Choose an AI tool for a child by checking five things before allowing use: the provider’s age rules and intended age range, protections against harmful content, data collection and retention, child-friendly explanations of AI limits, and the exact parental controls available. Then test the settings with a supervised account and decide whether the tool fits the child’s purpose and maturity.

No badge, “kids mode,” or parental-control label proves that a service is suitable for every child. Policies, age gates, and controls vary by product, country, account type, and date, so verify the provider’s current terms and help documentation before signing up.

Begin with a go-or-no-go age check

Age eligibility is the first filter because a well-designed feature cannot compensate for a product being outside its permitted or intended age range. Record the provider’s minimum age, whether parental consent is required, whether a child may use the service independently, and the developmental stage the product was designed for.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Minimum age is not the same as suitability

A legal or contractual minimum is only a threshold for account access. A tool may technically permit a 13-year-old while still being a poor fit for a child who cannot recognize fabricated answers, manage sensitive disclosures, or stop an emotionally engaging conversation. Look for an intended age band and a stated purpose such as homework help, creative play, coding, or accessibility support. If the provider gives neither, treat the product as an adult-oriented service that requires stronger supervision.

Check consent and independent-use rules

Read the account-creation terms for parental consent, age verification, family-account requirements, and restrictions on independent conversations. UNESCO recommends considering an age limit for independent conversations with generative-AI platforms; that is a policy recommendation, not a universal legal age. Requirements also differ by jurisdiction, so do not assume that a rule published for one country applies everywhere.

Match the tool to the child, not just the birth date

  • Can the child distinguish an AI response from a human’s advice?
  • Can the child keep private information out of prompts?
  • Will the child ask an adult when an answer is frightening, sexual, dangerous, or contradictory?
  • Can the child disengage without treating the system as a friend or authority?

If the answer to several questions is no, use the tool only in a shared session or postpone access, even when the account age requirement is met.

Use the same safety questions for every product

When comparing services, create a record from current official terms, help pages, privacy notices, and account settings. A consistent checklist prevents attractive marketing language from hiding missing controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis Questions to record Evidence that matters
Age and intended use What is the minimum age? Is consent required? Is independent use allowed? Which age band and purpose does the provider describe? Account terms, age-screen wording, family-account instructions, and product documentation.
Content and interaction safeguards Which harmful or age-inappropriate topics are restricted? Are safeguards stronger for younger users? What happens when a child reports danger or asks about self-harm, abuse, sex, weapons, or illegal activity? Safety documentation and observed responses in a supervised test account.
Privacy and data What prompts, identifiers, voice, images, or usage data are collected? How long are they retained? Are conversations used to improve models? Can a parent or child delete them? Privacy policy, retention settings, deletion workflow, and family-dashboard controls.
Transparency and reliability Does the system identify itself as AI? Does it explain uncertainty and limitations in child-friendly language? Does it discourage treating answers as professional or emergency advice? On-screen notices, model responses, help content, and examples of uncertainty handling.
Caregiver control Which settings can a parent change? Are there schedules, topic filters, alerts, or approval steps? Can a parent see conversation content, or only account events? Exact control descriptions, not the phrase “parental controls.”
Purpose and developmental fit Does the feature set support the intended learning or creative task without encouraging dependence or a simulated relationship? Product design, default prompts, reward loops, and the child’s supervised experience.

Use the same questions for each candidate and note the date of every answer. Features can change without a new app name or a new device, and an account’s age status may alter which protections appear.

Inspect content and interaction safeguards

Look beyond a general content filter

Ask what the service does with sexual material, graphic violence, hate, dangerous challenges, weapons, illegal activity, bullying, eating disorders, and self-harm. A useful policy describes both prohibited content and the behavior expected when a child raises a sensitive topic. “The model is safe” is not a testable control; a documented refusal, age-appropriate explanation, and direction to trusted help are more meaningful.

Test the response to urgent or sensitive situations

In a supervised account, use carefully worded, non-graphic test prompts that cover a range of situations. Do not expose a child to disturbing material just to test a filter. Check whether the tool:

  • states that it is not a human or emergency service;
  • avoids detailed instructions that could enable harm;
  • encourages contacting a trusted adult or qualified local service;
  • uses calm, age-appropriate language rather than blame or sensationalism; and
  • offers a clear way to report the response or obtain help.

UNICEF’s child-centered AI framework treats child safety as a core requirement. A provider should explain how safety is maintained, how failures are reported, and how protections are improved; a marketing slogan is not evidence that those processes exist.

Check interaction design, not only individual answers

Repeated nudges, streaks, unsolicited questions about feelings, or prompts to keep chatting can create risk even when each answer passes a content filter. Note whether the service encourages endless sessions, rewards disclosure, or makes the child feel responsible for the system’s “feelings.” Disable optional engagement features when possible and set a time boundary outside the product.

Read the data rules line by line

Children may reveal names, locations, school details, health information, family conflict, photographs, or voice recordings without realizing that a prompt is data. Before creating an account, identify what the service collects directly and what it infers from use.

Questions about collection

  • Does the service store text prompts, uploaded files, images, audio, or video?
  • Does it collect precise location, contacts, device identifiers, advertising identifiers, or school information?
  • Does it infer mood, interests, abilities, or behavior from conversations?
  • Are third-party analytics, advertising, or model providers involved?

Questions about use and retention

  • May conversations be used to train or improve models, and is there an opt-out?
  • How long are prompts, account records, and backups retained?
  • Are data used to personalize engagement, recommendations, or notifications?
  • Can the child and parent see, export, correct, or delete the information?

UNICEF’s child-centered principles call for data minimization, limited retention, and meaningful visibility and control. UNICEF Digital Impact states: “Children’s data must never be used to optimise engagement at the expense of wellbeing.” Treat any engagement optimization based on emotional or behavioral data as a major concern, especially for a child who is lonely, anxious, or prone to compulsive use.

Verify deletion rather than accepting a promise

Follow the actual deletion path: account settings, conversation history, uploaded files, voice recordings, and any family dashboard. Check whether deletion is immediate or subject to a stated retention period, and whether closing an account also removes linked child profiles. Save a copy of the provider’s explanation and the date you checked it; policies can change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check whether the child can recognize and question AI

A child should be able to tell that the system is artificial and understand that fluent wording does not guarantee truth. Prefer products that identify themselves consistently, explain capabilities and limitations in age-appropriate language, and signal uncertainty instead of presenting every answer as fact.

Look for calibrated language

In supervised use, ask questions with incomplete or ambiguous information. A responsible system should ask for context, identify uncertainty, or suggest verification. Be cautious if it confidently invents citations, claims to have performed actions it could not perform, or discourages checking with a teacher, caregiver, doctor, or official source.

Teach a verification routine

  1. Ask the child what the tool is claiming.
  2. Ask what evidence would support the claim.
  3. Check a trusted human, book, school resource, or official website.
  4. Do not share private information merely to obtain a more personalized answer.

UNICEF identifies transparency and explainability as child-centered requirements. Explanations should be understandable to the child, not hidden in a technical policy that only an adult can parse.

Understand parental controls precisely

“Parental controls” can mean a bedtime schedule, a content filter, an account-age setting, usage alerts, or full conversation access. Those are different capabilities. Write down exactly what the caregiver can manage and what remains invisible.

Distinguish settings from monitoring

  • Settings: age mode, topic restrictions, voice or image permissions, purchase limits, and time schedules.
  • Alerts: notifications about logins, blocked prompts, time limits, or safety events.
  • Visibility: access to conversation content, summaries, metadata, or no activity details at all.
  • Intervention: the ability to pause, delete, lock, or close the child’s account.

Never tell a child that a parent can read every message unless the documentation and a test account confirm it. If a service provides only settings and alerts, plan regular conversations outside the app rather than assuming silent monitoring exists.

Check age transitions and account ownership

Find out what happens when the child reaches the provider’s age threshold, changes a birth date, moves between a child and adult profile, or leaves a family group. A transition can remove filters, end linked controls, change retention, or require a new consent decision. Record the trigger and the notification process.

Evaluate companion-like behavior separately

A chatbot that behaves like a companion creates risks that are different from a question-and-answer tutor. UNICEF identifies distinct and heightened risks in conversational and relational AI and calls for preventive, shared responsibility.

Warning signs of emotional dependence

  • The system calls the child its best friend, asks for secrecy, or implies that it needs the child.
  • It becomes jealous of parents, teachers, or real-world friends.
  • It pressures the child to continue chatting or discloses increasingly intimate details.
  • It presents itself as the child’s only source of understanding or support.
  • It imitates a deceased person or another real individual without clear boundaries.

Prefer tools with explicit boundaries: the system identifies itself as AI, avoids claims of feelings or personal needs, supports breaks, and directs serious concerns to trusted people. For younger children or children experiencing isolation, use a non-relational tool in shared sessions or choose a conventional resource instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm that the purpose supports healthy development

Define the task before selecting a product. A tool for brainstorming a story has different requirements from one used for language practice, coding, accessibility, or homework explanations.

For learning

Look for hints, worked examples, adjustable reading level, and prompts that invite the child to explain reasoning. Avoid systems that complete every assignment without encouraging understanding. Agree in advance when AI assistance must be disclosed to a teacher.

For creativity

For accessibility

Test speech recognition, captions, reading assistance, and alternative input with the child’s actual needs. Confirm that sensitive disability or health information is not retained unnecessarily and that a caregiver can remove it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Purpose is also a safety control: a narrowly configured tool used for a defined task is easier to supervise than an unrestricted, always-available companion.

A practical step-by-step evaluation

  1. Define the use case. Write one sentence describing what the child should accomplish and what the tool must not do.
  2. Check eligibility. Record minimum age, consent requirements, intended age band, independent-use rules, and the jurisdiction covered by the terms.
  3. Read safety documentation. Locate content restrictions, escalation guidance, reporting channels, and explanations of age-specific protections.
  4. Read privacy documentation. Record collected data, retention, model-improvement use, third parties, deletion, and parent-child visibility.
  5. Create the least-privileged account. Use a child or family profile when available; do not enter a false birth date to unlock features.
  6. Configure controls before use. Set age mode, topic filters, permissions, schedules, alerts, and sharing defaults. Capture what each control actually changes.
  7. Run a supervised test. Try ordinary questions, an ambiguous question, a request for personal data, and a sensitive-topic prompt. Stop if the responses are unsafe or manipulative.
  8. Ask the child to explain the boundaries. The child should know the system is AI, what not to share, how to end a session, and which adult to contact.
  9. Set family rules. Define allowed times, approved tasks, no-secret conversations, verification requirements, and a process for reporting upsetting output.
  10. Review after use. Check settings, alerts, retained history, and the child’s experience. Recheck official documentation whenever the product changes or the child’s age status changes.

Use a simple decision matrix

Score each category from 0 to 2: 0 means the answer is missing or unacceptable, 1 means it is partly documented or requires substantial supervision, and 2 means the control is clear and workable for this child. Do not treat the total as a scientific safety rating; use it to expose weak spots.

Category 0 points 1 point 2 points
Age fit No clear age or outside intended use Age is stated but consent or developmental fit is unclear Age, consent, and intended use are explicit
Content safety No meaningful restrictions or escalation path General filtering with limited detail Age-appropriate limits and sensitive-topic response are documented and testable
Privacy Collection or retention is unclear Some controls exist but deletion or model-use terms are limited Minimized collection, clear retention, deletion, and visibility controls
Transparency Acts authoritative or hides that it is AI AI disclosure exists but uncertainty handling is weak Clear identity, limitations, and prompts to verify
Caregiver control No meaningful control Some filters or schedules, but visibility is limited Documented settings, alerts, intervention, and age-transition behavior
Relational risk Encourages secrecy or dependence Companion features are present but configurable Clear boundaries and no pressure to continue or disclose

A low score in age fit, privacy, or relational risk is a reason to reject the tool rather than compensate with a higher score elsewhere. For a young or vulnerable child, require adult participation even when the matrix looks favorable.

What a published control example tells you

OpenAI’s Help Center documentation describes one provider-specific arrangement: eligible ChatGPT accounts identified as under 18 can receive ChatGPT for Teens, with age-appropriate protections and optional linked parental controls. The documentation says parents can manage selected settings and schedules, but parental controls do not allow a parent to read or monitor the teen’s conversations. It also describes accounts moving out of the teen experience when identified as 18 or older, which can end linked controls.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This example demonstrates why labels are insufficient. A caregiver who needs conversation monitoring would not receive that capability from the described controls, and the age transition could change the arrangement later. The details apply to that product only; verify the live provider documentation before relying on them and do not generalize them to another service.

Do not confuse AI software with AI toys

AI toys are a separate product category with microphones, cameras, speakers, or connected services. The evidence and safeguards for a chatbot or educational application do not establish that a physical toy is appropriate. Common Sense Media’s January 2026 guidance says to avoid AI toys for children age five and under and to use extreme caution before buying them for ages six to twelve, citing developmental, privacy, and safety risks.

If you are considering a connected toy, perform a separate review of recording indicators, cloud storage, voice deletion, firmware updates, physical access, strangers’ ability to connect, and what happens when the toy is resold. Do not treat a toy’s friendly personality as evidence of child safety.

Red flags that should stop the evaluation

  • The provider will not state a minimum age or intended audience.
  • Safety claims are broad, but there is no explanation of sensitive-topic handling or reporting.
  • The privacy policy does not clearly describe retention, model-improvement use, or deletion.
  • The system presents guesses as facts, claims to have taken actions it could not take, or discourages human verification.
  • “Parental controls” are advertised without specifying whether they affect content, time, alerts, or conversation visibility.
  • The system asks for secrecy, frames itself as a friend who needs the child, or pressures the child to keep chatting.
  • Age-status changes can remove protections without clear notice.
  • The product requires unnecessary location, contacts, camera, microphone, or health information for the stated task.

Set expectations that safeguards cannot replace supervision

Filters miss some harmful material, and a correct answer in one conversation does not predict the next answer. Explain to the child that AI can be useful and still be wrong, biased, or unsuitable for private problems. Establish a simple rule: stop the session and tell a trusted adult if the tool produces frightening content, asks for secrets or personal details, gives dangerous instructions, or makes the child feel unable to leave.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For medical, mental-health, legal, financial, emergency, abuse, or self-harm concerns, use qualified local help and trusted adults rather than an AI system. This guide is a product-selection framework, not individualized child-safety or legal advice.

Recheck the choice over time

Review the provider’s terms, privacy notice, safety documentation, and account settings at least when the app updates, a major model changes, the child enters a new age band, or the service adds voice, image, memory, or social features. UNICEF’s 2026 policy brief notes that chatbot-specific rules remain uneven across jurisdictions, so a product’s current settings and local requirements matter more than an old review or a generic age label.

The right choice is the tool whose documented limits, data practices, transparency, controls, and purpose match this child and this task. If a critical answer is unavailable, assume the risk is unresolved and choose a narrower, supervised alternative.
