Choose an LLM inference provider by testing the exact workload, model, endpoint, region, account tier, and contract you will deploy—not by picking a universally “best” vendor. Define your quality, latency, capacity, cost, data-governance, and recovery requirements; compare direct APIs, cloud-managed inference, hosted cloud offerings, and self-hosting against those requirements; then run a controlled workload test and normalize the total cost.

What you are actually choosing

“Inference provider” can describe several operating arrangements that expose the same model family through different APIs and contracts. The route can change quotas, feature availability, data-processing roles, release timing, regional capacity, and support even when the model name is identical. Record the exact model version, endpoint, region, account or workspace, and service tier in every comparison.

Route What you receive Questions to answer
Direct first-party API The model maker’s API, feature releases, and account controls. Which models and regions are available? What are the request and token limits, retention defaults, approval requirements, and support commitments for your account?
Cloud-managed inference Several model families through a cloud account, often with native and compatible API surfaces. Which endpoint supports the required features? How are quotas, regional capacity, provisioning, failover, and billing handled?
Hosted model on a cloud platform A model company’s service delivered inside a cloud marketplace or platform. Who operates the service, owns quotas, processes data, sets release timing, and provides support?
Specialist host or self-hosting Infrastructure operated by a hosting specialist or by your own team. Do you have a verified business case for hardware, serving software, capacity operations, licensing, security, and on-call responsibility?

Do not infer operational responsibility from the billing location. Anthropic, for example, distinguishes its Anthropic-operated Claude Platform on AWS from AWS-operated Claude in Amazon Bedrock; the offers differ in API surface, quota ownership, processing roles, and feature release schedules. Confirm the exact offer and contract in Anthropic’s AWS comparison.

Start with a workload specification

A provider cannot be evaluated meaningfully until the application’s demand is measurable. Create a one-page workload specification before requesting quotes or running tests.

Demand and traffic

  • Record input and output token distributions, not just averages. Include p50, p95, and worst credible payloads.
  • Record steady requests per minute, peak requests per minute, burst duration, peak concurrent requests, and expected growth.
  • State whether responses stream, the maximum acceptable queue time, and whether requests can be batched or deferred.
  • List client geographies, required inference regions, data-residency boundaries, and permitted fallback regions.
  • Describe retry behavior, duplicate-request tolerance, idempotency needs, and whether a degraded model or human review is acceptable.

Business and safety constraints

  • Define the user-visible quality bar: factuality, extraction accuracy, classification thresholds, tool-call success, structured-output validity, and refusal behavior.
  • Identify regulated, confidential, or personal data and the retention, deletion, encryption, audit, and residency controls it requires.
  • Set a monthly or per-request budget, including application servers, retrieval, storage, observability, support, failed calls, and retries.
  • Specify availability targets and recovery objectives. Decide whether a single region is acceptable or whether a second route is mandatory.

A useful specification has numbers such as “p95 time to first token below 1.5 seconds at 200 concurrent streams, p99 completion below 8 seconds, 99.9% successful completions, and no inference outside approved regions.” The values are yours to set; they should come from product and risk requirements rather than a provider’s marketing target.

Evaluate model quality separately from provider quality

The same model can produce different production results when context limits, system-message handling, tool schemas, safety settings, sampling defaults, or model revisions differ. Conversely, a provider with excellent infrastructure cannot compensate for a model that fails your task. Select the model and the service route as two linked but separate decisions.

Build a representative evaluation set

  1. Sample real requests, with permission and redaction, across normal, difficult, multilingual, long-context, and adversarial cases.
  2. Include expected outputs, acceptable alternatives, tool-call traces, formatting rules, and escalation conditions.
  3. Score deterministic checks such as JSON validity, citation presence, schema adherence, and required-field accuracy separately from human judgments.
  4. Have domain reviewers assess factuality, usefulness, tone, safety, and the cost of correcting an error.
  5. Keep a fixed holdout set so provider or prompt changes do not silently improve a score through test leakage.

Benchmark representative application requests instead of relying on a generic leaderboard. Amazon Web Services recommends planning throughput by model and Region using peak token demand, response latency, concurrency, and queueing tolerance in its Bedrock scaling guidance.

Keep model configuration comparable

Pin the model identifier or dated version, system instructions, sampling parameters, maximum output, tool definitions, safety settings, and context assembly. If a provider lacks an identical control, document the difference and interpret the result as a route comparison rather than a pure model comparison. Record any provider-side prompt caching, automatic retries, truncation, or content filtering that changes the request.

Measure latency, capacity, and reliability at expected peaks

One average latency number is not a production plan. Measure time to first output, inter-token streaming delay where relevant, end-to-end completion time, p50/p95/p99 values, throughput, concurrency, queueing, timeout rates, throttling, server errors, and malformed responses.

Capacity planning

For each model and region, estimate peak input tokens, peak output tokens, response-latency objectives, concurrent requests, and queueing tolerance. On-demand cloud capacity is regional; high demand can produce capacity errors even when the service is generally available. Leave headroom above the forecast and test a sustained peak as well as a sudden burst.

AWS’s documentation says, “For most new applications, start with bedrock-runtime.” That is an AWS endpoint-selection recommendation, not a universal recommendation for every provider. AWS also documents bedrock-runtime and bedrock-mantle; capabilities overlap, and per-token pricing for the same model is documented as identical between those endpoints, so choose the endpoint that supports your required API and features. See AWS endpoint documentation.

Retries, throttling, and overload

Separate transient failures from account or billing failures. OpenAI’s rate-limit guidance distinguishes temporary throttling and model-overload conditions from errors that require account action. Implement exponential backoff with jitter, a finite retry budget, request deadlines, and a circuit breaker. Never retry a non-idempotent tool action without an idempotency key or an application-level duplicate check.

Retries consume tokens and can amplify an outage. Track attempted and successful tokens, cap concurrent retries, and return a useful degraded response when the deadline expires. Load balancing and caching can reduce pressure, but OpenAI notes in its production best practices that application mitigations do not replace capacity and limit validation.

Regional failover

Use cross-region inference only when the target model is available there and your data-residency rules allow it. If you implement regional failover yourself, verify model availability before routing traffic and use bounded retries; AWS gives this guidance in its scaling documentation. Test failover with realistic payloads, because a secondary region may have different quotas, latency, features, or model revisions.

Normalize total cost instead of comparing token prices

Calculate cost for an equivalent workload: the same model, region, endpoint, service tier, input and output token volumes, cache behavior, batch eligibility, retry policy, and failure rate. Token price is only one line in the application’s cost model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Cost component What to include Typical decision question
Inference usage Input tokens, output tokens, cached tokens, minimum charges, and any modality-specific units. Are rates different by model, region, tier, or endpoint?
Capacity commitment Provisioned throughput, reserved capacity, minimum spend, or commitment term. Does predictable traffic justify a commitment, and what happens during idle periods?
Batch processing Discounted asynchronous jobs and the engineering cost of delayed results. Can this workload tolerate batch latency and its limits?
Failures and retries Tokens sent on timed-out, throttled, duplicated, or partially completed requests. Does the provider charge for failed attempts, and how will you cap retry spend?
Surrounding infrastructure Gateways, retrieval, storage, egress, logging, monitoring, support, and on-call labor. Does a lower token rate create higher platform or operational cost?

Amazon Bedrock’s live pricing page lists rates by model, region, and tier and states that selected foundation models offer batch inference at 50% lower price than on-demand pricing. Treat that as a provider-published term that can change; check the candidate model and region at the time of purchase.

Build a sensitivity model

Calculate at least three scenarios: expected traffic, a high-output month, and a peak month with retries or failover. Vary output-token length, cache hit rate, concurrency, and model mix. Report cost per successful task, not only cost per million tokens. If human review, retrieval, or tool execution is mandatory, include those costs in the same scenario.

Verify data governance, retention, and geography

Data terms attach to the exact service and endpoint, not merely to a model brand. For every candidate, identify the processor or controller, default logs, retention duration, feature-specific stored state, deletion process, approval requirements, encryption, access logs, and the countries in which prompts, outputs, and operational metadata are processed.

OpenAI API controls

OpenAI states that API data is not used to train or improve its models by default. Its current data-controls documentation describes abuse-monitoring logs that may include customer content and may be retained for up to 30 days, subject to exceptions. Zero Data Retention and Modified Abuse Monitoring require approval and have endpoint or feature limitations; some features can retain application state even when those controls are enabled. Check the feature table and your contract before making a compliance claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Anthropic and cloud-hosted routes

Anthropic’s API and data-retention documentation states that Anthropic is the processor for its direct Claude API and certain offerings, while the cloud provider is the processor for Amazon Bedrock and Google Cloud’s Agent Platform. The applicable processing role, retention terms, and inference geography therefore depend on the route. For an AWS-hosted Claude offer, verify workspace creation date, geography controls, and current contractual language rather than generalizing from the Claude name.

Turn requirements into evidence

  • Ask for a current data-processing agreement and subprocessor list.
  • Confirm whether prompts, outputs, safety logs, abuse-monitoring logs, and support tickets have different retention rules.
  • Test deletion and access-request procedures with the exact endpoint and features you will use.
  • Verify where inference occurs during normal operation, failover, batch jobs, and support troubleshooting.
  • Document which controls are defaults, which require approval, and which are unavailable for streaming, tools, fine-tuning, or stored-state features.

Check API and operational fit before signing

Two endpoints that accept similar JSON may differ in streaming events, tool-call syntax, structured outputs, context limits, authentication, pagination, error codes, and model-version lifecycles. Build a compatibility checklist from your application rather than assuming a generic compatibility layer is complete.

  • API semantics: streaming format, tool calls, structured output, multimodal inputs, cancellation, timeouts, and idempotency.
  • Quotas: requests per minute, tokens per minute, concurrent requests, burst limits, project-level limits, and the process and lead time for increases.
  • Model lifecycle: version pinning, deprecation notice, migration windows, aliases, rollback options, and release-change notifications.
  • Operations: status visibility, metrics, tracing, audit logs, incident communication, support response, and regional service health.
  • Commercial terms: service-level commitments, usage restrictions, indemnities, data-processing terms, billing granularity, minimum commitments, and termination or export rights.

Ask the provider to identify the exact account tier and quota object that will govern production. A public limit page is not a guarantee that your project has the same limit, and an advertised region is not proof that your selected model and feature set are deployable there.

Run a controlled provider bake-off

A bake-off should answer your acceptance criteria under comparable conditions. It is not a generic benchmark and should not be reported as one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Freeze the test plan. Define prompts, payload distributions, model identifiers, parameters, tool schemas, success criteria, concurrency levels, duration, and stop conditions.
  2. Prepare safe test data. Use representative synthetic or approved redacted data. Apply identical context assembly and retrieval results to every route.
  3. Record configuration. Log endpoint, region, account or workspace, service tier, SDK version, timestamps, model version, retries, and timeout settings.
  4. Warm up and randomize. Remove startup effects where relevant and interleave providers so a time-of-day surge does not favor one route.
  5. Measure service behavior. Capture time to first token, completion latency percentiles, throughput, queueing, throttles, capacity errors, malformed outputs, and partial streams.
  6. Score task outcomes. Apply automated validators and blinded human review to quality, tool use, safety, and format adherence. Keep model-quality scores separate from transport and reliability scores.
  7. Repeat peak tests. Run steady-state, burst, degraded-region, and retry-storm scenarios. Confirm that the provider’s limits and your backoff policy behave as documented.
  8. Calculate normalized cost. Use measured input and output volumes, published rates for the matching model and region, cache and batch assumptions, failed attempts, and surrounding infrastructure.
  9. Review governance evidence. Attach the endpoint-specific retention, residency, processor, and contract documents to the test record.
  10. Make a go/no-go decision. Reject any route that misses a non-negotiable requirement even if its quality or token price is attractive.

Use a weighted decision matrix

After testing, score each route against the requirements that matter to your application. Weight hard constraints as pass/fail gates rather than allowing a low price to compensate for a compliance failure.

Criterion Suggested evidence Gate or weight
Task quality Holdout-set scores, error severity, tool-call success, human-review rate. Weight by business impact; set a minimum score.
Latency and capacity p95/p99 first-token and completion latency, throughput, queueing, peak error rate. Gate against user-experience and concurrency targets.
Availability and recovery Incident history supplied under contract, failover test, retry behavior, regional options. Gate against recovery objectives.
Normalized cost Cost per successful task across expected, high-output, and peak scenarios. Weight after mandatory controls pass.
Data governance Processor role, retention, residency, feature exceptions, deletion evidence. Usually a non-negotiable gate.
API and lifecycle fit Compatibility test, quota-increase path, deprecation notice, observability. Gate required features; weight migration effort.
Commercial support Service-level commitments, support response, pricing and termination terms. Weight according to business criticality.

Keep the scorecard versioned. Re-run it when the model version, endpoint, region, account tier, pricing, or data terms change.

Common selection mistakes and fixes

Choosing from a generic leaderboard

Why it fails: Benchmarks rarely match your prompts, context lengths, tools, safety policy, or human-review threshold.

Fix: Use representative and holdout application requests, with task-specific acceptance tests.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparing a model brand instead of a route

Why it fails: A direct API and a cloud-hosted version can have different quotas, features, processing roles, and release schedules.

Fix: Put endpoint, region, account, and operating party in every test name and contract record.

Using token price as the budget

Why it fails: Output length, retries, caching, batch eligibility, provisioned capacity, egress, and review work change cost per successful task.

Fix: Normalize measured volumes and include failure and infrastructure costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming “no training” means no retention

Why it fails: Abuse monitoring, support logs, feature state, and regional processing can still apply.

Fix: Review endpoint-specific retention and residency terms and obtain required approvals.

Adding unlimited retries

Why it fails: Retries can multiply spend and overload a struggling service.

Fix: Classify errors, use bounded exponential backoff with jitter, cap retry concurrency, and enforce request deadlines.

Designing a “universal” abstraction too early

Why it fails: Lowest-common-denominator adapters can discard streaming, tool, structured-output, or safety features your product needs.

Fix: Abstract stable application concepts—prompts, tasks, budgets, telemetry, and fallback policy—while retaining provider-specific capability adapters.

Plan the escape route before production

Estimate the engineering and quality cost of moving to another model or provider. Store prompts, evaluation cases, tool schemas, and output validators outside provider-specific dashboards. Capture normalized telemetry for tokens, latency, retries, errors, model version, endpoint, and region. Keep a tested fallback for the failure modes you actually expect, not merely a second API key.

A practical migration plan includes a shadow or replay test, a feature-difference inventory, data-processing review for the new route, quota approval, a staged traffic shift, and a rollback trigger based on quality and service metrics. If the fallback model cannot meet the primary model’s quality bar, define a degraded user experience or human escalation instead of silently returning lower-quality output.

Decision examples

Latency-sensitive customer support

Prioritize first-token latency, streaming stability, concurrency headroom, regional proximity, and safe fallback. Test burst traffic and long-tail prompts, then compare cost per resolved conversation rather than cost per token.

Asynchronous document extraction

Prioritize schema accuracy, large-context handling, batch eligibility, validation, and cost per document. A slower route can be preferable if batch processing and automatic retries reduce total cost without breaching the document deadline.

Regulated internal assistant

Start with processor roles, residency, retention, auditability, and contractual commitments as gates. Evaluate model quality only among routes that satisfy those controls, and verify that failover does not move data outside the approved geography.

Variable experimental workload

Prioritize flexible quotas, transparent errors, rapid model access, and a clean measurement system. Avoid long capacity commitments until traffic and quality requirements are stable, but still document the route’s data terms before sending sensitive prompts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Final selection checklist

  • Workload distributions, peak concurrency, burst shape, streaming, geography, and fallback behavior are documented.
  • Quality is measured on representative and holdout tasks with the exact model configuration.
  • Latency percentiles, throughput, queueing, throttling, capacity errors, and retries are measured at expected peaks.
  • Cost is normalized for model, region, tier, cache, batch, provisioned capacity, failures, retries, and infrastructure.
  • Processor roles, retention, stored state, residency, approvals, and contractual controls are verified for the exact endpoint.
  • API semantics, quotas, model lifecycle, support, incident reporting, and service-level terms are confirmed in writing.
  • Regional failover or a degraded path has been tested and respects data constraints.
  • The application preserves enough telemetry and capability separation to migrate without losing required features.

The right provider is the route that clears your non-negotiable quality, governance, reliability, and operational gates at an acceptable cost for the measured workload. Re-run the evaluation when any of those variables changes.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
