The right AI provider is the one that can perform your defined business task at an acceptable level of accuracy, risk and cost—not necessarily the provider with the most impressive general-purpose model. Start by documenting the outcome you need, the data the service will handle and the harm an incorrect, leaked or unavailable result could cause. Then compare providers on evidence: security controls, privacy roles, model limitations, integration effort, whole-life cost, support, resilience and exit terms.
No provider can be recommended for every UK business. A low-risk internal drafting tool has very different requirements from a system that processes bulk personal data or influences decisions about people. The process below gives you a proportionate way to choose, test and contract for either case.
1. Define the business problem before looking at suppliers
Write a short problem statement in plain language. State who will use the system, which workflow or decision it will change, what input it will receive and what a successful outcome looks like. “Use AI to improve productivity” is too vague to evaluate. “Help the support team draft replies from the approved knowledge base, with a human approving every message” is specific enough to test.

- Define the task, users and business process affected.
- Specify acceptable quality, response time and availability.
- State what must always be reviewed by a person.
- Describe the consequence of a wrong, misleading or missing output.
- Decide how results will be measured after launch, not only during a demonstration.
Government AI procurement guidance recommends assessing whether AI actually addresses user needs. Sometimes a rules-based workflow, search system, ordinary automation or a better data process is safer and cheaper. Include those alternatives in the initial decision rather than assuming that an AI product is required.

Choose between buying, building, reusing or combining
Compare an off-the-shelf service with an internally built system, an existing component you already operate, or a combination of specialist services. Consider how unique the requirement is, whether the market already offers a mature capability, what skills your team has, and how much integration and customisation will be needed. Buying a ready-made component does not remove the need to connect it to identity, data, workflow, logging and support systems.
Record the decision and its assumptions. If a provider’s service changes, the same record will help you reassess whether the original approach still makes sense.
2. Map the data and the potential harm
Before requesting a demonstration with real information, make an inventory of everything the service may receive, create, retain or expose. Include prompts, uploaded files, retrieved documents, generated outputs, logs, telemetry, account information and administrator data. Identify whose information is involved and where it travels or is stored.
Classify the information
| Data situation | Questions to answer | Procurement implication |
|---|---|---|
| Public or deliberately non-sensitive material | Could an incorrect output still mislead customers or staff? Is the material licensed for this use? | A proportionate review may be sufficient, but quality and terms still matter. |
| Confidential business information | Would disclosure affect negotiations, intellectual property, security or competition? | Confirm retention, access controls, administrator access, subcontractors and contractual use of submitted data. |
| Personal data | Whom does it concern? What is the purpose and lawful basis? Will it be used for profiling or decisions? | Map controller and processor roles, assess privacy risks and determine whether a DPIA is required. |
| Bulk personal data or high-impact decisions | What would a breach, biased result, corruption or outage do to individuals and the business? | Use deeper security and assurance work, documented testing, stronger oversight and a clear incident plan. |
Check data quality and bias early
AI cannot reliably repair incomplete, outdated or systematically biased source data. Document known gaps, inconsistent labels, missing groups and permissions. Consider whether the provider will combine your data with external material or use it to improve a general model. A technically accurate answer can still be unsuitable if the underlying data is out of date or the system presents uncertainty as fact.
Use impact to set the level of scrutiny
The National Cyber Security Centre (NCSC) says the confidence you need in a cloud provider should rise with the damage that data loss, leakage, corruption or service unavailability could cause. A small organisation handling low-sensitivity information can begin with a lightweight review. Sensitive information, bulk personal data or a service whose failure would have substantial consequences warrants a deeper assessment using the NCSC’s 14 cloud security principles. That security review does not replace a data protection impact assessment (DPIA) where privacy law requires one.
3. Demand security evidence rather than marketing claims
The NCSC puts the purchasing responsibility plainly: “Any time you choose to use a service operated by a third party to handle and process your data, you will need to build confidence that they will act responsibly, taking care of your data as expected.” Treat that as a request for evidence, not a promise to accept.
Ask for service-specific documentation
- Architecture and data-flow diagrams, including storage, inference and logging locations.
- Authentication, role-based access, administrator controls and support-access procedures.
- Encryption in transit and at rest, key-management arrangements and secrets handling.
- Vulnerability management, penetration-testing scope and security incident procedures.
- Backup, restoration, disaster-recovery and service-continuity arrangements.
- Independent assurance reports or certifications, with scope and dates that cover the service you will buy.
- Subprocessor names, locations, responsibilities and change-notification process.
- Customer responsibilities in the shared-security model.
Do not assess only the supplier’s public website. A service may run on another hosting platform, so determine which controls the contracted provider operates and which depend on the underlying platform. Review the provider’s configuration and the platform’s relevant assurance to the extent your risk requires.

Match evidence to your threat and impact model
For a low-risk pilot, you may only need documented access controls, retention settings, incident contacts and confirmation that test data is not used for unrelated purposes. For a high-impact deployment, expect detailed answers about tenant isolation, privileged access, monitoring, recovery objectives, deletion verification and how the provider handles a compromise of a subcontractor. Record unanswered questions as risks with owners and deadlines; do not silently convert missing evidence into an assumption of safety.
4. Test AI quality, limitations and governance
A supplier’s general benchmark or demo does not prove that its system works for your documents, language, users or decisions. Define an evaluation set that represents the intended task and includes difficult, ordinary and edge cases. Keep a separate hold-out set for final acceptance so that tuning does not hide poor performance.
Evaluate the dimensions that matter to your workflow
- Accuracy and completeness: How often is the answer correct, and does it omit critical information?
- Grounding and traceability: Can users see the source material or reasoning evidence needed to verify an output?
- Consistency: Does the service produce materially different answers for equivalent inputs?
- Bias and disparate impact: Do error rates or recommendations vary unfairly across relevant user groups?
- Robustness: How does it handle ambiguous, adversarial, malformed or out-of-scope input?
- Safety controls: Can you restrict prohibited uses, redact sensitive data and require human approval?
- Explainability: Can the business give an understandable account of how an output was produced and challenged?
Agree pass and fail conditions before comparing suppliers. Test with representative user groups and involve subject-matter experts who can identify plausible but dangerous errors. Government guidance calls for impact assessment, data assessment and governance; ICO guidance likewise highlights accuracy, bias, transparency and trade-offs.
Plan monitoring and human oversight
Specify who reviews outputs, what gets logged, how users report an error and when the service is paused. Monitor drift in source data, model behaviour, error patterns, latency and availability. Set a review date and a trigger for reassessment when the provider changes the model, terms, subprocessors or hosting arrangement.

5. Establish privacy roles and contract requirements
For every processing activity, determine who decides the purposes and means of processing. A supplier may be your processor for one activity, a controller for another, or a joint controller in a particular arrangement. Map those roles across the provider and its subprocessors; do not rely solely on a label in a sales presentation.
Build a processing map
- List each input, output, log and support record that contains personal data.
- State the purpose, retention period, access group and deletion trigger.
- Identify your organisation, the supplier and each relevant subprocessor.
- Record where data is stored, accessed and transferred.
- Document the lawful basis, transparency information and rights process.
- Decide whether the processing requires a DPIA or additional specialist review.
Put operational duties in writing
Where the supplier acts as a processor, the contract should cover the processing details and documented instructions, confidentiality, security measures, subprocessors, assistance with data-subject rights and DPIAs, incident support, audit or review rights, and return or deletion at the end of the contract where applicable. Define notification routes and times, evidence you will receive after an incident, and who pays for required assistance.
Read carefully how the supplier may use customer data for its own purposes, including model improvement, analytics or service development. The contract and configuration should make clear what is authorised, what is prohibited and how consent or another legal basis is handled. ICO AI contract guidance is under review following the Data (Use and Access) Act, so check the current requirements and the facts of your specific processing before signing.

6. Compare integration and operational fit
Two services with similar model capabilities can have very different implementation burdens. Document the interfaces, identity integration, data formats, rate limits, latency, regional availability, workflow controls and logging you need. Ask who will configure prompts or policies, maintain connectors, handle upgrades and investigate failed outputs.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Assess the skills and responsibilities required
- API or application changes and test environments.
- Data engineering, retrieval, indexing or document preparation.
- Identity, access provisioning and segregation of duties.
- Prompt, policy or model-version management.
- Monitoring, alerting, incident response and user support.
- Training, change management and internal communications.
Clarify whether these responsibilities sit with your team, the supplier or an implementation partner. A low subscription price can be misleading if your organisation must build and maintain substantial surrounding infrastructure.
7. Calculate whole-life cost, not just the quoted licence
Build a cost model for the full period you expect to use the service. Include one-time and recurring items, and state the assumptions about users, transactions, storage, model calls and support tier.
| Cost area | What to include |
|---|---|
| Implementation | Discovery, configuration, data preparation, integration, testing and security or privacy assessments. |
| Usage or licence | Seats, consumption, minimum commitments, overage, storage, premium models and regional charges. |
| Operations | Monitoring, administration, model or policy updates, backup, support and incident handling. |
| People and adoption | Training, process redesign, change management and specialist skills. |
| Compliance | Legal review, DPIA work, audits, assurance evidence and remediation of gaps. |
| Exit | Data export, transformation, replacement integration, parallel running, deletion verification and contract termination work. |
Compare scenarios rather than a single optimistic estimate. Show what happens if usage doubles, a premium model is needed, the provider changes its pricing, or a resilience requirement requires a second service. Ask suppliers to identify variable charges and notice periods. The cheapest initial quote is not automatically the lowest whole-life cost.
8. Decide deliberately between one provider and several
| Approach | Potential advantages | Risks to examine |
|---|---|---|
| Single primary provider | Simpler procurement, integration, identity management, support and governance. | Concentration risk, weaker negotiating leverage, a single outage or policy change affecting the whole service. |
| Multiple providers | Specialist capability, fallback capacity, regional or legal flexibility and reduced dependence on one supplier. | More interfaces, duplicated controls, skills, contracts, monitoring and data-transfer paths. |
Choose based on net benefit, not the appearance of resilience. A second provider only improves resilience if you can move workloads, data and users to it within the required time and have tested that process. Conversely, a single provider may be entirely reasonable for a small, low-risk workload where added complexity creates more operational risk than it removes.

Do not demand UK-only hosting as a generic badge. First establish whether a law, customer contract, regulator, internal policy or risk assessment makes location material. If it does, ask how UK-based hosting is maintained for the specific data, service tier, backups, support access and subprocessors you will use. Obtain the answer in contractual or technical documentation, not only in a sales conversation.
Check the practical consequences of an outage: recovery objectives, backup regions, restoration testing, status communication and your own manual fallback. Consider provider concentration and lock-in as both commercial and technical risks. A service that is available today may become unsuitable if its hosting, ownership, model, subprocessor or terms change.

10. Make exit and portability acceptance criteria
Before signing, describe how the business would leave. Identify every dataset, configuration, prompt or policy, evaluation record, audit log and user record you would need. Ask for export formats, interfaces, fees, lead times, assistance during transition and evidence of deletion after return.
- Define the data and metadata that must be exportable and usable elsewhere.
- Confirm whether exports include embeddings, indexes, conversation history, logs and configuration, where relevant.
- Set a transition period and support contacts for migration.
- Specify deletion, backup expiry and written confirmation requirements.
- Run a small export and re-import test before production if the service is important.
- Record the trigger for changing provider, such as unacceptable quality, a legal change, repeated outages or a material contract change.
GOV.UK cloud strategy guidance identifies lock-in and provider concentration as risks. Treat portability as a design requirement, not an item to negotiate after a failure.

11. Build a like-for-like shortlist
Give every candidate the same requirements, test cases and questions. Score evidence, not presentation quality. A useful comparison sheet has these columns:
| Criterion | Evidence to record |
|---|---|
| Task fit | Results on your evaluation set, limitations and out-of-scope uses. |
| Data handling | Accepted data types, retention, training use, access, roles and subprocessors. |
| Security | Controls, independent assurance, incident process and shared responsibilities. |
| Quality governance | Accuracy, bias testing, explainability, monitoring and model-change notices. |
| Integration | Interfaces, implementation effort, skills, support and operational ownership. |
| Whole-life cost | Implementation, usage, support, maintenance, compliance and exit assumptions. |
| Resilience and portability | Availability commitments, recovery, export, transition and concentration exposure. |
| Contract fit | Privacy terms, audit, liability, termination, assistance and change controls. |
| Location | Hosting and access locations where a genuine legal, contractual or risk requirement applies. |
Mark each item as evidenced, partially evidenced, unresolved or unacceptable. Keep a written record of exceptions and the person who accepted each residual risk.
12. A practical selection sequence
- Write the problem statement. Define users, workflow, outcome, quality threshold and consequences of failure.
- Check whether AI is appropriate. Compare buying, building, reusing and combining components with a non-AI alternative.
- Map data and impact. Identify personal, confidential and regulated information, data flows, quality limits and potential harm.
- Set assurance depth. Use a lightweight review for low-sensitivity work; apply the NCSC principles and additional scrutiny for sensitive or high-impact use.
- Shortlist providers. Issue the same functional, security, privacy, integration and commercial requirements to each candidate.
- Run representative tests. Evaluate quality, bias, robustness, explainability and human-review controls against agreed pass criteria.
- Model whole-life cost and operating ownership. Include implementation, recurring use, support, compliance, resilience and exit.
- Contract and pilot safely. Limit data and permissions, document roles and instructions, test incident and export procedures, then expand only when evidence supports it.
13. Common mistakes and how to correct them
Choosing from a demo alone
Problem: A polished demonstration hides errors on your data and workflow.
Correction: Use a representative, documented evaluation set and require evidence for the task you will actually run.
Assuming a certification answers every question
Problem: An assurance badge may not cover the purchased service, configuration, subprocessors or your responsibilities.

Sending real personal data into an unapproved trial
Problem: A free or pilot account may have different retention, support-access or model-training terms.
Correction: Use synthetic or redacted data until privacy, security and contract checks are complete.
Treating the provider’s role as a label
Problem: “Processor” in a sales document may not describe every processing activity.
Correction: Map purposes, decisions, subprocessors and data flows activity by activity.
Ignoring operational ownership
Problem: No one is responsible for monitoring errors, approving model changes or responding to incidents.
Correction: Assign named owners, escalation paths, review dates and stop conditions before launch.

14. Final decision checklist for a UK business
- The business outcome and acceptable failure level are documented.
- An AI approach has been compared with simpler alternatives.
- All data, users, destinations, retention and subprocessors are mapped.
- Data quality, bias and known limitations have been assessed.
- Security assurance is proportionate to the impact of loss, leakage, corruption or outage.
- A DPIA has been completed where required, separately from the security review.
- Controller, processor or joint-controller roles are recorded for each activity.
- Contract terms cover instructions, confidentiality, security, subprocessors, rights support, incidents, audits and end-of-contract handling.
- Testing uses representative cases and includes human oversight, monitoring and model-change controls.
- Implementation, usage, support, maintenance, compliance and exit costs are understood.
- The single-versus-multiple-provider decision addresses concentration and operational complexity.
- UK hosting or other location requirements are verified for the exact service and data concerned.
- Export, transition and deletion have been tested or are demonstrably feasible.
- Residual risks have an owner and an explicit acceptance decision.
Review the decision when the provider changes its model, terms, subprocessors, hosting, security posture or pricing, and when your own data or use case changes. The best choice is the provider whose documented capability and contract match your actual risk—not the one with the broadest feature list.
