Choose an educational assessment by starting with the decision it must inform—not with a test name. Define whether you need answers about academic learning, a suspected disability and school eligibility, development, communication, behavior, or a narrower issue. Then select a qualified practitioner or school route whose methods cover that question, use several sources of evidence, accommodate the child’s language and access needs, and produce practical recommendations.

Start with the decision, not the test

An assessment is useful only when its findings can support a real decision. Write the concern in one sentence and identify what you need to decide next. For example: “My child reads far below classroom expectations; what is making reading difficult, and what instruction should change?” is more actionable than “I want an IQ test.”

Discuss the concern with the child’s teacher, school support team, pediatric or general practitioner, or another professional who knows the child. Parent guidance from Victoria’s Department of Education recommends discussing learning concerns and available supports with teachers before arranging a formal assessment: https://www.vic.gov.au/how-decide-if-your-child-needs-formal-assessment. The same first step is sensible elsewhere, although local procedures differ.

Your main question Assessment route that may fit What the result should help you decide
Which academic skills are weak, and what teaching is needed? School evaluation, educational assessment, or a focused academic assessment Instructional targets, accommodations, intervention intensity, and progress checks
Could a disability require special education or related services? Public-school evaluation under the applicable special-education law; in the United States, an IDEA evaluation Whether the child meets local eligibility rules and what services or supports are appropriate
What is happening in infancy or toddler development? Early-intervention multidisciplinary evaluation Whether developmental services and family-centered supports are needed
Is communication affecting learning or participation? Speech-language assessment, often coordinated with a broader evaluation Communication profile, access supports, and therapy or classroom recommendations
What is driving behavior that interferes with learning? Functional behavioral assessment (FBA), alongside any broader evaluation indicated Patterns, triggers, consequences, and positive instructional or behavioral supports
Do we need an external specialist opinion? Private formal assessment or, in the United States, an independent educational evaluation (IEE) after disagreement with a public-agency evaluation Additional information, a second interpretation, or answers outside the original evaluation’s scope

A private assessment can answer a specialist question, but it does not automatically determine school eligibility. Ask the school in advance which reports and recommendations it will consider and what its own evaluation process requires.

Define the scope before you consent or book

Give the provider or school a written description of the concern, when it began, where it appears, and what has already been tried. Ask these questions before agreeing to an assessment:

  • Which questions will this assessment answer, and which questions will it not answer?
  • Which areas are relevant: academic skills, cognition, development, communication, behavior, emotional functioning, health, sensory processing, motor abilities, or adaptive skills?
  • How will each relevant area be assessed, and why is each method appropriate for its purpose?
  • Which information sources will be combined—parent interview, school records, teacher observations, developmental or medical history, direct observation, work samples, and standardized measures?
  • Who will administer and interpret each component, and what qualification or registration do they hold in this jurisdiction?
  • How will the process accommodate the child’s language, culture, disability, sensory needs, communication mode, fatigue, and attention?
  • What will the report say about strengths, needs, limitations of the measures, and practical educational or service recommendations?
  • If a school evaluation is involved, what consent, timeline, eligibility, disagreement, and records procedures apply locally?

Ask for the written scope, estimated number of sessions, expected report date, fee and cancellation terms, interpreter arrangements, and whether feedback will be provided to the family and school. The amount of testing should follow the question; a longer battery is not automatically a better assessment.

What a sound assessment should include

A credible evaluation combines evidence rather than treating one score as a verdict. Under the United States Individuals with Disabilities Education Act (IDEA), evaluators must “Use a variety of assessment tools and strategies” and “Not use any single measure or assessment as the sole criterion” for determining disability or an appropriate educational program. The regulation is at https://sites.ed.gov/idea/regs/b/d/300.304.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a U.S. IDEA evaluation, the public agency must gather relevant functional, developmental, and academic information, including information supplied by parents, and assess all areas related to the suspected disability. The evaluation must be sufficiently comprehensive to identify all special-education and related-service needs, even when those needs are not commonly linked with the suspected category. State and local procedures can add requirements.

Multiple methods and informants

Useful evidence may include standardized tests, curriculum-based measures, classroom work, structured observation, interviews, rating scales, developmental history, health information, and records of interventions. Each source has limits: a test may show performance under quiet, one-to-one conditions, while classroom observations show how the child manages instructions, transitions, peers, and workload. The report should explain how the sources agree or differ.

Technically appropriate instruments

Measures should be valid for the purpose used, technically sound, and administered by trained and knowledgeable personnel. A cognitive measure should not be presented as a complete explanation of reading, attention, language, or behavior unless the assessment actually examines those areas. Ask why a selected measure fits the child’s age, referral question, and educational context.

Language, culture, and access

IDEA requires nondiscriminatory evaluation and, when feasible, administration in the child’s native language or other mode of communication. The regulation also requires measures to be selected and administered so they are not racially or culturally discriminatory and to be used for the purposes for which they are valid: https://sites.ed.gov/idea/regs/b/d/300.304.

Tell the evaluator which language the child understands best for instructions and responses, whether an interpreter is needed, and how the child communicates (speech, sign, augmentative communication, visual supports, or another mode). Discuss hearing, vision, motor, sensory, medical, trauma, sleep, and medication factors that could affect performance. A low score obtained through inaccessible instructions is not a fair measure of the skill being investigated.

Strengths as well as difficulties

A report should identify abilities that can support learning, not only deficits. Look for a clear account of the child’s strengths, needs, participation barriers, environmental factors, and the limits of the evidence. Recommendations should translate findings into actions: teaching approaches, classroom accommodations, communication supports, behavior instruction, assistive technology considerations, home-school coordination, and a way to monitor whether the plan works.

Match the professional to the question

Different concerns call for different expertise. Government guidance identifies psychologists and speech pathologists as examples of professionals who may conduct relevant assessments, but titles, licenses, supervision rules, and permitted activities vary by location. Verify the credential with the responsible licensing or registration body rather than relying on a marketing description.

Concern Professional involvement to ask about Credential and experience checks
Reading, writing, mathematics, learning profile Educational psychologist, school psychologist, psychologist, specialist teacher, or multidisciplinary school team, depending on local rules Experience with the child’s age, curriculum, suspected difficulty, and evidence-based educational recommendations
Speech, language, understanding, or social communication Speech-language pathologist or speech pathologist, often coordinated with teachers and other evaluators Current local registration, language and communication expertise, and ability to assess the child’s communication mode
Broad cognitive, emotional, or behavioral questions Psychologist or multidisciplinary team Authorization to administer and interpret the proposed measures and experience distinguishing learning, developmental, health, and emotional factors
Infant or toddler developmental delay Multidisciplinary early-intervention team Coverage of cognitive, physical, communication, social-emotional, and adaptive functioning
Behavior interfering with instruction Team trained in functional behavioral assessment, coordinated with educators and family Ability to observe routines, identify environmental variables, and design positive instructional supports rather than merely label behavior

A school or general practitioner can help identify an appropriate specialist. Ask whether the person has assessed children with similar language, cultural, developmental, sensory, and educational profiles. Confirm who signs the report, who is responsible for each test, and whether the provider can attend a school meeting or explain findings to the team.

Choose the route that fits your situation

Public-school evaluation in the United States

If you suspect that a child needs special education or related services, ask the public school about an evaluation under IDEA Part B. The process should use parent information, records, observations, and direct assessment as appropriate, and it must cover every area related to the suspected disability. The federal evaluation requirements are in §300.304: https://sites.ed.gov/idea/regs/b/d/300.304.

Ask the school for its written referral and consent process, evaluation plan, notice requirements, eligibility criteria, and expected meeting dates. A school evaluation is designed for educational decision-making; it may not answer every clinical or medical question. If health, hearing, vision, or another specialist issue could affect learning, ask how that information will be obtained and who will assess it.

Independent educational evaluation in the United States

If you disagree with a public agency’s evaluation, IDEA provides a right to request an independent educational evaluation. An IEE is conducted by a qualified examiner who is not employed by the responsible public agency. Under §300.502, the agency must, without unnecessary delay, either file for due process to defend its evaluation or ensure an evaluation at public expense, subject to the regulation’s conditions and the agency’s criteria: https://sites.ed.gov/idea/regs/b/e/300.502.

Request the agency’s written criteria, including examiner qualifications, geographic or cost limits, and locations where an IEE may be obtained. Public funding is conditional; it is not a guarantee that any provider or any requested test will be paid. For a dispute-specific decision, review the current rule and consider advice from a qualified special-education advocate or attorney.

Private formal assessment

A private evaluation may be appropriate when a focused specialist question remains unanswered, the family wants an external opinion, or the school has agreed that additional information would help. Before paying, confirm the scope, credentials, language access, wait time, total cost, cancellation policy, report format, feedback session, and whether the school or relevant agency will consider the report.

Ask the provider to distinguish educational findings from medical diagnosis. A private report can offer useful evidence and recommendations, but the school still applies its own legal and educational criteria. Share the referral question and school records so the evaluator can address the context rather than produce an isolated score.

Infant and toddler early-intervention evaluation

For children younger than three in the United States who may have developmental delays or disabilities, IDEA Part C uses a multidisciplinary evaluation. Guidance describes assessment across cognitive, physical functions (including vision and hearing), communication, social-emotional, and adaptive areas, combining standardized measures with observation, daily-routine assessment, parent interview, and records: https://sites.ed.gov/idea/idea-files/part-c-ta-resources-evaluation-and-assessment/.

Functional behavioral assessment

When behavior interferes with learning, an FBA examines what happens before and after behavior, the routines in which it occurs, the child’s skills, and possible functions such as escape, attention, access, or sensory regulation. It should lead to teaching and environmental changes—not simply a label or a punishment plan.

The U.S. Department of Education’s November 2024 guidance explains consent requirements when an FBA is conducted as part of an IDEA initial evaluation or reevaluation: https://sites.ed.gov/idea/idea-files/using-functional-behavioral-assessments-to-create-supportive-learning-environments/. An FBA does not replace a broader evaluation when learning, developmental, communication, health, or disability-related needs also require assessment.

Outside the United States

Do not import U.S. IDEA rights or deadlines into another country. Victoria’s parent guidance recommends discussing concerns with teachers and choosing practitioners with relevant recognized qualifications: https://www.vic.gov.au/how-decide-if-your-child-needs-formal-assessment. Ontario’s education guidance explains how assessment information informs programming and describes qualified oversight for speech-language assessments: https://www.ontario.ca/document/special-education-ontario-policy-and-resource-guide-kindergarten-grade-12/assessing. Ask your school or education authority which consent, privacy, eligibility, funding, and appeal rules apply where you live.

Compare candidates on the factors that affect usefulness

Comparison factor Questions to ask Why it matters
Purpose and scope Is this for eligibility, instructional planning, diagnosis, developmental service planning, or one focused question? A narrowly framed assessment may not answer a broader concern; a broad battery may be unnecessary for a single question.
Coverage Are all suspected areas addressed, with multiple methods and sources? Unassessed areas can leave the school or family without an explanation for important difficulties.
Practitioner fit What local credential, age-group experience, and concern-specific expertise does each examiner have? Training and scope of practice affect test selection, interpretation, and recommendations.
Access and fairness How are language, culture, disability, sensory needs, communication mode, and scheduling handled? Inaccessible procedures can distort results and disadvantage the child.
Output Will the report explain strengths, needs, limitations, and specific educational actions? A score without an actionable interpretation rarely improves instruction.
Rights, cost, and timing What are the local obligations, deadlines, fees, funding rules, and disagreement options? The cheapest or fastest route may not answer the required question or be accepted by the decision-maker.

Get important promises in writing. “Comprehensive” should be defined by the areas and methods included, not by the number of tests. If a provider will not explain what a result means for teaching or services, ask for a clearer deliverable or seek another opinion.

  1. Collect records: report cards, work samples, intervention data, attendance, prior evaluations, individualized plans, health and developmental history, hearing or vision information, and relevant communication records.
  2. Write observations: note strengths, triggers, tasks that are easy or hard, time of day, settings, sleep, medication changes, and what helps. Include examples from home and school.
  3. Explain the process simply: tell the child who will meet them, where it will happen, that breaks are allowed, and that the goal is to understand how they learn—not to punish mistakes.
  4. Plan access: arrange interpreters, sign language, augmentative communication, mobility or sensory supports, breaks, and a quiet or appropriately stimulating setting.
  5. Share context: tell the evaluator about languages used at home, cultural expectations, recent stress, illness, sleep, and previous teaching so results are interpreted fairly.
  6. Ask about feedback: find out when the report will arrive, who will attend the explanation, and how recommendations will be translated into a school or home plan.

During testing, report unusual circumstances such as illness, distress, unfamiliar language, equipment failure, or a major interruption. The evaluator should document whether those conditions limit interpretation and whether another method or session is needed.

Read the report for decisions, not just scores

Start with the referral questions and check that each one is answered. Then look for:

  • A description of the child’s history, settings, language and communication, and the sources of information used.
  • The qualifications of each examiner and the dates and conditions of assessment.
  • Scores explained in plain language, including confidence limits or other cautions where relevant.
  • Agreement and disagreement among tests, observations, teacher reports, and family reports.
  • Strengths that can be used to teach new skills.
  • Specific needs linked to examples of classroom or daily-life impact.
  • Recommendations that identify who should do what, in which setting, how often, and how progress will be monitored.
  • Limitations: language mismatch, missing records, limited observation, fatigue, behavior during testing, or measures that do not cover every suspected area.

Turn recommendations into a short action plan with an owner and review date. For example, a recommendation for explicit reading instruction should specify the skill sequence, teaching approach, frequency, materials or access supports, and the measure that will show whether the child is improving. If the report gives only labels or percentile ranks, request a meeting to clarify educational implications.

Know the timeline and disagreement rules that apply

Deadlines and rights are jurisdiction-specific. In the United States, federal IDEA rules govern important parts of public-school evaluation, but state and local procedures add details. The U.S. Department of Education’s Office of Special Education Programs has also issued policy guidance on evaluation obligations: https://sites.ed.gov/idea/idea-files/policy-letter-22-05-november-1-2022-to-sharpless/.

Arizona’s Department of Education states that its evaluation or reevaluation timeline is 60 calendar days from receipt of informed written consent to the eligibility determination. That is Arizona-specific guidance, not a nationwide IDEA deadline: https://www.azed.gov/specialeducation/evaluation-reevaluation.

For a U.S. school evaluation, keep copies of referrals, consent forms, notices, reports, and emails. Ask in writing when each step is due and what happens if a deadline is missed. If you disagree, state which findings or methods concern you and ask about local review, mediation, due process, or IEE procedures. A general internet deadline may be wrong for your state, school system, or child’s age.

Warning signs and how to respond

  • One test is treated as the answer: ask what other sources and measures were considered and how conflicting evidence will be handled.
  • The assessment ignores a suspected area: request an explanation of why that area was excluded and whether another professional should assess it.
  • Language or access needs are treated as a nuisance: pause and ask for an accessible, nondiscriminatory method or a qualified interpreter.
  • The provider cannot explain credentials: verify registration and scope with the local authority before proceeding.
  • The report is only a label or score: request strengths, limitations, educational impact, and concrete recommendations.
  • Recommendations are impossible to implement: ask who is responsible, what resources are required, and how success will be measured.
  • The school rejects an outside report without explanation: ask for the written criteria and which additional information the school needs.
  • Urgent developmental or safety concerns are waiting for testing: contact the child’s health, early-intervention, or school support service rather than waiting for a private appointment.

A practical decision sequence

  1. Name the concern and decision: describe the observed difficulty and what you need to change or determine.
  2. Consult the setting where it occurs: speak with the teacher or school, and involve a health or developmental professional when appropriate.
  3. Map the suspected areas: list academic, developmental, communication, behavioral, emotional, health, sensory, and motor factors that could be relevant.
  4. Choose the route: school evaluation, early intervention, FBA, private specialist assessment, or an IEE where the applicable law allows it.
  5. Check the examiner: verify local credentials, experience, language ability, access planning, and who will interpret each measure.
  6. Confirm scope and logistics: obtain the methods, records requested, sessions, report format, fee, timing, consent, and funding terms in writing.
  7. Participate and document: provide history, observe conditions, report unusual factors, and retain every document.
  8. Convert findings into action: agree on supports, responsibilities, progress measures, and a review date.
  9. Reassess when the question changes: a behavior concern, new communication difficulty, or failure to respond to instruction may require a different or broader evaluation.

The best assessment is therefore not the longest, most expensive, or most familiar test. It is the evaluation that answers the child’s actual question with fair methods, qualified interpretation, and recommendations the adults around the child can use.
