Choose the workflow before you choose the platform. First establish whether the process needs an AI agent at all. If it has fixed steps and known conditions, a conventional workflow or function is usually easier to test, secure and maintain. Consider an agent only when the work requires open-ended interpretation, planning across tools or variable paths. Then shortlist platforms that fit your existing applications, identity model, technical skills and governance controls, and run the same realistic cases on each finalist before signing a long-term commitment.

Start with a precise workflow definition

A platform decision is only meaningful when it is tied to one business process. “Automate customer service” or “use AI for finance” is too broad to evaluate. Describe the smallest production-worthy workflow you want to improve.

Record the trigger and inputs

Write down what starts the process: an email, form submission, ticket, scheduled event, API call or employee request. List every input the system may receive, including attachments, free-text descriptions, structured records and information retrieved from other systems. Note which fields are mandatory, which can be missing and which sources are authoritative.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the expected result

Separate recommendations from consequential actions. A recommendation might classify a request, draft a reply or suggest a route. An action might update a customer record, issue a refund, change an entitlement or send an external message. The second category needs tighter permissions, approval gates and an audit trail.

Map systems and exception paths

List every application the process reads from or writes to, the connector or API required, and the identity under which each call runs. Describe normal completion, rejected requests, conflicting records, timeouts, unavailable services and ambiguous instructions. Specify what should happen when the model is uncertain: ask a person, return a safe default, retry, or stop without changing data.

Assign ownership and failure cost

Name the business owner, technical owner and approver for high-impact actions. Estimate the consequence of a wrong answer, unauthorized change, missed deadline or duplicate action. A low-risk internal summary can tolerate a different error rate and review process than a payment, hiring or compliance workflow.

Decide whether you need an agent

An agent is not a synonym for automation. Microsoft’s Agent Framework guidance draws a practical boundary: use an agent for open-ended tasks that need autonomous tool use and planning; use a workflow when steps and execution order are defined; and use a function when that is sufficient. Its direct advice is, “If you can write a function to handle the task, do that instead of using an AI agent.”

Use this approach Best fit What you control Main trade-off
Function or deterministic code A calculation, validation, lookup or transformation with known inputs and rules Exact logic, inputs, outputs and error handling Less flexible when requirements change or language interpretation is needed
Conventional workflow Known stages such as approval, enrichment, routing and notification Explicit order, branching conditions, retries and approvals More design work for unusual or previously unseen paths
AI agent Requests that require interpretation, planning, tool selection and variable sequences Tools, permissions, policies, context, stopping conditions and human checkpoints Less predictable behavior, requiring stronger testing and monitoring

Signals that an agent is justified

  • The request arrives in natural language and its intent cannot be captured reliably with a small set of rules.
  • The system must choose among several tools or data sources and determine the order of operations.
  • Different valid paths depend on context, and enumerating every branch in a workflow would be impractical.
  • A person can review the proposed plan or result before an irreversible action.

Signals that an agent is unnecessary

  • The process has fixed steps, stable schemas and explicit conditions.
  • A single function, query or API call can produce the required result.
  • The business cannot tolerate model-directed actions and has no practical human approval point.
  • The expected volume and latency require deterministic, easily reproducible execution.

Hybrid designs are common: deterministic code can validate fields and enforce limits, a model can classify or draft, and a workflow can control approvals and retries. Treat the model as one component rather than allowing it to own the entire process.

Check what your existing stack already provides

Inventory the environment before evaluating products. Record the business applications, data stores, identity provider, cloud tenancy, approved models, integration standards, logging tools and security review process already in use. An agent that fits those foundations can reduce setup and operational work even when another product offers a longer feature list.

Look for a ready-to-use SaaS agent

Microsoft’s technology planning guidance starts by asking whether a ready-to-use SaaS agent meets the functional requirements. A prebuilt agent may cover a standard business function with less engineering and faster deployment. Move to a custom build when the SaaS option cannot perform required actions, use required data, meet permission boundaries or satisfy the process’s exception handling.

Match the build path to the team

Low-code authoring can let business specialists prototype quickly, but production ownership still requires people who understand identity, data quality, testing and incident response. Code-first options provide more control over orchestration, models and infrastructure, while demanding engineering and operations capacity. Do not select a platform whose maintenance model your team cannot sustain after the pilot.

Build a shortlist around the workflow

Use the following criteria to compare candidates. Score each one against the actual process rather than against a generic feature checklist.

Integration and data access

Verify that the platform has supported connectors or APIs for every required system, including write operations. Check authentication methods, pagination, rate limits, webhooks, file handling, network placement and support for private data. A connector that can read a record but cannot perform the required update is not functional coverage.

Action control and permissions

Determine whether the agent runs under a distinct identity, a user’s delegated identity or a shared service account. Confirm least-privilege scopes, per-tool permissions, environment separation and approval steps. The platform should make it possible to prevent a drafting agent from sending messages or a support agent from changing billing data.

Customization and orchestration

Assess how you define instructions, tool schemas, retrieval, memory, routing, retries and stopping conditions. Find out which parts are deterministic and which are model-directed. Check whether you can select models, set context limits, handle tool errors and add custom code without abandoning managed operations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Governance and security

Look for audit logs that show prompts, tool calls, data access, approvals and outcomes at a useful level of detail. Check data residency, encryption, retention, tenant isolation, secret management, threat scanning and administrative policy controls. Ask how policies apply across development, test and production environments.

Development and deployment

Compare visual authoring, software development kits, command-line tools, source control, automated deployment and environment promotion. A prototype that cannot be versioned or promoted safely is not a production path. Confirm support for private networking and the deployment regions your organization requires.

Evaluation and operations

Require repeatable test sets, simulation or replay, tracing, latency metrics, error dashboards, alerting and rollback. Check whether you can inspect the exact model response and tool arguments that produced a bad outcome. Evaluate how a new prompt, model or connector version is tested before release.

Portability and flexibility

Compare supported models, frameworks, protocols, export formats and external tool interfaces. The available product documentation does not establish comparative lock-in or migration outcomes, so inspect each provider’s current terms and technical documentation. Treat portability as a risk to measure, not a promise to assume.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cost and commercial terms

Obtain current license, model-usage, infrastructure, connector and support prices directly from each provider. Estimate costs using the pilot’s expected request volume, average context size, tool calls, retries, human reviews and storage. Include engineering, security review, monitoring and incident response; a low license price can still produce a high total cost of ownership.

Platform paths documented by major providers

The options below are starting points for evaluation, not a performance ranking or a complete market census. Capabilities and service availability can change, so validate them in the region and edition you intend to deploy.

Platform path Documented fit and capabilities Questions to verify in a pilot
Microsoft Copilot Studio Microsoft describes a low-code SaaS platform with prebuilt connectors, retrieval and task agents, and integration with Azure AI Search. It is a candidate when business teams need low-code development and the workflow fits available connectors. Can every required system be read and written? Are the available permissions, customization depth and environment policies sufficient for the intended workload?
Microsoft Foundry Microsoft’s technology plan describes a managed runtime with orchestration, model choice, external tool integrations, and low/no-code as well as pro-code approaches. Does the team have the engineering and operational capacity for the deeper custom path? Which controls are gained compared with a low-code prototype?
Gemini Enterprise Agent Platform Google Cloud documents low-code Agent Studio and code-based development, a model catalog, runtime and memory options, agent identity, a gateway and governance capabilities, evaluation, simulation and observability. The overview was last updated 2026-10-09 UTC. Are the required features available in your location and service tier? Can identity, gateway policies, logs, traces and evaluations meet your organization’s controls?
Amazon Bedrock Agents Classic and AgentCore AWS documents task interpretation, API actions, knowledge-base retrieval, testing, traces and deployment for Bedrock Agents Classic. AWS says Bedrock Agents Classic is no longer open to new customers and points to Bedrock AgentCore for similar capabilities. New evaluations should begin with current AgentCore documentation and validate feature parity, migration details and availability.
Conventional workflow or function Microsoft’s framework guidance favors workflows for fixed steps and explicit execution order, and functions when a function can handle the task. Can deterministic logic cover the real exception paths? If not, where should a model assist while the workflow retains control?

These descriptions reflect provider documentation, not independent validation that one option is superior. A platform may be a strong fit in an organization already using its identity, data and deployment services and a poor fit for a workflow outside that ecosystem.

Run a comparable, time-boxed prototype

Prototype the hardest part of the workflow before negotiating a broad rollout. Microsoft’s technology planning guidance recommends experiments, assessment of development speed, functional coverage and integration complexity, documented findings and stakeholder review before scaling. Its example of one to two weeks per option is a planning suggestion, not a universal pilot duration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Freeze the test scope. Choose one workflow, its required systems and a defined volume. Keep the same requirements and acceptance criteria for every finalist.
  2. Create a representative case set. Include ordinary inputs, edge cases, missing data, ambiguous requests, conflicting records, prompt-injection attempts where relevant, failed integrations and requests that should be refused.
  3. Define expected outcomes. For each case, state the correct classification, permitted tools, data changes, response, approval requirement and safe behavior when confidence is low.
  4. Implement the minimum production shape. Use real authentication patterns, representative data, logging and approval controls. A toy demonstration can hide connector, permission and latency problems.
  5. Measure the same indicators. Record successful completion, factual errors, unauthorized or incorrect actions, human correction time, latency, retries, token or model usage, setup effort and integration gaps.
  6. Have process owners review results. Include the people who approve actions, handle exceptions, operate the systems and answer security questions. A technically impressive demo can still fail the business acceptance test.
  7. Document the decision and limits. Record which cases passed, failed or required human intervention, the controls used, unresolved risks and the conditions for expansion.

Suggested pilot scorecard

Dimension Example evidence to capture Decision question
Functional coverage Percentage of cases completed with the required result and permitted actions Does it solve the target process without unacceptable workarounds?
Action safety Incorrect writes, blocked actions, approval compliance and audit completeness Can the organization limit and prove what the agent did?
Integration effort Connector setup time, custom code, API exceptions and data-mapping work What must be maintained after launch?
Human workload Review rate, correction minutes and escalation frequency Does automation reduce work or merely move it to review?
Reliability Timeouts, retries, service failures and recovery behavior What happens when a dependency or model is unavailable?
Economics License, model, infrastructure and support cost at expected volume Is the full operating cost acceptable for the value created?

Design governance before production

An agent connected to business systems needs organizational oversight, not just a prompt. Microsoft’s governance guidance recommends standardizing approved frameworks and protocols, aligning them with existing infrastructure, and applying organizational policies across environments with phased enforcement.

Identity and permissions

  • Give each agent or deployment a traceable identity where the platform supports it.
  • Grant only the tools and data scopes required for its assigned workflow.
  • Separate development, test and production credentials and data.
  • Require explicit approval for financial, legal, employment, customer-impacting or irreversible actions.

Tool and protocol controls

Microsoft discusses the Model Context Protocol (MCP) for structured access to tools, APIs and data, and Agent2Agent (A2A) for delegation and context sharing. If you adopt such protocols, register approved servers and agents, authenticate calls, restrict capabilities, log exchanges and review changes. Protocol support is not itself a security control; the surrounding identity and policy design determines the risk.

Data and prompt protection

Classify the data supplied to the model, prevent secrets from entering prompts or logs, and define retention and deletion rules. Validate retrieved content before allowing it to influence an action. Treat documents, web content and tool responses as untrusted input that can contain misleading instructions.

Evaluation and change management

Keep a versioned test set covering normal and adversarial cases. Re-run it after changing the model, system instructions, retrieval index, connector, tool schema or policy. Use traces and logs to investigate failures, and maintain a rollback path to the previous version or to a manual process.

Account for the full cost of ownership

Do not compare only headline subscription prices. Build a volume model for the expected number of requests, average input and output size, retrieval operations, tool calls, retries, human approvals and retained logs. Add connector or premium-model charges, cloud infrastructure, networking, security assessments, testing, monitoring, support and future migration work.

Ask each provider for current terms because prices, quotas and packaging change. The available sources do not establish comparable current pricing or independent benchmark results, so a defensible estimate must come from your own pilot volumes and written provider quotations.

Make the decision and roll out in stages

  1. Reject unsuitable paths. Remove candidates that cannot meet a mandatory integration, identity, data-residency, approval or audit requirement.
  2. Choose the smallest viable deployment. Start with a low-risk workflow or a recommendation-only mode if the action path is not yet proven.
  3. Set launch gates. Require agreed accuracy and action-safety thresholds, documented fallback behavior, owner sign-off and an incident procedure.
  4. Expand by evidence. Add tools, data sources or autonomous actions only after the prior scope is stable and its monitoring shows acceptable performance.
  5. Review continuously. Reassess model changes, connector updates, policy exceptions, cost per transaction and human correction load on a defined schedule.

Common selection mistakes and recoveries

Choosing a vendor before defining the process

Symptom: demonstrations look impressive, but nobody can state which records the system may change or how failure is handled. Recovery: return to a single workflow map with inputs, outputs, tools, owners and approval points, then rerun the comparison.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Calling a fixed process an agent project

Symptom: unpredictable outputs appear where a rule or API call would suffice. Recovery: replace the model-directed portion with a function or deterministic workflow and reserve the model for interpretation or drafting.

Testing only happy paths

Symptom: the pilot succeeds on clean examples but fails on missing fields, ambiguous requests or unavailable systems. Recovery: add negative and recovery cases to a shared test set and require safe stopping behavior.

Ignoring write permissions until late

Symptom: a prototype can read data but cannot safely perform the action that creates business value. Recovery: test authentication, scopes, approvals and audit logs in the first integration sprint.

Confusing a feature list with governance

Symptom: a platform advertises tracing or evaluation, but the organization cannot enforce policy or assign ownership. Recovery: map each control to a responsible team, an environment policy and an evidence artifact such as a log, approval record or test report.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Underestimating operating work

Symptom: the agent launches, then prompt changes, model updates and connector failures create unexplained regressions. Recovery: budget for versioning, regression tests, monitoring, incident response and a maintained fallback process.

Frequently Asked Questions

How do I choose between an AI agent and workflow automation?

Use a function for a self-contained task with known rules, a conventional workflow for defined stages and conditions, and an agent only when the process needs open-ended interpretation, planning or tool selection. A hybrid can keep approvals and writes deterministic while using a model for classification or drafting.

Should a business team choose low-code or code-first agent development?

Choose low-code when the workflow fits available connectors and business specialists need to iterate quickly. Choose a code-first path when you need custom orchestration, model selection, private infrastructure or deeper integration control. In both cases, confirm that the team can operate, test and secure the result after launch.

How should I test finalist platforms fairly?

Run the same representative cases, requirements and acceptance criteria on each finalist. Include normal, edge, ambiguous, incomplete and failed-integration cases. Measure completion, incorrect actions, human correction, latency, setup effort, integration gaps and full pilot cost, then have business, technical and security stakeholders review the evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How does our existing technology stack affect the choice?

Existing identity, data, cloud, connector and monitoring services can reduce implementation and operating effort. Start with platforms that integrate cleanly with those foundations, but do not treat ecosystem alignment as proof of functional fit; verify every required read, write, permission and audit requirement.

What security controls should an agent platform provide?

Look for distinct agent identity, least-privilege tool permissions, environment separation, approval gates, data and secret protection, audit logs, threat scanning, policy enforcement, evaluation, tracing and rollback. Map each capability to your organization’s owners and policies rather than assuming a product feature automatically satisfies a compliance obligation.
