Choose a zero trust network segmentation platform by matching its enforcement method, identity context, and workload coverage to your environment—then validate the fit in a bounded pilot. Compare how it discovers traffic, integrates with your existing tools, handles exceptions and failures, supports audit needs, and affects ongoing operating costs. Segmentation can help enforce zero trust policies, but it does not make an organization zero trust on its own.
Start with what zero trust means for segmentation
Zero trust is resource-focused: access should not be trusted simply because a user, device, or workload is on an internal network. NIST Special Publication 800-207, published in August 2020, says zero trust focuses on protecting resources rather than network segments. It describes authenticating and authorizing the subject and device before establishing a session to an enterprise resource.
Network segmentation is one possible way to enforce access decisions. A segmented network can still rely on overly broad rules or implicit trust, so evaluate whether a platform helps you express and verify policies around the resources and identities that matter—not just whether it can divide a network.

Gateway-based segmentation
In a gateway pattern, gateways protect individual resources or groups of related resources placed in distinct segments. Assess where traffic must pass through those gateways, what parts of the estate they can protect, and what happens to connectivity if a gateway or its control plane is unavailable.

Host-based microsegmentation
Host-based approaches enforce policy on systems using software agents or endpoint firewalls. They may suit workloads that need controls close to the host, but agent requirements and operating-system support can affect coverage, deployment effort, and maintenance. Confirm how the platform handles systems that cannot run an agent.
Cloud-native and hybrid controls
A mixed estate may need several enforcement mechanisms rather than one uniform approach. NIST SP 800-207A, published in September 2023, describes a shift from policies based only on network parameters such as IP addresses and subnets toward identity-centric controls. For cloud-native applications, it discusses application and service identities alongside network and user identities, with components such as API gateways, sidecar proxies, and application identity infrastructure including SPIFFE.
For services spanning on-premises systems and multiple clouds, ask how the platform represents a service identity, maps it to policy, and keeps that policy meaningful across clusters and environments. Network location can remain useful context; it should not be the only basis for trust.

What to compare in a platform
Use a scorecard tailored to the assets and operating model in scope. Decide which requirements are mandatory, which will be scored, and which are informational before vendor demonstrations. The questions below help expose differences that feature lists can obscure.
| Evaluation area | Questions to ask | Why it matters |
|---|---|---|
| Enforcement architecture | Does policy enforcement use host agents, network gateways, native cloud controls, or a combination? What happens if a component is unavailable? | Enforcement location affects workload coverage, dependencies, and service impact. |
| Asset and workload coverage | Which operating systems, virtual machines, cloud workloads, containers, and legacy systems are supported? How are unmanaged or agent-ineligible assets handled? | A platform must cover the assets and locations included in your actual scope. |
| Identity and policy context | Can policies use workload or service identity as well as IP address, subnet, user, device, and environmental context? How are identities issued and mapped? | Identity-aware policy can better reflect the entities and circumstances involved in a request. |
| Discovery and policy design | Can the platform observe flows, map dependencies, suggest policies, identify policy owners, and help distinguish required traffic from unexplained communication? | Policies based on an incomplete view of dependencies can disrupt applications or preserve unnecessary access. |
| Integration | Which identity, endpoint, cloud, firewall, SIEM, SOAR, ticketing, and configuration interfaces are supported? Are APIs documented? | Interoperability affects deployment effort and how well the platform fits existing security operations. |
| Visibility and auditability | Can operators explain why a connection was allowed or blocked, review policy changes, export logs, and show how controls operate? | Useful records support investigation, oversight, and continuous monitoring. |
| Rollout and resilience | Are simulation, alert-only operation, staged enforcement, rollback, and change approvals available? What are the failure modes? | These capabilities can reduce deployment risk, but claims need validation in your environment. |
| Compliance and operating model | What evidence supports your applicable frameworks and geographies? Who owns policies, exceptions, change control, and incident response? | Compliance obligations and the teams responsible for operating controls vary by organization. |
| Total cost and future fit | How are licenses measured? What costs apply to modules, infrastructure, deployment services, training, support, and ongoing policy operations? Can rules, identities, and logs be exported? | Licensing is only one part of lifecycle cost; portability and flexibility matter if your infrastructure changes. |
GSA’s Zero Trust Architecture Buyer’s Guide, Version 3.0 (February 2024), recommends assessing interoperability, scalability, threat protection, user experience, compliance, vendor support, training, documentation, flexibility, and total cost of ownership. Treat those as procurement dimensions, not as proof that any particular product meets your needs. Confirm support terms, integrations, and export capabilities directly and contractually.
Use maturity and implementation frameworks as planning aids
CISA’s Zero Trust Maturity Model Version 2 (April 2023) organizes progress across five pillars: identity, devices, networks, applications and workloads, and data, with cross-cutting capabilities. Use it to identify organizational gaps and priorities, not as a product ranking or certification. GSA describes the CISA model as complementary to NIST SP 800-207’s architecture guidance.

NIST’s National Cybersecurity Center of Excellence (NCCoE) implementation guide describes 19 interoperable, open-standards-based zero trust architecture implementations built with collaborators and commercially available technology in laboratory environments. The examples include enhanced identity governance, software-defined perimeter, microsegmentation, and secure access service edge approaches. They illustrate possible architectures; they are not 19 independently tested segmentation products or a comparative vendor evaluation. The NCCoE project covers conventional enterprise IT and excludes operational technology (OT) and Internet of Things (IoT), which require additional specialized guidance.

Evaluate candidates in a controlled sequence
-
Define scope and measurable outcomes
Name the applications, sensitive resources, environments, threat scenarios, availability requirements, and compliance constraints the initiative addresses. Set a baseline and practical measures—for example, the share of in-scope assets discovered, validated policy coverage, exception volume, and time to investigate a denied flow. Segmentation alone is not a guarantee of breach prevention.
-
Map assets and dependencies
Inventory systems and communication flows, assign owners, and distinguish business-required traffic from unexplained traffic. Resolve ownership questions and stale dependencies before approving broad allow rules. NIST’s NCCoE implementation work includes discovery of resources, assets, flows, and other elements.

-
Measure operator effort and lifecycle cost
Record policy changes, false positives, exception reviews, upgrades, support needs, and integration maintenance alongside license and deployment costs. A platform that fits technically may still be difficult to operate at the required scale.
-
Make the decision conditional on evidence
For each requirement, document where it was demonstrated, which environments remain uncovered, the assumptions made, and the risks that need compensating controls. Align the decision with your organization’s risk and compliance process; NIST planning guidance emphasizes stakeholder cooperation and risk management.
When a platform is not enough
Platform selection cannot replace sound identity management, asset ownership, application dependency knowledge, or change control. If the organization cannot identify who owns a workload or why it communicates with another system, enforcing a fine-grained policy may create outages or encourage broad exceptions. Address those operating prerequisites as part of the initiative, and assess whether sensitive or specialized environments need additional controls beyond the chosen platform.
