No VPN can be called the best choice for use inside Myanmar on the evidence available. Rights groups document serious VPN blocking and surveillance, but there are no current independent, side-by-side tests showing which services connect reliably on Myanmar networks. Provider audits and feature descriptions can help you compare what companies disclose; they do not establish that a VPN will work locally or make its use safe.
Can a VPN reliably access blocked sites in Myanmar?
That is not established. Freedom House’s Myanmar: Freedom on the Net 2025 Country Report describes major VPN blocking in June and July 2024 and surveillance and censorship technology installed by telecommunications and internet companies. Human Rights Myanmar’s The Great Firewall of Myanmar report describes a VPN-blocking system using deep packet inspection and says many applications stopped working when it was activated in May 2024.
Human Rights Myanmar analyzed the period May 31–August 31, 2024. It reports collecting more than 10 billion interactions across 3 million posts on 332 key Facebook pages. On those monitored pages, public interactions fell 31% in June, 22% in July, and 37% in August compared with pre-block levels; the report attributes the declines to the VPN block’s effects on access and Facebook activity. These figures describe the report’s monitored pages, not all internet use in Myanmar.
Neither report establishes which VPN, if any, works consistently today across the country’s mobile and fixed-line networks. Blocking methods and network conditions can change, so a feature advertised for restricted networks is not proof of present-day access. No service should be described as locally tested or verified on this evidence.

What does Myanmar’s law say about VPN use?
The Ministry of Information published the Cybersecurity Law as State Administration Council Law No. 1/2025, dated January 1, 2025. Section 2 says, “This law shall come into force on the date prescribed, by notification, by the President.” The posted law also says Myanmar citizens living abroad can be liable for offenses under it. The law page itself does not identify the commencement date. A 2025 report surfaced in search results as saying the law took effect on July 30, 2025, but the underlying PDF was not available for verification.
Human Rights Myanmar’s analysis of the adopted law says the individual-use penalties in a 2022 draft were removed and that the enacted penalties focus on VPN providers operating without authorization. Its analysis describes potential penalties for providers of fines and up to six months in prison. This is a rights organization’s legal analysis, not a court ruling. By contrast, a 2026 NordVPN country guide characterizes VPN use more broadly as illegal. That commercial guide’s general description conflicts with Human Rights Myanmar’s analysis of the final law, so it should not be treated as a definitive statement of personal liability.

The legal distinction does not erase practical risk. Freedom House documents VPN blocking and surveillance infrastructure, while Human Rights Myanmar documents the blocking system. Search results for later reporting describe enforcement concerns after the law took effect, but the available material does not establish a reliable current rate of arrests or a uniform enforcement pattern. The legal position and practical risks are uncertain; anyone who may be affected should seek current, qualified local legal advice.
What the named VPN providers’ evidence actually shows
The comparison below is about the public evidence each provider documents, not a ranking of Myanmar performance. Provider statements are claims about their own services; neither audits nor transparency reports show that a connection can evade Myanmar filtering or that using the service is safe.

These differences may help someone compare provider disclosures, but they do not support a winner for in-country use. “No logs” also does not mean that a provider collects no information at all, that a network connection is invisible, or that a user is protected from phone searches, malware, account compromise, or legal action.
How to evaluate a VPN without mistaking features for proof
- Check what an audit covers. Look for the auditor, date, scope, and whether the full report is public. An assurance engagement at one point in time is narrower than a permanent guarantee.
- Separate anti-censorship features from demonstrated access. Obfuscation is intended to make VPN traffic less recognizable, but a provider’s feature listing does not prove it defeats Myanmar’s deep packet inspection, IP blocking, or other current restrictions.
- Read privacy claims in context. A no-logs statement, audit, and transparency report address different questions. A provider report about requests and disclosures is not a test of what a local network can observe.
- Ask whether the evidence is local and current. A useful performance comparison would need reproducible tests on multiple Myanmar mobile and fixed-line networks, with dates and methods recorded. The sources available here do not provide that comparison.
- Assess legal exposure separately. Encryption, an audit, or a provider’s privacy architecture cannot determine whether use is legally or personally safe in a particular situation.
Does a Myanmar VPN server help someone inside Myanmar?
Not necessarily. A server located in Myanmar is mainly relevant to someone outside the country who wants a Myanmar IP address. It is a separate question from whether a VPN can establish a connection from within Myanmar. Proton advertises Myanmar servers and says its free plan does not include one; neither fact demonstrates reliable access from local networks.

So which VPN should you choose?
If you need a VPN while in Myanmar, the evidence does not justify choosing a provider as a reliable or safe local option. If your goal is to compare transparency documentation rather than proven local access, use the provider table as a shortlist of documented claims and inspect the underlying disclosures where available. Treat current connectivity, local detectability, and personal legal risk as unresolved questions—not as benefits that a provider’s audit or marketing feature can settle.
