Choose a passenger recovery platform by testing how well it turns your airline’s disruption policies and live operational data into completed passenger outcomes—not by counting feature names. Define the disruptions you must handle, map the systems that own bookings and inventory, run identical realistic scenarios for every vendor, verify what is automated versus merely recommended, and contractually require measurable service, security, support, and cost controls.

What an airline passenger recovery platform actually does

A passenger recovery platform coordinates the work that begins when normal flight operations break down. Depending on the product and configuration, that can include detecting an operational event, identifying affected passengers, applying the airline’s policies, finding and executing re-accommodation, notifying passengers, arranging hotels, meals and ground transport, issuing vouchers or refunds, and routing exceptions to agents.

That scope is broader than a flight-search tool. Plan3 describes a central disruption-management platform with workflows, integrations, self-service, and cost and policy controls. Nexa describes a control layer spanning operations, re-accommodation, hotels, passenger experience, ground transport, and spend or vouchers. Inspire AeroSuite Care+ describes configurable rebooking, communications, conversational self-service, vouchers, refunds, and EMD generation through an airline PSS. These are vendor-described capabilities, not independent findings about performance or suitability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The correct product boundary depends on your operating model. Some airlines need software to execute rebooking and ancillary fulfillment. Others need a decision and orchestration layer while the PSS, ticketing system, contact center, hotel network, or ground-transport provider remains authoritative. Establish that boundary before comparing products.

Start with your disruption operating model

Write down how a disruption is handled today, including who can make each decision and which system records the result. A platform cannot fix an undefined policy or conflicting ownership.

Map the current process

  • Event ownership: identify who declares a cancellation, delay, diversion, overbooking, misconnection, or advance schedule change, and which system publishes that event.
  • Passenger scope: define how you identify booked, checked-in, boarded, connecting, unaccompanied, special-assistance, staff, and partner-carrier passengers.
  • Decision rights: document who can approve alternate flights, partner or interline bookings, hotel nights, transport, meal allowances, refunds, and exceptions.
  • System authority: mark the system of record for the booking, ticket, EMD, voucher, passenger contact preference, payment, and supplier fulfillment status.
  • Human work: list queues, escalation paths, airport-desk procedures, call-center actions, and manual spreadsheets or scripts used during peak events.
  • Aftercare: separate immediate recovery from compensation claims, post-travel refunds, complaints, and analytics.

A useful boundary is whether you are buying immediate irregular-operations recovery, post-disruption compensation processing, or both. AviLabs describes Plan3 for disruption management and Cura for compensation claims; those adjacent workflows may be separate products and contracts.

Define the outcome in operational terms

State outcomes such as: every eligible passenger receives a valid option within a specified time; a booking write-back is confirmed; a hotel reservation has a supplier confirmation; a voucher is redeemable; and an agent can see the decision, policy version, and cost. “Improve passenger experience” is too vague to test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Specify the disruption scenarios and policy rules

Build a scenario catalogue from your own history. Plan3’s FAQ lists cancellations, delays, diversions, overbookings, misconnections, and advance schedule changes as supported disruption types. Use that list as a prompt, not as proof that any vendor handles your particular rules.

Scenario Rules to define before a demo Evidence to request
Mass cancellation Passenger prioritization, same-day and next-day limits, partner-carrier access, family seating, fare restrictions, and refund choices Event-to-passenger selection logic, inventory results, write-back confirmation, and exception queue
Long delay or overnight delay Thresholds by origin, destination, jurisdiction, cabin, status, and duty-of-care policy Hotel, meal, transport, and voucher eligibility with supplier confirmation and expiry handling
Diversion Repatriation airport, onward transport, baggage handling, accessibility, and communication cadence New operational event ingestion, passenger segmentation, revised itinerary, and ground-transport workflow
Missed connection Minimum connection rules, protected connections, partner inventory, and priority tiers Feasible alternatives ranked under your constraints, with human override and audit history
Overbooking Volunteer and involuntary-denial rules, compensation, rerouting, and payment authority Offer sequence, acceptance record, compensation or voucher issuance, and escalation path
Advance schedule change Notification windows, customer-initiated changes, refund rights, and repeated schedule updates Versioned itinerary, contact attempts, self-service choices, and reconciliation after a second change

For every scenario, specify thresholds and exceptions rather than relying on a generic playbook. Plan3 states that every airline’s disruption playbook looks different; your evaluation should therefore test configuration depth and governance, not just the existence of a workflow.

Use a capability scorecard that follows the passenger journey

Give each vendor the same scorecard and require evidence for every material claim. The following axes cover the full recovery chain.

Evaluation axis What to examine Proof to collect
Disruption coverage Cancellations, delays, diversions, overbookings, misconnections, and advance changes; configurable thresholds and playbooks Working configuration in your tenant, including an exception case
Re-accommodation logic Same-carrier, partner, and interline options; inventory constraints; connection feasibility; passenger priorities; agent override Ranked alternatives using your schedules, agreements, and priority rules
Passenger communications Timing, channel selection, language, accessibility, self-service, human escalation, and delivery status Rendered messages, failed-delivery handling, preference controls, and conversation transcripts
Fulfillment Hotels, meals, transport, vouchers, refunds, EMDs, supplier inventory, and completion status End-to-end confirmation, cancellation, expiry, reconciliation, and exception handling
Integration and data PSS or reservation access, schedules, operational events, booking write-back, communications, supplier links, latency, retries, and reconciliation Interface specifications, test messages, error responses, and ownership matrix
Control and accountability Policy versioning, permissions, exception queues, audit trail, spend visibility, and override history Exports showing who changed what, when, why, and at what cost
Operational resilience Peak-event throughput, degraded-mode behavior, human fallback, support coverage, and recovery after partial integration failure Load assumptions, continuity design, incident process, and a failure drill
Commercial and implementation fit Total cost, implementation effort, data terms, service levels, change management, support, and exit rights Proposal, responsibility matrix, service schedule, and contract language

Re-accommodation and inventory

Ask whether the product can only recommend an itinerary or can create and confirm the booking. Nexa says its engine ranks options within airline constraints and interline agreements, while Inspire describes configurable rebooking. In a demonstration, use your own fare, cabin, connection, ticketing, and partner rules. Check married-segment logic, duplicate-booking prevention, waitlists, ticket reissue, and what happens when inventory disappears between search and commit.

Passenger communication and self-service

Measure the complete communication loop: event detection, eligibility decision, message creation, channel selection, delivery, passenger response, and agent escalation. Test SMS, email, app or web self-service, contact-center handoff, language variants, accessibility requirements, opt-outs, and a passenger with no reachable channel. A message marked “sent” is not the same as a completed recovery action.

Hotels, meals, transport, vouchers, and refunds

Verify whether the platform searches live supplier inventory, reserves it, issues a voucher, records a confirmation number, and reconciles cancellation or no-show charges. Ask how it handles a sold-out destination, a supplier timeout, split hotel stays, special assistance, minors, and passengers who pay out of pocket. Confirm whether refund and EMD actions are executed in the PSS or merely passed to another queue.

Policy, spend, and audit controls

Policies should be configurable by event, route, passenger type, cabin, status, jurisdiction, time threshold, and budget. Require a visible explanation for every decision and a controlled override. An audit trail should include the event received, policy version, alternatives considered, agent or automation identity, passenger communication, supplier result, and final cost. Insist on role-based permissions and approval limits for exceptional spend.

Validate the integration and data architecture

List every inbound and outbound interface before a product demo. Typical domains include reservations or PSS, passenger and contact data, schedules, operational events, inventory, ticketing, EMDs, payment, messaging, hotel and transport suppliers, analytics, and identity management.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

IATA’s Passenger developer portal identifies AIDX as a global XML messaging standard for flight-data exchange among airlines, airports, and third parties and includes disruption-recovery domains. Treat that as interoperability context, not certification of a vendor. Ask which AIDX messages, versions, extensions, and write-backs are supported; what other APIs or files are required; and who owns transformation, monitoring, retries, and reconciliation.

Questions that expose integration risk

  • Which system is authoritative when the platform and PSS disagree about itinerary, ticket, seat, voucher, or payment status?
  • What is the maximum and typical event-to-availability latency, and how is an out-of-order event handled?
  • Does a failed booking write-back block passenger notification, or does it create a controlled exception?
  • How are duplicate events, duplicate passengers, partial partner responses, and replayed messages detected?
  • Can operations continue in a degraded mode when a supplier or communications provider is unavailable?
  • What data is stored, for how long, in which region, and how can it be exported at contract exit?

Request a live interface test with realistic volume and deliberately malformed or delayed messages. A slide showing an integration logo is not evidence that the connection works for your edition, geography, PSS, or interline agreements.

Run a consistent, scenario-based vendor demonstration

Do not let each vendor choose a different “happy path.” Send the same anonymized inputs, acceptance criteria, and failure cases to every bidder.

  1. Provide the event: submit a cancellation, diversion, overnight delay, missed connection, and partner-capacity case using your schedules and passenger records.
  2. Watch ingestion: record event latency, duplicate handling, passenger identification, and the first visible operational state.
  3. Inspect segmentation: verify how the platform separates passengers by itinerary, status, connection, assistance need, contact preference, and eligibility.
  4. Review policy application: require the product to show thresholds, constraints, exceptions, and the policy version that produced each decision.
  5. Test recovery choices: compare same-carrier and partner or interline options, connection feasibility, priority ordering, and the human override path.
  6. Execute a booking: determine whether the platform commits the change, calls another system, or only recommends an action. Capture the authoritative confirmation.
  7. Trigger care fulfillment: issue a hotel, meal, transport, voucher, refund, or EMD where applicable, then cancel or amend it and observe reconciliation.
  8. Send communications: test multiple channels, languages, inaccessible or invalid contact details, passenger response, and agent escalation.
  9. Break the workflow: cause an inventory timeout, supplier failure, stale itinerary, duplicate event, and unavailable communications channel. Examine retries and exception queues.
  10. Export accountability: request the audit record, cost detail, policy explanation, permissions history, and operational report for every affected passenger.

Ask the vendor to label each step as automated, assisted, recommended, or manual. That distinction prevents a visually impressive demonstration from being mistaken for hands-off execution.

Design a pilot with measures you can defend

Set success measures before signing a pilot. These are buyer-defined measures, not industry benchmarks:

  • Time from operational event receipt to first valid passenger option.
  • Successful rebooking rate, including confirmed ticket or booking write-back.
  • Share of eligible cases completed without agent intervention.
  • Message delivery and passenger-response rates by channel.
  • Exception volume, age, cause, and time to resolution.
  • Hotel, meal, transport, voucher, refund, and EMD fulfillment completion.
  • Cost per disrupted passenger and variance from the approved policy budget.
  • Duplicate bookings, failed writes, policy overrides, and reconciliation defects.
  • Passenger complaints or repeat contacts for the same disruption.

Use a representative period or replayed historical cases and document the population, exclusions, system conditions, and definitions. Compare results only when the method is identical. A vendor’s published number is not a neutral benchmark.

How to interpret vendor performance claims

The Care+ page reports up to 80% of IROP interactions self-served, 68% IROP-related agent time saved, and a four-minute median time to rebooked. These figures are vendor-reported claims on an undated product page; the reviewed material does not establish the methodology, population, exclusions, or independent corroboration. Ask for metric definitions, sample size, time period, customer references, and raw numerator and denominator before using them in a business case.

Separate software from operational services

A platform may orchestrate a hotel or transport request while a service provider supplies people, supplier relationships, or destination operations. Decide whether you need software, managed recovery, or a combination. For a service component, test geographic coverage, hours, multilingual support, airport presence, supplier substitutions, escalation, data exchange, and the evidence supplied after fulfillment. Do not assume that a service footprint stated by a provider applies to your stations or disruption types.

Account for crisis coordination, but do not confuse it with routine IROPs

IATA Emergency Response Planning notes that diversion, disruption, or loss creates a need to manage the aftermath and recovery. Crisis plans and routine irregular-operations recovery overlap in communications, accountability, and coordination, but they are not identical. Ask how the platform supports a major emergency, then separately test everyday cancellations, misconnections, and overnight delays. A crisis-management capability should not substitute for detailed booking, voucher, supplier, and policy workflows.

Build a transparent commercial comparison

Request a total-cost model rather than a license price. Break it into implementation, integration, transaction or passenger volume, environments, communications, supplier fulfillment, support, policy changes, training, and optional modules. Mark each amount as recurring, usage-based, one-time, or not stated until the proposal defines it.

Ask for a five-year view using your seasonal disruption volumes and a high-impact event. Include internal staff, airport operations, contact-center changes, supplier deposits, payment fees, and the cost of reverting to manual work during an outage. Require assumptions in the proposal so two bids can be compared on the same basis. The available product material does not establish comparative pricing or contract terms; obtain those directly.

Use reference calls that test similarity, not reputation

Request references from airlines resembling yours in fleet and network complexity, passenger volume, PSS, operating model, partner or interline profile, and geographic footprint. Ask references:

  • Which workflows were live, and which remained manual?
  • What was the implementation timeline and the largest source of delay?
  • What happened during the biggest disruption after launch?
  • Which metric improved, how was it measured, and over what period?
  • Which integrations or policy exceptions required custom work?
  • How often did agents override automation, and why?
  • What costs, support limitations, or contract terms were unexpected?
  • What data and workflow history could be exported during a change or exit?

Ask for measured outcomes with definitions and exclusions. A customer logo or an undifferentiated success story cannot establish fit for your airline.

Common selection mistakes and their fixes

Buying a rebooking search instead of a recovery system

Failure: the tool finds flights but does not manage eligibility, communication, fulfillment, exceptions, or audit. Fix: score the entire event-to-completion journey and require proof of booking authority and downstream reconciliation.

Accepting a feature list as evidence

Failure: “supports vouchers” hides manual issuance, limited regions, or no confirmation of redemption. Fix: execute a voucher, amend it, cancel it, and reconcile the result during the demo.

Testing only the happy path

Failure: a clean cancellation with abundant inventory says little about a diversion, stale data, or partner timeout. Fix: include malformed, delayed, duplicated, and unavailable responses and inspect the exception queue.

Ignoring system ownership

Failure: two systems can each show a different itinerary or voucher balance. Fix: create an authority matrix and test conflicts, write-backs, retries, and reconciliation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparing undefined metrics

Failure: one vendor reports a median for selected cases while another reports all events. Fix: define numerator, denominator, population, exclusions, time window, and measurement system before a pilot.

Leaving policy and override governance until after launch

Failure: agents bypass controls during pressure events, increasing cost and inconsistency. Fix: configure permissions, approval limits, policy versioning, reason codes, and audit exports before go-live.

A practical decision sequence

  1. Map current workflows, decision rights, source systems, suppliers, channels, and aftercare boundaries.
  2. Write the disruption and passenger scenarios, policies, exceptions, and acceptance criteria.
  3. Shortlist products that can cover the required scope, while separating software from managed services.
  4. Run the same scripted demonstration with your data shapes and deliberate failure cases.
  5. Verify integrations, booking authority, supplier fulfillment, auditability, security, privacy, and degraded-mode behavior.
  6. Pilot against pre-defined measures and document all assumptions and exclusions.
  7. Call similar airline references and reconcile their measured outcomes with your pilot.
  8. Negotiate service levels, implementation responsibilities, data rights, change control, pricing assumptions, and exit support.
  9. Choose the platform that produces the most reliable completed recoveries under your policies and constraints, not the one with the longest feature list.

The strongest selection is an evidence-backed operating decision: a platform must fit your rules, integrate with the systems that own the truth, remain controllable during peak disruption, and leave a defensible record of every passenger outcome and cost.
