Choose an Oblivious HTTP (OHTTP) relay and gateway only after confirming that your requests are independent enough to benefit from unlinkability. Then evaluate the separation between operators, what each component can observe, HTTPS on both protocol legs, client configuration, public-key distribution and rotation, implementation maturity, latency, logging and retention, and operational ownership.
OHTTP is not a generic proxy switch. The relay and gateway must explicitly support the protocol, and your application must avoid state or identifying content that reconnects requests to a user.
What OHTTP separates—and what it does not
RFC 9458, published by the IETF in January 2024, defines Oblivious HTTP as a way to forward encrypted HTTP messages through two roles. The client encrypts a request for an OHTTP gateway. An OHTTP relay forwards that encapsulated message without reading the application request. The gateway decrypts the message and sends the request to the intended application service.

- The relay can observe the connection and routing information needed to forward traffic, but it is not supposed to see the plaintext application request.
- The gateway can read the request and response and handle the application exchange, but the OHTTP path does not provide it with the client IP address.
- Both the client-to-relay and relay-to-gateway legs use HTTPS in the security model described by the standard.
- Traffic analysis, timing, message sizes, and identifying information in requests or responses can still enable correlation.
- Cookies, authentication state, account identifiers, device identifiers, or other persistent values can undermine unlinkability even when the transport-layer identity is separated.
Consequently, the right question is not “Which proxy is fastest?” It is “Can this application use a deliberately separated relay and gateway without putting the user’s identity back into the request?”
Understand the four parties in an OHTTP deployment
| Component | Primary responsibility | Information it is intended to see | Important boundary |
|---|---|---|---|
| Client | Builds the HTTP request, encrypts it to the gateway, and sends it through the configured relay | The gateway identity, target context, gateway public-key configuration, and relay URI | Must use current configuration and avoid putting unnecessary identifying state into the request |
| Relay | Accepts the client connection and forwards the encapsulated message to the gateway | Connection and routing metadata, including the client network address | Should not be able to read the plaintext application request |
| Gateway | Decrypts the OHTTP message and makes the application request to the intended service | Plaintext request and response content, plus the relay-side connection details | Does not receive the client IP through the OHTTP path, but can correlate content if the application includes identifiers |
| Origin or application service | Processes the request and returns the application response | Whatever the gateway forwards as application content | Can still recognize a client if application-level identifiers or behavior make requests linkable |
The standard uses a one-to-one mapping between relay and gateway resources. A client therefore needs a coherent configuration, not just a relay address: it needs to know which gateway it is targeting, which target context is allowed, the gateway’s HPKE public-key configuration, and the relay identity or URI.
First decide whether OHTTP fits the application
Good candidates
OHTTP is most useful when requests can stand alone and the privacy benefit is worth adding another network hop and cryptographic processing. Examples include telemetry-style submissions, public-content lookups, measurement uploads, or other operations where the server needs the content but does not need a long-lived user session.
Outdated Drivers Are Slowing You Down

A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11“Stateless” does not mean the server cannot validate a request. It means the request should not depend on a reusable client identity that follows the user across calls. Design each operation so the gateway can process it without a cookie jar, a persistent login session, or a stable device token.
Warning signs that require redesign
- Requests require cookies that identify a browser or account.
- The server expects a bearer token or authentication credential to persist across many calls.
- The request body or response contains a stable identifier that the origin can use to join events.
- The application requires the gateway to make decisions based on a client’s prior OHTTP requests.
- The service needs the source IP for authorization, fraud scoring, geofencing, or abuse controls.
These requirements do not automatically make OHTTP impossible, but they reduce or eliminate the unlinkability benefit. Separate the privacy-sensitive operation from the stateful part of the product, or make the identifying information one-time and narrowly scoped. Document exactly what the gateway and origin must know before choosing infrastructure.
Set a realistic privacy statement
Do not describe OHTTP as making users anonymous in every respect. A precise statement is that OHTTP separates the network identity observed by the relay from the plaintext request observed by the gateway, subject to the application, operator, and traffic-analysis assumptions in RFC 9458.
Evaluate trust and operator separation
The protocol’s privacy objective depends on separating the relay operator from the gateway operator. If one organization controls both, it can potentially combine connection metadata with plaintext requests, defeating the principal trust split. Independent operation does not guarantee good governance, but it prevents a single ordinary operator from receiving both views by default.

Ask these questions about each candidate
- Who legally and operationally runs the relay?
- Who runs the gateway and the application origin?
- Can either operator obtain the other component’s logs or production credentials?
- Are support staff, incident responders, and administrators separated in practice?
- What metadata is logged, for how long, and under what access controls?
- Can the relay operator change the forwarding destination without the gateway owner’s approval?
- What happens if one operator is compelled to disclose data or suffers a breach?
Review incentives and governance as well as technical diagrams. A nominally separate relay hosted in the same administrative account, with shared logging and shared privileged personnel, may provide less practical separation than the architecture suggests.

HTTPS is required on both legs
Verify HTTPS from client to relay and from relay to gateway. A candidate that protects only one leg does not match the security model described by RFC 9458. Confirm certificate management, hostname validation, supported TLS versions, and behavior during certificate renewal or a temporary gateway outage.
Confirm message and target support
Ask whether the implementation supports the HTTP methods, headers, content types, response handling, and target contexts your application needs. The gateway should be restricted to intended resources; an unrestricted forwarding service can become an abuse channel or expose internal destinations.
Ensure the client configuration identifies the correct gateway and target context and contains the relay URI expected by the implementation. A syntactically valid relay address is not enough if it maps to a different gateway resource or key configuration.
Inspect the cryptographic implementation
Document the HPKE mode and cipher suites supported by the client and gateway, how configurations are authenticated, and how failures are reported. Confirm that the implementation is maintained, has a security review appropriate to your risk, and has a process for vulnerability fixes.
Do not infer general OHTTP capabilities from one implementation. For example, Cloudflare’s sample Go gateway repository documents support for DHKEM(X25519, HKDF-SHA256), HKDF-SHA256, and AES-128-GCM. Those are details of that reference implementation, not a requirement that every OHTTP gateway use that exact suite.
Plan key distribution and rotation before deployment
The client needs a current gateway public-key configuration. Treat that configuration as production security material: define how clients obtain it, how they verify authenticity, how long they cache it, and what they do when it expires or no longer works.
- Establish the gateway identity. Record the expected gateway name, target context, and configuration endpoint or distribution mechanism.
- Protect configuration delivery. Use an authenticated channel and prevent an intermediary from substituting a different gateway key.
- Define cache behavior. Set an explicit refresh interval and a bounded fallback period for temporary configuration-service failures.
- Specify rollover. Decide whether clients can hold two valid configurations during a transition and how old keys are retired.
- Test invalid and expired keys. Verify that the client fails closed or retries safely instead of silently sending plaintext through another path.
- Record an incident procedure. Identify who can revoke a compromised key, publish a replacement, and communicate a required client update.
Key rotation is implementation-specific and must be verified rather than assumed. Cloudflare’s Go gateway repository currently says key rotation is not supported. If you use that reference code, you need an operational plan for the limitation or a different implementation with the required lifecycle controls. Repository behavior can change, so check the version you intend to deploy.

Managed relay questions
- Is access generally available, or is it restricted to an enterprise program or beta?
- What forwarding URL and target restrictions can be configured?
- What relay metadata is retained, for what period, and in which jurisdiction?
- Who can access logs during support or incident response?
- How are upgrades, outages, and protocol changes announced?
- Can you export audit records or verify deletion?
Self-operated relay questions
- Can you place the relay under an operator genuinely separate from the gateway?
- Who patches the relay, terminates HTTPS, monitors capacity, and responds to abuse?
- How will you prevent accidental plaintext logging?
- What network placement minimizes unnecessary delay while preserving operator separation?
- How will you rotate certificates and recover from a failed deployment?
A self-operated component gives you more control over code and retention, but it also makes availability, patching, abuse handling, and separation your responsibility. A managed component may simplify operations while introducing contractual, access, and availability dependencies.
Current documented managed example: Cloudflare OHTTP Relay
Cloudflare documentation last updated October 2, 2026 describes Cloudflare OHTTP Relay, formerly called Privacy Gateway, as an enterprise-only, closed-beta managed service. Availability can change, so verify the current status before procurement.
The documented deployment assigns the customer responsibility for the application gateway server and client configuration, while Cloudflare operates the relay connection. The getting-started process says customers must contact Cloudflare to arrange an account and agree on the forwarding URL. This is not a generally available, self-service relay that can be enabled by changing a standard proxy setting.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat Cloudflare says the relay can see
Cloudflare’s legal documentation says the relay operator sees the connecting device IP, the application service DNS name and IP, and metadata including browser type, operating system, hardware configuration, and request timestamp. It says Cloudflare OHTTP Relay Logs are retained for the most recent quarter plus one month, approximately 124 days. The customer sees application request content and the relay server’s IP and associated metadata.
Those are Cloudflare’s documented statements for that service, not universal OHTTP behavior. Review the current legal terms, security documentation, and contract before relying on them for a particular compliance requirement.
Measure latency and reliability on the real path
OHTTP adds encryption and an additional forwarding step. RFC 9458 describes this overhead qualitatively and notes that placing the relay near the servers can avoid significant extra delay caused by network topology. It does not establish a universal latency or throughput number for every deployment.
Run an application-specific test instead of promising a fixed performance result.
- Measure the existing direct HTTPS path from representative client regions to the application.
- Measure client-to-relay, relay-to-gateway, and gateway-to-origin timings separately where your telemetry permits.
- Include encryption, encapsulation, response decapsulation, DNS, connection setup, and retries.
- Test cold connections and reused connections, because mobile and intermittent clients may not behave like a warm benchmark.
- Vary payload size and response size; traffic shape can affect both performance and privacy analysis.
- Test relay or gateway failure, configuration expiry, and temporary origin errors.
- Set service-level objectives for successful delivery, timeout behavior, and safe retry limits.
A retry policy deserves special care. Retrying an operation can create duplicates unless the application is idempotent or uses a request design that safely tolerates repetition. Do not add a retry loop simply because an OHTTP hop occasionally times out.

Review logging, metadata, and retention
List every log produced by the client, relay, gateway, and origin. Include access logs, error logs, metrics, traces, load-balancer records, DNS logs, crash reports, and support exports. Decide whether each record contains an IP address, timestamp, request size, target name, user identifier, or a combination that can reconstruct a session.
At the relay, minimize application-level logging because the relay should not need plaintext content. At the gateway and origin, remove or protect identifiers that would allow otherwise separate requests to be joined. Set retention periods deliberately rather than inheriting a platform default.
Use data-flow diagrams and access reviews to check that a privacy claim matches operational reality. For example, a gateway may not receive a client IP in the protocol exchange, but a separate load balancer, debugging header, or application parameter could reintroduce one.
Common failure modes and how to fix them
The gateway still identifies users
Symptom: Requests are technically OHTTP but the origin links them through cookies, account tokens, stable device IDs, or a repeated request value.
Fix: Remove persistent identifiers from the privacy-sensitive operation, isolate stateful features, or redesign authorization so that any token is short-lived, narrowly scoped, and not reusable as a cross-request identity.
The relay and gateway are controlled by one trust domain
Symptom: Both services share administrators, logging systems, or cloud accounts.
Fix: Separate ownership, credentials, monitoring access, and incident procedures. If that separation is impossible, describe the deployment as encryption in transit with a single operator rather than claiming the full unlinkability benefit.
Clients reject messages after a key change
Symptom: Encapsulation errors appear immediately after a gateway configuration update.

Fix: Check configuration freshness, key identifiers, cache duration, and overlap between old and new keys. Test the rollover procedure before production and publish a recovery path for stale clients.
Latency rises unexpectedly
Symptom: Requests become slower after introducing the relay.
Fix: Break down DNS, TLS, relay forwarding, gateway processing, and origin time. Check geographic placement, connection reuse, payload size, and overloaded relay or gateway capacity. Move the relay closer to the gateway or origin only if that does not compromise the intended operator separation.
The service is unavailable to ordinary users
Symptom: A provider’s documentation describes an enterprise program, invitation, or closed beta rather than public access.
Fix: Confirm eligibility and onboarding requirements before designing the client around that provider. Keep the client configuration replaceable so another relay and gateway can be introduced without rewriting application logic.
Operators accidentally log sensitive content
Symptom: Request bodies, headers, or decrypted payloads appear in gateway diagnostics or tracing systems.
Fix: Disable body capture by default, redact identifiers, restrict diagnostic access, and test logs with representative requests before launch.

A practical selection checklist
- Application fit: Requests remain useful without cookies, persistent authentication state, or stable identifying values.
- Trust model: Relay and gateway operators are genuinely separate, with independent access controls.
- Protocol support: The client, relay, and gateway agree on OHTTP message formats, target contexts, and HTTP behavior.
- Transport: HTTPS is used from client to relay and relay to gateway, with tested certificate renewal.
- Configuration: Clients can obtain and authenticate the gateway identity, relay URI, target context, and public-key configuration.
- Key lifecycle: Rotation, revocation, overlap, expiry, and emergency recovery are documented and tested.
- Implementation quality: The code is maintained, reviewed, patched, and supported for your production risk.
- Performance: Real client regions and payloads meet your latency, timeout, and availability objectives.
- Data handling: Logs, metadata, retention, access, and deletion are understood for every operator.
- Operations: Named teams own incidents, upgrades, abuse reports, capacity, and configuration changes.
- Availability: Any enterprise, closed-beta, regional, or contractual access restriction is confirmed before launch.
Decision rule
Select an OHTTP deployment when the application can preserve value without persistent identity, the relay and gateway can be operated by acceptably independent entities, and you can support the configuration and key lifecycle. Reject or redesign the deployment when the application fundamentally depends on linkable sessions, when one operator will control both privacy views, or when you cannot verify transport, logging, and failure behavior.
For a managed option, treat the provider’s availability, metadata visibility, and retention statements as service-specific facts that must be checked at procurement time. For a self-operated design, treat operator separation and operational maintenance as engineering requirements, not boxes to tick after implementation.
