Choose an AI chatbot for the outcome you need, then test its reliability, safety, privacy, transparency, accountability, accessibility and fairness. Treat names, voices, avatars, pronouns and personality as design signals to inspect—not as evidence that a system is trustworthy. A neutral-sounding assistant can still reproduce harmful bias, while a gendered persona is not automatically unsuitable. The practical approach is to separate task performance from persona appeal, verify the controls a service gives you, and observe how it handles uncertainty, abuse and sensitive data.

Start with the human outcome, not the persona

Write down what a successful interaction should achieve before comparing chatbots. “Help me understand a tax form,” “draft accessible customer-support replies,” and “triage symptoms for a clinician to review” are different tasks with different risk tolerances. A chatbot that feels friendly may be poor at the actual job; one with a plain interface may provide stronger controls and clearer limits.

NIST’s AI Use Taxonomy: A Human-Centered Approach puts human goals and outcomes at the center of selecting and using AI. Use that principle to define:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Task: the concrete work the assistant must perform.
  • Users and affected people: who will rely on the output or be impacted by it.
  • Acceptable error: what can go wrong, how serious it would be, and who reviews the result.
  • Success measures: accuracy, completeness, speed, readability, accessibility or another observable result.
  • Human handoff: when a person must verify, approve or take over.

Only after these are clear should persona and interaction style enter the comparison. A persona can affect comfort and willingness to continue, but it should not substitute for evidence about performance or safeguards.

Use one scorecard for every chatbot

Score each candidate against the same questions and record the date, product edition and test prompts. NIST describes trustworthiness as a set of related properties rather than a single “safe” label. A practical scorecard is:

Criterion What to check Evidence to record
Task fit Does it perform the defined task for the intended users and language? Representative prompts, output quality, known limitations and required human review
Validity and reliability Are answers consistent, current enough and appropriately qualified? Repeated runs, citations or source links, uncertainty statements and error patterns
Safety and security How does it respond to dangerous requests, prompt injection, account abuse or malicious files? Refusals, safe alternatives, authentication and incident-reporting process
Privacy What data is collected, retained, shared or used for model improvement? Current privacy documentation, retention controls, deletion process and regional terms
Transparency and explainability Does the service identify itself as non-human and explain relevant limitations? Opening disclosure, model/version information, reasons or evidence supplied with answers
Accountability Can a user appeal, report harm, obtain support or identify the responsible organization? Contact channels, escalation times, audit or governance information
Persona and agency What gender cues appear, and can users change or disable them? Name, voice, avatar, pronouns, tone, customization and interoperability options
Fairness and accessibility Does performance or treatment vary across relevant groups, languages, disabilities or accents? Accessibility conformance information, subgroup tests and unresolved limitations

Give high-risk criteria a veto rather than allowing a charming persona to compensate for a serious privacy or safety gap. If a provider does not publish a needed detail, record “not stated” and treat the uncertainty as a decision factor.

Compare candidates with identical evidence

A fair comparison changes one variable at a time. Use the same prompt set, language, account tier, device, network conditions and persona settings for every service. Run tests close together and note the model name, version, date and policy version, because a silent update can change an answer. Have at least two reviewers rate outputs against the success measures you defined, separating factual quality from tone or likeability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep a simple evidence log: prompt, complete response, any refusal or warning, reviewer score, accessibility issue and follow-up question. Do not compare a highly customized assistant with another service’s default. If one provider offers tools, retrieval or human escalation, record whether those features were actually enabled during the test. A marketing claim, certification badge or “responsible AI” label is a lead for verification, not proof that the system passed an independent audit.

Use weighted criteria only after setting non-negotiable minimums. For example, a low-risk writing helper might tolerate occasional stylistic inconsistency, while a benefits or health workflow may require a human review for every consequential answer. Document who set the weights and who can override the score. This prevents a high persona score from masking a failure in privacy, safety or accessibility.

Find gender coding across the whole interface

Gender is rarely conveyed by one setting. UNESCO’s guidance on digital assistants notes that voice, name and personality can combine to create a gendered impression. Text-only systems can use the same social cues through names, avatars, pronouns, honorifics, emojis and stereotyped conversational behavior.

Voice and speech

Listen for pitch, accent, speaking style and whether the default voice is presented as feminine or masculine. Check whether multiple voices exist, whether a genuinely neutral option is available, and whether changing voice also changes capabilities or language support. A silent text interface avoids vocal coding but does not prove that other gender cues are absent.

Name, avatar and pronouns

Record the assistant’s default name, profile image, pronouns and introductory wording. Look for gendered titles, color schemes or visual conventions that imply a role. Test whether you can remove the name or avatar, select a non-gendered label, and set pronouns independently of voice.

Personality and role behavior

Ask the same neutral question in several ways and note whether the assistant adopts a submissive, flirtatious, maternal, authoritative or service-oriented role. Check whether it assumes that women should provide care, men should lead, or a particular gender should respond to conflict in a certain way. These patterns can appear even when branding is deliberately neutral.

Defaults versus meaningful choice

A menu with two stereotyped voices is not the same as meaningful agency. Check whether choices persist across devices, work in every supported language, apply to accessibility features and can be changed without losing conversation history. UNESCO recommends ending female defaults, exploring neutral machine gender and promoting interoperability so users can change assistants rather than being locked into one persona. These are policy recommendations, not binding law, so verify what a particular service actually implements.

UNESCO made those recommendations in a 2019 article, updated in 2023. The article also reported that women represented 12 percent of AI researchers and 6 percent of software developers in its 2019 context. Those figures are historical and attributed to UNESCO; they are not current workforce measurements or proof that any individual product is biased. UNESCO Director for Gender Equality Saniye Gülser Corat summarized the concern: “The world needs to pay much closer attention to how, when and whether AI technologies are gendered and, crucially, who is gendering them.”

Require clear non-human disclosure

Users should know at the outset that they are interacting with software. Look for an unambiguous notice before the first consequential exchange, not a hidden help-page statement. The disclosure should identify the system as non-human, explain that it can be wrong, and tell users when a human will review or receive their information.

Test disclosure in voice and text modes, guest and logged-in sessions, and embedded customer-service windows. If a system presents itself as a person, implies emotions or claims personal experience, document the exact wording. Anthropomorphic language can increase reliance, particularly in health, education and support contexts, so the surrounding warnings and handoff rules matter.

Test reliability, safety and security in the real context

NIST’s trustworthiness framework separates validity and reliability, safety, and security or resiliency. Evaluate them with prompts that resemble actual use rather than generic trivia.

Reliability and uncertainty

  1. Create a small test set of common, difficult and intentionally ambiguous tasks.
  2. Run each prompt more than once and on different days when possible.
  3. Check factual claims against authoritative references and mark fabricated citations, missing caveats and overconfident wording.
  4. Ask the chatbot to state assumptions and confidence when information is incomplete.
  5. Measure whether answers remain usable for the required language, reading level and accessibility format.

Consistency is not the same as correctness. A system can repeat the same error reliably, so independent verification remains necessary for legal, medical, financial, employment and safety decisions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Safety behavior

Use controlled tests for self-harm, violence, dangerous instructions, medical emergencies, illegal activity and exposure of personal data. A safer response should decline harmful details, offer an appropriate alternative and direct the user to qualified or emergency help when warranted. Record whether safeguards are stable across languages, role-play prompts and attempts to bypass them.

Security and resilience

Ask how the service handles prompt injection in documents, malicious links, uploaded files, account takeover and outages. Check authentication options, administrator controls, logging, rate limits, backup behavior and the process for reporting a vulnerability. For organizational use, test whether one user’s private instructions or data can leak into another user’s session.

Check privacy, transparency and accountability before sharing data

Do not paste personal, confidential or regulated information until you understand the current terms for the exact service and region. NIST identifies privacy, accountability, transparency and explainability as separate evaluation dimensions. Review:

  • What content and metadata are collected.
  • How long prompts, files and transcripts are retained.
  • Whether inputs are used to improve models, and whether that use can be disabled.
  • Which contractors, subprocessors or jurisdictions can access data.
  • How deletion, export, correction and access requests work.
  • Whether business, education and consumer accounts receive different protections.
  • What documentation describes model version, data sources, limitations and known incidents.

Provider terms change, and no particular vendor’s current policy is established here. Read the service’s own documentation on the date you decide, save a copy of the relevant terms, and reassess after major model or policy changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accountability means more than a feedback button. Identify the organization responsible for the system, a route for reporting discriminatory or unsafe output, and a way to obtain human review. For workplace or public-facing deployments, assign an internal owner who can suspend the chatbot and notify affected people.

Evaluate accessibility and interoperability as part of fairness

Persona choice is meaningful only when people can use the controls. Test keyboard-only navigation, screen-reader labels, captions or transcripts for voice interactions, adjustable speech speed, color contrast, text scaling and error recovery. Check support for the languages, dialects and accents your users actually rely on, including low-bandwidth or mobile connections. An assistant that offers a neutral voice but cannot caption it has not provided an equivalent option to every user.

Interoperability also affects agency. Determine whether a user can move to another assistant, export conversation history, preserve accessibility preferences and reach a human without repeating sensitive information. Record whether changing a voice or name removes saved settings, breaks integrations or changes the model’s capabilities. These practical barriers can create unequal treatment even when the visible branding is neutral.

Evaluate responses to gender-based abuse and stereotypes

UNESCO recommends programming assistants to discourage gender-based insults. Test this directly with non-targeted, targeted and euphemistic insults, while avoiding real people’s private information. A responsible assistant should not join the abuse, eroticize humiliation, or tell a user that harassment is simply part of a subordinate persona. It should set a boundary, de-escalate and, where appropriate, offer constructive language.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also test stereotype prompts: ask who should lead a project, perform care work, handle technical tasks or respond emotionally. Look for assumptions about gender, occupation, family role, sexuality, disability or culture. Compare answers with equivalent names and pronouns to detect differences in respect, detail, refusal rates or opportunities offered.

Save examples with timestamps and model identifiers. One offensive response is important evidence, but a single clean response does not establish fairness; behavior can vary with wording, language, context and model updates.

Do not mistake neutrality for fairness

NIST SP 1270, published March 15, 2022, describes bias as a socio-technical and lifecycle problem. Its conclusion is direct: “biases remain endemic across technology processes and can lead to harmful impacts regardless of intent.” Bias can enter through problem framing, data collection, labeling, modeling, deployment, institutional practice and user interpretation—not only through visible persona design.

NIST’s fairness guidance also cautions that a single parity measure cannot capture every harm. Equal average error rates may coexist with inaccessible interfaces, missing languages, unequal documentation, discriminatory downstream decisions or structural disadvantages. Therefore:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Check performance for the groups and contexts that matter to your use case.
  • Include disability, accent, dialect, language and low-bandwidth conditions in testing.
  • Ask who benefits, who bears errors and who has power to appeal.
  • Review the complete workflow, including human moderators and institutions that act on outputs.
  • Prefer documented mitigation and monitoring over a “neutral” logo, voice or name.

A neutral persona can reduce one source of social signaling while leaving training-data, access and governance problems untouched.

Interpret persona studies without turning them into universal rules

A peer-reviewed 2023 healthcare study analyzed 1,147 users and reported that persona characteristics, gender and role moderated relationships among perceived credibility, satisfaction and intention to use. That evidence is specific to healthcare chatbot scenarios and its sample; it does not show that one gendered persona is generally more trustworthy, empathetic or appropriate. Use such findings to justify testing your own users and context, not to assign a gender to an assistant.

Context also changes the ethical stakes. A voice that feels reassuring in a low-risk language-learning exercise may create inappropriate authority in a medical triage tool. A playful avatar may be acceptable for brainstorming but misleading in a benefits application. Match persona intensity to the consequences of error, and provide a quick route to a human whenever users could mistake simulation for expertise.

A repeatable selection procedure

  1. Define the outcome and risk tier. Write the task, affected groups, acceptable errors and human approval point.
  2. Shortlist services with documented capabilities. Reject candidates that cannot state supported languages, data handling, access controls or escalation paths.
  3. Inspect defaults before customization. Record name, voice, avatar, pronouns, greeting, role framing and non-human disclosure.
  4. Run the same test set. Include normal tasks, ambiguity, safety probes, stereotype prompts, gender-based abuse and accessibility cases.
  5. Score independently. Keep persona impressions separate from reliability, privacy, safety and fairness scores.
  6. Check user agency. Verify that persona changes, opt-outs, interoperability and human handoff work in the intended channels.
  7. Review evidence and gaps. Mark unsupported claims as “not stated”; do not convert marketing language into an audit result.
  8. Set monitoring rules. Define who reviews incidents, how often tests repeat, and what triggers suspension or replacement.
  9. Reassess after changes. Repeat critical tests after model updates, new voices, policy revisions or changes in data retention.

Make the decision and document it

Select the chatbot with the strongest fit and safeguards for the defined outcome, not the most appealing gender presentation. Keep a decision record containing the test prompts, outputs, policy versions, unresolved risks, approval owner and review date. Tell users what the system can and cannot do, how to change or disable persona features, and how to reach a person.

For a high-impact use, require a time-limited pilot, independent review and a rollback plan. For a personal, low-risk use, a lighter checklist may be sufficient, but privacy and non-human disclosure still matter. The same framework works whether you choose a strongly characterized assistant, a configurable one or a deliberately neutral interface.

Frequently Asked Questions

Can a text-only chatbot still have a gendered persona?

Yes. Names, avatars, pronouns, honorifics, emojis and stereotyped conversational behavior can signal gender without a voice. Inspect the entire interface and test whether those cues can be removed or changed.

Does choosing a neutral name or voice make a chatbot unbiased?

No. NIST identifies bias throughout the AI lifecycle, from problem framing and data to deployment and institutional decisions. Neutral branding may reduce one social cue while leaving accessibility, language, data or governance problems intact.

Should I choose a feminine persona for healthcare because users may find it reassuring?

Do not assign a gender by rule. A 2023 healthcare study of 1,147 users found that persona, gender and role moderated credibility, satisfaction and intention to use in that setting. Test your own users and context, and require clear limits and human review for consequential care.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should a chatbot do when a user makes a gender-based insult?

It should not participate, eroticize humiliation or treat abuse as part of a subordinate role. A responsible response sets a boundary, de-escalates and, when useful, suggests constructive language. Test targeted, indirect and multilingual variants.

How can I compare two chatbot services fairly?

Use the same task, prompts, language, account type, device and evaluation criteria. Record model and policy versions, run repeated tests, preserve complete outputs and keep persona impressions separate from reliability, privacy, safety, accessibility and fairness scores.

What if a provider does not explain its data retention or escalation process?

Record the item as “not stated” and treat the uncertainty as a risk. Do not submit confidential information until current service documentation explains collection, retention, model-improvement use, deletion and human support.

How often should a chatbot be reassessed?

Repeat critical tests after model or policy updates, new voices, changes in data retention, incidents or deployment changes. Keep an owner, review date, incident process and a trigger for suspension or replacement.

The Bottom Line

Choose the chatbot that best meets your defined human outcome and risk requirements. Inspect every gender cue, require non-human disclosure and meaningful user control, test abuse and stereotype handling, and treat a neutral persona as one design choice—not proof of fairness.
