There is no evidence here for one text-to-speech model being best for everyone. Choose by the job: expressive narration, fast responses, long-form audio, language and voice support, or a price that fits your text volume. Prices also use different units, so a per-minute quote cannot be compared directly with a per-million-character rate.

Start with the kind of speech you need

Provider documentation describes capabilities and billing, but does not establish a current, controlled quality ranking across services. A model that suits a live agent may not be the one you would choose for an audiobook-style passage. Treat vendor descriptions as claims about their own products, then listen to samples made from the text and language you actually plan to use.

  • Expressive narration: ElevenLabs describes Eleven v4 as its “most emotive, high quality model.” That is the vendor’s characterization, not an independent verdict. Its documentation also lists multi-speaker dialogue, voice cloning, more than 90 languages, and a 10,000-character request limit. ElevenLabs Text to Speech API (accessed October 8, 2026).
  • Fast or interactive speech: ElevenLabs identifies Flash v2.5 for very low latency and Turbo v2.5 for a balance of quality and speed. Microsoft documents real-time synthesis as well. Those descriptions do not provide a head-to-head latency measurement, so test response time in the application you intend to build.
  • Long-form generation: ElevenLabs positions Multilingual v2 for long-form work. Microsoft Azure Speech also documents asynchronous synthesis for audio longer than 10 minutes. Amazon Polly offers a Long-Form tier. These are distinct product options, not evidence that their output quality or limits are equivalent.
  • Language and voice choice: Microsoft says its standard neural voices cover 100+ languages and locales. Google Cloud and Amazon Polly offer multiple voice tiers, but the pricing information below does not establish that a particular voice or language is available in every tier. Verify the exact voice before estimating cost.

How the listed prices compare

The figures below are vendor-listed rates accessed October 8, 2026. Character rates are outside the stated free allowances; they are not estimates of what every account will pay. Taxes, other cloud resources, account or region differences, and usage beyond the stated unit may affect a bill.

AWS’s pricing page lists higher rates for GovCloud, so the Polly figures above should not be assumed to apply to every geography or account. Why the billing units matter

Character-based billing is easiest to estimate when you know how much text you will submit. At the listed rates, one million billable characters outside any free allowance costs $4 for Google Standard or WaveNet, $16 for Neural2, and $30 for Chirp 3 HD. The same one-million-character scale is $4 for Polly Standard, $16 for Neural, $30 for Generative speech requests, and $100 for Long-Form. These are tier-specific prices, not a quality ranking.

Do not convert those amounts into a price per minute without an explicit assumption about speaking speed and what the provider counts. Likewise, ElevenLabs’ approximate per-minute rates are not directly comparable to character-based rates. Google Gemini TTS uses text input and audio output tokens, so its pricing needs the applicable token rates and an estimate of generated audio before it can be compared with a character-priced tier.

Markup can affect the count: Google includes SSML tags except <mark>, and Microsoft says spaces and punctuation count in successfully processed requests. Microsoft also warns that a language-and-voice mismatch can still be charged. Check each provider’s billing rules for the exact request format you plan to send.

How to make a useful comparison for your project

  1. Choose a representative script. Use a short passage from your real content, including names, abbreviations, numbers, and punctuation that could be pronounced incorrectly.
  2. Set the target language and delivery. Compare only voices that support the language and style you need. Decide whether the output should sound conversational, restrained, dramatic, or suited to a multi-speaker exchange.
  3. Listen to generated samples. Judge naturalness, intelligibility, pronunciation, pacing, and emotional delivery on your script. Vendor feature descriptions are not substitutes for listening, and the reviewed sources do not supply an independent cross-vendor score.
  4. Check production behavior. For a live agent, test latency and streaming in the intended setup. For longer pieces, check request limits, asynchronous options, and whether the voice remains consistent across sections.
  5. Estimate from your actual volume. Count the text or tokens the provider bills, apply the price for the tier you would actually use, and account for any eligible free allowance. Include any separately billed cloud resources and verify taxes or account-specific terms.
  6. Confirm current terms. Model names, availability, request limits, allowances, and rates can change. Recheck the provider’s current documentation before deployment or a purchase decision.
