Choose an enterprise software platform by translating business outcomes, workflows, data sensitivity, users, integrations, and operating constraints into measurable requirements before you compare products. Then apply the same scorecard to every candidate, require evidence for security and supplier practices, model implementation and operating costs over several years, and test portability and exit terms before signing. No platform is universally best: the right choice depends on your organization’s mission, risk tolerance, deployment model, and budget.
1. Define what the platform must accomplish
Vendor demonstrations are persuasive but are a poor starting point. First document the business result you need, the work the system must support, and the conditions under which it will operate. NIST’s SP 800-36 recommends identifying anticipated users, data sensitivity, security requirements, maintenance and training issues, required components, and the effect on the wider enterprise environment. Use that checklist before requesting proposals.
Write outcome statements
Describe outcomes in observable terms rather than product language. For example, “close the monthly financial process with an auditable approval trail” is testable; “buy a modern platform” is not. For each outcome, record the current process, the desired result, the owner, the deadline or service level, and how success will be measured.

Map users and workflows
- List employee, contractor, partner, administrator, auditor, and service-account user groups.
- Document the steps each group performs, including approvals, exceptions, handoffs, and offline work.
- Mark which activities are mission-critical, seasonal, high-volume, or subject to segregation-of-duties controls.
- Identify accessibility, language, device, location, and network requirements that affect adoption.
Classify the information involved
Record what the platform will store, process, or transmit. Distinguish public, internal, confidential, regulated, personal, financial, health, export-controlled, or classified information as applicable to your organization. The classification determines the evidence you need from a supplier, the allowed deployment locations, retention rules, encryption expectations, incident obligations, and who must approve residual risk.

Capture technical and organizational constraints
Include identity providers, directory services, network architecture, data centers or cloud boundaries, existing databases, integration standards, endpoint types, backup requirements, staffing, change windows, and support hours. State mandatory geographic, residency, sovereignty, or accessibility conditions explicitly. A platform that meets functional requirements but cannot fit your identity, network, or data architecture is not a viable finalist.
Use a requirements register
| Requirement area | What to record | Acceptance evidence |
|---|---|---|
| Mission and workflow | Outcome, process steps, volumes, exceptions, service levels | Scripted demonstration, configuration proof, reference process, or pilot result |
| Users and access | Roles, locations, devices, authentication, delegated administration | Role matrix, identity integration test, accessibility review |
| Data | Classes, residency, retention, export, deletion, backup, recovery | Architecture and data-flow diagrams, policy documents, test export |
| Integration | Systems, APIs, events, file formats, latency, ownership | Documented interface, sandbox test, error-handling demonstration |
| Operations | Staff skills, maintenance windows, monitoring, training, support | Operating model, runbooks, support commitments, training plan |
| Security | Threats, controls, assurance, incident and vulnerability obligations | Completed security questionnaire and independently reviewable evidence |
| Commercial | Users, usage, modules, environments, services, renewals, exit | Itemized quote and multi-year total-cost model |
2. Separate mandatory gates from scored preferences
Build the comparison scorecard before vendor meetings. A gate is a requirement that eliminates a candidate when it is not met, such as a required integration, data-residency rule, recovery objective, or legal term. Preferences can be scored and weighted. This prevents a polished interface or low introductory quote from masking a disqualifying risk.
A practical scorecard structure
| Dimension | Questions to score | Evidence to request |
|---|---|---|
| Functional and mission fit | Does it support required workflows, exceptions, scale, reporting, and controls without excessive customization? | Use-case scripts, configuration limits, product roadmap, pilot results |
| Security and supplier assurance | Are development, supply-chain, deployment, identity, data, incident, and vulnerability practices suitable for the risk? | Security architecture, independent assessments, vulnerability process, incident terms |
| Integration and environment | Can it connect to required systems and operate within network, identity, endpoint, and data constraints? | API specifications, connectors, data-flow diagrams, test results |
| Implementation and change | How much configuration, migration, process redesign, training, and internal staffing are required? | Implementation plan, responsibilities matrix, migration approach, references |
| Administration and support | Can your team manage users, policies, updates, monitoring, backups, and support escalation? | Admin demonstration, runbooks, service levels, support model |
| Lifecycle cost | What is the total cost under your actual user, usage, module, environment, and service assumptions? | Itemized quote, renewal rules, implementation and exit estimates |
| Portability and exit | Can you retrieve usable data and leave without a prohibitive technical or financial barrier? | Export schema, API limits, deletion certificate process, egress and transition terms |
Make scoring reproducible
Give each criterion a written definition and a rating scale, such as 0 for not demonstrated, 1 for major gaps, 3 for acceptable, and 5 for strong evidence. Multiply the rating by the agreed weight, but keep gate failures separate from the weighted total. Record the evaluator, evidence reviewed, assumptions, unresolved questions, and confidence level. A high score based on unverified assertions should not outrank a lower score supported by a tested result.
3. Evaluate features as workflows, not a checklist
Feature names vary between vendors, so compare the work the platform must perform. Ask each supplier to use the same scenarios and data assumptions.

Core capabilities and configuration
- Test the complete process from intake through approval, exception handling, reporting, and audit.
- Distinguish configuration from custom code. Record who can make changes, how they are tested, and whether upgrades can break them.
- Check limits on records, transactions, file sizes, automation rules, environments, retention, and reporting history against your forecast, not a generic maximum.
- Verify that required controls—such as approvals, segregation of duties, immutable logs, or legal holds—are available in the edition and modules you are pricing.
Information, reporting, and automation
Ask how data is searched, classified, exported, reconciled, and retained. Confirm whether reports are real-time or delayed, whether calculations are transparent, and whether users can obtain the underlying records. For automation or machine-learning features, document what data is used, where processing occurs, how outputs are reviewed, and how a mistaken result is corrected.
User experience and administration
Have representative users perform realistic tasks on the devices and networks they will use. Measure the number of steps, error recovery, accessibility, localization, and training needed. Have administrators create roles, change a policy, investigate an event, restore a record, and generate an audit report. A feature that only a vendor specialist can operate creates an ongoing staffing cost.
Integration and extensibility
Inventory every interface required on day one and in the planned roadmap. Confirm authentication protocols, provisioning and deprovisioning, API rate limits, event delivery, batch windows, file exchange, webhooks, data models, versioning, and error handling. Ask who owns each connector and what happens when either system changes. Require a sandbox or test tenant for the highest-risk integrations.

A general statement that a product is “secure” is not evidence that it satisfies your requirements. CISA’s Secure by Demand guide organizes buyer action before, during, and after procurement. CISA’s Software Acquisition Guide examines software supply chains, development practices, deployment, and vulnerability management. Use those areas to structure questions and contract requirements.

Before procurement: understand the supplier
- Request a description of the secure-development lifecycle, code review, testing, release approval, and security training.
- Ask how open-source and third-party components are inventoried, assessed, patched, and tracked through a software bill of materials or equivalent records.
- Identify development, build, hosting, support, and subcontracting locations and the parties with privileged access.
- Request relevant independent assessments, penetration-test summaries, certifications, attestations, and the scope and dates behind them. Confirm that they cover the service and edition you are buying.
- Map the supplier’s incident, vulnerability disclosure, notification, and remediation processes to your risk and legal obligations.
During procurement: test the product and terms
- Require architecture and data-flow diagrams showing tenant isolation, encryption in transit and at rest, key management, logging, backup, and administrative access.
- Verify identity integration, multifactor authentication, least privilege, privileged-access controls, session management, and emergency access.
- Ask how vulnerabilities are rated, communicated, remediated, and disclosed, including vulnerabilities in dependencies and hosted infrastructure.
- Specify security evidence, audit rights, incident notification windows, cooperation duties, subcontractor controls, data-return and deletion obligations, and termination assistance in the contract where appropriate.
- Have security, privacy, legal, records, and risk owners approve exceptions instead of allowing procurement staff to accept them informally.
After selection: monitor outcomes
Assign an owner for supplier-risk reviews, access recertification, configuration monitoring, incident exercises, vulnerability notifications, and renewal decisions. Reassess when the supplier changes ownership, hosting, subprocessors, architecture, or material functionality. Security requirements that are never checked after signature are only promises.
Match evidence to actual risk
The right evidence depends on data sensitivity, deployment model, applicable regulation, and threat context. Do not treat a certificate, questionnaire, or penetration-test letter as a universal pass. Compare the scope, period, exceptions, and control objectives with your own requirements, document gaps, and record compensating controls or a formal risk acceptance.
5. Compare deployment and operational fit
Deployment changes both risk and workload. For a hosted service, evaluate tenancy, regions, connectivity, provider-operated updates, backup responsibility, service dependencies, and exit. For software installed in your environment, add infrastructure, patching, monitoring, hardening, capacity, disaster recovery, and specialist staffing. Hybrid designs require clear ownership at every boundary.
Integration with the existing environment
Draw the future-state architecture before selecting a finalist. Show identity, networks, endpoints, data stores, integration services, monitoring, backup, security operations, and support paths. Identify dependencies that could create a single point of failure or require a costly redesign. Include nonproduction environments and realistic test data; a production-only design makes safe change difficult.

Administration, maintenance, and training
- Estimate the administrator roles and hours needed for onboarding, access changes, configuration, monitoring, reporting, and incident response.
- Document update cadence, maintenance windows, release-notice periods, backward-compatibility commitments, and who tests customizations.
- Plan role-based training for users, administrators, help-desk staff, security analysts, and process owners.
- Define service-desk escalation, severity levels, response targets, and the information your team must provide to obtain support.
Continuity and contingency
Set recovery time and recovery point objectives for each critical workflow. Ask how the platform behaves during provider outages, identity failures, integration delays, corrupted data, and loss of connectivity. Verify backup restoration rather than accepting a statement that backups exist. Decide which manual or alternate process keeps the business operating and how often it will be exercised.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. Calculate total cost of ownership, not just the quote
NIST’s SP 800-35 describes total cost of ownership as implementation and operational costs plus related overhead, salaries and benefits, technology upgrades, software support, and maintenance. Apply that principle to every candidate and use your own forecast rather than a vendor’s example.
Cost categories to include
| Category | Questions for the model |
|---|---|
| Subscription or license | What is the unit—named user, active user, device, transaction, storage, environment, or capacity? Which editions and modules are mandatory? |
| Implementation | What will discovery, design, configuration, customization, migration, testing, project management, and change management cost? |
| Internal labor | How much time will business owners, IT, security, legal, procurement, finance, and help desk spend? |
| Infrastructure and connectivity | Are hosting, hardware, network links, identity services, storage, backup, monitoring, or special environments separate? |
| Training and adoption | What courses, materials, travel, temporary backfill, and productivity loss are expected? |
| Support and maintenance | Which support tiers, premium response, upgrades, extensions, and managed services are optional or recurring? |
| Renewal and growth | What are renewal increases, minimum commitments, overage rates, true-up rules, and price protections? |
| Exit and transition | What will exports, transformation, parallel running, migration assistance, deletion, and replacement integration cost? |
Expose the pricing assumptions
Ask every vendor to state the number and type of users, usage or consumption levels, modules, environments, implementation services, support tier, renewal term, discounts, taxes, and separately priced components behind the quote. Request prices for the same base case, a growth case, and a lower-use case. Record whether each amount is one-time, annual, consumption-based, or subject to change.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsBuild a multi-year model
For each year, add recurring fees, expected usage, internal labor, support, infrastructure, upgrades, and risk contingencies. Add one-time implementation and migration costs in the period they occur. Show nominal cash cost separately from any discounted analysis, and document assumptions so finance can update them. Sensitivity-test user growth, transaction volume, storage, exchange rates where relevant, support tier, and a delayed implementation.

Cloud portability and egress
GSA’s Cloud SIN ordering guidance highlights data portability and avoiding prohibitive egress costs. Ask for export formats, API and bulk-export limits, export frequency, transformation tools, metadata availability, deletion confirmation, and all fees for retrieving data or moving it to another provider. Test a representative export; a contractual right that produces unusable files is weak portability.
7. Run a disciplined procurement process
Formal acquisitions should define scope and estimate cost before a solicitation. GSA’s EIS ordering guidance describes planning for requirements, a statement or performance work statement, an independent government cost estimate, solicitation, implementation, ordering, and service delivery. That process is U.S. federal guidance; private organizations and buyers outside the United States should adapt the planning principles to their own rules.
Recommended sequence
- Approve the problem statement. Name the outcomes, sponsor, process owners, constraints, and decision authority.
- Baseline the current environment. Inventory systems, interfaces, data, contracts, skills, costs, risks, and known pain points.
- Set gates and scoring. Publish requirements, evidence standards, weights, conflicts-of-interest rules, and the treatment of unanswered questions.
- Issue consistent scenarios. Give every supplier the same workflows, data assumptions, integration questions, security questionnaire, pricing template, and response deadline.
- Validate claims. Use demonstrations, sandbox tests, reference checks, architecture reviews, and a limited pilot for high-risk assumptions.
- Normalize commercial responses. Recalculate quotes under common user, usage, term, support, implementation, renewal, and exit assumptions.
- Negotiate protections. Resolve security gaps, service levels, data rights, audit, incident response, subcontractors, portability, price changes, termination, and transition assistance.
- Document the decision. Preserve scores, evidence, assumptions, risks, approvals, and reasons for rejecting alternatives.
Government-specific examples
GSA cloud guidance organizes planning around strategy, security and compliance, solicitation, evaluation, and award, and calls out total evaluated price and portability. The DFARS Subpart 208.74 provisions concern U.S. Department of Defense acquisition, including enterprise software agreements and supply-chain risk evaluation for covered information-technology acquisitions. Do not apply those rules automatically to commercial buyers or to governments outside the United States.
8. Validate finalists before signing
Use a scripted demonstration
Provide realistic records, roles, exceptions, approval paths, reports, and failure cases. Require the vendor to identify what is standard, configured, customized, delivered by a partner, or on the roadmap. Score only what is demonstrated or supported by a committed contractual deliverable.
Run focused technical and security tests
- Authenticate representative users and verify provisioning, role changes, and termination.
- Move representative data through the highest-risk integrations and inspect errors, retries, logs, and reconciliation.
- Export records, reports, metadata, and audit logs, then confirm that another tool can interpret them.
- Exercise backup restoration, administrative recovery, monitoring alerts, and incident-contact procedures where feasible.
- Measure performance and usability under your expected concurrency and data volume rather than relying on generic demonstrations.
Check references intelligently
Speak with organizations of similar size, risk, deployment model, and workflow complexity. Ask what required customization, which costs were underestimated, how upgrades affected them, how support handled severe incidents, and how difficult data extraction proved to be. Treat supplier-selected references as one input, not independent proof of every claim.
9. Avoid common selection failures
- Choosing from a demo. A polished tour does not prove workflow coverage, integration, security, or operating fit. Use scripted scenarios and tests.
- Comparing unlike price units. Normalize users, usage, modules, environments, services, support, renewals, and taxes before ranking quotes.
- Delegating security to procurement. Route material gaps to security, privacy, legal, and risk owners and make accepted exceptions explicit.
- Ignoring internal labor. Configuration, migration, training, support, and governance consume staff time even when the supplier hosts the service.
- Assuming portability. Obtain a real export and price the transition; do not rely on a generic “your data is yours” statement.
- Failing to plan administration. If nobody owns roles, updates, monitoring, and vendor reviews, the platform will accumulate risk and avoidable cost.
- Over-customizing. Custom code can increase testing, upgrade, security, and exit burdens. Require a documented business case for each deviation from standard capability.
- Confusing a framework with compliance. NIST, CISA, GSA, and contract guidance provide evaluation principles; they do not by themselves certify that a product satisfies your laws or controls.
10. Make the decision and govern the lifecycle
Select the candidate that meets every mandatory gate and offers the strongest evidenced balance of mission fit, security, operational feasibility, lifecycle cost, and portability. Record residual risks, owners, mitigations, and dates rather than hiding them in a high aggregate score. Set a review point before renewal to compare actual usage and cost with the original model, reassess supplier and security changes, test an export, and decide whether to renew, renegotiate, remediate, or transition.
NIST SP 800-35 and SP 800-36 are older foundational documents, so use them for evaluation and total-cost principles rather than as current vendor-status or certification lists. CISA, GSA, regulatory, and acquisition pages can change; verify the live guidance that applies to your jurisdiction and procurement type. The framework remains useful because it makes assumptions visible, evidence comparable, and the eventual decision defensible.
