For an enterprise AI purchase, compare more than the quoted price: test the tool on representative work, assess the value it delivers, and check data handling, vendor dependence, continuity, and accountability. For consumers, the choice is different: decide whether AI should help narrow options or make the purchase decision. Those are separate buying questions, and neither has a universal best answer.

Why price is only one part of an AI buying decision

In business purchasing, scrutiny already extends beyond price. Forrester’s 2026 business-buying research says procurement professionals are decision-makers in 53% of buying cycles and examine features and functions for efficiency and productivity. It also describes a typical B2B decision as involving 13 internal stakeholders and nine external influencers. These are Forrester’s reported findings, not universal rates for every organization or purchase. Forrester’s 2026 findings quote vice president and principal analyst Barbara Winters saying, “B2B buyers are under immense pressure to justify investments and minimize risk.”

AI adds questions that a low subscription fee cannot answer: whether the system performs the intended task reliably, what information it processes and where, how tightly the organization becomes tied to a vendor or model, and what happens if the service changes or goes offline. The practical goal is not to avoid spending; it is to understand the outcome and the risks attached to that spend.

How to compare enterprise AI options

Use the same criteria for each shortlisted option. A demo can show what a product is designed to do, but a decision should reflect the buyer’s actual tasks, constraints, and operating environment.

1. Define the business outcome

Specify the task the AI is meant to support, the current process, and the expected benefit. Choose a baseline and a measure of success before comparing vendors. Depending on the use case, that measure might concern quality, turnaround time, staff effort, or another operational result. The measure should fit the task rather than rely on a vendor’s general claims about productivity.

2. Test performance on representative work

Where feasible, run a trial using representative tasks and assess both outputs and failure handling. Check how the tool behaves when information is incomplete, an answer is uncertain, or a person must review or correct the result. A trial is a way to reduce uncertainty, not a guarantee that production performance will match a controlled evaluation.

Trials are common in the business-buying research: Forrester reports that more than 60% of business buyers use one, rising to 78% among buyers making purchases of $10 million or more. Those are reported buyer behaviors, not a rule that every AI purchase needs the same trial format. Match the trial’s scope to the purchase’s importance, the risks, and the work the system will actually handle. Forrester, The State of Business Buying, 2026

3. Compare total and variable cost against expected use

Look beyond the initial quote to understand what the price is tied to and how charges could change with the expected workload. Compare that exposure with the outcome measured in the trial. The available evidence does not establish a universal AI pricing formula or identify one pricing model as best; the relevant comparison depends on the product’s terms and the buyer’s usage.

4. Establish what happens to data

Identify what information the system processes, where relevant data must reside, and which documented vendor controls apply to the buyer’s requirements. This is especially important when an organization operates across jurisdictions or handles information subject to specific obligations. Do not treat broad assurances as a substitute for checking the applicable documentation and requirements.

In a 2026 survey of 1,000 senior executives responsible for AI, data, technology, or related enterprise capabilities across 16 countries and 17 industries, IBM’s Institute for Business Value found that 68% said meeting data-residency and sovereignty requirements across geographies was challenging. IBM and Oxford Economics conducted the survey from February through April 2026; the result describes those surveyed executives, not all organizations. 5. Evaluate dependence and the exit path

Ask how difficult it would be to switch the primary vendor or model, which connected systems and processes rely on the service, and what alternatives exist if terms, capabilities, or availability change. Consider continuity as well as portability: a theoretical exit is not useful if the organization cannot maintain its work while moving.

In the same IBM survey, 71% of surveyed executives said switching their primary AI vendor or model would be difficult, and 91% said they did not fully understand their organization’s dependencies across AI vendors, models, and infrastructure. These findings indicate why buyers should map dependencies before they become urgent. IBM’s study foreword characterizes AI sovereignty as a leadership issue with economic implications; that is IBM’s framing, not an independent measurement of the cost of switching.

IBM also found that 81% of surveyed executives said a seven-day vendor outage would cause severe or critical disruption. Treat that as a reported view of the survey respondents, not a forecast that every service outage will last a week or have the same impact. IBM Institute for Business Value, 2026

6. Assign governance and accountability

Decide who owns implementation, who monitors performance and risk, who reviews consequential outputs, and how the organization records lessons from the acquisition and its use. Buying a model or software service does not settle these responsibilities.

The U.S. Government Accountability Office’s April 2026 review of 13 AI acquisitions at four federal agencies found that the selected agencies were not systematically collecting lessons learned. GAO analyzed 44 contracts and agreements awarded between September 2018 and February 2025 and made four recommendations aimed at systematic collection and sharing. The review is specific to selected federal acquisitions; it is not a representative study of commercial buyers. It also illustrates that acquisition choices can differ: agencies may use contracts or other agreements, acquire AI as a product, or obtain it as an ongoing service. When AI is the right procurement solution

Before selecting a system, establish that AI is appropriate for the task at all. The OECD’s 2025 report on governing with AI discusses public procurement uses such as setting requirements, assessing bids, selecting suppliers, and supporting regulatory compliance. It also highlights data governance, infrastructure, accountability, skills, and ongoing evaluation as relevant considerations. These are public-sector contexts, not a universal checklist that proves an AI purchase is suitable in every organization.

The OECD cites examples including Walmart’s use of Pactum AI for supplier negotiation, AutogenAI for bid writing, Sievo for procurement analytics, and DocuSign for AI-powered contract management. They illustrate different procurement-related applications; their inclusion is not an endorsement or a current product comparison. OECD, Governing with Artificial Intelligence, 2025

How consumer AI shopping differs

For an individual buying a product, enterprise procurement checks such as mapping organizational dependencies may not be relevant. The central choice is often how much decision-making control to hand over: use AI to narrow options, or let it choose and purchase on your behalf. Those are distinct levels of delegation.

Gartner reported that 31% of 322 U.S. consumers surveyed in January 2026 were willing to let AI narrow household-supply choices, and 28% were willing to use it to narrow personal-electronics choices. Willingness to let AI make the purchase decision topped out at 11% across the lower-stakes categories covered. These figures describe that survey sample and date; they are not evidence that consumers generally trust AI with purchases or a measure of product quality. Gartner, May 27, 2026

A practical decision checklist

  • Outcome: Is the task specific, and is there a baseline and a way to measure improvement?
  • Performance: Has the option been evaluated on representative work, including errors and review needs?
  • Cost: Are the price basis and possible usage-related charges understood in relation to expected use?
  • Data: Are the information processed, relevant locations, and documented controls suitable for the buyer’s requirements?
  • Continuity: Are dependencies visible, and is there a workable response to a service disruption or vendor change?
  • Accountability: Are implementation, monitoring, review, and learning responsibilities assigned?
  • Control: For consumer shopping, does the buyer want assistance comparing choices or delegation of the final purchase?

No directly comparable independent benchmark in the cited evidence ranks AI vendors across price, quality, governance, and switching cost. A defensible choice therefore comes from comparing candidates against the same use case and requirements, not assuming one vendor is best for everyone.
