There is no universally best choice among Azure, AWS, and Google Cloud. The right provider is the one that meets your workload’s mandatory compliance, data-location, service, performance, recovery, cost, migration, and operating requirements under the assumptions you can verify. Start with the workload and its constraints, then eliminate providers or regions that fail a hard requirement, model equivalent architectures, test the finalists, and account for the people and processes required to run the result.
Official guidance from all three providers supports this requirements-first method, but it does not establish a neutral ranking for an unspecified application. A decision made from brand familiarity, a service-name mapping, or a headline price can fail when regional availability, data transfer, resilience, licensing, or migration work is included.
What you are actually choosing
A cloud-provider decision is not a vote for a logo. It is a choice of a specific architecture, in specific regions, operated by a specific team, at a specific usage level and resilience target. “Which cloud is best?” becomes answerable only after those variables are defined.
For an existing system, the choice also includes a transition path. Microsoft’s migration guidance describes three useful strategy categories: rehost (move with little or no code change), replatform (make limited changes to use managed services), and refactor (restructure the application to improve qualities such as performance or maintainability). Those categories describe the amount of change you want, not a promise that one provider is always easier to migrate to. See Microsoft’s strategy guidance and the broader migration overview.

The practical outcome should be a documented decision that another engineer can reproduce: requirements, assumptions, candidate regions and services, test results, cost model, migration plan, and day-two operating responsibilities.
1. Define the workload before comparing providers
Pricing pages and feature catalogs are poor starting points because they encourage comparisons before you know what must be delivered. Build a workload inventory first. Microsoft’s assessment guidance recommends capturing the components, dependencies, metrics, compliance needs, reliability targets, and team readiness that determine right-sizing and migration order.
Inventory the technical shape
- Current platform and architecture, including virtual machines, containers, serverless components, and external services.
- Compute requirements: processor type, memory, operating system, licensing model, normal utilization, and peak utilization.
- Storage type and capacity, growth rate, retention, backup method, encryption requirements, and disk I/O.
- Network throughput, inbound and outbound traffic, latency-sensitive paths, and expected peak concurrency.
- Database engines and versions, extensions, replication, transaction volume, connection limits, and backup or restore behavior.
- Integrations such as identity providers, payment systems, message queues, monitoring platforms, and partner APIs.
- Special hardware, including GPUs, high-memory instances, accelerators, or dedicated hosts.
- Performance targets: response-time percentiles, throughput, startup time, scaling time, and maximum acceptable queueing.
Measure both ordinary and peak behavior rather than relying on a single average. Capture the time period and method for every measurement; a monthly average can hide a short but decisive concurrency spike.
Separate hard constraints from preferences
Write two lists. Hard constraints eliminate a candidate if they cannot be met. Preferences influence the score only after the candidate remains viable.
- Data-residency and sovereignty rules, including where primary data, backups, logs, and disaster-recovery copies may be stored.
- Required standards, contractual controls, audit evidence, encryption, key ownership, and access-management conditions.
- Supported operating systems, database engines, runtime versions, commercial software, and hardware features.
- Service-level requirements, recovery point objective (RPO), recovery time objective (RTO), maintenance windows, and acceptable downtime.
- Required regions, user geographies, network paths, and restrictions on cross-border transfer.
- Migration deadlines, cutover limits, rollback requirements, and approved changes to application code.
Check each requirement against the exact service, configuration, and region. A provider-level compliance statement does not prove that your chosen database tier, backup location, identity configuration, or network design satisfies your organization’s obligations.
2. Shortlist regions and services, not just providers
After documenting constraints, remove provider-region-service combinations that cannot meet them. Region selection affects latency, price, sustainability, service availability, and the locations available for failover. AWS specifically advises checking compliance, service availability, regional cost, network latency, and sustainability when selecting a region; Google Cloud notes that residency rules can constrain failover-region choices and recovery objectives; Azure’s assessment guidance ties compliance to region selection, data protection, service availability, and architecture.
Verify regional availability
For each candidate, record the primary region and at least one recovery option. Confirm that every required service and feature is offered in those regions, not merely somewhere in the provider’s global catalog. Check quotas, availability zones or equivalent failure domains, GPU or specialized-hardware capacity, database versions, and private-connectivity options.

Geography has two separate effects. First, it determines user-facing latency and the path between application components. Second, it determines legal and operational boundaries for data and backups. A region that is close to users may not be eligible for regulated data; a compliant region may make cross-region replication or failover more expensive or slower.
Compare capabilities, not service names
A mapping such as “virtual machine to virtual machine” or “managed database to managed database” is only a starting hypothesis. Compare the actual features your workload uses: failover behavior, maintenance controls, extensions, throughput limits, connection handling, observability, identity integration, import and export paths, and operational responsibility.
Microsoft’s migration material is useful for identifying Azure counterparts, but it is Microsoft-authored guidance about migration to Azure rather than an independent comparison of all three providers. Treat every mapping as something to validate in documentation and a proof of concept.
3. Build a like-for-like cost model
“Which cloud is cheapest?” has no reliable provider-wide answer. The result changes with region, architecture, uptime, storage class, backup retention, redundancy, data transfer, licensing, discounts, and support. Build one workload-specific model and apply identical assumptions to every finalist.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Include the complete workload cost
- Compute, memory, operating-system or commercial-software licenses, and autoscaling headroom.
- Managed databases, caches, queues, containers, serverless invocations, and other platform services.
- Block, object, file, and backup storage, including snapshots, replication, and retention.
- Network ingress and egress, inter-region replication, private connectivity, load balancing, and content delivery.
- Observability: metrics, logs, traces, retention, alerting, and security monitoring.
- Support plans, governance tooling, security controls, and required third-party licenses.
- Migration labor, data movement, temporary parallel environments, testing, cutover, and rollback capacity.
- Staff effort for operations, incident response, patching, upgrades, capacity management, and cost governance.
Use the same traffic pattern, uptime, storage growth, backup policy, redundancy, and recovery design in each estimate. Apply your actual contract or negotiated terms rather than assuming public list prices. Azure Migrate assessments can estimate resource costs and allow a pay-as-you-go or Enterprise Agreement offer to be selected; AWS regional guidance directs users to calculate regional workload costs. These tools support a current estimate for your workload, not a permanent claim about which provider is cheapest.
Document assumptions and sensitivity
Keep a versioned sheet or model that records region, service tier, utilization, committed-use assumptions, data-transfer volume, retention, and exchange-rate assumptions. Recalculate when architecture, usage, prices, service availability, or contract terms change. Test sensitivity to the variables most likely to move the result, such as egress, database throughput, backup retention, and idle capacity.
A low monthly estimate is not a saving if it omits the recovery environment, support plan, observability, licenses, or the engineers needed to operate a more complex design.

4. Test performance and reliability with your workload
Provider-wide benchmark claims are not a substitute for testing the application you intend to run. The official AWS and Google Cloud frameworks treat performance and reliability as workload-design dimensions, and the guidance reviewed does not provide an independent benchmark running the same application on all three providers.

- Choose equivalent architectures and regions for each finalist.
- Load realistic data volumes, indexes, cache states, message sizes, and user geographies.
- Replay normal traffic and the measured peak, including bursts and concurrent sessions.
- Record latency percentiles, throughput, error rates, scaling time, resource utilization, and cost during the test.
- Repeat tests after configuration changes and preserve the workload shape, dataset version, and test date.
Do not compare a heavily optimized design in one provider with a default configuration in another. Record every material setting so another team can reproduce the result.
Test failure and recovery, not only speed
Reliability is an achieved outcome of architecture and operations. Test zone or node loss, dependency failure, database failover, credential or network faults, backup restoration, and a complete regional recovery when the business requires it. Measure the actual RPO and RTO achieved, the manual steps involved, and the cost of keeping the recovery environment ready.
For geographically distributed or regulated systems, validate both the primary and recovery locations. A recovery region that violates residency rules is not a valid recovery plan. Google Cloud’s framework explicitly connects residency requirements with failover choices and recovery objectives; Azure guidance likewise treats compliance, data protection, and reliability requirements as architecture inputs.
5. Account for migration effort and operational readiness
The migration bill includes more than moving compute. Map identity, networking, DNS, certificates, databases, integrations, secrets, monitoring, licensing, data transfer, testing, cutover, and rollback. Baseline dependencies and current service levels before changing anything.
Choose a transition strategy deliberately
- Rehost: Move with little or no code change. This can shorten the initial move, but existing operating-system, licensing, and scaling constraints may remain.
- Replatform: Make limited changes to use managed databases, containers, or other platform services. This can reduce operational work while preserving much of the application design.
- Refactor: Restructure code and architecture to improve qualities such as performance or maintainability. This can unlock more platform capabilities, but it increases testing, sequencing, and change-management demands.
Select the strategy from the business driver, workload complexity, deadline, tolerance for change, and desired time-to-value. A low-change migration may be appropriate for a data-center exit; a modernization program may justify refactoring a high-value service. Do not assume that the same strategy should be used for every component.
Plan the migration in stages
- Discover: Inventory components, owners, dependencies, data flows, licenses, and current performance.
- Assess: Check compliance, service and region fit, RPO/RTO, capacity, and team readiness.
- Design: Define identity, network segmentation, observability, backup, recovery, and security controls before production cutover.
- Pilot: Move a representative but bounded workload; validate performance, operations, and rollback.
- Migrate: Transfer data, synchronize changes, execute the cutover runbook, and monitor the agreed success criteria.
- Stabilize: Remove temporary migration infrastructure, tune capacity, verify backups and recovery, and hand over ownership.
Include a rollback path with a clear decision deadline. A migration is not complete when the application starts; it is complete when the target team can operate it, recover it, patch it, and control its cost.

Measure team capability
List the skills required for the target architecture: identity and access management, networking, infrastructure automation, databases, security, observability, incident response, backup and recovery, and financial governance. Compare those needs with the team’s current tools, on-call coverage, training time, and hiring plan.
A technically attractive managed service can be a poor choice if nobody can monitor its limits, diagnose failures, or perform a restore. Conversely, a familiar virtual-machine design may carry more patching and capacity work than its initial migration estimate suggests. AWS and Google Cloud place operational excellence among their framework pillars, while Microsoft’s assessment guidance calls for evaluating team readiness alongside dependencies and requirements.
Use a consistent comparison framework
The following axes turn a vague provider debate into evidence you can collect. The weights should come from your organization’s goals; the official frameworks do not prescribe a neutral universal scoring formula.
| Axis | Evidence to collect for each candidate | How it informs the decision |
|---|---|---|
| Compliance and data location | Required standards, eligible services, exact regions, primary and backup locations, encryption and audit controls | Eliminate candidates that cannot meet a hard obligation |
| Service fit | Required features, limits, database and runtime support, integrations, quotas, and operational responsibilities | Avoid choosing on product-name similarity alone |
| Performance | Representative load tests, latency by user geography, throughput, scaling behavior, and error rates | Select only after measuring the actual workload |
| Reliability | Failure design, availability needs, recovery plan, RPO/RTO, restoration tests, and manual work | Compare achieved recovery outcomes and operating burden |
| Cost | Equivalent usage, region, resilience, transfer, licenses, support, discounts, migration, and staff effort | Compare total workload cost using current rates and contracts |
| Migration effort | Dependencies, code changes, data movement, downtime, testing, cutover, and rollback | Estimate risk, schedule, and time-to-value |
| Team capability | Skills, automation, on-call processes, governance, security, and cost-management practices | Reflect the practical cost of running the architecture |
| Sustainability | Region and workload design measured with the organization’s chosen method | Compare candidates when sustainability is an explicit goal |
These dimensions align with the six pillars in the AWS Well-Architected Migration Lens, the Google Cloud Well-Architected Framework, and Microsoft’s workload-assessment guidance. They are compatible lenses, not evidence that the providers deliver identical services or outcomes.

Common decision traps and how to avoid them
Choosing from reputation
A broad reputation for scale, enterprise integration, analytics, or developer friendliness does not prove fit for your application. Convert the claimed advantage into a measurable requirement and test it.
Comparing list prices only
List prices can hide different instance sizes, utilization assumptions, data-transfer paths, backup policies, or resilience levels. Rebuild the model with identical inputs and your actual commercial terms.

Ignoring the recovery region
A primary design may look compliant and inexpensive until a recovery location, replication link, or backup retention policy is added. Evaluate the full recovery topology before approving the architecture.
Underestimating identity and dependencies
Applications often depend on directory groups, certificates, DNS, secrets, monitoring agents, licensing servers, and partner allowlists. Missing one dependency can turn a short migration into an outage or force an emergency redesign.
Treating migration completion as the finish line
After cutover, verify alerting, patching, access reviews, backup restoration, incident procedures, capacity limits, and cost controls. Assign named owners for each operational capability.

How to use provider frameworks responsibly
Use the official frameworks as checklists for questions, not as independent rankings. AWS’s material supplies architecture pillars and region-selection considerations. Google Cloud’s framework supplies corresponding architecture dimensions and discusses workload applicability and residency-related recovery choices. Microsoft’s material focuses on assessing and migrating workloads to Azure, including inventory, dependencies, migration strategies, and cost-estimation options.
Because each source is provider-authored, it naturally explains that provider’s terminology and services. Cross-check the same requirement in the other candidates’ documentation, then confirm it with a workload test, a contract review, or an operational exercise where appropriate.
What a defensible final recommendation contains
Your recommendation should name the selected provider, regions, services, migration strategy, and operating model for the defined workload—not declare a permanent winner. Attach:
- The workload inventory and dependency map.
- Hard constraints and the evidence that each one is satisfied.
- Architecture diagrams for the finalists and the selected design.
- Cost assumptions, current estimates, sensitivity cases, and contract terms.
- Performance, failure, backup-restore, and recovery-test results.
- Migration phases, cutover criteria, rollback procedure, and owners.
- Skills, tooling, on-call, governance, security, and cost-management requirements.
- Assumptions that could change the decision and the date for reassessment.
That record makes the choice explainable and revisable. It also prevents a temporary price, a generic benchmark, or a provider marketing claim from silently becoming an architectural commitment.

Bottom line
Choose between Azure, AWS, and Google Cloud by matching a defined workload to verified regions, services, performance, recovery, cost, migration effort, and team capability. Eliminate hard-constraint failures first, compare equivalent designs second, and use representative tests and current commercial assumptions before committing. The provider that wins for one workload may lose for another; the reliable answer is the one supported by your requirements and evidence.
