Choose an AI agent platform by testing its boundaries and its evidence, not by watching a successful demo. The platform should give each agent a distinct, least-privilege identity; require named approval or allow interruption before consequential actions; record the complete run, including tool activity and policy decisions; and export those records to storage your organization controls.

Microsoft, Google, and OpenAI document useful capabilities, but the available material is feature documentation rather than an independent performance benchmark. Use those capabilities as a shortlist, then run the same end-to-end proof of concept on every platform you are considering.

Start with the consequences your agents can create

An agent that drafts a reply has a different control requirement from one that sends money, changes a production record, or grants access. Write down the actions an agent may take before comparing products. Classify each action by the harm caused by an incorrect or unauthorized result, then attach a control to that class.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Action class Examples Minimum control
Low impact Summarizing an internal document, formatting a report, preparing a draft Scoped read access, traceable identity, routine sampling of runs
Material impact Updating a customer record, publishing content, changing a ticket status Restricted write permission, policy check, and an operator review point
High impact Moving funds, changing production infrastructure, deleting data, approving a legal or safety decision Explicit named approval immediately before the tool call, ability to cancel, and a retained evidence package

This classification prevents a common buying error: accepting a chat-level “human in the loop” feature while the agent can still execute an unreviewed tool call. Require the vendor to demonstrate controls at the point where the action occurs.

Non-negotiable platform requirements

Distinct identity, owner, and least privilege

Every production agent should have a distinct identity and a named business and technical owner. Its permissions should cover only the models, tools, data sources, and operations needed for its task. Ask administrators to show an inventory of those dependencies and to remove access when the agent is retired.

Microsoft’s risk guidance recommends least privilege, named accountability, auditable identity, and lifecycle governance. Apply the same test regardless of vendor: can you identify which agent acted, on whose authority, with which effective permissions, and who is responsible for changing or disabling it?

Approval and interruption at the tool boundary

Approval must be configurable for specific actions, not just for an entire conversation. The approver should be identified, the decision should be recorded, and the agent should stop if approval is denied or expires. Operators also need a pause or cancellation path for a running job.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft Foundry documents intervention points at user input, tool calls, tool responses, and outputs. Microsoft’s risk guidance recommends review and interruption for high-risk actions. Ask other vendors to demonstrate equivalent behavior with a real tool call, including what happens when an operator cancels halfway through a multi-step run.

Run-level traces rather than health metrics alone

Uptime, latency, and error counts cannot explain why an agent made a decision. A useful trace links the complete run from request to outcome and includes the context needed to reconstruct it. Microsoft’s observability guidance calls for request identity and run context, inputs and outputs, retrieval provenance, tool names and arguments, permissions, linked end-to-end traces, evaluation results, and policy decisions.

Check whether a reviewer can inspect these records in a dashboard and export them through an API. A trace that exists only in a vendor interface is harder to preserve for an investigation, legal hold, or migration.

Policy enforcement and continuous evaluation

Look for policy decisions in the trace, not merely a statement that guardrails exist. The platform should show which rule was evaluated, the result, and whether the agent was blocked, altered, or allowed to continue.

For quality, require repeatable evaluations for safety, task adherence, grounding, and tool-call accuracy. Continuous evaluation with alerts or release gates is more useful than a one-time acceptance test because prompts, models, tools, and source data change over time.

Defined privacy, geography, and retention

Verbose telemetry can contain prompts, retrieved documents, customer data, credentials accidentally placed in arguments, and model outputs. Before enabling it, agree on a data contract: what enters telemetry, where it is processed and stored, how long it is retained, who can access it, how it is encrypted, and which fields are redacted.

Microsoft’s observability guidance explicitly balances forensic value against privacy, data residency, minimization, retention, and legal obligations. Microsoft also states that Copilot Studio security audit logging and certain Agent 365 governance and audit events are outside configured Customer Lockbox coverage. Verify the exact tenant, licensing, region, logging path, and lockbox boundary instead of assuming that all audit data receives the same protection.

Lifecycle controls

An agent needs a lifecycle comparable to an application: registration, testing, approval for production, versioning, monitoring, periodic access review, suspension, and retirement. Require an owner for each stage and a way to prove which version, prompt, policy set, and tool configuration produced a historical run.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What the documented platforms currently show

The following is a capability map from official documentation, not a neutral ranking or comparative performance test. Availability, licensing, geography, and preview status can change.

Platform Documented oversight and governance Documented trace or registry capability Important qualification
Microsoft Foundry Control Plane Runtime guardrails, policy-based access, Entra Agent ID, security integration, and intervention points across input, tool calls, tool responses, and outputs End-to-end traces from inference through tool calls and continuous evaluations Pricing is usage-based; evaluation, monitoring and tracing, and guardrail charges follow different usage measures
Microsoft Copilot Studio Data policies, Microsoft Purview audit logs, Sentinel monitoring, and Agent 365 observability and policy enforcement Audit and governance telemetry through the Microsoft security ecosystem Copilot Studio audit telemetry and certain Agent 365 governance events are not covered by configured Customer Lockbox protections
Google Gemini Enterprise Agent Platform Agent identities, safety guidance, semantic governance policies, and Agent Gateway for governed connectivity Agent Registry for storing, discovering, and governing agents, servers, and tools Confirm which controls and regions are available under the edition and services you will deploy
OpenAI Agents API Session and turn-level run structure that records model responses, tool calls, and delegated work Dashboard inspection of inputs, outputs, duration, and status, with trace inspection and API export Verify retention, access, and export behavior for your account and deployment
OpenAI Codex security example Tool approval decisions, tool execution results, MCP use, and network proxy decisions can be exported through OpenTelemetry Activity logs are available through the Compliance Platform for Enterprise and Edu customers This is a Codex-specific example, not a guarantee about every OpenAI API agent

No independent market-share, adoption, success-rate, or comparative performance statistic was established for these products. Treat vendor descriptions as claims to verify in your own proof of concept.

Run a comparable proof of concept

Use one realistic workflow on every candidate. Keep the prompt, source data, tools, permissions, failure injections, and success criteria identical so that you compare controls rather than demos.

  1. Choose a consequential workflow. Select a task that uses retrieval and at least one write-capable tool, such as updating a record after checking a policy. Include a safe path, an ambiguous request, a denied approval, and a tool error.
  2. Register the agent. Record its name, version, owner, business purpose, model, tools, data sources, environment, and intended users. Ask the platform to display this inventory to an administrator.
  3. Create a least-privilege identity. Give the agent only the read and write scopes required by the workflow. Attempt an out-of-scope operation and confirm that it is denied and logged.
  4. Place approval gates. Require a named approver immediately before the consequential tool call. Test approval, rejection, timeout, and approval by an unauthorized person.
  5. Test interruption. Pause and cancel a run while it is waiting for a tool response and while it is executing a multi-step plan. Confirm whether already-completed actions are identified and whether pending actions are prevented.
  6. Exercise retrieval and delegation. Use a source document with a known answer and one irrelevant document. If the platform delegates work to another agent, verify that the parent and child traces can be linked.
  7. Trigger policy and quality checks. Send an unsafe request, an off-topic request, and a grounded request. Record the policy result, the model output, tool-call accuracy, and whether an alert or release gate is produced.
  8. Inspect the run. Review the dashboard as an operator and as an auditor. Check that the record exposes the context, decisions, tool activity, permissions, status, and timing needed to reconstruct the outcome.
  9. Export the evidence. Export the run through the documented API or an OpenTelemetry path where supported. Store the export in an organization-controlled location and verify that identifiers and timestamps remain linked.
  10. Test data boundaries. Inspect telemetry for sensitive inputs, retrieved content, tool arguments, and outputs. Confirm region, retention, access controls, encryption, redaction, and deletion behavior against your data contract.
  11. Repeat after a change. Change the prompt, model, policy, or tool schema, then rerun the same cases. A usable platform shows the version and configuration change in the resulting evidence.

Define the audit evidence package

Ask for one export that ties a decision to the evidence supporting it. NIST’s agentic-AI evaluation-probe work describes structured trails that map decisions to supporting evidence; that work is an evolving research approach, not a universal procurement guarantee.

Record element Why it matters
Agent identity, owner, version, and environment Establishes who was accountable and which configuration acted
Request, conversation, and run identifiers Links user activity, retries, delegated work, and downstream records
Timestamps and status transitions Reconstructs ordering, waiting periods, approvals, cancellations, and completion
User input and agent output Shows the instruction received and the result presented
Retrieval sources and provenance Connects a response to the documents or records used to ground it
Model and tool identifiers Shows which model version and integration produced each step
Tool arguments and results Reveals the exact operation requested and what the external system returned
Effective permissions Demonstrates whether the action was within the approved scope
Policy, guardrail, and evaluation decisions Shows why a request was allowed, blocked, modified, or scored as a failure
Approval identity and decision Proves who authorized a consequential action and when
Errors, retries, cancellation, and final outcome Distinguishes a controlled failure from an apparently successful but incomplete run
Export format and integrity metadata Supports storage, correlation, and later review outside the vendor console

Require linked traces across agents and services. If a gateway, retrieval service, model, and business system each emit separate records, the exported package must preserve a common run or correlation identifier.

Make the telemetry safe to retain

Auditability is not a reason to collect every piece of data forever. Use field-level minimization: keep identifiers and decision metadata while redacting secrets, payment data, personal information, and document passages that are not needed for the investigation. Store sensitive payloads separately when a full copy is required for a defined legal or operational purpose.

  • Set a retention period for operational debugging, a longer period for regulated records, and a deletion process for both primary logs and exports.
  • Restrict audit access by role and log access to the logs themselves.
  • Define the processing and storage region for prompts, retrieved data, traces, backups, and support access.
  • Document whether vendor personnel, support systems, or lockbox mechanisms can reach each telemetry category.
  • Test redaction with adversarial inputs, including secrets placed in a prompt or tool argument.

Do not enable a verbose mode in production until security, privacy, legal, and data-ownership teams have approved these boundaries.

Score platforms against evidence, not feature count

Use a pass/fail gate for requirements that cannot be traded away, then score the remaining differences. A practical weighting is shown below; adjust it to your risk profile.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Criterion Suggested weight Passing demonstration
Human intervention 25% Named approval, denial, timeout, pause, and cancellation work at the tool boundary
Identity and permissions 20% Distinct identity, least-privilege scopes, owner, inventory, and revocation are visible
Trace depth and export 20% Run-level evidence is complete, correlated, and exportable to controlled storage
Policy and evaluation 15% Policy results, quality scores, alerts, and release gates are recorded
Privacy and retention 10% Region, access, encryption, minimization, retention, and deletion match the data contract
Operational fit 10% Integration with existing identity, data, monitoring, security, and incident processes is demonstrated

Fail a platform that cannot meet a mandatory control, even if its model appears more capable. A lower-scoring platform with reliable approval and evidence can be safer to operate than a higher-scoring platform whose traces cannot be exported or whose permissions are opaque.

Understand the operating cost

Budget for more than model tokens. Logs, trace storage, evaluations, guardrails, gateway traffic, identity integration, and human review all create recurring costs. Microsoft Foundry Control Plane describes usage-based pricing: evaluations are billed by input and output tokens, monitoring and tracing as Azure logs, and guardrails by text or image record. Obtain current estimates for your workload and verify whether retention and export add separate charges.

Common failure modes and fixes

Approval exists only in the chat interface

Symptom: The user can approve a response, but the agent’s write-capable tool runs automatically. Fix: Move the gate to the tool call and test rejection, timeout, and cancellation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Logs show outcomes but not decisions

Symptom: You can see an error count or final answer but not the retrieved source, arguments, permissions, or policy result. Fix: Require contextual, linked traces and repeat the proof-of-concept export until an investigator can reconstruct the run.

One shared identity hides accountability

Symptom: Multiple agents use one service account, so a record cannot distinguish which agent acted. Fix: Assign distinct identities and owners, then record the effective permissions for each run.

Telemetry crosses an unapproved boundary

Symptom: Prompts or tool payloads appear in a region, support system, or lockbox boundary that was not included in the security design. Fix: Map every telemetry path, minimize sensitive fields, and verify tenant-specific behavior before production use.

Evidence cannot survive a vendor change

Symptom: Historical traces are viewable only in a console or disappear when a project is deleted. Fix: Schedule API or OpenTelemetry export to controlled storage and test restoration and correlation independently of the vendor UI.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

No owner retires the agent

Symptom: An abandoned agent retains credentials and continues to run after its business process changes. Fix: Set review dates, access recertification, version approval, suspension, and retirement responsibilities at registration.

Operate the platform as a controlled service

Before production

Approve the owner, purpose, identity, tools, data sources, risk class, approval policy, retention schedule, evaluation suite, and incident contact. Keep the proof-of-concept evidence with the approval record.

During operation

Monitor policy violations, failed evaluations, unusual tool volume, permission denials, approval latency, and export failures. Sample successful runs as well as failures; a dangerous action can complete without generating a technical error.

After changes

Re-run the evaluation suite whenever the model, prompt, policy, tool schema, retrieval index, or permission scope changes. Compare traces for unexpected new tools, data sources, or output behavior before releasing the change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

At retirement

Disable credentials, revoke tool access, preserve the required evidence, remove unnecessary telemetry, and mark the agent retired in the registry or inventory. Record the final owner and retirement date.

Questions to put to every vendor

  • Which exact tool calls can require pre-approval, and can an operator cancel a running call?
  • Can each agent have its own identity, owner, permissions, version, and retirement state?
  • Can you export prompts, outputs, retrieval provenance, tool arguments and results, policy decisions, approvals, and evaluation results in a correlated format?
  • Which telemetry is collected by default, where is it processed, and how long is it retained?
  • What data is excluded from lockbox or equivalent customer-controlled boundaries?
  • How are delegated agents and external services linked to the parent run?
  • What events trigger alerts or block a release?
  • Which controls are generally available in our region and edition rather than preview features?
  • How are log, evaluation, guardrail, gateway, and human-review costs calculated at our expected volume?

Make the selection

Choose the platform that can prove least-privilege identity, consequential-action approval, operator interruption, complete run traces, exportable evidence, documented data boundaries, continuous evaluation, and accountable lifecycle ownership in the same workflow. Product labels matter less than whether those controls work together under failure conditions.

Use Microsoft Foundry, Copilot Studio, Google’s Gemini Enterprise Agent Platform, and OpenAI’s Agents API tracing as capability examples to test, not as a predetermined winner. The decision is defensible when an auditor can follow one action from the requesting user, through the agent’s reasoning context and policy checks, to the approved tool call and final outcome using records your organization can retain and inspect.

Frequently Asked Questions

Is a human approval step the same as human oversight?

No. Approval is one control for a defined action. Oversight also requires an accountable owner, least-privilege permissions, monitoring, evaluation, and the ability to pause or cancel a run. An approval prompt that cannot stop a tool call is not sufficient for a high-impact workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How long should agent audit logs be retained?

There is no universal period. Set retention by legal, regulatory, contractual, and incident-response needs, then minimize or redact data that does not need to remain. Apply the rule consistently to vendor logs, exports, backups, and copies held by connected services.

Should every tool call require a person to approve it?

No. Use risk-based gates. Low-impact read or drafting actions can operate under scoped permissions and sampling, while writes, deletions, financial actions, and production changes generally need explicit approval and cancellation controls.

Are a vendor dashboard and built-in traces enough for compliance evidence?

Not by themselves. Confirm that records include the context and decisions required for reconstruction, can be correlated across services, and can be exported to storage your organization controls. Also verify retention, access, region, redaction, and integrity requirements.
