Choose an antifouling coating by matching its operating assumptions, application requirements and legal status to the vessel—not by selecting a universally “best” paint. Start with speed, idle time, routes, water conditions, niche areas, existing coating, cleaning method and dry-docking interval. Then verify compatibility, required dry-film thickness, qualified application, AFS Convention compliance and whole-life cost.
Why the vessel profile determines the coating
Antifouling performance depends on the conditions under which the hull operates. A coating that works well on a fast vessel that spends most of its time underway may be a poor fit for a ship that sits alongside or at anchor for long periods. Route, temperature, salinity, fouling pressure, hull design and maintenance history all change the exposure.
The International Maritime Organization (IMO) identifies vessel design, operational profile, places visited and maintenance history as factors influencing biofouling. The United States Environmental Protection Agency (EPA) similarly says that selecting, applying and maintaining an appropriate antifouling coating type and thickness according to vessel profile is critical to effective biofouling management.
Before asking suppliers for prices, create a vessel record. A coating comparison is meaningful only when every supplier receives the same operating information.

Record the operating profile
- Vessel segment, hull material and hull configuration.
- Typical service speed and the range of speeds used in normal trading.
- Hours or days underway versus time alongside, at anchor or moored.
- Expected idle periods, including seasonal lay-ups and cargo delays.
- Trading routes, ports visited and any local biofouling controls.
- Water temperature, salinity and known local fouling pressure on those routes.
- Planned time between dry-dockings and the intended maintenance schedule.
Map niche areas separately
Flat shell plating is only part of the problem. Sea chests, bow-thruster tunnels, thruster grids, rudders, propeller shafts, bilge keels, stabilizer recesses, intakes and other protrusions can experience different flow and fouling conditions. List each niche area and ask whether the proposed system, thickness and cleaning method are approved for it. A hull specification that ignores these locations can leave the vessel with persistent fouling even when the main shell coating performs as expected.
Review the coating history
Document the existing antifouling system, tie-coat or primer, number of layers, application dates, dry-dock repairs, areas of failure and every in-water cleaning event. Include photographs and thickness readings where available. The new system must be compatible with sound existing layers or the yard must plan controlled removal and rebuilding. Coating age alone is not enough to decide renewal: local damage, polishing rate, adhesion and the next dry-dock date matter as well.
Set the service-life target before comparing systems
New Zealand Ministry for Primary Industries guidance links system selection to the planned time between dry-dockings, planned maintenance and correct application. Treat that as a planning principle rather than a universal legal requirement: the applicable standard depends on the vessel, flag, route and jurisdiction.
Define the period the coating must cover, then express it as an operational requirement to each supplier. For example, specify the next scheduled dry-dock date, the anticipated idle periods, the planned cleaning frequency and the acceptable repair scope. Ask the supplier to state the service-life basis, not simply to quote a nominal number of years.
Questions that expose mismatched assumptions
- What vessel speed range is assumed for the claimed polishing or release behavior?
- How much time alongside or at anchor can the system tolerate?
- Which temperature, salinity and fouling conditions were used to support the recommendation?
- What dry-film thickness is required at the shell and at each niche area?
- What cleaning tools, brush types, pressure limits and timing are permitted?
- What inspection findings trigger spot repair, full recoating or early docking?
Understand the coating approaches
Commercial guidance describes several approaches. The choice is a fit-for-purpose decision; the available evidence does not justify naming one category as best for every commercial vessel.
| Approach | How it is used in a selection decision | Information to obtain from the supplier |
|---|---|---|
| Biocidal antifouling | Uses active substances intended to prevent organism attachment by releasing substances toxic to aquatic life. | Active-substance declaration, release or polishing assumptions, cleaning restrictions, local approvals and waste controls. |
| Controlled-depletion or ablative | Relies on a controlled wearing or polishing surface as the vessel operates. | Required thickness, expected wear under the vessel’s speed and idle profile, and repair compatibility. |
| Self-polishing copolymer | Uses a controlled surface-renewal mechanism whose behavior must be matched to operating conditions. | Design speed range, idle-period limits, thickness schedule and evidence from comparable ships. |
| Hard coating | Provides a durable surface whose fouling control depends on the specified system and maintenance regime. | Approved cleaning method, surface-preparation standard, repair procedure and niche-area suitability. |
| Fouling-release or other non-biocidal system | Seeks to make attachment easier to remove rather than relying on a biocide. | Permitted cleaning technique, capture requirements, speed and idle assumptions, and evidence in the vessel’s water conditions. |
These labels do not replace a technical specification. Two systems in the same category can have different primers, tie-coats, thickness schedules, cleaning limits and regulatory status. Require a written system build-up and application procedure for the actual hull substrate and existing coating.

Make application quality part of the choice
Coating type and thickness only deliver their intended service life when the system is applied correctly. Surface preparation, environmental conditions, mixing, recoat windows, stripe coating and dry-film-thickness control should appear in the yard work package.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesSpecify the application controls
- Surface-cleanliness and profile standard for steel, aluminum or the vessel’s actual substrate.
- Primer, tie-coat and antifouling sequence, including approved overcoating intervals.
- Minimum, target and maximum dry-film thickness for each coat.
- Temperature, humidity, dew-point and ventilation limits during application.
- Batch identification, mixing instructions and pot-life controls.
- Inspection equipment, measurement frequency and acceptance criteria.
- Repair procedure for holidays, pinholes, damage and areas below the specified thickness.
Do not compare quotations that use different thickness assumptions. A lower material price can simply reflect a thinner system, fewer coats or excluded niche-area work. Require the same measured area, coat count and inspection scope in each bid.
Check compatibility before the shipyard mobilizes
Ask the coating manufacturer to approve the existing system in writing or to define the removal and barrier-coat plan. Confirm compatibility with cathodic-protection arrangements, weld repairs, seals and appendages where relevant to the vessel’s design. If the old coating is unknown or extensively detached, budget for testing and a larger removal area rather than assuming a compatible overcoat.
Plan cleaning before you approve the coating
Cleaning is not an afterthought. IMO states that in-water cleaning can physically damage antifouling coatings, shorten their service lifetime and release harmful waste substances and invasive aquatic species. The organization approved guidance on in-water cleaning in 2025.
Write a cleaning compatibility schedule
- Identify the cleaning provider, location and equipment intended for routine work.
- Obtain the coating maker’s approved brush, contact pressure, speed and frequency limits.
- Set a “no-clean” period after application if the manufacturer specifies one.
- Define when cleaning is allowed in niche areas and when divers or remotely operated equipment must stop.
- Specify capture, filtration and waste-handling requirements for any operation that can release coating debris, biocide or organisms.
- Record hull condition, fouling type, coating damage and waste disposition after every cleaning event.
Biocidal systems deserve particular scrutiny soon after application because EPA notes that cleaning can produce pulses of biocide. A cleaning method that removes fouling quickly but strips the coating can increase renewal cost and environmental risk.

Check international and local compliance
The International Convention on the Control of Harmful Anti-fouling Systems on Ships (AFS Convention) was adopted on 5 October 2001 and entered into force on 17 September 2008. It prohibits harmful organotin compounds acting as biocides and provides a mechanism for controlling other harmful substances.

Cybutryne controls
Amendments controlling cybutryne entered into force on 1 January 2023. Ships must not apply or reapply antifouling systems containing cybutryne from that date. Where an existing system contains cybutryne, removal or sealing with a barrier coating is required at the next scheduled renewal after 1 January 2023 and no later than 60 months after the last application, subject to the exceptions and conditions in the Convention.
Certificates and surveys
Ships of 400 gross tonnage and above engaged in international voyages generally require an International Anti-fouling System Certificate and associated surveys. The Convention contains vessel-category exclusions and administrative details, so the operator should confirm the exact requirement with the flag administration and recognized organization.
Before procurement, verify all of the following for the actual ship and trade:
- Flag-state interpretation and certification requirements.
- Port-state or coastal-state restrictions on coating substances and in-water cleaning.
- Product approvals and current safety and technical data.
- Declarations for active substances and any barrier-coat work.
- Rules governing removal debris, wash water, capture and disposal at the selected yard or port.
AFS compliance and invasive-species management are related but distinct. A legal coating declaration does not by itself demonstrate that the vessel’s biofouling-management plan meets every port or coastal requirement.
Include removal and waste management in the dry-dock plan
Renewal can create hazardous or regulated waste. IMO issued best-management-practice guidance in 2024 for removing antifouling coatings and handling waste generated during removal.
Put containment, collection and disposal into the shipyard contract. Define how blasting or mechanical removal will be enclosed, how debris and contaminated water will be collected, which party will transport the waste, and what records will be retained. Verify the rules at the actual dry-dock location; a procedure accepted in one jurisdiction may not satisfy another.

| Preparation | Inspection, washing, salt removal, blasting or mechanical preparation, containment and testing. |
| Materials | Primer, tie-coat, antifouling coats, stripe coats, thinner and approved repair materials. |
| Application | Labor, access, ventilation, inspection, thickness measurement and rework. |
| Downtime | Dock charges, lost operating days and schedule risk from extra preparation or curing time. |
| In-service maintenance | Inspections, approved cleaning, capture and waste treatment, spot repairs and niche-area work. |
| Renewal and disposal | Removal, barrier coating, waste transport, disposal and certification records. |
| Operational effect | Measured changes in resistance, speed, power or fuel use under comparable conditions. |
Do not capitalize an unverified fuel-saving estimate as guaranteed revenue. Include sensitivity cases for an early dry-dock, extra cleaning, partial repair and route changes. A system with a higher purchase price can have a lower lifecycle cost if it remains serviceable through the planned docking interval, but that conclusion requires vessel-specific assumptions.
Interpret performance and fuel claims cautiously
IMO GreenVoyage2050 reports a potential reduction of 1–5% in total fuel consumption, with the result depending on vessel size, segment, operating profile and trading areas. The same page reports that several commercial-ship and laboratory tests found high-end products reducing overall ship resistance by up to 8%. These are source-reported potentials, not guarantees for an individual ship.
For a vessel-specific assessment, establish a baseline before coating work and repeat measurements afterward under comparable loading, draft, trim, speed, weather, sea state, propeller condition and engine settings. Normalize the data so that a cleaner hull is not credited for a change caused by route, cargo or machinery condition. Keep the raw data and calculation method in the vessel’s maintenance records.
Use test panels for what they can—and cannot—show
ASTM D6990 is a standard practice for evaluating biofouling resistance and physical performance with test panels. ASTM cautions that exposure conditions and fouling organisms vary between and within sites, and coating performance can vary accordingly. A panel can help compare systems under a defined exposure, but it cannot guarantee performance on a particular trading vessel.

Reject a proposal that supplies a product name without these assumptions. A technically suitable coating can still fail if the yard cannot achieve its thickness, the cleaner uses an unapproved method or the product is not permitted in the vessel’s trading jurisdictions.
Apply the framework to common vessel profiles
Fast vessel with high underway time
Prioritize the speed range, expected polishing or release behavior, propeller and appendage condition, and resistance data. Confirm that the selected system does not depend on long idle periods or a cleaning method incompatible with the vessel’s schedule.
Slow vessel with long port stays
Give greater weight to idle-time assumptions, local fouling pressure, niche areas and the cleaning plan. Ask for evidence from comparable low-speed, frequently alongside operations rather than extrapolating from a fast ship.

Map the route’s temperature, salinity and fouling variation. Require the supplier to identify the limits of its recommendation and to explain how inspections and cleaning will be adapted when the vessel moves between regions.
Vessel with an unknown or damaged legacy coating
Make coating identification, adhesion checks and removal scope a precondition of the bid. Price the barrier-coat and waste plan explicitly, and do not assume that a new antifouling layer can be safely applied over every old system.
When should a commercial vessel’s coating be renewed?
Renewal should follow the planned dry-dock interval and the coating’s measured condition, not an arbitrary calendar rule. Bring forward the decision when inspections show widespread detachment, excessive wear, cracking, blistering, repeated niche fouling, damaged areas that cannot be repaired locally, or a service interval that no longer matches the trading plan.
At each inspection, record location, defect type, estimated area, dry-film thickness where practical, fouling severity and the last cleaning date. Compare those records with the manufacturer’s repair limits and the next scheduled docking. If the vessel’s route, speed profile or idle pattern changes materially, revalidate the coating selection rather than waiting for the original renewal date.

- Describe the vessel. Record hull, appendages, niche areas, speed, idle time, route and water conditions.
- Set the service target. State the next docking date, maintenance regime and acceptable repair scope.
- Establish the legal envelope. Check AFS Convention, flag, port, product and waste requirements.
- Shortlist compatible systems. Require category, thickness, substrate compatibility and application assumptions.
- Test the cleaning plan. Confirm tools, timing, capture and environmental controls before approval.
- Compare lifecycle cost. Include dock work, downtime, cleaning, repairs, disposal and measured operational effects.
- Specify quality assurance. Put surface preparation, environmental limits, dry-film measurements and acceptance criteria in the yard package.
- Validate after application. Track coating condition, cleaning events, fouling and normalized performance data.
The result should be a documented vessel-specific specification, not a generic paint recommendation. Keep the assumptions, approvals, inspection records and maintenance history together so the next dry-dock can test whether the system delivered the intended service.
