Choose an identity provider by the recovery outcomes your business has approved, not by its uptime percentage alone. A resilient service must keep authentication usable during a provider or regional outage and let your team restore identity data after deletion, corruption, misconfiguration, or compromise. Set recovery time objective (RTO) and recovery point objective (RPO) targets first, then compare failover behavior, degraded-mode access, backup scope, retention, restore fidelity, contractual limits, licensing, dependencies, and your ability to run a tested recovery procedure.
What strong identity disaster recovery actually covers
Identity disaster recovery has two separate jobs. The first is service continuity: keeping sign-in and application access available when a provider region, availability zone, storage system, or network fails. The second is tenant recoverability: restoring your directory objects, policies, relationships, and secrets after an administrator mistake, malicious change, accidental deletion, or account compromise. Provider redundancy can address the first problem without solving the second.
Microsoft summarizes the distinction plainly: “Resilience and recoverability aren’t individual product features.” Treat that as a design principle. A 99.99% availability SLA does not automatically mean that every user, group, application registration, policy, membership, or secret can be reconstructed after a damaging change.
Set RTO and RPO before comparing providers
Your procurement team should define the maximum acceptable outage and data loss for each identity-dependent business process. The RTO is the maximum time until the required service or recovery capability is usable. The RPO is the maximum amount of identity configuration or change history that may be lost.

| Failure scenario | RTO question | RPO question | Evidence to request |
|---|---|---|---|
| Provider region or infrastructure outage | How long until users can authenticate and reach critical applications? | Is any accepted identity change lost when the secondary region is activated? | Failover trigger, timer definition, first successful authentication, and full-restoration target |
| Accidental policy or directory change | How quickly can a known-good configuration be restored? | How recent is the latest usable backup? | Backup cadence, object and property coverage, version history, and restore procedure |
| Hard deletion | Can the object be recreated within the business target? | Can memberships, identifiers, credentials, and links be recovered? | Documented hard-delete behavior and any manual recreation steps |
| Malicious modification or tenant compromise | Can trusted administrators regain control without using the compromised path? | Is there an isolated, immutable copy from before the attack? | Independent backup access, emergency accounts, logs, and approval controls |
| Dependency failure | Can users sign in if federation, on-premises connectivity, a network, or an MFA route is unavailable? | Which configuration baseline and logs remain accessible? | Alternative authentication path, local administrator access, and dependency map |
Write the targets in business terms. For example, your payroll application may require authentication within 30 minutes, while a low-priority administrative portal may tolerate four hours. A daily backup could satisfy a one-day RPO but fail a 15-minute requirement for a rapidly changing workforce directory.
Keep four different promises separate
| Promise or capability | What it answers | What it does not answer |
|---|---|---|
| Availability SLA | How often the covered service is expected to be operational under the contract’s definition | Whether your tenant data, settings, or deleted objects can be restored |
| Regional failover RTO | How quickly the provider moves traffic or enables a degraded service after a qualifying outage | Whether administration, password resets, policy edits, or every product are available |
| Tenant backup and restore | Which customer objects and properties can be recovered and how far back versions go | Protection for excluded objects, hard deletions, or data changed after the last backup |
| Customer recovery RTO | How quickly your own people can identify the incident, obtain access, approve a restore, validate it, and return to service | The provider’s infrastructure response time |
Compare figures only when their scope, clock start, degraded mode, eligibility, exclusions, and contractual remedies align. Vendor-published numbers describe each vendor’s service; they are not an independent cross-provider benchmark.
Assess provider-side failover and degraded mode
Microsoft Entra
Microsoft describes Entra as a distributed cloud identity service with layered redundancy, monitoring, and automated mitigation, and states a 99.99% availability SLA in its tenant-recoverability guidance. Microsoft also says writes are durably committed to at least two datacenters before acknowledgment and that directory data is backed up daily for service-wide issues. Those architecture and availability statements concern service resilience; they are not a promise to undo a customer-initiated deletion or configuration error.

Your architecture still affects the result. Microsoft calls out authentication-method choices, avoidable federation and on-premises dependencies, and whether applications handle transient failures. A highly redundant provider cannot compensate for an application that fails permanently when one endpoint is unavailable or for a sign-in flow that depends on a single network or MFA route.
Okta
Okta support documentation says that when a primary region and its availability zones fail because of an infrastructure outage, Okta initiates failover to a secondary disaster-recovery region. Standard failover usually takes one hour after Okta identifies the outage. During that mode, administrators have read-only access to the Admin Console, users can continue accessing applications, and password resets are unavailable. Okta fails back after the primary region is available.

Okta’s Enhanced Disaster Recovery documentation describes a five-minute RTO for affected production organizations during a regional failure. Its commitment terms specify no more than five minutes to execute failover until read-only traffic can be routed and up to 24 hours for full-service restoration after a qualifying outage, subject to the agreement. The five-minute metric is not the same as full recovery or unrestricted administration. The support page labels self-service Enhanced DR early access, so verify that your subscription and geography are eligible.
The documented regional protection covers certain infrastructure, storage, and networking failures. It does not protect against denial-of-service attacks, third-party vendor or application connection problems, malicious data deletion or modification, or configuration errors. The DR Admin app does not support external identity-provider authentication; during a primary-tenant outage it requires locally sourced Okta credentials and a supported MFA factor. Preserve that route before you need it.
Google Cloud Identity
Google’s Cloud Identity SLA covers Cloud Identity Management and Google Groups for Business ordered through Cloud Identity Premium. It states a 99.9% monthly availability commitment and defines downtime using a domain’s server-side user-error rate exceeding five percent. The SLA lists exclusions, including problems caused by customer or third-party equipment.
This is a scoped availability commitment, not documentation of the backup and restore behavior for every Google identity offering. Obtain the applicable agreement and separate recovery documentation for your exact services, region, directory objects, and administrative procedures before treating the SLA as evidence that tenant recovery meets your RTO or RPO.
Put vendor figures in context
| Provider example | Published figure or behavior | Important qualification |
|---|---|---|
| Microsoft Entra | 99.99% availability SLA; distributed service with writes committed to at least two datacenters before acknowledgment | Availability and service-wide resilience do not restore customer changes; tenant configuration and integrations remain dependencies |
| Okta standard DR | Usually one hour after outage identification to fail over; users can access applications while administration is read-only | Password resets are unavailable during failover, and the clock starts after Okta identifies the outage |
| Okta Enhanced DR | Up to five minutes to enable read-only traffic and up to 24 hours for full-service restoration under qualifying terms | Eligibility, product exclusions, and contractual conditions apply; five minutes is not full restoration |
| Google Cloud Identity Premium | 99.9% monthly availability commitment for specified Cloud Identity services | Downtime is defined by a more-than-five-percent server-side user-error threshold; customer and third-party causes are excluded |
Examine tenant backup and restore, not just failover
Microsoft Entra Backup and Recovery scope
Microsoft Entra Backup and Recovery automatically backs up supported objects once daily and retains up to seven days of backup history. It requires a workforce tenant with Entra ID P1 or P2. Documented supported types include users, groups, applications, service principals, Conditional Access policies, named locations, authentication-method policy, and selected authorization-policy properties.

Ask for the exact property-level list, not only the object names. A directory object may be present while a particular credential, relationship, membership, policy condition, or secret is excluded. Confirm whether the restore preserves immutable identifiers and links that applications rely on, or whether your team must recreate and retest them manually.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesSoft deletion is not a backup strategy
Microsoft documents 30-day restoration for specified soft-deleted objects. Its built-in Backup and Recovery does not recover or recreate hard-deleted objects. A retention window for soft deletion therefore cannot satisfy a requirement to recover an object deleted permanently, nor does it protect against an attacker who waits beyond that window.
Hybrid and external protection
In hybrid environments, identify the source of authority for every object. Objects managed in on-premises Active Directory Domain Services need protection appropriate to that directory; a cloud-only restore tool may not restore the authoritative record. Microsoft recommends an external, versioned known-good state, longer audit-log retention than the typical 30-day default, monitoring and alerting, and regularly tested recovery drills. It notes that non-Microsoft recovery tools may extend object coverage, granular restoration, hard-deleted object recreation, hybrid-directory coverage, or retention, but each solution must be evaluated independently rather than assumed to be complete.
Store at least one recovery copy outside the identity tenant and protect it with credentials and approval paths that do not depend on the same tenant. A repository secured only by the identity system it is meant to rescue creates a circular dependency during a tenant-wide lockout.
Map dependencies that can defeat a resilient provider
- Federation: If sign-in is delegated to an on-premises federation service, its outage can block users even while the cloud provider is healthy. Document a supported alternative and test the switch.
- Connectivity: Private links, DNS, firewalls, proxies, and branch networks can prevent access to a healthy identity service. Include them in the failure exercise.
- MFA: A single authenticator, phone carrier, hardware pool, or recovery mailbox is a single point of failure. Maintain multiple approved methods and a controlled emergency process.
- Emergency administration: Keep emergency access accounts with locally sourced credentials, strong independent MFA, monitored use, and a written rotation procedure. Microsoft specifically recommends emergency access accounts and multiple authentication and access-control options.
- Application behavior: Verify that critical applications cache tokens appropriately, retry transient failures safely, and do not make destructive assumptions when the directory is temporarily read-only.
- Recovery repository: Ensure configuration exports, runbooks, logs, and backup copies remain reachable during an identity-tenant lockout.
- Audit evidence: Retain audit logs long enough to determine what changed, by whom, and which restore point is trustworthy. A default 30-day window may be too short for a delayed discovery.
Microsoft’s guidance captures the operational side: “Define the human element of recovery before a crisis strikes.” Name the people who can declare an incident, approve a restore, access emergency credentials, validate applications, and communicate status.

Read the contract and licensing details
For every advertised DR feature, request the contractual definition and record it in your comparison worksheet.
- Identify whether the figure is an SLA, service-level objective, target, or contractual RTO.
- Record the covered product, edition, workload, region, tenant type, and subscription tier.
- Confirm whether the timer starts at provider detection, provider acknowledgment, failover initiation, first successful authentication, read-only access, or full restoration.
- List exclusions such as customer configuration errors, malicious changes, denial-of-service attacks, third-party services, maintenance, and force-majeure events.
- Understand the remedy: service credits, termination rights, or no contractual remedy. Credits do not restore a missed business deadline.
- Check whether enhanced protection is generally available or early access and whether product exclusions remove services your organization uses.
- Price the required identity tier, backup capability, log retention, independent storage, emergency access, testing, and operational staffing together. A lower subscription can become more expensive when required recovery controls are purchased separately.
Use a repeatable provider-selection process
- Inventory identity dependencies. List directories, applications, service accounts, privileged roles, federation links, MFA methods, network paths, and systems that store recovery material.
- Approve scenario-specific RTO and RPO targets. Have business owners sign off on the maximum outage and data loss for each critical process.
- Issue the same questionnaire to every provider. Ask about failover triggers, degraded mode, backup objects and properties, retention, hard deletion, isolation, roles, exclusions, and remedies.
- Build a normalized comparison table. Put the clock start, first usable action, full-restoration target, and eligibility beside every number so unlike claims cannot be mistaken for equivalent promises.
- Inspect your tenant design. Remove unnecessary federation and on-premises dependencies, create emergency access accounts, diversify MFA, and export a known-good configuration.
- Obtain a nonproduction demonstration. Require the provider to show a regional-failure workflow, read-only behavior, restore of representative objects, and the handling of an excluded or hard-deleted object.
- Run a tabletop and technical drill. Measure elapsed time from detection through access, restore, validation, and communications. Record every manual action and dependency.
- Make the decision against the approved targets. Select the provider and architecture that meet the business objectives with documented evidence, not the one with the largest headline percentage.
Design a practical recovery exercise
Run exercises in a nonproduction tenant first, then repeat a controlled production test for emergency access and backup retrieval. Include at least these scenarios:
- A provider region is unavailable and users must authenticate to a critical application.
- An administrator changes a Conditional Access policy and locks out a user population.
- A user, group, application, or service principal is hard-deleted.
- An attacker modifies privileged memberships and attempts to disable recovery methods.
- The normal federation service or primary MFA route is unavailable.
- The backup repository is inaccessible through the normal identity tenant.
For each scenario, record the exact time of detection, incident declaration, emergency-account use, first successful authentication, restore initiation, restore completion, application validation, and return to normal administration. Compare those measurements with the approved RTO and RPO. Capture unsupported objects, manual recreation steps, missing logs, and permissions that prevented recovery; each becomes a remediation item with an owner and due date.
Common selection mistakes and how to avoid them
Choosing the highest uptime percentage
Availability percentages describe service operation under a particular definition. They do not tell you whether a deleted policy can be restored, whether password resets work in degraded mode, or whether your federation and MFA dependencies remain reachable. Evaluate the failure scenarios that matter to your business.

Assuming soft delete covers every deletion
Soft-delete windows are time-limited and object-specific. Test a hard deletion and document the manual recreation, identifier, membership, credential, and application-link consequences.
Ignoring backup boundaries
Daily snapshots and seven days of history may be appropriate for some directories but inadequate for rapidly changing tenants or investigations discovered late. Verify cadence, retention, immutability, independent access, and property-level coverage.
Protecting recovery with the system being recovered
A backup, runbook, or emergency account that depends on the locked tenant is not an independent recovery path. Store copies separately, use locally sourced credentials where supported, and test access without ordinary federation.

A decision framework for different organizations
| Organization profile | Priority controls | Evidence required before purchase |
|---|---|---|
| Small team with cloud-only applications | Independent emergency access, diverse MFA, documented provider failover, and a tested configuration export | Degraded-mode capabilities, support response, backup retention, and a short tabletop exercise |
| Regulated or high-availability enterprise | Contractual recovery terms, isolated and immutable backups, long log retention, hybrid-directory protection, and formal exercises | Product-specific eligibility, exclusions, restore fidelity, audit evidence, and measured RTO/RPO results |
| Hybrid organization with on-premises authority | Separate protection for on-premises directories, resilient federation, cloud backup, and dependency-aware emergency sign-in | Source-of-authority behavior, synchronization recovery, alternate authentication, and end-to-end application testing |
| Privileged-access-heavy environment | Independent administrator credentials, monitored break-glass use, approval separation, and tamper-resistant logs | Compromise scenario demonstration, privilege restoration, and evidence that recovery remains possible after tenant takeover |
The strongest choice is the provider and operating model that meet your approved RTO and RPO for the scenarios you actually face, including customer mistakes and compromise. Availability, regional failover, tenant backup, and customer-run recovery must each have explicit evidence, owners, and a test date.
