The right independent AI auditor depends on the decision you need the assessment to support. A certification body auditing an organization’s AI management system answers a different question from a notified body performing a statutory conformity assessment, a reviewer benchmarking practices against the NIST AI Risk Management Framework (AI RMF), or a technical team testing a model for security, fairness, robustness, or dangerous capabilities.

Start by naming the required outcome, legal jurisdiction, system boundary, evidence available, and people who will rely on the result. Then verify that each candidate has the correct accreditation or designation, technical competence, independence, test methods, and reporting authority for that exact engagement.

Choose the assessment route before choosing the auditor

The word audit is too broad to identify a suitable provider. Use this decision table to match your need to the type of assessor and output.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
What you need Suitable provider What it evaluates What it does not prove
Certification for an AI management system A certification body accredited for ISO/IEC 42001 and the relevant scope Whether the organization’s management system conforms to ISO/IEC 42001 requirements That every individual model or application has a particular accuracy, safety, or security capability
Legal conformity assessment A body or assessor authorized for the applicable jurisdiction, system category, and statutory route Whether the system meets the legal requirements applicable to its role and category That a voluntary framework review or unrelated certificate substitutes for the required legal procedure
Benchmarking against NIST AI RMF An assessor able to map evidence to the selected AI RMF outcomes Governance and risk-management practices against a voluntary framework A NIST-issued certificate; NIST does not certify organizations against the AI RMF
Direct model or product testing A technical evaluator with the required testing, security, safety, fairness, or domain expertise What the system does under defined conditions, including limitations and failure modes Conformance of the organization’s entire management system unless that is separately assessed

Do not ask one engagement to answer all four questions unless its scope, competence, and authority explicitly cover them. A management-system certificate can support governance assurance while leaving important model-performance questions unanswered. Conversely, a red-team report can reveal exploitable behavior without demonstrating that the organization operates a controlled, auditable process.

Understand the four main kinds of independent AI assurance

ISO/IEC 42001 management-system certification

ISO/IEC 42001:2023 is an organization-level standard for an artificial intelligence management system (AIMS). The audit examines how the organization establishes policy, assigns responsibility, assesses risk and impact, controls operations, monitors performance, handles incidents, and improves the system within an agreed scope.

ISO/IEC 42006:2025 adds AI-specific requirements for bodies that audit and certify against ISO/IEC 42001. ISO describes it as setting out the additional requirements for bodies that audit and certify artificial intelligence management systems according to ISO/IEC 42001. Because ISO/IEC 42006 supplements ISO/IEC 17021-1, confirm that the certification body’s accreditation covers the exact standard, sector or technical scope, and geography you need.

Ask the body to state the certified boundary: legal entities, business units, locations, products, development activities, suppliers, and deployment environments. A certificate covering a parent organization or a limited process may not cover the model or product your customer is evaluating. Certification also involves ongoing surveillance or reassessment; obtain the schedule and conditions for maintaining the certificate.

Statutory conformity assessment

For a regulated system, identify the jurisdiction, your legal role, the system’s category, and the route specified by the applicable law before contacting providers. Under the EU AI Act, some high-risk system routes involve a notified body, while others permit internal control when the legal conditions are met. The correct route depends on the system and the facts of the deployment.

Request the candidate to identify its formal designation, applicable conformity procedure, technical documentation requirements, post-market obligations, and reporting duties. A general consultant, a management-system certificate, or an AI RMF report is not automatically a substitute for a required conformity assessment. If the provider cannot explain why it is authorized for your route, stop the selection process until that issue is resolved.

NIST AI RMF assessment

NIST states that the AI RMF is intended for voluntary use to improve the incorporation of trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems. An independent assessor can review your evidence against selected AI RMF functions, categories, and outcomes, then issue a report describing alignment, gaps, and priorities.

Describe the framework version and profile in the statement of work. Require a crosswalk that points from each conclusion to evidence, interviews, tests, or observations. Call the result an AI RMF-aligned assessment or report, not a NIST certificate. CASRAI specifically notes that NIST does not certify organizations against the framework.

Direct technical evaluation

A technical evaluator tests the behavior of a model or integrated product. Depending on the risk, this may include robustness, security, privacy leakage, fairness, dangerous capabilities, misuse resistance, reliability, interpretability, or red teaming. The evaluator should define threat models, test populations, prompts or scenarios, scoring rules, thresholds, and retest conditions before testing begins.

Technical evaluation is especially important when a buyer, regulator, insurer, or board needs evidence about actual system behavior rather than policy design. It can be combined with a governance audit, but the two deliverables should remain distinguishable so readers do not mistake a test result for organization-wide certification.

Define what independence means for your engagement

CASRAI describes third-party AI auditing as assessment by an organization with no role in building or operating the system, no stake in the outcome, and an audience that may include a regulator, customer, insurer, or business partner. Turn that principle into questions the provider must answer in writing.

  • What financial, ownership, referral, reseller, implementation, model-development, deployment, or remediation relationships does the provider have with your organization, suppliers, model vendor, and integrators?
  • Has the proposed team designed controls, selected data, tuned the model, written the policies, or performed remediation that it will later assess?
  • If the provider offers consulting and assurance, how are personnel, management, workpapers, and decisions separated?
  • Who controls the scope, test cases, sampling, interpretation, and final report?
  • Can the provider report an adverse finding directly to the intended audience, and what contractual limits apply to disclosure?
  • What happens when you dispute a finding? Is there an independent technical or quality review?

There is no single question that proves independence. Document the relationships, the controls that address them, and any residual conflict in the procurement record. If the intended audience is a regulator or customer, give that audience the opportunity to reject a relationship that it considers disqualifying.

Write the audit boundary and success criteria first

Prepare a short scope document before requesting proposals. It should remove ambiguity that providers would otherwise resolve in different ways.

Identify the system and context

  • Model name, version, release date, fine-tuning or configuration state, and relevant dependencies.
  • Product or service in which the model is embedded, including APIs, retrieval systems, tools, agents, human review, and external suppliers.
  • Deployment environments, geographic markets, user groups, affected non-users, and intended and prohibited uses.
  • System owner, provider, deployer, operators, and parties responsible for monitoring and incident response.
  • Change-control rules that determine when a new version, data change, or integration requires reassessment.

State the decision and audience

Write one sentence such as: “The board will use this report to decide whether the customer-facing assistant may launch in the European Economic Area,” or “The customer will use this certificate to evaluate our AIMS.” Name every intended recipient and whether the report may be shared with regulators, insurers, procurement teams, or affected individuals.

Set measurable criteria

Replace vague requirements such as “the model should be accurate” with a metric, population, conditions, threshold, and action. Specify the dataset or sampling frame, confidence or uncertainty treatment, subgroup analysis, severity classification, and unacceptable result. For security testing, define the attacker capability and the evidence that constitutes a successful exploit. For fairness testing, define the protected or affected groups, comparator, outcome, and legally appropriate interpretation.

The criteria must be agreed before fieldwork. The AI Assurance Council’s explanation of IIA Standard 13.4 says auditors should assess whether management’s criteria are adequate and, when they are not, identify appropriate criteria with the board or senior management. In an external engagement, put the authoritative standard, law, benchmark, metric, and decision threshold in the statement of work. Selecting a framework does not by itself create a legal obligation or establish regulatory conformity.

Check whether the provider can obtain and test the right evidence

A credible assessment is more than a policy interview. Give the provider a realistic evidence list and ask it to identify access restrictions before contracting.

  • System architecture, model cards, technical documentation, intended-use and limitation statements.
  • Training, fine-tuning, and evaluation-data provenance, quality controls, licenses, and known gaps.
  • Test sets, metrics, sampling plans, subgroup results, uncertainty analysis, and prior failure investigations.
  • Access-control records, security assessments, logs, monitoring dashboards, alert thresholds, and rollback procedures.
  • Human-oversight design, operator training, escalation paths, incident and complaint records, and corrective actions.
  • Supplier contracts, external-model dependencies, service-level commitments, and change notifications.
  • Risk and impact assessments, approval records, internal audits, management reviews, and previous assurance reports.

NIST’s AI RMF-to-ISO crosswalk highlights independent assessors, testing and metrics in conditions similar to deployment, impact assessment, measurement, monitoring, and explanation of system limitations. Prefer a provider that can inspect primary evidence and run or witness tests in deployment-like conditions, rather than one that only reads policy language.

Ask how testing will represent real use

Require the proposal to explain whether test populations represent the intended users and affected groups, how rare or high-severity events will be sampled, how distribution shift will be handled, and how uncertainty will be recorded. For an integrated product, test the complete system: prompts, retrieval, tools, filters, human handoffs, and failure recovery can change behavior relative to a base model.

Require transparent limitations

The report should distinguish observed evidence, management representations, assumptions, extrapolations, and untested areas. It should state the date and version tested, environment, sampling limits, blocked data, unavailable logs, and conditions under which conclusions no longer apply.

Compare shortlisted providers on the same axes

Send every candidate the same scope and request comparable answers. A lower fee is not useful if it buys a narrower boundary, weaker evidence, or a report that the intended audience cannot rely on.

Comparison axis Questions to ask
Assessment route Does the provider deliver the certificate, legal assessment, framework report, or technical evaluation actually required?
Accreditation or designation Is it accredited or formally designated for the exact standard, system category, scope, and jurisdiction?
Independence What consulting, implementation, vendor, ownership, financial, or prior-work relationships exist? Who controls scope and reporting?
Technical and domain competence Can the team assess your model type, integrations, data, security threats, risk domain, and context of use?
Evidence and methods Will it inspect source evidence, test deployment-like conditions, document metrics, sample transparently, and explain limitations?
Output and reliance Who may use the report, what exact claim does it support, what is excluded, how long is it valid, and what triggers follow-up?
Delivery and operations What access, staff time, timeline, cost basis, remediation process, surveillance, retest, and confidentiality terms apply?

Use a disciplined selection process

  1. Classify the decision. Choose certification, statutory conformity, AI RMF benchmarking, technical testing, or a deliberately separated combination.
  2. Confirm legal conditions. For regulated deployments, identify provider and deployer roles, system category, jurisdiction, transition rules, and any notified-body requirement.
  3. Freeze the scope. Record versions, integrations, users, affected groups, environments, exclusions, criteria, metrics, and decision thresholds.
  4. Prequalify candidates. Request accreditation certificates, designation details, assessor qualifications, relevant engagements, conflict disclosures, insurance, and quality-control procedures.
  5. Run a technical interview. Give candidates a difficult but sanitized example and ask them to explain test design, evidence needs, sampling, uncertainty, and escalation.
  6. Check references with the intended audience in mind. Ask whether prior reports were accepted by customers, regulators, boards, or insurers, without treating a reference as proof of current scope.
  7. Score proposals consistently. Weight route and authority first, then independence, competence, evidence methods, report usability, and practical delivery.
  8. Contract the boundaries. Put criteria, access, methods, sampling, confidentiality, publication rights, escalation, corrections, retesting, and change control in the agreement.
  9. Review draft findings before finalization. Permit factual correction and evidence submission, but do not allow management to suppress adverse conclusions or change criteria after testing.
  10. Plan follow-up. Assign owners and dates for corrective actions, define retest evidence, and specify what model or process change requires a new assessment.

Specify the deliverable, not just the activity

“Perform an AI audit” is an inadequate statement of work. Require a report or certificate that includes:

  • Assessment objective, criteria, scope, system versions, locations, dates, and intended reliance.
  • Assessor identity, qualifications, independence statement, quality review, and subcontractor disclosure.
  • Evidence reviewed, interviews conducted, samples selected, test cases, tools, environments, and reproducible methods.
  • Findings classified by severity and linked to the applicable requirement or threshold.
  • Results, uncertainty, limitations, unavailable evidence, assumptions, and excluded components.
  • Corrective actions with owners, priorities, due dates, acceptance evidence, and retest conditions.
  • Rules for report distribution, confidential annexes, regulator access, public claims, corrections, expiry, surveillance, and change-triggered reassessment.

For a certificate, confirm the exact wording of the claim and the scope printed on the certificate. For a technical report, confirm whether scores are comparable across versions and whether the evaluator will retain test artifacts so a later retest can reproduce the result.

Provider examples are leads, not endorsements

CASRAI lists BSI, Schellman, DNV, KPMG, and NQA among providers offering accredited ISO/IEC 42001 certification. Treat those names as starting points for verification, not a ranking or guarantee. Check each provider’s live accreditation, geographic coverage, exact scope, assessor competence, independence, schedule, and contract terms with the provider and the relevant accreditation authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For frontier-model capability work, CASRAI names METR, the UK AI Security Institute, and the US Center for AI Standards and Innovation (CAISI) as evaluator organizations. Confirm each organization’s present remit, intake policy, funding or relationship disclosures, and whether it accepts your model type and engagement. A named organization is not evidence that it is available, authorized, or suitable for your particular decision.

Common selection mistakes and how to correct them

Buying a certificate when you need behavioral evidence

Problem: An organization-level AIMS certificate is presented as proof that a particular model is safe or accurate.
Correction: Add a scoped technical evaluation with explicit metrics and deployment-like tests.

Calling an AI RMF report a NIST certification

Problem: Marketing language implies that NIST issued or approved the result.
Correction: Label the work an independent assessment against selected AI RMF outcomes and identify the assessor and evidence basis.

Ignoring the statutory route

Problem: A voluntary review or generic consultancy is commissioned before determining whether a notified body or internal-control route applies.
Correction: Obtain a jurisdiction-specific legal and conformity analysis first, then appoint a body authorized for the applicable procedure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving criteria until after testing

Problem: The provider chooses metrics, populations, or pass/fail thresholds after seeing results.
Correction: Approve criteria, sampling, severity definitions, and decision thresholds in the statement of work.

Allowing the developer to control the audit

Problem: The party that built the system selects test cases, withholds logs, or can veto findings.
Correction: Give the independent assessor control of scope within the agreed mandate, require evidence-access commitments, and define escalation to the intended audience.

Testing only a laboratory model

Problem: Results from a base model do not reflect retrieval, tools, filters, human review, or production data.
Correction: Test the deployed configuration and record every material difference from production.

Failing to define change triggers

Problem: The report remains in circulation after a model update, new market, or integration changes the risk.
Correction: Set version, data, use-case, incident, and performance thresholds that require surveillance or reassessment.
