Choose an LLM API by modeling your real workload, then verify account limits and cash-flow rules. A low token price can be the wrong choice if your prompts are long, output is expensive, quotas are too tight for launch, or prepaid billing can interrupt service. Estimate requests, input tokens, output tokens, repeated context, tools and peak traffic; apply each provider’s rates; then test quotas, spend controls, payment mechanics, geography and operational safeguards on the account you will actually use.
Start with a workload model, not a headline price
API price lists usually show a rate per million input or output tokens. That is only one part of the bill. Input and output can have different prices, repeated context may qualify for cached-input pricing, writing a cache can have its own charge, long-context requests can move to another rate, and batch or priority service can change the total. Tool calls and non-text modalities may add separate costs.
Build a monthly model with at least these variables:
PC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute- Requests: normal-month total, peak-hour requests and retry volume.
- Input tokens: user text, system instructions, retrieved documents and conversation history.
- Output tokens: the expected distribution, not just the average; long answers and tool results can create costly outliers.
- Repeated context: the portion sent on most requests and whether the API offers cached-input pricing.
- Cache writes: any charge for creating or refreshing a prompt cache.
- Service mode: standard, batch, priority or another tier.
- Tools and modalities: search, code execution, image, audio or other metered features.
Use a range rather than one forecast. A practical first pass has a low, expected and peak scenario. Include retries caused by timeouts or rate limits, because a request that fails after consuming tokens can still affect usage or capacity.

A simple cost equation
For a text-only model with no special rates, calculate each scenario as:
monthly cost = (input tokens ÷ 1,000,000 × input rate) + (output tokens ÷ 1,000,000 × output rate)
Add separate line items for cached input, cache creation, long-context requests, batch or priority surcharges, tools and other modalities. Keep one row per model and service tier so that a blended workload does not hide which traffic is expensive.
Worked comparison using dated list prices
The following figures are dated illustrations, not a ranking. OpenAI’s pricing table, accessed October 13, 2026, lists gpt-6.1 short-context standard rates of $1.00 per million input tokens and $5.00 per million output tokens. Anthropic’s May 27, 2026 price sheet lists Claude Sonnet 4.6 global standard rates of $3 per million input tokens and $15 per million output tokens; its batch row lists half those token prices. Confirm the exact model and tier before making a purchasing decision.
| Scenario | Monthly input | Monthly output | gpt-6.1 standard illustration | Claude Sonnet 4.6 standard illustration |
|---|---|---|---|---|
| Small pilot | 100 million tokens | 20 million tokens | $200 (100 × $1 + 20 × $5) | $600 (100 × $3 + 20 × $15) |
| Growing product | 1 billion tokens | 200 million tokens | $2,000 | $6,000 |
| High-output workload | 1 billion tokens | 500 million tokens | $3,500 | $10,500 |
These calculations deliberately exclude cached-input discounts, cache writes, long-context rates, batch processing, tools, taxes and negotiated terms. They show why output volume matters: in this illustration, output is five times the input rate for gpt-6.1 and also five times the input rate for Claude Sonnet 4.6. If your product generates long reports, summarize aggressively or route routine responses to a lower-cost model before comparing providers.
Measure the traffic your startup will actually send
Separate average, tail and peak behavior
Record token counts for a representative sample of requests. Keep p50, p95 and maximum input and output sizes. A chatbot with a 1,500-token median prompt can still hit a 100,000-token context when a user uploads documents or keeps a long conversation open. Price those tails separately and decide whether they should use a long-context model, summarization, retrieval or a hard limit.
Peak throughput is a different question from monthly cost. Capture requests per minute (RPM), tokens per minute (TPM), concurrency and burst length during launches, imports and scheduled jobs. A provider can be inexpensive over a month yet unusable if your peak queue exceeds the account’s TPM or RPM.
Model retries and fallback traffic
Log every attempt with a request ID, model, token counts, status code, latency, retry count and provider. Set a retry budget so a transient failure cannot multiply spend. If you plan a fallback provider, model the percentage of traffic that moves there during an outage or rate-limit event; do not assume fallback is free capacity.
Account for cache economics
Repeated system prompts, policy text and static retrieval context may be eligible for cached-input pricing. Compare the cost of an uncached request with the cost of cache creation plus subsequent reads. Caching can reduce token charges and latency, but it may require minimum durations, specific request patterns or separate limits. Treat cache-write volume and cache-hit rate as measured variables, not assumptions.

Compare quotas and throughput before committing
Published maximums are not necessarily the limits on your account. Check the provider console for the selected model, project and region. Record the limit, the unit, whether it is shared across models, and the process for requesting an increase.
| Limit to verify | Why it affects a launch | Evidence to capture |
|---|---|---|
| Requests per minute (RPM) | Controls how many calls can start in a minute, even when each call is short. | Current value, burst behavior and whether retries count. |
| Tokens per minute (TPM) | Long prompts or outputs can exhaust capacity before RPM. | Input/output accounting, model scope and reset interval. |
| Tokens per day | Some accounts or models impose a daily ceiling that can halt a product mid-day. | Daily amount, timezone and reset behavior. |
| Concurrency | Slow requests can occupy slots and create a queue despite spare RPM. | Maximum simultaneous requests and timeout behavior. |
| Batch limits | Offline jobs may have separate file, token or job quotas. | Maximum batch size, completion window and cancellation rules. |
| Tool or modality quotas | Search, code, image and audio features can have independent limits. | Per-feature quota, pricing and error response. |
Google Gemini account tiers
Google documents requests-per-minute, tokens-per-minute and spend-based rate limits separately. Its billing documentation describes account-level caps of $250 at Tier 1, $2,000 at Tier 2, and $20,000–$100,000 or more at Tier 3. The same documentation says qualification depends on cumulative payments and account age. These are documented tier caps, not a promise that a new startup receives those quotas or that every model shares them.
Recommended Free Tools
Check the actual RPM, TPM and spend values shown for your Google project. A free-tier account may expose only selected models and their free-tier limits. Google states: “New accounts begin on the Free Tier, which allows access to certain models in the Gemini API and AI Studio, up to the models’ free tier rate limits.” Treat that as a development allowance, not production capacity.
Anthropic usage tiers and errors
Anthropic documents tier-based limits and spending-limit errors. Its API error reference uses HTTP 429 for a rate limit or usage-tier spending cap, while HTTP 402 indicates a billing or payment issue. Design your client to distinguish those responses: a 429 generally calls for backoff, queueing or a quota request; a 402 requires payment or account action and should not be retried in a tight loop.
Requesting more capacity
- Measure the RPM, TPM and concurrency you need at launch and at your next usage milestone.
- Compare those numbers with the limits displayed for the exact account, model and region.
- Prepare evidence: expected traffic, peak bursts, token distributions, use case, safety controls and projected spend.
- Submit the provider’s quota-increase request and ask whether approval changes price, billing tier or regional eligibility.
- Load-test only within permitted limits, then repeat the test after approval.
Keep a fallback plan while an increase is pending. Queue non-urgent jobs, cap output length, reduce retrieval context or route simple requests to another approved model.
Understand payment mechanics and cash-flow exposure
Two APIs with the same token price can create very different cash-flow risks. Document whether the account is free, prepaid or billed after use; when funds are captured; what happens at a cap; and how quickly service resumes after payment.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Free access
Free access is model-specific and rate-limited. Verify that the model you need is included, that development traffic fits its RPM and TPM, and that free requests are not excluded from the tools or regions your product requires. Keep a paid test project separate from personal experimentation so a surprise workload does not consume launch capacity.
Prepaid billing
Google’s current billing documentation says paid access involves linking a billing account and, where the prepaid model applies, making a minimum $5 prepayment. Confirm whether your account uses prepaid billing, the minimum top-up, balance-expiry rules, automatic reload options and the threshold at which requests stop. A small minimum does not guarantee uninterrupted service: a batch job or retry storm can consume it quickly.
Postpaid billing and caps
For postpaid accounts, record the billing period, payment method, invoice terms, account cap, spend limit and alert thresholds. Ask whether a cap blocks requests immediately, permits a grace amount, or delays enforcement. Separate a provider’s hard account cap from your own internal budget; the internal budget should be lower and should trigger before the provider limit.

Budget controls to implement yourself
- Create separate projects or API keys for production, staging and experiments.
- Assign an owner and monthly budget to each product or team.
- Set alerts at 50%, 75%, 90% and 100% of the internal budget.
- Enforce per-user, per-tenant and per-day limits in your application.
- Stop runaway jobs with maximum output tokens, request timeouts and retry caps.
- Keep a small emergency balance or approved fallback capacity if your business cannot tolerate an account block.
Do not rely on a dashboard that updates only once per day. For production, export usage events or poll the provider’s usage endpoint frequently enough to catch a runaway workload before it reaches a hard cap.

Check regional, data and endpoint constraints
Geography can affect eligibility, routing, data residency and price. Decide where requests and retained data must be processed before choosing a model. Ask whether the required region supports your model, tools, batch mode and quota increase.
OpenAI documents a 10% uplift for certain regional-processing and FedRAMP endpoints. Anthropic’s price sheet distinguishes scopes and endpoint categories. Apply any regional uplift to the workload model rather than treating it as a footnote. Also verify whether the endpoint changes latency, available capacity, logging controls or contractual terms.
Write down the exact requirement: customer-country routing, storage location, regulated environment, or simply low latency. These are different constraints and can lead to different endpoints and prices.
Evaluate operational fit beyond price
Latency and availability
Measure time to first token, full response time and timeout rates for your prompt sizes. Test at the hours your customers use the product. A lower token bill can cost more in infrastructure or lost conversions if responses are consistently slow.
Observability and attribution
Log model, provider, endpoint, project, API key, region, prompt and completion token counts, cache status, tool usage, status code, latency and estimated cost. Redact personal or confidential content while retaining enough metadata to explain a bill. Allocate usage by customer or feature so you can identify which workflow is driving spend.
Fallback and portability
Use an internal model interface that normalizes messages, streaming, tool calls, safety settings and error categories. Keep provider-specific adapters for features that cannot be standardized. Test fallback responses for schema compatibility; a provider switch that breaks structured output is not a real fallback.
Safety and data handling
Review retention, training-use settings, regional processing, abuse monitoring and deletion controls for the exact endpoint and account type. Record the terms and effective date in your procurement file because these policies and model catalogs can change.
A repeatable selection process
- Define the product workload. List request types, token distributions, peak traffic, tools, modalities, context length and latency targets.
- Collect dated prices. Record input, output, cached-input, cache-write, long-context, batch, priority and regional rates for each candidate model.
- Calculate three scenarios. Use low, expected and peak traffic; add retries, cache misses, long-context tails and fallback traffic.
- Verify account limits. Capture RPM, TPM, daily, concurrency, batch, tool and spend limits from the account console.
- Verify payment mechanics. Record free eligibility, prepayment minimums, billing cadence, caps, alerts, payment failure behavior and restoration time.
- Check deployment fit. Confirm region, data residency, endpoint availability, contractual requirements and any price uplift.
- Run a production-shaped pilot. Replay anonymized traffic with realistic prompt lengths, concurrency, retries and tools. Measure quality, latency, errors and cost per successful task.
- Set controls before launch. Add budgets, alerts, per-user limits, key separation, dashboards and a tested fallback.
- Recheck on a schedule. Prices, quotas, models and billing rules are volatile. Record the access date and review them before procurement, launch and major usage changes.
Decision matrix for common startup situations
| Situation | What to prioritize | Questions to answer |
|---|---|---|
| Prototype with uncertain demand | Low commitment and easy experimentation | Is the needed model on a free tier? What is the minimum paid balance? Can a spending cap stop accidental usage? |
| Customer-facing launch | Quota headroom and predictable billing | Do approved RPM and TPM exceed peak traffic with retries? What error appears when the cap is reached? |
| Document-heavy workflow | Context and cache economics | What share of prompts crosses a long-context threshold? Is repeated context cached, and what does cache creation cost? |
| Scheduled offline processing | Batch price and completion guarantees | Are batch limits separate? Does half-price batch processing meet the required completion window? |
| Regulated or regional deployment | Endpoint eligibility and residency | Which endpoint satisfies the geography requirement, and does the documented 10% uplift apply? |
| High-growth product | Capacity path and multi-provider resilience | How are tier increases approved? Can traffic be shifted without changing application behavior? |

Ignoring date and region qualifiers
Problem: A rate from one date, model, endpoint or geography is applied universally.
Fix: Put the access date, model version, service tier, region and qualification next to every figure in your cost sheet.
What to put in your procurement record
- Provider, model, endpoint, region and service tier.
- Input, output, cache, long-context, batch, priority, tool and modality prices.
- Access date and the official price or billing document used.
- RPM, TPM, daily, concurrency, batch and feature quotas for the actual account.
- Tier-qualification rules and the documented quota-increase process.
- Free, prepaid or postpaid status; minimum top-up; billing cadence; caps; alerts; and payment-failure behavior.
- Data-retention, training-use, residency and compliance settings.
- Measured quality, latency, error rates, cost per successful task and fallback results.
- Owner, review date and conditions that trigger a re-evaluation.
Keeping this record prevents a public list price from being mistaken for an account-specific quote and makes a later provider change a controlled engineering decision.
Frequently Asked Questions
How much should a startup budget for an LLM API?
There is no reliable universal startup figure in the available provider documentation. Build a low, expected and peak model from your own request, input-token, output-token, cache, tool and retry volumes, then add an internal safety margin and monitor measured usage.
Are free LLM API tiers enough for a prototype?
Sometimes. Google says new accounts begin on a Free Tier with access to certain Gemini API and AI Studio models up to their free-tier rate limits. Verify that the specific model, RPM, TPM and tools you need are included; do not assume free limits support production traffic.
What is the difference between RPM and TPM?
RPM is requests per minute; TPM is tokens per minute. Short requests may hit RPM first, while long prompts or outputs may exhaust TPM first. Check both, plus concurrency and any daily limit.
What does a 429 error mean?
It can indicate a rate limit or a usage-tier spending cap. Apply bounded backoff or queueing for rate limits, and inspect the account’s spending state before retrying repeatedly.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →What does a 402 error mean in Anthropic’s API?
