For most UK businesses, the practical starting point is the Department for Science, Innovation and Technology’s (DSIT) AI Management Essentials (AIME) self-assessment. Use it to establish a baseline and identify gaps. Move to ISO/IEC 42001 when you need an organisation-wide AI management system and may need to demonstrate a formal management-system approach. Use the NIST AI Risk Management Framework (AI RMF) when your team needs a detailed, voluntary workflow for identifying and treating AI risks. These approaches can be combined; none of them, by itself, proves legal compliance.

This guide explains how to choose an AI risk management framework for a UK business, how to match the choice to your use cases and assurance needs, and how to operate the framework after adoption.

Start with the decision your business actually needs to make

A framework is a management tool, not a universal compliance certificate. Before selecting one, define the outcome you need:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • A baseline and gap analysis: an accessible way to see whether your organisation has sensible AI policies, ownership, risk records and review practices.
  • An organisation-wide management system: documented requirements, responsibilities, continual improvement and the possibility of independent assurance.
  • A repeatable risk workflow: a method for identifying, evaluating, treating and monitoring risks throughout an AI system’s life.

Those outcomes point to different primary choices. AIME is designed as an entry point; ISO/IEC 42001 specifies an AI management system; and NIST AI RMF provides voluntary risk-management guidance. A business may use AIME first, then use ISO/IEC 42001 or NIST AI RMF to address the gaps it finds.

Compare AIME, ISO/IEC 42001 and NIST AI RMF

Option Best suited to What it provides Important limits
DSIT AI Management Essentials (AIME) Organisations of different sizes and sectors that need a manageable first assessment A sector-agnostic self-assessment of AI-management practices. DSIT says it distils principles from ISO/IEC 42001, NIST AI RMF and the EU AI Act. It is not mandatory, does not provide formal certification, and completing it is not compliance. Treat the result as a starting point and gap-finding exercise.
ISO/IEC 42001:2023 Businesses developing, providing or using AI that need structured, organisation-wide governance A published international standard specifying requirements to establish, implement, maintain and continually improve an AI management system. Implementation takes management effort and evidence. It does not replace legal analysis for individual uses. ISO lists paper and digital formats; confirm the current edition, price and availability before purchase.
NIST AI RMF 1.0 Teams wanting a voluntary, practical structure for AI risk and trustworthiness work Guidance for incorporating trustworthiness considerations into AI design, development, use and evaluation, supported by implementation resources and profiles. NIST says version 1.0 is being revised. Check the current framework status and any applicable profile before basing policy on a particular version. The 2024 generative-AI profile may be relevant to generative-AI uses.

These options are complementary rather than mutually exclusive. For example, AIME can expose missing controls, NIST AI RMF can organise the risk work for a high-impact use case, and ISO/IEC 42001 can provide the management-system structure used across the business.

Six questions to answer before choosing

1. What is the use case and who could be affected?

Describe each proposed or existing AI use in plain language. Record its purpose, users, affected people, decisions or recommendations it influences, data sources, supplier components and the consequences of a wrong or unavailable output. A low-impact internal drafting assistant and a system influencing employment, credit, health, access to services or safety require different levels of scrutiny.

Include a multidisciplinary perspective. Business owners understand the process and consequences; technical and data specialists understand model behaviour and data quality; legal or compliance staff identify duties; security staff assess attack paths; and representative users can expose operational harms that a purely technical review misses.

2. Which UK laws, regulators and contracts apply?

The UK’s approach is principles-based and operates through existing regulators and legal duties rather than one all-purpose AI statute or checklist. DSIT’s guidance for regulators is voluntary and non-prescriptive, and responsibility depends on the law and the regulator’s remit. Map every use case to the obligations that actually apply, including privacy and data-protection requirements, employment or consumer rules, sector guidance, safety duties, procurement terms and customer contracts.

Do not claim that adopting AIME, ISO/IEC 42001 or NIST AI RMF makes a deployment lawful. A framework can help you organise evidence and controls, but it cannot decide whether a particular processing activity, decision or supplier arrangement is permitted.

3. What result must you demonstrate?

  • Choose AIME first when you need an accessible baseline, have limited governance maturity or want to prioritise improvements before committing to a larger programme.
  • Choose ISO/IEC 42001 when the board wants a formal management system spanning the organisation, when AI is central to products or operations, or when customers and procurement processes may value management-system evidence.
  • Choose NIST AI RMF when practitioners need a structured way to identify, assess, treat and monitor risks and to discuss trustworthiness with technical and business teams.

External assurance is a separate decision. A framework alone does not promise certification, an audit opinion or regulatory acceptance. If customers, procurement teams, insurers or the board expect independent assurance, define the required scope and evidence first, then evaluate whether an ISO/IEC 42001 management system and an independent audit are appropriate.

4. Can you run the process continuously?

AI risk changes when data, models, prompts, suppliers, interfaces, users or the surrounding business process changes. Confirm that someone can own each system, maintain records, monitor performance and security, investigate incidents, approve material changes and repeat assessments. A framework that exists only as a one-time questionnaire will not control a system after deployment.

5. What capabilities and processes already exist?

Reuse suitable enterprise-risk, privacy, information-security, supplier-management, safety and change-management processes. Add AI-specific questions rather than creating parallel paperwork. Your existing processes should still cover model behaviour, data and prompt risks, human oversight, explainability needs, output monitoring and the consequences of automation.

6. How exposed are your suppliers and components?

List foundation models, hosted APIs, data providers, plug-ins, open-source components and subcontractors. Establish what each supplier does with your inputs and outputs, where data is processed, how changes are notified, what logs are available, how incidents are reported and whether you can retrieve evidence. The UK Code of Practice for the Cyber Security of AI highlights threats including data poisoning and indirect prompt injection, as well as the need for documentation, audit trails and resilience against adversarial or unexpected inputs.

When AIME is the right first step

AIME is intended for any organisation using, providing or developing AI as part of business operations, across sectors and organisation sizes. It is useful when you need a common starting language without first buying a standard or designing a bespoke control framework.

How to use it productively

  1. Set the scope. Decide whether the assessment covers the whole organisation, a business unit or a defined set of AI use cases. Record exclusions and the reason for each.
  2. Gather the right people. Include business, technical, data, legal or compliance, security and user perspectives rather than delegating the questionnaire to one person.
  3. Answer with evidence. Attach policies, approval records, supplier terms, testing results, incident logs and monitoring reports where they exist. Mark assumptions and unknowns explicitly.
  4. Turn gaps into owners and dates. Prioritise missing controls by potential impact and exposure, assign accountable owners and set review dates.
  5. Escalate where needed. If the assessment reveals organisation-wide governance gaps or a need for detailed risk treatment, adopt the relevant parts of ISO/IEC 42001 or NIST AI RMF rather than treating AIME as the final destination.

DSIT describes AIME as a starting point and states that it does not replace the underlying frameworks or represent compliance. Use the output to decide what to build next, not as a badge that a deployment is safe.

When ISO/IEC 42001 makes sense

ISO/IEC 42001:2023 is an international standard for establishing, implementing, maintaining and continually improving an AI management system. It applies to organisations that develop, provide or use AI-based products or services.

Choose it for organisation-wide governance

ISO/IEC 42001 is a strong candidate when AI appears in multiple products or departments, when responsibilities and evidence need to be consistent, or when senior management wants a formal system integrated with existing management practices. It can provide a disciplined way to set policy, define roles, assess risks and impacts, control operations, evaluate performance and improve the system over time.

Understand the assurance boundary

The standard is not a free substitute for analysing a particular use under UK law. Buying or implementing it does not automatically create certification, and a certificate—if pursued through an appropriate independent process—would cover a defined scope rather than every possible AI activity. Confirm the standard’s current edition and the practical cost of obtaining the paper or digital text before planning the programme.

Plan the management-system workload

  • Define which entities, processes, products and suppliers are in scope.
  • Set an AI policy and assign accountable roles with authority to stop or change a system.
  • Maintain risk and impact assessments, objectives, operating procedures and records.
  • Integrate supplier controls, competence, communication, monitoring, internal review and corrective action.
  • Decide whether independent assurance is needed and what evidence an assessor would require.

When NIST AI RMF is the better working method

NIST AI RMF is voluntary and intended to improve how organisations incorporate trustworthiness considerations into AI design, development, use and evaluation. It can suit teams that want a detailed risk conversation and practical implementation resources without first adopting a certifiable management-system standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use it to structure risk work

Apply the framework to a specific system or portfolio: establish the context and intended outcomes, identify risks and affected groups, measure performance and trustworthiness, and manage or document responses. The approach is useful for bringing engineers, product owners, security specialists and executives into the same discussion.

Watch the version status

NIST reports that AI RMF 1.0 is being revised. Check NIST’s current status before writing a long-term policy, and identify whether a profile applies to your use. For generative AI, the 2024 generative-AI profile can provide additional considerations, but it does not remove UK legal or contractual analysis.

A proportionate selection decision

Your situation Primary route Useful addition
You have a small portfolio, limited formal governance and need to find obvious gaps. Begin with AIME. Use the gaps to create a short risk register, ownership model and review calendar.
You have several AI systems, shared policies and a board-level need for a demonstrable management system. Build an ISO/IEC 42001-aligned system. Use NIST AI RMF techniques for detailed assessments of individual systems.
Your technical team needs a repeatable method for evaluating model and use-case risks. Use NIST AI RMF as the working risk method. Use AIME for an accessible organisational baseline and ISO/IEC 42001 if formal governance becomes necessary.
Customers or procurement require independent assurance. Define the required scope and evidence, then evaluate ISO/IEC 42001 and an appropriate independent audit. Keep legal, sector and contractual analysis separate from the assurance exercise.
You use third-party generative-AI services or models with sensitive information. Start with a use-case and supplier risk assessment. Apply AI RMF-style risk analysis, AIME governance checks and the UK AI cyber-security practices relevant to prompt injection, poisoning, logging and resilience.

Build the operating process after selection

Create an AI inventory

Maintain one record for each system or material use case. At minimum, capture its purpose, business owner, technical owner, model and version, supplier, data categories, users, affected people, deployment environment, human decisions, known limitations, risk decisions, controls, incidents, review dates and retirement status.

Assess before procurement or development

Do not wait until launch. Review the intended purpose, data, supplier terms, security architecture, human oversight and foreseeable misuse before signing a contract or building a feature. Record why the use is necessary, what alternatives were considered and what would make the project stop.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reassess at defined triggers

Repeat the assessment when the model, training or retrieval data, prompt templates, supplier, interface, user population, decision context or legal environment changes. Also reassess after incidents, material performance degradation, unexpected outputs or a change from advisory use to automated action.

Monitor real-world performance

Set measures that reflect the actual context: error patterns, disparate outcomes where relevant, refusal and escalation rates, security events, user complaints, availability, drift and the quality of human review. Define thresholds that trigger investigation, rollback, restricted use or shutdown. Keep an audit trail showing who reviewed the evidence and what decision followed.

Prepare incident and security response

Document how staff report harmful or suspicious outputs, data leakage, prompt-injection attempts, poisoned data, unauthorised model changes and supplier incidents. Identify technical and business contacts, preserve relevant logs, contain the affected use, assess people and data impacts, notify parties where required and record corrective actions. Test the process rather than assuming that a policy will work during an incident.

Control human involvement

Specify when a person must review an output, what information they receive, what authority they have to reject it and how disagreements are recorded. “Human in the loop” is not meaningful if the reviewer lacks time, competence or the ability to override an automated recommendation.

Common mistakes and how to correct them

Treating a framework as a legal safe harbour

Problem: The team says it is compliant because it completed AIME or follows NIST AI RMF.

Correction: Maintain a separate legal and regulatory assessment for each use case, with the responsible regulator, applicable duties and contractual commitments identified.

Choosing certification before defining scope

Problem: The organisation buys a standard without deciding which entities, products, suppliers and processes the management system covers.

Correction: Write a scope statement first, then estimate the people, evidence, controls and review effort required.

Using one control set for every use

Problem: A low-impact internal tool receives the same approvals as a system that influences an individual’s access to a service.

Problem: Approval is treated as permanent even though data, user behaviour and model performance change.

Correction: Set monitoring owners, review intervals and event-based reassessment triggers before deployment.

A practical 90-day adoption plan

Days 1–30: establish the baseline

  1. List AI systems, pilots, embedded features and third-party services.
  2. Assign an accountable business owner to each item and identify affected groups.
  3. Run the AIME self-assessment with a multidisciplinary group.
  4. Record legal, regulatory, sector, security, supplier and contractual questions that need specialist decisions.

Days 31–60: prioritise and design controls

  1. Rank uses by potential impact, exposure, reversibility and uncertainty.
  2. Choose NIST AI RMF-style risk work for detailed system assessments where useful.
  3. Decide whether an ISO/IEC 42001 management-system programme is justified by scale, customer expectations or governance complexity.
  4. Define minimum controls for data, testing, human review, security, supplier management, monitoring, incident response and records.

Days 61–90: operate and review

  1. Approve or pause uses based on documented evidence and named decision-makers.
  2. Launch monitoring and incident channels; test escalation with a realistic scenario.
  3. Set review dates and event triggers in the inventory.
  4. Report unresolved risks, accepted residual risks and overdue actions to the appropriate executive or board forum.

What a UK business should choose

Begin with AIME if you need a proportionate, accessible first step. Select ISO/IEC 42001 when a formal, organisation-wide management system and possible external assurance justify the implementation effort. Select NIST AI RMF when a voluntary, detailed risk workflow is the immediate need, checking NIST’s revision status before locking in a version. Combine them when that produces clearer ownership and stronger evidence.

Whichever route you take, keep the framework subordinate to the real use case: identify the people and processes affected, map applicable UK obligations, control suppliers and security threats, monitor the system in operation and reassess it when circumstances change.
