Choose a transportation management system (TMS) by defining your freight profile and required workflows first, then shortlist only systems that meet launch-critical needs. Score the finalists against buyer-set priorities, have each vendor demonstrate the same realistic scenarios, and verify integration, implementation, support, full contract cost and data-exit terms before signing. There is no universally best TMS: shipper, broker, forwarding, carrier, private-fleet and 3PL systems may serve different operating models.

1. Define what your operation needs the TMS to do

“TMS” can describe overlapping products, including transportation management solutions, freight management systems, control towers and routing tools. Establish the system boundary before comparing products. A shipper platform, broker TMS, forwarding system, private-fleet routing product and visibility platform are not automatically interchangeable. Write a short requirement profile before contacting vendors. Include:

  • Operating model: shipper, broker, freight forwarder, carrier or private fleet, 3PL, or a combination.
  • Freight profile: modes, regions, lanes, shipment and load characteristics, seasonality, carrier base and service commitments.
  • People and process: user roles, current tools and workflows, recurring problems, and the teams or regions that need to participate.
  • Required workflows: planning, procurement, tendering or dispatch, tracking and exceptions, freight audit and payment, reporting and analytics—as applicable to your operation.
  • Connected systems and data: ERP, WMS, order, finance, carrier, telematics and visibility connections; who owns each data set and who maintains it.
  • Priorities: separate launch must-haves from desirable features and future needs.
  • Operating constraints: deployment, security, service and support requirements.

Prioritize the requirements with input from the relevant business lines and regions. A generic feature checklist can give undue weight to capabilities that do not solve your operation’s actual problems. Descartes recommends sorting needs into must-haves, nice-to-haves and future requirements.

2. Set buyer-specific scorecard weights

Use a weighted scorecard, but choose the weights yourself. A capability that is critical for a complex multi-mode shipper may matter less to a private fleet with a narrow regional operation. Score only what the proposed product, edition and deployment can actually support, and keep launch-critical requirements as pass/fail gates rather than letting a strong average conceal a fatal gap.

Criterion What to establish
Mode, geography and operating-model fit Does the proposed edition support your freight flows, regions, carriers and business model? Verify each required mode and workflow.
Planning and optimization Can it handle your rating, routing, carrier selection, consolidation, multi-stop planning or other relevant optimization? Test your lanes, constraints and rates; ask what inputs and assumptions produce the output.
Execution and exceptions Can it support your tendering, booking or dispatch process, shipment status, exception detection and escalation?
Carrier and partner connectivity Are your specific carriers and message flows supported through the required APIs or EDI? Confirm account, version, process and transaction limits; a logo or generic connector claim is not proof.
Integration and data What data moves between the TMS and ERP, WMS, order, finance or other systems? Clarify ownership, interfaces, error handling, setup effort and ongoing maintenance.
Cost and commercial model Compare subscription or license fees, transaction charges, implementation, integration, training, support, maintenance, expansion and exit or export terms across the intended contract period. Ask what triggers a charge and what can raise it.
Implementation, support and viability Who delivers each workstream? Assess governance, staffing, training, post-launch support, comparable references and vendor-health or roadmap risks.
Security, deployment and service Document your own hosting, security and service-level requirements and have vendors answer against them. The sources provide selection guidance, not a complete security assessment.

3. Shortlist and run a fair vendor evaluation

  1. Filter on launch requirements. Invite only candidates that can meet your must-haves or clearly identify an acceptable, verified way to address a gap.
  2. Give every candidate the same scorecard and demo agenda. Record the proposed edition, geography, partner dependency and added cost for each claimed capability.
  3. Use consistent, representative scenarios. Include a normal load, a difficult lane or constraint, a carrier failure or exception, and—where relevant—a freight-bill discrepancy.
  4. Ask vendors to work through the scenario. Have them show data inputs, user actions, integrations, exception handling and outputs, not only a prepared dashboard. Capture what is working product, configuration, third-party service or roadmap promise.
  5. Call comparable customer references. Seek customers with a similar operating model and size or mode mix. Ask about implementation effort, time to value, adoption, support response, actual operating outcomes and what they would change.
  6. Verify the delivery and vendor picture. Clarify project governance, who will staff each workstream, post-launch support and relevant company-health or roadmap risks. Treat vendor statements as claims to check.

Descartes recommends weighted criteria, vendor research, live demonstrations, reference calls, and review of implementation, support and full costs. A common scenario makes differences easier to distinguish than separate vendor presentations using incomparable examples.

4. Model the full cost and implementation work

Compare costs over the contract period you expect to use, not just the quoted subscription or license. Descartes notes that transaction fees may be based on shipments and may also involve partner messages or dock appointments; ask the vendor to define the billing event and meter in writing. Include:

  • Configuration, integration, data preparation and third-party systems-integrator or consultant work.
  • Training, change management and internal project labor.
  • Support, maintenance, parallel operations and planned expansion.
  • Contract-end costs or restrictions for data export and exit, where relevant.

Implementation is not just software setup. It can involve connections to multiple systems, workflow configuration, parameter setup, population and ongoing maintenance of data tables as the carrier network and partners change. The delivery model may be vendor-led, third-party-led or hybrid; consider staged rollout where it suits the operation. 5. Make the decision auditable

Select the candidate with the strongest demonstrated fit to required outcomes and the clearest, credible plan for delivery, cost and support—not the longest feature list. Document unmet requirements, workarounds, dependencies on future product changes and any commitments that need to appear in the contract. If no candidate meets a launch-critical need, revisit the scope or shortlist rather than hiding the gap in a weighted score.

For context, ARC reports that survey respondents indicated approximately 8% freight savings with a TMS application, associating savings with network design, load consolidation, multi-stop route optimization, improved procurement data and freight audit.
