate for the exact journey instead of assigning a permanent rank. The following matrix captures the questions your product and compliance teams should answer.
| Dimension | UPI | Cards | Bank transfers |
|---|---|---|---|
| Customer access | Participating PSP registration, linked bank account, and UPI PIN | Eligible card, card-entry or tokenized collection flow, and required authentication | Bank account and the channel supported by the customer’s bank |
| Typical completion path | App or merchant flow followed by bank/PSP authentication | Card authorization, with any required authentication and provider callback | Instruction submission followed by RTGS settlement, NEFT batch processing, or IMPS processing |
| Amount constraints | Published normal ceiling up to ₹1 lakh; higher category ceilings exist, subject to live rules | Not established as a comparable universal ceiling in the supplied official material; confirm issuer, acquirer, and provider limits | RTGS minimum ₹2 lakh; NEFT has no RBI floor or ceiling; IMPS page states ₹5 lakh for most channels |
| Settlement characteristic | Instant payment system, but bank and provider status events still need reconciliation | Authorization and settlement stages must be modeled separately | RTGS is real-time and gross; NEFT is batch-based; IMPS is real-time |
| Reversal or dispute handling | Initiated payment cannot be stopped through the described customer flow; define return and complaint handling | Chargeback and dispute responsibilities depend on the parties and contract | RTGS is final and irrevocable; return, credit, and exception procedures depend on the rail and bank |
| Credential obligations | Use the approved PSP and authentication flow | Do not store card credentials in prohibited merchant-accessible systems; use compliant tokenization or hosted collection | Protect account, beneficiary, and reconciliation data and follow the provider’s controls |
| Commercial evidence needed | Current PSP, bank, gateway, settlement, refund, and support terms | Acquirer, gateway, processor, network, settlement, refund, and dispute terms | Bank or provider transaction, settlement, return, and support terms |
The matrix deliberately does not label one rail “cheapest” or “highest-converting.” The available official material does not provide a current apples-to-apples comparison of UPI, card, and transfer fees, authorization success, conversion, or dispute rates.
Choose by amount and timing
Low- and medium-value checkout
Start with UPI and cards when your users need a consumer checkout. UPI is appropriate for an account-linked, app-led flow within the customer’s live limit. Cards are relevant when the user wants to pay with a card or when the product’s mandate design depends on card e-mandates. Keep the payment state asynchronous: create an attempt, wait for a trusted provider result, verify the amount and order identifier, then post to your ledger.
Amounts below ₹2 lakh that need bank-account movement
Evaluate IMPS for an instant route and NEFT when half-hourly processing is acceptable. Do not route a sub-₹2 lakh transaction to RTGS because RBI’s stated minimum applies. For each option, expose the expected status progression and the consequence of a return.
Transactions of ₹2 lakh or more
RTGS becomes eligible because of its ₹2 lakh minimum and 24x7x365 availability. Compare it with IMPS where the amount is within the applicable bank and channel limit, and with NEFT where batch timing is acceptable. For disbursements, add beneficiary verification, dual approval where appropriate, and a hold state until the bank reference is reconciled.

Recurring collection
Decide whether the user’s mandate should be UPI-based, card-based, or another permitted mechanism. For cards, implement the required authentication and lifecycle events for registration, changes, revocation, and the first transaction. For every recurring rail, retain consent evidence, notify the customer before collection where required, and make cancellation effective in your scheduler rather than only in the interface.

Model states, not just success and failure
Use explicit states such as created, awaiting-authentication, submitted, pending, authorized, settled, credited, failed, returned, refunded, and disputed. Store the provider transaction ID, bank reference or UTR where supplied, rail, amount, currency, timestamps, beneficiary or merchant account, and the exact response code. Make state transitions idempotent so a repeated callback cannot double-credit an account.
Separate customer confirmation from financial finality
A customer-facing “payment submitted” message should not be the same as “funds are available.” Define which event permits product access, which event posts settled funds, and which event triggers a refund or manual review. For NEFT, retain the relevant batch and credit-or-return deadline. For RTGS, record the final and irrevocable settlement result. For UPI and IMPS, reconcile callback data with the provider or bank statement rather than trusting a client-side redirect.
Plan reconciliation and exception queues
- Match every provider record to one internal payment intent and one ledger entry.
- Detect duplicate callbacks, amount mismatches, expired attempts, and credits without a known order.
- Produce a daily control report for submitted, settled, returned, refunded, and unresolved transactions.
- Give operations a safe replay or investigation tool that cannot create a second financial posting.
- Define escalation ownership for provider outages, bank delays, customer complaints, and suspected fraud.
Regulatory and contracting questions
RBI describes RTGS and NEFT as centralised payment systems. Its guidance says direct non-bank access is conditional on requirements that include authorization, Indian incorporation, net worth, central processing, technical and cyber readiness, data-storage compliance, and adherence to system rules. The cited guidance is from 2021, so verify the current criteria. Many fintechs will instead contract with a regulated bank or payment provider; document whether that party is the account holder, payment system participant, aggregator, gateway, settlement agent, or another role.
Before signing, obtain written answers to these questions:
Recommended Free Tools
- Which regulated entity receives customer funds and which entity settles them to your account?
- Which payment flows, categories, currencies, channels, and transaction limits are supported?
- What are the authorization, settlement, refund, return, chargeback, and dispute timelines?
- Which identifiers appear in callbacks, statements, exports, and customer receipts?
- Where are credentials and other payment data processed, stored, retained, and deleted?
- What service levels, maintenance windows, outage notices, and escalation paths apply?
- How are taxes, provider fees, bank charges, refunds, and disputed amounts invoiced or netted?
- What audit rights, incident-notification duties, and subcontractor disclosures are included?
Do not rely on a generic claim such as “UPI is free” or “cards cost a fixed percentage.” The actual quote must include acquiring or gateway charges, bank fees, taxes, settlement timing, support, refunds, disputes, and any permitted customer-fee disclosure. RBI material also says applicable convenience fees must be shown before payment.

Build a rollout plan that limits financial risk
- Inventory the journeys. Record payer, payee, amount range, frequency, required availability, and the event that unlocks the product benefit.
- Set rail eligibility rules. Encode UPI category and bank limits, the RTGS minimum, provider and bank IMPS limits, and any card or acquirer restrictions.
- Select the contracting model. Confirm whether you integrate directly with an eligible participant or through a regulated partner, and identify who owns settlement and customer support.
- Implement a common payment abstraction. Keep rail-specific fields and callbacks behind one interface while preserving the original provider evidence for audit.
- Test adverse states. Simulate timeouts, duplicate callbacks, partial outages, delayed NEFT batches, returned transfers, revoked mandates, mismatched amounts, and refund failures.
- Reconcile in a controlled pilot. Compare provider reports, bank statements, and your ledger before widening limits or enabling automatic fulfilment.
- Monitor by rail. Track initiation, authentication, authorization, settlement, pending age, returns, refunds, disputes, and support contacts separately.
- Review limits and rules regularly. Banks, PSPs, providers, RBI directions, and NPCI category rules can change; make limit configuration versioned and auditable.
Common design mistakes and how to correct them
Choosing one rail for every journey
A single integration may look simpler but can force customers into an unsuitable limit, authentication path, or settlement schedule. Use a routing policy that selects eligible rails by context and gives the user a clear alternative when the preferred option is unavailable.
Promising instant access before settlement
Authorization, provider acceptance, bank credit, and your ledger posting are separate events. Gate access to money-sensitive features on the event your risk policy actually accepts, and show a pending state when evidence is incomplete.
Hard-coding published maximums
NPCI’s UPI figures and the IMPS page’s limit do not guarantee that every bank, app, category, or channel supports those values. Keep limits configurable by rail, bank, category, channel, and effective date, with a lower product safety ceiling where necessary.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIgnoring irreversible or difficult-to-reverse actions
The NPCI UPI FAQ says an initiated payment cannot be stopped through the described customer flow, and RBI describes RTGS transfers as final and irrevocable. Add confirmation, beneficiary review, velocity controls, and a clearly staffed exception process before initiation.
Storing sensitive card data for convenience
Do not place card credentials in your own database or merchant-accessible servers when the RBI payment-aggregator and gateway requirements prohibit it. Use the compliant collection and tokenization pattern offered by your provider and document the data flow.
A practical selection rule
Use UPI when the journey is an account-linked payment or collection, the customer can complete PSP authentication, and the amount fits the live UPI rules. Use cards when card acceptance or a card e-mandate is central and your tokenization, authentication, and dispute model are ready. Use IMPS for eligible urgent bank transfers, NEFT when half-hourly batches satisfy the promise, and RTGS for real-time gross settlement at or above ₹2 lakh. Where no single rail meets every requirement, offer a deliberate combination and make the status, limits, fees, and recovery path visible to the customer.
