Choose the stablecoin whose reference currency matches the money you actually need to spend, save, or settle—and then test its reserves, redemption terms, liquidity, jurisdictional availability, and exact blockchain support. A dollar peg is useful for dollar obligations, but it is not automatically safer or cheaper for someone whose expenses are in euros, pounds, yen, or another currency. A non-dollar peg can reduce currency mismatch while still carrying issuer, reserve, market, legal, custody, and network risks.
The word “stable” describes an objective, not a promise that the token will trade at exactly one unit of its reference currency. Exchange prices can move away from an issuer’s redemption price, and direct redemption may be available only to approved intermediaries. Use the framework below to compare a real token for a specific purpose rather than choosing by ticker or headline peg.
Start with the currency you need to match
Write down the currency of your expected expenses, liabilities, payroll, invoices, or accounting records. If those obligations are in U.S. dollars, a dollar-referenced token avoids introducing a second foreign-exchange exposure. If your household budget or business cash flow is in euros, a euro-referenced token may track your needs more closely. The same reasoning can apply to another fiat currency or, in some designs, a basket or commodity reference.
Currency matching is a use-case decision, not a safety ranking. A euro reference does not remove the risk that the issuer cannot redeem, that reserves lose liquidity, or that the token is unavailable where you live. Conversely, a dollar reference can create a gain or loss against your local currency even when the token stays close to one U.S. dollar.

A quick decision rule
- Identify the liability. Name the currency in which you will ultimately pay or account for the funds.
- Choose the closest reference. Prefer a single-fiat reference that matches that liability unless a basket or other design has a specific, documented purpose for you.
- Check the route to cash. Confirm that a regulated service, exchange, payment counterparty, or eligible issuer can convert the token into the currency you need.
- Apply the risk tests. Compare reserves, legal claims, redemption eligibility, market depth, network support, and local restrictions before transferring money.
What a stablecoin actually promises
A stablecoin is a cryptoasset designed to reference an asset or basket, often a fiat currency. The U.S. Securities and Exchange Commission describes reserve-backed arrangements and mechanisms that use collateral, algorithms, or other methods. Those designs have different failure modes. The reference target is not the same thing as a guaranteed market price or a guaranteed claim on a specific reserve asset.
There are three prices to keep separate:
- Reference value: the unit the design aims to track, such as one U.S. dollar or one euro.
- Issuer redemption value: the amount an eligible holder may receive under the issuer’s terms, after any stated fees and conditions.
- Secondary-market price: the price quoted on an exchange, broker, payment rail, or peer-to-peer market.
These values can converge when market participants can create and redeem efficiently, but they can diverge during congestion, credit concerns, limited liquidity, or a rush to exit. The SEC’s April 2025 staff statement discussed a particular category of U.S.-dollar stablecoins under described facts; it should not be read as a universal legal conclusion for every stablecoin, holder, or country.
Compare candidates on the same axes
Use a written comparison so a familiar ticker does not hide a material difference. “Not stated” is a valid result when an issuer does not publish enough information.
| Axis | Questions to answer | Why it matters |
|---|---|---|
| Currency fit | What currency, commodity, or basket is referenced? Does it match your liabilities? | A mismatch creates foreign-exchange exposure even if the token tracks its own reference. |
| Stabilization method | Are tokens backed by reserves, crypto collateral, algorithmic supply changes, or another mechanism? | Mechanism determines what can fail and what evidence you should demand. |
| Reserve quality | Which assets are held, who holds them, how liquid are they, and how are they disclosed? | Assets that cannot be sold or transferred quickly may not support redemptions in stress. |
| Assurance | Is the information an issuer report, an independent attestation, or a financial-statement audit? | These are different scopes of work; one should not be presented as another. |
| Legal claim | Who owns a claim against the issuer or reserve assets, under which law, and in insolvency? | A price target without an enforceable claim may not help when confidence breaks. |
| Redemption | Who may redeem directly, at what value, in what minimum amount, with what timing and fees? | Selling on an exchange is not the same as exercising a redemption right. |
| Market access | Are there deep markets and payment rails you can legally use in your jurisdiction? | A token can be sound in theory but difficult or expensive to exit locally. |
| Blockchain and custody | Which networks carry the token, and which wallets and services support that exact token-network pair? | An unsupported network transfer can make funds inaccessible. |
| Costs and remuneration | What are transfer, conversion, and intermediary fees? Is advertised yield from lending or an exchange? | Yield can add counterparty and activity risk; it is not automatically a property of the peg. |
Dollar-pegged and non-dollar options
When a dollar reference fits
A dollar-referenced token can simplify settlement when invoices, trading collateral, debt, or accounting are denominated in U.S. dollars. It may also have broader exchange and payment support than a smaller non-dollar market, but you must verify that in the venues you can use rather than assuming it.
For a user whose home currency is not the dollar, the token still moves with the dollar. If your local currency falls against the dollar, the local-currency value of your token can rise; if it strengthens, the value can fall. That foreign-exchange movement is separate from any deviation around one dollar.
When a non-dollar reference fits
A non-dollar token can reduce the mismatch between the token and expenses in that currency. Someone paying euro-denominated suppliers, for example, may prefer a euro reference to holding a dollar token and converting later. The benefit is narrower currency exposure, not a guarantee of tighter price stability or easier redemption.
Markets for non-dollar tokens can be thinner, with wider spreads, fewer venues, and more limited direct-redemption access. Check actual order books, withdrawal routes, and local on-ramps. A token that tracks your currency but cannot be converted when needed may be less useful than a more liquid alternative plus a documented conversion plan.

Examples of different references
Circle states that USDC references the U.S. dollar and EURC references the euro, and publishes reserve and circulation information for both. Those are issuer statements and live disclosures, not an independent ranking of all stablecoins. Values on a transparency page change; if you rely on a figure, record the displayed “as of” date and treat it as a snapshot rather than a permanent fact.
Understand how stabilization can fail
Reserve-backed designs
Reserve-backed arrangements hold assets intended to support issuance and redemption. Ask whether the assets are short-term and liquid, whether they are segregated, who has custody, and whether liabilities or rehypothecation could compete with holders’ claims. Do not call reserves “cash” unless the current reserve breakdown actually supports that description.
Crypto-collateralized designs
These arrangements use other cryptoassets as collateral, often with an over-collateralization requirement. A rapid fall in collateral value can trigger liquidations, congestion, or insufficient bids. The fact that collateral is visible on-chain does not establish that it can be liquidated at the intended price during a broad shock.

Algorithmic or supply-adjustment designs
Some systems attempt to maintain a reference through minting, burning, incentives, or market operations rather than a conventional reserve. Their stability depends on continued demand, functioning markets, and confidence in the rules. A mechanism can operate as designed and still fail to maintain the target when liquidity or demand disappears.

Baskets and other references
A basket can spread exposure across several assets, but it also makes valuation, redemption, and legal claims more complex. Confirm exactly what the basket contains, how it is valued, and whether holders can redeem the basket, a single currency, or only a market price.
Evaluate reserve evidence without over-reading it
Read the reserve page and its definitions, not just a headline percentage. Record the reporting date, assets included, entities covered, and any exclusions. An issuer’s own report describes what it says it holds. An independent attestation generally tests specified information at a point in time. A full audit covers a broader set of financial statements under an auditing standard. None should be silently substituted for another.
Look for concentration, maturity, liquidity, and custody details. A reserve can be large yet difficult to convert quickly, or liquid yet subject to claims from other parties. Ask how redemptions are funded on ordinary days and during a market closure. If the issuer does not explain these points, mark them as unknown rather than inferring safety.
Bank for International Settlements research on stablecoin runs finds that transparency alone does not determine run risk. Beliefs about reserve quality and the cost of converting to fiat also matter; volatile collateral may not support par convertibility after a large negative shock. The working paper’s modeled mechanisms and case studies are not a live solvency assessment or a default probability for any particular issuer.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesRedemption is a legal and operational question
Find the issuer’s terms and answer five questions before relying on a peg:
- Who is eligible? Direct redemption may be limited to designated institutions, approved customers, or residents of certain jurisdictions.
- What is the minimum size? A large minimum can make the direct route impractical for individuals.
- What do you receive? Confirm whether redemption is at par, less fees, in which fiat currency, and through which bank or payment provider.
- How long can it take? Note ordinary processing times, cutoffs, holidays, compliance reviews, and suspension rights.
- What happens in distress? Read provisions covering insolvency, sanctions, account freezes, reserve shortfalls, and changes to the terms.
The Financial Stability Board’s 2023 recommendations call for robust legal claims, timely redemption, and, for a single-fiat-referenced arrangement, redemption at par into fiat. These are recommendations to authorities, not proof that every token already provides those protections. Your contract, governing law, and local rules control the remedy available to you.
If you cannot redeem directly, your practical exit is a secondary-market sale. That route depends on exchange solvency, order-book depth, banking access, and the willingness of another buyer to pay near the reference value. Treat it as a different risk from an issuer redemption.
Check jurisdiction and regulation
“Stablecoin” has no universally agreed legal or regulatory definition, according to the BIS. The label therefore does not tell you whether a token is a deposit, e-money, security, commodity, or an unregulated cryptoasset in your country. Rules can differ by residence, issuer location, exchange, and transaction type.

- Whether the issuer serves residents of your country and accepts your identity documents.
- Whether local law permits holding, transferring, or using the token for payments.
- Whether the exchange or payment provider is licensed for the service it offers.
- How taxes, accounting, sanctions screening, and reporting apply to your use.
- Whether banking partners can send and receive the relevant fiat currency.
International recommendations can guide questions but cannot replace current local rules or the issuer’s actual terms. A change in law, banking relationship, or compliance policy can affect access even if the token’s technical design is unchanged.

Verify the exact blockchain and custody path
A token’s name is not enough. The same brand may exist as separate representations on several networks, with different addresses, fees, confirmation times, and wallet support. Before a transfer, match the asset contract and network selected by the sender, exchange, and recipient.
- Open the receiving service’s current asset-support page.
- Confirm the exact token name, contract or deposit identifier, and network.
- Check minimum deposits, withdrawal fees, memo or tag requirements, and confirmation rules.
- Send a small test amount when the value and fees justify it.
- Keep the transaction ID and verify final credit before sending the remainder.
Wallet manufacturers publish compatibility lists, but support can change. Ledger says its app supports major stablecoins including USDT and USDC and keeps keys in the device’s Secure Element; Trezor’s compatibility list provides token- and network-specific details. These are manufacturer statements, not guarantees about an issuer’s reserves or redemption. A hardware wallet can protect private keys in self-custody, but it cannot prevent a depeg, an issuer failure, a frozen account, or a local restriction.
Separate transfer costs from yield
Compare the total cost of moving and converting the token: network fees, exchange spreads, withdrawal charges, bank fees, and any issuer redemption fee. A cheaper network can have less liquidity or weaker service availability, so evaluate the complete route rather than one fee.

Promised yield is a separate product. An exchange or lending platform may share reserve returns, charge borrowers, or pay for market activity. BIS analysis notes that centralized-exchange remuneration can be linked to reserve returns or trading activity and can have different volatility. Yield does not prove that the stablecoin itself pays interest, and it adds platform, borrower, and liquidity risks. Ask whether your funds remain redeemable, who owes the payment, and what happens if the program pauses.

Step 1: Define the job
Write one sentence such as “I need to settle euro invoices monthly” or “I need temporary dollar exposure for a dollar-priced trade.” If you cannot state the job, postpone the purchase; a stablecoin is not automatically a substitute for a bank deposit or emergency fund.
Step 2: Shortlist by reference currency
Include only tokens whose reference matches the job or whose mismatch you can deliberately manage. Exclude tokens unavailable to residents of your jurisdiction or unsupported by your chosen payment route.
Step 3: Read primary terms
Save the issuer’s reserve description, redemption policy, legal terms, risk disclosures, and network documentation. Note dates and definitions. Record whether information is independently assured and what that assurance covers.

Before committing a large balance, verify a small purchase, transfer, conversion, and withdrawal. Confirm the receiving bank or counterparty can accept the resulting fiat. A successful deposit does not prove that a large redemption will be processed during stress, but it reveals ordinary operational blockers.
Step 5: Set limits and monitoring
Decide the maximum balance, acceptable spread, backup venue, and time you can tolerate without access. Monitor reserve disclosures, terms, network status, and local regulatory notices. Do not let a temporary trading premium persuade you that the reference value has changed.
Common failure modes and responses
The token trades below its reference
Check whether the movement is a market-wide liquidity event, a network problem, or an issuer-specific concern. Compare the market price with the documented redemption route and eligibility. Do not assume arbitrage will restore parity if you cannot redeem directly or if conversion costs are high.

Your exchange supports the token but not your network
Stop the transfer. Use only the network shown in the recipient’s deposit instructions. If funds were sent on an unsupported network, contact the receiving service with the transaction ID; recovery may be impossible.
Redemption is unavailable in your country
Do not treat an exchange sale as equivalent. Reassess whether the token’s liquidity, legal status, and banking route meet your original purpose. If not, reduce exposure through a compliant route rather than relying on a future policy change.
A reserve report is vague or outdated
Mark the unknowns explicitly and lower the amount you are willing to hold, if any. An old snapshot cannot establish current backing. Look for the reporting date, scope, custody, and assurance level before drawing conclusions.
A high-yield offer appears
Identify the payer and the contract. Determine whether your asset is lent, rehypothecated, locked, or subject to a withdrawal queue. Compare that additional risk with the original reason you selected a stablecoin.
Use-case examples
Dollar-denominated freelancer
A freelancer paid in dollars may choose a dollar reference to avoid an extra conversion before paying dollar expenses. The freelancer should still verify direct-redemption eligibility, exchange liquidity, tax treatment, and a bank withdrawal path.
Euro-based importer
An importer whose invoices and accounts are in euros may compare euro-referenced options first. If those markets are thin, the importer can quantify the spread and foreign-exchange cost of a dollar reference, then decide whether the deeper market compensates for the mismatch.
Traveler holding emergency funds
A traveler should not assume a stablecoin is equivalent to insured cash. Consider local acceptance, internet and device access, custody recovery, fees, and the possibility that an exchange or issuer blocks transactions during a compliance review.
Developer moving tokens between services
The developer’s primary risk may be network mismatch rather than currency choice. Confirm contract addresses, supported networks, gas requirements, and test transfers before evaluating which reference currency is preferable.
What cannot be concluded from available evidence
There is no broadly comparable published statistic that ranks dollar-pegged stablecoins against non-dollar stablecoins by safety or suitability. Do not treat market capitalization, a short period near the target, or a single reserve snapshot as a universal ranking. The appropriate choice remains conditional on currency exposure, legal and redemption rights, reserve quality, liquidity, access, and operational compatibility.
The strongest conclusion is narrower and more useful: select the reference currency that matches your real obligation, then reject any candidate whose reserves, legal claim, redemption route, market access, or network support you cannot understand and test. A non-dollar peg can solve a currency-mismatch problem; neither it nor a dollar peg eliminates the other risks.
