Choose an IT services partner by first defining the business outcomes, scope, constraints and in-house capabilities you need to support. Then compare candidates against the same evidence: relevant delivery experience, named skills, operational readiness, security and data-handling controls, financial and commercial viability, architecture and portability, and a governance model that remains accountable after go-live. Put the winning commitments into measurable contract terms, including responsibilities, service levels, security requirements, data access, intellectual-property ownership and exit assistance.
Start with the outcome, not a vendor’s solution
Digital transformation is not a product category. It may involve replacing a core system, moving workloads to cloud services, redesigning customer journeys, automating operations, improving data use or changing how teams deliver services. The right partner depends on the workload, risk, internal capability, regulatory environment and commercial constraints. There is no universally best provider or sourcing model.
Before contacting suppliers, write a short outcome and scope brief. It should be specific enough that every candidate responds to the same problem rather than presenting unrelated capabilities.

Define measurable outcomes
- State the user, customer or operational problem to be improved.
- Set measurable targets, such as processing time, availability, adoption, cost-to-serve, error rate, revenue, compliance or response time.
- Identify the baseline, target date and method for measuring success.
- Separate mandatory outcomes from desirable enhancements.
Describe the work and constraints
- List systems, interfaces, data sets, locations, critical dependencies and expected volumes.
- Record regulatory, sovereignty, accessibility, procurement, security and continuity requirements.
- Explain the current state, known technical debt and any deadlines that cannot move.
- State what the organisation will retain in-house: product ownership, architecture, security, service management, data governance or first-line support.
This preparation prevents a proposal from defining the problem in the supplier’s preferred terms. It also gives your legal, security, finance and operational teams a common basis for evaluation.

Decide what to outsource and what to retain
An external partner can provide specialist skills, delivery capacity or 24-hour operations, but outsourcing accountability is not the same as outsourcing work. Keep an accountable internal owner for outcomes, risk acceptance, data decisions and supplier performance.
Use a capability-and-risk test
- Keep internally: decisions that require enduring business context, policy authority, risk acceptance or ownership of the product roadmap.
- Consider external help: scarce engineering or security skills, temporary migration capacity, independent assurance, platform operations or specialist design.
- Require a transition plan: any activity where loss of supplier access could interrupt a critical service or leave the organisation unable to operate.
NIST’s SP 800-35, Guide to Information Technology Security Services (October 2003) advises considering the service arrangement, qualifications, capabilities, experience, viability, employee trustworthiness and the provider’s ability to protect systems, applications and information. It is foundational security-service guidance, not a complete scorecard for every modern transformation; adapt those factors to the actual service and current rules.
Build a comparable shortlist
Invite only providers whose delivery model fits the work you described. A large catalogue or attractive demonstration is not evidence that a supplier can deliver your specific change safely.

- Comparable projects, including scale, technology, sector and the supplier’s precise responsibilities.
- Named roles and availability for the proposed team, with location and use of subcontractors.
- Client references you can contact about delivery quality, incidents, transition and commercial behaviour.
- Examples of operating services after implementation, not only project completion.
- Evidence of learning from failed deployments, outages or security events, where disclosure is permissible.
Use one question set and scoring method
Give every candidate the same scenarios, assumptions, data classifications, service volumes and acceptance conditions. Define a scoring scale before proposals arrive. For example, a score of 0 can mean no evidence, 3 can mean an acceptable response with verifiable evidence, and 5 can mean strong, directly comparable evidence with a credible delivery commitment. Record the reason for every score and require evaluators to declare conflicts of interest.

Do not allow a certification, standard logo or polished proposal to stand in for verification that the service will be configured safely in your environment. Validate references, inspect sample deliverables and test the supplier’s answers against your architecture and operating procedures.
Compare candidates on six dimensions
The following axes synthesise the selection considerations in NIST guidance, UK National Cyber Security Centre (NCSC) cloud guidance and UK public-sector procurement material. They are a practical evaluation framework, not a universal procurement standard.
| Dimension | What to examine | Evidence to request |
|---|---|---|
| Business fit | Outcomes, scope, user impact, constraints, dependencies and success measures | Outcome map, assumptions register, proposed KPIs and acceptance criteria |
| Delivery capability | Relevant experience, delivery method, named skills, internal collaboration and operational readiness | Case studies, references, team CVs, delivery plan, dependency map and service-readiness checklist |
| Security and data | Responsibility boundaries, data location and handling, access control, incident response, assurance, subcontractors and configuration | Control mapping, audit or assurance reports, incident process, data-flow diagrams and subcontractor register |
| Commercial viability | Total cost over the relevant term, assumptions, exclusions, change control, financial standing, duration and incentives | Priced model, rate card, cost drivers, balance-sheet or financial-stability evidence and change scenarios |
| Architecture and flexibility | Interoperability, standards, integration, concentration risk, portability, intellectual property and exit feasibility | Reference architecture, interface catalogue, portability plan, IP schedule and exit estimate |
| Governance and proof | Service levels, KPIs, reporting, escalation, independent assurance and verification rights | Governance calendar, dashboard examples, escalation matrix, test plans and audit provisions |
Scrutinise security and data handling
Security diligence should match the planned use, data sensitivity and impact of failure. The NCSC’s Cloud security guidance: Choosing a cloud provider recommends understanding the shared-responsibility model and assessing provider assurance, expertise, resourcing, operating procedures and evidence. For sensitive or bulk personal data, or where an outage or breach could cause substantial reputational harm, it points to the more detailed cloud security principles approach. That assessment does not replace a Data Protection Impact Assessment.
Map the responsibility boundary
- Identify which party secures the platform, operating system, application, identity layer, backups and endpoints.
- Specify who approves configuration changes and how misconfiguration is detected.
- Define access approval, privileged-account controls, logging, retention and review frequency.
- Set incident notification times, investigation duties, evidence preservation and customer communications.
- List every subcontractor and underlying service on which the proposed solution depends.
Ask where data is stored and processed, who can access it, how it is encrypted, how keys are managed, how backups are isolated and how data is securely deleted. Require a process for responding to legal requests and for notifying you of material changes to locations, subprocessors or controls.

The NCSC’s guidance states: “You should not be using a service operated by a provider you have good reason to distrust.” It also says: “A service that robustly meets the goals laid out in the cloud security principles (and can provide evidence of this) will usually allow you to meet all these needs, providing that it is appropriate to put that data on an internet-connected service in the first place.” Treat both statements as a prompt for evidence and risk judgement, not as a substitute for your own assessment.
Match assurance to organisational size
The NCSC’s Choosing a managed service provider (MSP) guide is aimed at small and medium-sized enterprises. It directs organisations with more than 250 people to more detailed cloud security guidance. A smaller organisation should still scale checks to the sensitivity and criticality of the service rather than relying on a short checklist; a larger organisation may need specialist legal, privacy, architecture and security review.
Evaluate architecture, concentration and exit
A transformation can reduce immediate operating effort while increasing dependence on one provider, platform or subcontractor. Assess that trade-off explicitly.
Test interoperability
- Require documented interfaces, export formats and supported standards.
- Check whether your team can access logs, configuration, metrics and data without supplier intervention.
- Identify proprietary components and the cost of replacing them.
- Run a failure scenario: what happens if a region, platform service or subcontractor becomes unavailable?
Plan exit before award
Define the data and assets that must be returned, the format and timing, knowledge-transfer obligations, licence treatment, access to documentation, transition support and deletion certificates. Price an exit exercise or require a tested runbook for critical services. A low implementation price is not economical if the organisation cannot leave without unacceptable disruption.

Compare the full commercial model
Compare total cost over the period that matters, not only the initial project fee. Include implementation, licences, consumption, support tiers, environments, data transfer, security tooling, training, internal staffing, renewal increases, change requests and exit.
Expose assumptions and incentives
- Ask what volume, adoption, availability or delivery assumptions make the price valid.
- Separate fixed commitments from variable consumption and pass-through charges.
- Model at least a normal case, growth case and delayed-delivery case.
- Specify which changes require approval and how rates are calculated.
- Check that incentives reward usable outcomes and stable operations rather than activity or billable hours alone.
UK public-sector buyers can use the GOV.UK Cloud guide for the public sector as a reference for considering workloads, costs, commercial agreements, sustainability and departmental capabilities. Its context is UK government, so private organisations and buyers in other jurisdictions should treat those points as useful comparison prompts rather than universal policy. The guide reports that a joint technical and commercial cost-optimisation approach reduced a Home Office portfolio’s cloud spend by 40%; that is an attributed case result, not a typical or guaranteed saving.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use a structured evaluation or discovery phase
For complex or high-risk work, a paid discovery can reveal whether the proposed team can reason about your environment before you commit to a long implementation. Give each candidate the same timebox and scenario.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Provide the outcome brief, architecture constraints, data classifications and representative user journeys.
- Require a target architecture, delivery increments, dependency register, risk log and measurable acceptance criteria.
- Ask for the named team, estimated internal effort, assumptions, operational model and complete discovery cost.
- Test a difficult case, such as a failed migration, an integration outage or a security incident, and observe the escalation path.
- Score the deliverables against the pre-published criteria; do not award points for unsupported promises.
Discovery should answer material unknowns. It should not become an unbounded unpaid design exercise or a way to defer basic commercial disclosure.

Put selection commitments into the contract
The UK Cabinet Office’s Digital, Data and Technology Playbook brings digital, data, technology, commercial, legal and security considerations into procurement and contract design. It highlights avoiding new legacy buildup, clarifying intellectual-property ownership and checking supplier financial standing. Its recommendations are written for UK public procurement; other organisations can apply the underlying disciplines in their own legal context.
Specify measurable obligations
- Outcomes and acceptance: deliverables, quality thresholds, test evidence, acceptance authority and remedies for failure.
- Responsibilities: a service-responsibility matrix covering build, release, monitoring, backup, support and incident response.
- Security: required controls, notification deadlines, audit rights, vulnerability remediation, personnel screening and subcontractor rules.
- Performance: availability, response and resolution targets, recovery objectives, reporting frequency and service credits or other remedies.
- Data and IP: ownership, licence scope, access rights, export format, retention, deletion and use of derivatives or models.
- Change control: approval thresholds, impact analysis, pricing method and emergency-change procedure.
- Transition and exit: notice periods, continued service, knowledge transfer, documentation, migration assistance and deletion evidence.
Do not leave a scored proposal outside the agreement. Attach the commitments that influenced the decision or restate them as enforceable schedules.
Establish governance after award
Selection is one stage of a lifecycle. NIST frames security-service work from initiation through closeout, while NCSC recommends confidence-building, independent validation where appropriate and regular retesting because assurance represents a point in time.
Set a practical operating rhythm
- Weekly during delivery: risks, dependencies, decisions, scope changes and blocked work.
- Monthly in operation: service-level results, incidents, problem trends, capacity, vulnerabilities, cost and customer measures.
- Quarterly or at material change: architecture, concentration risk, financial health, subcontractors, assurance evidence and exit readiness.
Give the internal service owner authority to challenge reports, request evidence and escalate missed commitments. Track the criteria that won the work; otherwise a supplier can satisfy the contract while the original business case deteriorates.
Common failure modes and corrective actions
| Failure mode | Why it causes trouble | Corrective action |
|---|---|---|
| Choosing a familiar brand before defining the problem | The solution and contract become supplier-led, with unclear success | Publish outcomes, constraints and retained capabilities before market engagement |
| Scoring proposals on presentation quality | Confidence is mistaken for delivery evidence | Require references, named staff, sample deliverables and verifiable controls |
| Treating certification as configuration proof | A certified management system may not show how your service is secured | Inspect service-specific evidence, responsibility boundaries and test results |
| Comparing day rates instead of total cost | Consumption, support, internal effort and exit costs appear later | Use a common whole-term cost model with normal and adverse scenarios |
| Leaving exit until renewal | Data, skills and leverage may already be trapped | Contract export, assistance, documentation, notice and deletion terms at award |
| Assuming the supplier owns all risk | Shared-responsibility gaps remain unmonitored | Map each control and assign an accountable owner |
| Using a static assurance pack | Controls, threats and subcontractors change over time | Set retesting, change notification and independent validation requirements |
A defensible decision checklist
- Have the desired outcomes, baseline, target measures and decision date been written down?
- Is the transformation scope, data, architecture and dependency set clear enough for comparable bids?
- Have you decided which capabilities and decisions remain internal?
- Did every candidate answer the same scenarios and provide evidence proportionate to risk?
- Have security, privacy, legal, architecture, operations and finance reviewed the same proposal?
- Is total cost transparent, including assumptions, change, internal effort and exit?
- Are responsibilities, KPIs, acceptance, IP, data access, incident handling and transition enforceable?
- Is there an owner, meeting cadence, reporting model and independent assurance plan after go-live?
For perspective, NIST notes that “It is difficult and challenging to determine service provider capabilities, measure service reliability and navigate the many complexities involved in security service agreements” in SP 800-35. A documented, evidence-based process does not remove that difficulty, but it makes the decision explainable, comparable and easier to govern.
What a good choice looks like
The strongest partner is the one that can connect your stated outcomes to a credible delivery plan, demonstrate controls in the actual service, expose assumptions and dependencies, accept measurable accountability and help you retain strategic control. The evaluation should end with a contract and operating model that preserve those properties through change, incidents, renewal and eventual transition—not merely with a preferred supplier name.
