Choose an enterprise AI consulting partner by comparing firms against the same written business requirements, delivery evidence, and a bounded pilot—not by broad claims about AI expertise. Start with an operational problem and measurable outcome, evaluate the people who will do the work, test the proposed solution in your context, and contract for data protection, knowledge transfer, and a workable exit. Your organization remains accountable for how the system is used, even when a consultant or service provider helps build or operate it.

Start with the business problem, not a model

Write down the process you want to improve before asking firms to recommend technology. A useful brief explains who does the work today, who will use the proposed solution, what the current baseline is, and what outcome would justify the investment. It should also describe the consequences of an incorrect or incomplete result.

For example, a team handling routine document review might want to reduce time spent on each case while maintaining a defined quality level. That is a stronger starting point than asking for a generative AI demonstration: it gives bidders a common problem to solve and gives you a way to judge whether their proposal helps. U.S. General Services Administration guidance likewise recommends defining the specific problem and focusing on mission requirements before acquisition. GSA’s Buy AI guidance also points buyers toward a testbed, sandbox, or pilot before a large purchase.

Set measures before proposals arrive

Choose measures that fit the work rather than relying on a generic AI benchmark. Depending on the process, you might track time to complete a task, throughput, cost per completed task, quality against a human-reviewed sample, or the share of cases escalated for additional review. These are buyer-defined measures, not universal targets.

For each measure, record how it will be collected, the comparison baseline, the conditions under which it will be assessed, and what result would support continuing. Include the effort required from your staff and any downstream effects, such as extra review work or delays in handling exceptions. A system that makes an individual step faster may not improve the end-to-end process if it creates new work elsewhere.

Make scope and boundaries explicit

Describe the data that may be used, systems the solution must connect to, and decisions that must remain with people. Note assumptions, known data limitations, relevant legal or policy constraints, and uses that are out of scope. Microsoft’s governance guidance recommends documenting a workload’s purpose, scope, data sources, intended outcomes, assumptions, and limitations. Its AI governance guidance is a useful prompt for making those boundaries consistent across proposals.

Build a cross-functional selection team

AI partner selection is a business, technical, governance, and operating-model decision. Include the process owner and, as relevant to the use case, people responsible for data, architecture, security, privacy, legal or compliance, procurement, and change management. The right membership depends on the system’s risk and the decisions it may affect; a low-impact internal assistant does not necessarily require the same review group as a tool that influences consequential decisions.

Both U.S. and UK public-sector guidance support multidisciplinary evaluation. The U.S. Government Accountability Office’s report on AI acquisitions discusses cross-functional teams, while the UK Government’s AI procurement guidelines identify supplier skills, testing practices, accountability, performance definitions, fairness, and security as areas buyers can examine.

Evaluate the delivery team, not the sales presentation

Ask each firm to identify the proposed lead and delivery staff, the portion of their time committed, the relevant work each person personally performed, and the effort your own staff will need to provide. Ask who will handle product or workflow design, data and integration, evaluation, security, governance, deployment, and user adoption. A firm’s general capabilities do not establish that the people assigned to your project have the needed experience.

Request references for work with comparable constraints, such as similar data sensitivity, integration complexity, user groups, or consequences of error. Separate a client’s reported experience from independently verified performance: a reference can help you understand collaboration and delivery, but it is not a controlled comparison or a guarantee of the same result in your environment.

Compare delivery approaches against the same requirements

Give every bidder the same problem statement, boundaries, and evaluation criteria. Ask each to explain how it will assess data readiness, choose or compare models, integrate with existing applications, test likely failures, control access, monitor deployed behavior, and transfer knowledge to your staff. Ask what findings would lead the firm to recommend against a proposed use or to change its initial approach.

A credible proposal connects each workstream to a business outcome, a named owner, evidence to be produced, and an acceptance decision. It should distinguish what the consultant controls from dependencies on external models, data providers, APIs, software libraries, or cloud services. Microsoft’s governance guidance identifies dependencies, data quality, bias, intellectual property, security, vendor reliability, and integration as areas that may affect an AI workload. Use those areas to probe the proposal’s assumptions and risk plan.

Use a common comparison table

Score proposals on the same evidence, not on how polished or expansive their presentations are. The table below can serve as a request-for-proposal checklist; tailor the criteria to your use case and risk level.

Comparison area Evidence to request
Business fit Written understanding of the process, baseline, users, measurable outcome, and consequences of error.
Team capability Named delivery staff, relevant personal experience, time commitments, multidisciplinary coverage, and references.
Technical fit Data-readiness assessment, architecture, integration plan, rationale for model choices, external dependencies, and maintainability approach.
Governance and assurance Risk assessment, test plan, performance measures, security and privacy controls, human oversight, monitoring, and incident response.
Delivery approach Bounded pilot, milestones, acceptance criteria, dependencies, client effort, and a defined stop-or-scale decision.
Commercial terms Total and variable costs, licensing, data and IP terms, portability, knowledge transfer, support, and exit provisions.
Change and adoption Training, workflow changes, stakeholder involvement, user feedback, and client readiness to operate the system.

Do not treat a framework badge, platform affiliation, generic benchmark, or vendor case study as conclusive evidence. Ask what a claim covers and whether it applies to your data, workflow, operating conditions, and risk profile. Do not compare prices until you have reconciled scope, assumptions, deliverables, client responsibilities, and ongoing costs.

Assess governance and evaluation capability

The NIST AI Risk Management Framework can provide a common vocabulary for discussing how an organization identifies and manages AI risks. NIST describes it as voluntary guidance intended to help organizations incorporate trustworthiness into AI design, development, use, and evaluation; it is not a certification of consulting firms. See NIST’s AI Risk Management Framework.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For generative AI, NIST’s Generative AI Profile accompanies AI RMF 1.0 and sets out risks and suggested management actions across the framework’s Govern, Map, Measure, and Manage functions. It covers common cross-sector activities, including cloud services and acquisition. Use it as a discussion aid, adapted to your jurisdiction, industry, and risk appetite; a provider’s claim of “NIST alignment” alone does not show that controls are effective.

Ask what the partner will actually evaluate

Request a concrete description of how the team will:

  • Assess the intended use, affected users, data involved, and potential harms.
  • Define requirements for quality, reliability, fairness, privacy, security, and transparency.
  • Test under representative conditions and document known limitations.
  • Set human review or escalation points appropriate to the consequences of an error.
  • Monitor behavior after deployment and respond to incidents or changed conditions.

The UK procurement guidelines also highlight supplier ethics practices, accountability, discrimination risk, reproducibility, testing across conditions, defined performance, security, and team qualifications. These are diligence prompts, not a universal checklist whose every item carries the same weight for every project.

Run a bounded pilot with a decision gate

Use a limited but representative workflow to test both the proposed solution and the partner’s delivery practices. A demonstration with handpicked examples may show that a system can produce an answer; it does not establish that the system will perform reliably with your data, users, volume, integrations, or exceptions.

Before the pilot starts, agree on what will be tested, what is explicitly outside scope, and how the result will be judged. GSA recommends pilots or sandboxes before large purchases. GAO’s acquisition report discusses recommendations to test proposed AI solutions before contract award and throughout the acquisition lifecycle. GSA guidance and the GAO report support using tests before committing to broad adoption.

Agree on the pilot conditions in writing

  • Representative sample: Use a test set or workflow sample that reflects expected inputs and important edge cases, with appropriate permission to use the data.
  • Baseline and measures: Record current performance and the method for collecting each agreed metric.
  • Acceptance thresholds: Define what must be met, what counts as a failure, and who decides whether results are acceptable.
  • Human review: Specify which outputs require review, how exceptions are escalated, and who has authority to act.
  • Constraints: Document security, privacy, integration, cost, usage, and access requirements the pilot must observe.
  • Cost and responsibilities: Set the pilot’s total or capped cost, client staffing needs, and who pays for remediation if agreed tests fail.

At the decision gate, choose to stop, revise and retest, or expand. If you expand, first check what changes at production scale: users, data quality, volume, risk, latency, integrations, support needs, and operating context. A narrow pilot result is evidence about the conditions tested, not proof of enterprise-wide readiness.

Understand full costs and the operating plan

Ask for a cost breakdown that covers consulting fees, cloud or model usage, data preparation, integration, testing, security, support, training, and monitoring. For each item, identify whether the price is fixed, usage-based, or conditional; how usage will be measured and controlled; and how charges may change with volume or scope. GAO reports that agency officials found AI-related costs difficult to understand, and GSA warns that service consumption can grow without monitoring and controls. The GAO report and GSA guidance make cost visibility and consumption controls important acquisition questions.

Do not focus only on the implementation estimate. An operating plan should identify who owns the system after the consultant’s engagement ends, who approves changes, who reviews output quality, who manages access, who handles incidents, and who funds continuing evaluation. Include the client effort and any third-party service costs when assessing the business case.

Responsibility does not disappear when a platform provider or consultant is involved. Microsoft’s shared-responsibility overview says customers remain responsible for organizational AI use, governance, access, data, training, and review. For platform offerings, it also assigns customers responsibility for model and application design and integration. Microsoft’s AI overview describes these responsibilities; confirm the division of work for the specific services and contract you are considering.

Negotiate for control, transfer, and exit

Have qualified procurement and legal reviewers adapt contract terms to your jurisdiction and use case. The statement of work should say what is being delivered, how acceptance will be determined, what evidence must be provided, and how changes to scope or dependencies are approved. For AI work, terms that preserve control over data, intellectual property, and transition deserve particular attention.

Contract points to resolve

  • Data use: Define permitted collection, processing, retention, and deletion of business data. Clarify whether client data or outputs may be used to train or improve provider systems.
  • Deliverables and rights: Set ownership or license terms for custom code, prompts, evaluations, documentation, and other project outputs.
  • Third-party dependencies: Identify models, services, and relevant subcontractors; require notice of material changes, limitations, and dependency changes.
  • Security and privacy: Specify access controls, incident notification, privacy obligations, and the audit evidence the client can review.
  • Commercial transparency: Define pricing, usage reporting, consumption limits or alerts, and change-control procedures.
  • Portability and interoperability: Address access to and export of data, configurations, and other materials needed to transition where applicable.
  • Knowledge transfer: Require operating documentation, training, and handover sufficient for client staff to maintain the solution.
  • Acceptance and remedies: State service and performance measures, test evidence, and how missed acceptance criteria will be addressed.
  • Exit support: Define transition assistance, timing, costs, and obligations at termination or expiry.

GAO summarizes procurement recommendations involving knowledge transfer, data and model portability, licensing clarity, pricing transparency, testing, and terms covering data, intellectual property, privacy, and vendor lock-in. NIST’s procurement paper similarly calls attention to interoperability, licensing, intellectual property arrangements, and reducing dependence on a single vendor. GAO’s acquisition report and NIST’s AI procurement paper provide public-sector perspectives that can inform enterprise diligence, but they do not replace local legal review.

Interpret customer stories as examples, not forecasts

Customer stories can help you identify implementation questions, but they are not a substitute for your own evaluation or independent comparative evidence. Google Cloud’s AES case study describes an audit workflow using Claude models on Google Cloud, API integration, permission and service-account configuration, and continued human review. The page reports more than 50 audits, a 99% reduction in audit costs, results delivered 99.7% faster, completion changing from 14 days to one hour, and audit accuracy increasing 10–20%. These are vendor-published, case-specific customer outcomes; the page’s publication date is not stated. They are not independent evaluations or expected results for another organization. Read the AES case study.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google Cloud’s Cognizant case study describes validation workflows, response-quality checkpoints, staff upskilling, and a human-in-the-loop feedback process. Those are reported implementation practices, not evidence that a particular firm is the right partner for every buyer. Read the Cognizant case study. If you use any customer story in your evaluation, ask what was measured, under what conditions, what remained under human review, and which parts of the implementation are comparable to your own.

Use a final decision check before signing

Before selecting a firm, confirm that the proposal and contract answer the same questions your evaluation group used to compare bidders. A strong choice is one whose claims can be tested, whose delivery team and client responsibilities are clear, and whose plan makes it possible to stop or change direction without losing control of your data and operations.

  • The business problem, baseline, users, and intended outcome are documented.
  • All bidders were assessed against the same scope and criteria.
  • The proposed delivery team, client effort, and references have been examined.
  • The pilot has representative test conditions, acceptance criteria, and a stop-or-scale gate.
  • Risk management, security, privacy, human review, monitoring, and incident handling are addressed.
  • Total and variable costs, operating ownership, and usage controls are understood.
  • Data, intellectual property, third-party dependencies, portability, transfer, and exit terms are explicit.
