Choose the provider only after you have documented the systems, data flows, threat concerns, testing authority, and acceptable operational risk. Then compare firms on directly relevant experience, tester capability, independence, safety controls, reporting, evidence handling, and remediation support. Before any test begins, sign rules of engagement that identify authorized targets, time windows, methods, exploitation limits, communications, escalation, stop conditions, third-party approvals, and sensitive-data handling.

What an authorized penetration test should accomplish

An authorized penetration test is a controlled attempt to discover and validate security weaknesses in named systems. The provider is not being hired simply to run a scanner or produce a list of software flaws. The useful outcome is evidence about whether realistic attack paths could affect confidentiality, integrity, availability, fraud controls, payment data, customer services, or regulatory obligations.

Authorization must come from the legal entity that owns or controls the assets. A proposal, purchase order, or informal email is not a substitute for written permission that defines what the testers may do. PCI Security Standards Council guidance states: “Prior to the commencement of any testing, it is important to document and agree upon the conditions in which testing is to be performed and the degree of exploitation, if any, that is permitted.”

The test should answer a defined management question, such as whether internet-facing applications can be used to reach a payment environment, whether network segmentation works, or whether a user account can be escalated to sensitive systems. If the question is not clear, the provider may optimize for a generic checklist instead of your actual risk.

Define the organization’s risk and scope before requesting proposals

Scope is a decision made by the financial organization, not a default supplied by a vendor. Start with an asset and dependency inventory, then convert it into an explicit test brief.

Document the business objective

  • State the security or assurance question the test must answer.
  • Identify the business services that must remain available, such as online banking, card processing, treasury systems, trading platforms, or customer support.
  • Describe material threat concerns: external compromise, insider abuse, credential theft, fraud, ransomware, data exposure, or lateral movement.
  • List regulatory, contractual, audit, and board-reporting requirements that the engagement must support.

Map systems and data flows

Record domains, IP ranges, applications, APIs, mobile components, identity providers, remote-access services, branch or data-center networks, cloud accounts, managed platforms, processors, and monitoring systems. Mark where customer information, cardholder data, authentication secrets, or transaction records are stored or transmitted. Include trust boundaries and the controls that are expected to enforce them.

Scope element Questions to answer Evidence to provide
Internet-facing assets Which domains, addresses, portals, APIs, VPN gateways, and remote services are authorized? Current inventory, ownership confirmation, DNS or address ranges
Internal networks Which segments, trust zones, directory services, and administrative paths may be tested? Network diagrams, segmentation objectives, test accounts
Applications Are web, mobile, API, thick-client, or business-logic tests required? Application list, roles, test data, staging or production limits
Cloud and hosting Which tenant resources are controlled by the institution, and which are operated by another party? Account identifiers, provider terms, written permissions
Third parties Do processors, service providers, or co-location operators need to approve testing? Contracts, contacts, approval records, exclusions
Sensitive evidence Could testing expose credentials, customer data, or cardholder data? Handling, storage, access, retention, and deletion requirements

State exclusions and dependencies

Write down every excluded asset, production restriction, rate limit, unavailable service, and dependency. A hosted firewall, shared platform, payment processor, or cloud control plane may not be yours to test. A customer’s scope can include systems it manages, builds, or uses while excluding infrastructure supplied by a third party; the contract and written permission determine the boundary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the test type that matches the environment

Ask each firm to explain why its proposed methods answer your stated question. A credential or a generic “penetration testing” label does not establish suitability.

Test focus Typical question Selection considerations
External network Can an internet attacker compromise exposed services or gain a foothold? Experience with perimeter devices, remote access, exposed protocols, and safe validation of high-impact flaws
Internal network What can a compromised workstation or low-privilege account reach? Directory services, privilege escalation, segmentation, credential exposure, and lateral-movement expertise
Web and API application Can an attacker bypass authorization, manipulate transactions, or access another customer’s data? Business-logic testing, role and tenant isolation, API authentication, secure test data, and application-specific knowledge
Mobile or client software Can the client leak secrets or permit unauthorized actions? Device, transport, local-storage, reverse-engineering, and backend testing capability
Cloud configuration and attack paths Can an identity, workload, or exposed service be used to reach sensitive resources? Knowledge of the specific cloud architecture, identity model, logging, shared-responsibility limits, and provider approval process
Segmentation validation Can systems in one zone reach a protected payment or high-value zone? Clear source and destination paths, permitted techniques, monitoring coordination, and evidence that supports the segmentation conclusion
Social engineering or physical testing Would staff or facility controls allow an attacker to bypass safeguards? Separate written authority, employee-safety controls, privacy limits, identification procedures, and emergency contacts

Specify whether the testers receive no credentials, limited credentials, or full information. A black-box perspective may model an outsider, while a gray- or white-box approach can test controls and business logic more efficiently. The choice should reflect the risk question, not a marketing preference.

Evaluate provider capability, independence, and conflicts

Relevant experience

Request examples of comparable financial systems and the exact technologies proposed for your engagement. “Financial-sector experience” is too broad by itself: a firm that has tested a public website may not be prepared to assess payment segmentation, transaction authorization, identity infrastructure, or a high-availability core system. Ask who performed the comparable work, what was in scope, and what lessons affect your plan.

Named testers and quality review

Require the proposal to identify the lead testers, their roles, relevant training and experience, and any subcontractors. Ask how another qualified person reviews test plans, evidence, severity ratings, and the final report. A certificate can indicate training, but it does not prove that the proposed team understands your architecture or can test safely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Independence and conflicts

Ask whether the provider sells, implements, operates, or audits the controls being tested. Require disclosure of conflicts and a description of how independence is preserved. If the same firm helped build a system, determine whether its testing role is sufficiently independent for your governance and audit needs.

Contractual protections

Clarify confidentiality, liability, insurance, subcontracting, ownership of work papers, notification obligations, and cooperation with regulators or auditors. Define who may receive reports and how the provider will respond to a legal demand for evidence. These terms matter because test artifacts can contain exploitable details and regulated information.

Compare proposals on a common decision matrix

Give every bidder the same scope brief and require deviations to be listed explicitly. Score the proposals against factors that affect security value and operational risk, rather than selecting on day rate alone.

Scope coverage Asset list, perspectives, methods, dates, exclusions, and assumptions “Full environment” language without named targets
Technical fit Evidence of testing your applications, identity systems, network design, payment flows, and cloud services Generic case studies unrelated to your technology
Personnel and QA Named team, roles, qualifications, supervision, peer review, and escalation experience Unidentified testers or no independent report review
Independence Conflict disclosure and separation from implementation or audit roles where required Unanswered conflict questions

Validation Retest scope, timing, evidence standard, and pricing or availability terms “Retest included” with no definition
Evidence security Encryption, access controls, retention period, deletion confirmation, and incident notification Indefinite retention or unclear storage location

Ask for a redacted sample report or a detailed report outline. A useful report should allow an executive to understand exposure and a technical team to reproduce, prioritize, and fix the issue.

Put authorization and rules of engagement in writing

Complete and sign the authorization before reconnaissance or testing starts. Include the legal entity authorizing the work and obtain separate approvals wherever a contract or law requires them.

  1. List authorized targets. Name domains, addresses, applications, accounts, locations, environments, and source networks. Attach inventories or diagrams when a list alone could be ambiguous.
  2. Define the test window. State dates, time zones, maintenance periods, blackout periods, rate or availability limits, and whether testing may continue across business hours.
  3. Describe the perspective and methods. Record external or internal access, credential level, social-engineering techniques, physical activity, automated tools, manual validation, and any prohibited techniques.
  4. Set exploitation limits. Decide whether testers may obtain shells, alter records, access real customer data, download files, create persistence, test denial-of-service conditions, or demonstrate destructive impact. If validation can use a harmless proof instead, require that method.
  5. Set communications. Provide tester source addresses, a secure communications channel, an on-call list, planned status updates, and the people authorized to approve scope changes.
  6. Define pause and stop conditions. Specify symptoms such as service degradation, unexpected data access, safety concerns, monitoring alerts, or suspected live compromise that require an immediate pause or termination.
  7. Define escalation. State how quickly critical findings, suspected compromise, lost evidence, or accidental impact must be reported and who makes the decision to activate incident response.
  8. Control sensitive evidence. Specify whether credentials, customer information, cardholder data, screenshots, logs, and captured files may be accessed; require encryption, least-privilege access, retention limits, secure deletion, and deletion confirmation.
  9. Record change control. Require written approval for new targets, longer windows, additional techniques, or changes to exploitation limits.

Coordinate cloud, processors, and other third parties

Your authorization may not authorize a provider’s infrastructure. Review hosting, cloud, processor, managed-security, co-location, and software contracts before testing. Identify the party that owns each component, obtain its written approval, and record any conditions such as approved source addresses, notification lead time, or prohibited methods.

Where a third party declines a technique, redesign the test so the institution’s control objective can still be evaluated. For example, a segmentation conclusion may require a provider-approved test path, configuration evidence, or a coordinated test rather than direct exploitation of shared infrastructure. Do not allow a provider to “try it and ask later”; unauthorized activity can breach contract and create an incident.

Make testing safe for production operations

Financial services often operate continuously, so safety planning is part of test quality. Agree how testers will identify themselves to security operations, how alerts will be handled, and whether monitoring or incident-response teams will observe the exercise. Confirm backup and recovery arrangements for systems where testing could expose a fragile condition.

  • Prohibit destructive actions unless separately approved and safely staged.
  • Keep a real-time record of actions, timestamps, source addresses, and approvals.
  • Provide a rapid path to pause testing without negotiating through procurement staff.
  • Agree how to distinguish authorized activity from an actual compromise in monitoring systems.

If testers discover evidence that an attacker is already present, the engagement must switch from normal testing to the agreed escalation process. The provider should preserve relevant evidence, stop actions that could alter it, and notify the designated incident contacts. The rules of engagement should say whether and how the organization’s incident-response plan is activated.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Specify the report and remediation support before work begins

At minimum, contract for an executive report and technical findings. The report should state:

  • What targets, perspectives, methods, dates, and constraints were covered.
  • What was excluded or unavailable and how those limits affect the conclusion.
  • Which evidence supports each finding, including affected assets and realistic impact.
  • How severity and business risk were determined, rather than relying on a score alone.
  • Recommended remediation that is practical for the affected technology and process.
  • Dependencies, compensating controls, and residual risk where a complete fix is not immediate.
  • Critical-finding notification timing and the process for urgent escalation.
  • Retest or validation results, including what was rechecked and what remains open.

A report that only names vulnerabilities does not explain what was tested, how it was tested, or what the organization should change. Ask whether the provider will brief executives, work with system owners, and help distinguish a fixed vulnerability from a temporarily hidden symptom.

Define retesting precisely

Specify the time period in which remediation validation is available, the assets and findings included, the evidence required from system owners, and whether a new test is needed after a major architecture change. Decide whether unresolved findings receive updated risk statements and whether the provider will support audit questions after delivery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect report evidence

Require encrypted transfer and storage, named recipients, access logging where appropriate, a retention deadline, and secure deletion of working papers and captured data. Make the provider notify you of suspected loss or unauthorized access. Reports should not contain more customer information or credentials than necessary to prove the finding.

Understand PCI and other regulatory context without overgeneralizing

The PCI SSC Penetration Testing Guidance is an information supplement published in September 2017. It says its purpose is supplemental and that it does not replace or supersede requirements in any PCI SSC standard. Use it as practical engagement guidance, then verify the current PCI DSS version and the institution’s payment environment, contractual obligations, and applicable regulator requirements.

PCI-related penetration testing and approved scanning are different services. The PCI SSC Approved Scanning Vendor program concerns approved vulnerability scanning, including scan administration, performance, and reporting, with annual recertification of participating providers. An ASV designation does not prove that a firm is qualified for every penetration-testing engagement. Verify current program status directly with PCI SSC when scanning is required, and procure a separately scoped penetration test when the control objective calls for one.

FFIEC BSA/AML independent-testing guidance says the scope and frequency of independent testing should be independent and risk-based, with consideration of a bank’s size, complexity, risk profile, activities, geography, technology, and overall risk-management strategy. That guidance concerns BSA/AML independent testing; it is not a universal rule that every institution must perform a penetration test at a particular interval.

No single credential, cadence, or procurement rule applies to every financial organization. Applicability depends on the institution, jurisdiction, payment environment, contracts, and governing requirements. Have compliance and legal staff map the engagement to the obligations that actually apply.

Use a controlled procurement process

  1. Appoint an owner. Include security, infrastructure, application owners, compliance, legal, procurement, privacy, and business continuity representatives.
  2. Approve the test brief. Sign off on objectives, assets, exclusions, data handling, operational risk, and third-party dependencies before contacting providers.
  3. Invite comparable proposals. Give each bidder the same non-sensitive scope information and require assumptions, exclusions, methods, team members, schedule, deliverables, and fees in a common format.
  4. Interview the proposed team. Ask them to walk through a likely attack path, a safety decision, a critical-finding escalation, and a sample report finding.
  5. Verify references and conflicts. Speak with comparable customers where permitted, validate subcontractor use, and document independence decisions.
  6. Negotiate the statement of work. Convert proposal language into named targets, methods, limits, contacts, deliverables, evidence rules, and retest terms.
  7. Obtain third-party approvals. Do this before scheduling reconnaissance against shared or externally operated infrastructure.
  8. Run a readiness review. Confirm backups, monitoring contacts, test accounts, allowlists, incident procedures, and the signed authorization.
  9. Close the engagement deliberately. Hold a readout, assign remediation owners and dates, store the report securely, and schedule validation based on risk.

Red flags that should stop selection

  • The firm will not identify the people who will perform or review the work.
  • The proposal assumes every asset in a domain, address range, cloud account, or hosting platform is authorized.
  • It offers no pause, escalation, source-address, or emergency-contact procedure.
  • It treats an automated scan as equivalent to a penetration test.
  • It cannot explain how customer data, credentials, screenshots, and logs will be protected and deleted.
  • It provides only generic vulnerability names, with no evidence, impact, exclusions, or remediation guidance.
  • It claims a credential, industry label, or scanning designation automatically qualifies the firm for your environment.
  • It promises a fixed conclusion before reviewing architecture, data flows, or operational constraints.

Final selection test

Select the provider whose proposed team can answer your specific risk question within a clearly authorized boundary, using methods that your operations can tolerate. The winning proposal should make it easy to identify what will be tested, what will not be tested, how harm will be prevented, how urgent discoveries will be escalated, what evidence you will receive, and how remediation will be validated. If any of those answers remains vague, the engagement is not ready to start.
